Greenhouse gas (GHG) emissions of the Quebec pulp and paper industry fell by more than 30 percent from 1990 to 2006. We use an energy demand model to analyze the contributions to this decrease of energy prices, product mix, technological change, and biomass use. The product mix is made of pulp, and cardboard, and paper. Pulp is an intermediate product for the industry, but not necessarily so for mills; vertical integration varies across mills and presents different opportunities to transfer heat between stages of production. Chemical and mechanical pulping processes are used to form two groups of pulp and paper mills. We find that changes of product mixes contributed the most to reduce GHG emissions, followed to a lesser extent by increases of fuel prices relative to electricity. The estimated electricity and fuel price elasticities are low. However it is still possible to significantly reduce GHG emissions by substituting natural gas for heavy fuel oil; such a substitution could be brought about by a small change of their relative price. The founding of Halifax in 1749 was a watershed in British imperial policy. The settlement was state-funded and served political, not commercial, aims. Mapping—the creation and representation of geographic knowledge—was essential to Halifax's success because it shaped Britain's relationship to the land and subsequently influenced how Britons in the settlement interacted with each other and with resistant groups. Cartographic knowledge was never static, but instead was affected by cultural, political, and economic realities that directed the work of local commissioned surveyors like Charles Morris, and metropolitan public mapmakers like Thomas Jefferys. From 1744 to 1755, geographic imaginings of Halifax changed to address specific imperial goals: first, reconnaissance maps and surveys delimited boundaries and provided data; second, early settlement geographic knowledge established Britain's claim to the Halifax region by controlling the Native presence and emphasizing British strength; and third, 'popular' cartography rallied support for the empire by promoting attractive imperial images among Britons. Geographic knowledge produced from the Halifax settlement indicates that spatial information was Janus-faced: maps and reports negotiated a fine line between value-free geographic information and imperially favourable geographic imaginations. In each case mapping and its cartographic evidence were key independent variables in the socio-political organization of power that situated early modern Canada in a British Atlantic world. The increasingly complex problems that advanced societies like ours face cannot be solved by outdated dichotomies between knowledge and interests. Instead a pluralist and pragmatist approach is needed, and two cases are explored: pollution from Canadian pulp and paper mills and hearings on siting nuclear reactors in seismically sensitive zones in the United States. Both suggest the need for pluralism — recognizing the diverse knowledge and interests involved. Integrating those knowledge and interests (pragmatism) helps determine a solution space from which to select specific solutions for the problem. The pluralist and pragmatist approaches are, finally, shown to be preferable to vague notions of muddling through and to two forms of dichotomies between knowledge and interests. The article discusses the papers regarding the constitutional crisis after the collapse of the Meech Lake Accord in Canada. The authors who were strong supporters of the Accord look into its substance, process and the intergovernmental policy that surrounds its negotiation to be able to come up with the lessons from its failure. The authors cite the option of asymmetrical federalism that calls for the decentralized special status of Quebec. One of the author argues that the Accord failed due to the attempt of the elitist politicians to amend the constitution illegitimately without consultation.

Since 2011, an increasing incidence of sexually transmitted infections and risky sexual practices has been reported among young adults in Canada. However, research on sexual risk behaviours of international students in North America is limited, despite an increasing number of students from abroad attending higher education institutions on this continent. This article shares research findings comparing the sexual practices of international and domestic students in five postsecondary institutions in three Canadian provinces (Manitoba, Ontario, Quebec). Two hundred forty-two international students and 1220 domestic students took part in the bilingual online and paper-based survey. Female international students were less likely to be sexually active than international male, domestic male, and domestic female students. International students were significantly less likely to partake in many risky sexual behaviours, such as inconsistent condom use and unplanned sex after consuming alcohol or drugs. However, male international students were more likely to report having multiple sexual partners than male domestic students. These findings are relevant to those who counsel and advise postsecondary students on Canadian campuses and for healthcare practitioners to better understand postsecondary students' sexual practices. Background: Internet scholars are uncovering and connecting histories of early internets across the globe, but the Canadian context remains underexplored. Drawing on unpublished and declassified documents of the Canadian Armed Forces at Ottawa's Directorate of History and Heritage, this article investigates the history and significance of SAMSON (Strategic Automatic Message Switching Operational Network), an early Canadian internet that experienced a series of setbacks beginning almost immediately at its advent in 1965, until the project was completed in 1984. Analysis: Canada's internet infrastructural techno-politics are examined through Brian Larkin's framework of examining technical ways through which the political is constituted. Conclusions and implications: This paper shows how this early internet was a techno-political system that shaped and was shaped by Canada's pursuit of its national identity amid fears of U.S. influence and rising demands for self-determination within the Québécois and Indigenous nations. Under a flexible exchange rate regime, the Canadian economy is constantly affected by fluctuations in exchange rates. This paper focuses on the effect of the exchange rate on employment in Canada. We find that appreciation of the Canadian dollar has significant effects on employment in manufacturing industries; such effects are mostly associated with the export-weighted exchange rate, but not the import-weighted exchange rate. Meanwhile, the exchange rate has little effect on jobs in non-manufacturing industries. Because the manufacturing sector accounts for only about 10 percent of employment in Canada, the overall effect of the exchange rate on employment is small. In addition, we quantify the loss of manufacturing employment associated with a commodity market boom, during which the Canadian dollar tends to appreciate. Our estimates suggest that when commodity prices increase by 15.77 percent (one standard deviation of annual change in commodity prices between 1994 and 2010), manufacturing employment in Canada decreases by 0.8 percent, which is about 0.08 percent of the total employment. This paper traces the development of Canadian extradition law from the formation of a pro-extradition consensus in the 1860s to the passage of a new Canadian statute in 1877, to that act's final ratification by Britain in 1883. This process of law reform illustrates Britain's continuing legal power in Canada. Throughout the 1870s and 1880s imperial authorities suppressed, delayed, and rewrote dominion extradition law, bringing it back into line with Britain's shifting policy. But the legal ideas that Britain exported to the colonies in this period were not particularly British at all. Rather, what arrived in Canada in the 1870s was an emerging branch of international law heavily influenced by Europe – one that balanced extensive international co-operation against crime with individual civil liberties protections and safeguards for political asylum-seekers. Its origins were in post-revolutionary France, and as it spread to Britain and then the colonies it frustrated Canadian attempts to design a new extradition policy. During the four years of its existence, the Canadian Radio Broadcasting Commission ( [ABSTRACT FROM AUTHOR]

RCMP executives and the Canadian government promoted community justice forums (family group conferences) in the late 1990s. They did so because CJFs offered a process consistent with the national community-policing strategy. When this strategy changed, executives cut their support for the program. This paper argues that this “rise” and “fall” was a function of the program's theoretical and procedural alignment with shifting strategies of national governance. This raises a question about the role of restorative forums in Canadian governance. If such programs remain desirable, multi-agency forums (police, public schools, child welfare, immigration) may well align with the nascent governmental framework of public safety interoperability. The paper also considers another possibility: non-state local peacemaking forums. The conclusion discusses potential benefits and limits of these possibilities. The last fifteen years of the twentieth century have witnessed fundamental changes in approaches to the issue of youth prostitution in Canada. During this period there has been a growing recognition that young prostitutes should be treated as victims in need of protection, not deviants requiring punishment. The most recent and controversial policy response to this victimization framework has been the introduction of secure care legislation in the province of Alberta. Discussions around the possibility of introducing similar legislation has taken place in British Columbia and Ontario. This paper argues the secure care movement in the provinces of Alberta and British Columbia represent neo-liberal responses to the (re) conceptualization of youth prostitution as a form of sexual abuse and exploitation. Of particular interest is how secure care advances neo-liberal forms of governance by supporting what Garland refers to as ‘responsibilization’ strategies. In the process, the youth prostitution ‘problem’ is governed at a distance, the onus for combatting the youth sex trade is placed upon the individual prostitute, community and family, and the meaning of ‘success’ in addressing the youth prostitution phenomenon is redefined. At the same time, relations of power that give rise to the youth sex trade remain unchallenged. This paper explores the contribution certain large Canadian cities may make to the over-representation of aboriginal people in the criminal justice system. The nine cities under study are large urban areas known in Statistics Canada terms as Census Metropolitan Areas (CMA's). The cities are located in eight provinces, and represent Western, Prairie, Eastern and Atlantic Canada. For the analyses, a variety of Statistics Canada and Department of Indian Affairs and Northern Development (DIAND) data, as well as Canadian Centre for Justice Statistics (CCJS) and Correctional Services Canada (CSC) data on aboriginal offenders and over-representation and other aboriginal criminal justice research, were analysed. The paper explores a number of theoretical concepts such as social disorganization, social learning theory, and posits others to understand the urban reality for aboriginal populations and, from that, regional variation in over-representation. Prairie cities appear to contribute disproportionately to the over-representation problem and advantage and disadvantage are disproportionately distributed in urban centres across the country. The nine cities are grouped into high, medium and low “contribution to over-representation” cities based on the demographics of their aboriginal populations. The paper suggests that more research is required to understand how advantage and disadvantage are bestowed on reserve and, by implication, on urban aboriginal populations. [ABSTRACT FROM AUTHOR]
