By examining the ethnic identity of authors in over 2.5 million scientific papers written by US-based authors from 1985 to 2008, we find that persons of similar ethnicity coauthor together more frequently than predicted by their proportion among authors. The greater homophily is associated with publication in lower-impact journals and with fewer citations. Meanwhile, papers with authors in more locations and with longer reference lists get published in higher-impact journals and receive more citations. These findings suggest that diversity in inputs by author ethnicity, location, and references leads to greater contributions to science as measured by impact factors and citations. This paper examines how high-skilled immigrants contribute to knowledge diffusion using a rich data set of Russian scientists and US citations to Soviet-era publications. Analysis of a panel of US cities and scientific fields shows that citations to Soviet-era work increased significantly with the arrival of immigrants. A difference-in-differences analysis with matched paper pairs also shows that after Russian scientists moved to the United States, citations to their Soviet-era papers increased relative to control papers. Both strategies reveal scientific field-specific effects. Ideas in high-impact papers and papers previously accessible to US scientists were the most likely to "spill over" to natives. In 1947, the Cornell psychiatrist Keeve Brodman and a handful of colleagues began developing what would become one of the most widely used health questionnaires of its time—the Cornell Medical Index (CMI). A rigidly standardized form, the CMI presented 195 yes-no questions designed to capture the health status of "the total patient." Over the following decades, Brodman's project of standardizing medical history taking gradually evolved into a project of mathematizing and computerizing diagnosis: out of the CMI grew the Medical Data Screen (MDS), one of the first computerized methods of deriving diagnoses from patient data. This essay follows the life course of these tools through the second half of the twentieth century. It argues for a genealogy of biomedical computing and computerized diagnosis that takes more seriously the continuities between computer-based digital practices and paper-based analog ones. The computerized MDS evolved from, and rested upon, paper data practices associated with questionnaires and surveys. The interlocking histories of the CMI and the MDS prompt a reconsideration of the material and temporal parameters within which the history of computerized medicine has conventionally been understood. Knowledge producers conducting research on a particular set of questions may respond to supply and demand shocks by shifting resources to a different set of questions. Cognitive mobility measures the transition from one location to another in idea space. We examine the cognitive mobility flows unleashed by the influx of Soviet mathematicians into the United States after the collapse of the Soviet Union. The data reveal that American mathematicians moved away from fields that received large numbers of Soviet émigrés. Diminishing returns in specific research areas, rather than beneficial human capital spillovers, dominated the cognitive mobility decisions of knowledge producers. [ABSTRACT FROM AUTHOR]

Women who promoted library services to children in the United States in the late nineteenth century introduced the systematic use of survey research on library practice to the field of professional librarianship. They created a series of qualitative survey-based reports, the Reading of the Young reports, which were presented at ALA conferences from 1882 to 1898. These reports both assessed the current state of and promoted the development of services to youth. The research model they developed was adopted by other women and men in librarianship for research on other aspects of the emerging field of public library service. The discourse of librarianship had been previously based on individual expertise, and their research model changed the field in two ways: first, by gathering empirical evidence about library practice, and second, by introducing a collaborative model of discourse. The education system in the U.S. seems to be deteriorating. The report recommends to raise standards in educations by recruiting qualified teachers. It is felt by some educators that the report would be successful, if it generates public opinion against accepting mediocre education being provided in American schools.

The Guide to the Collection of the University of Chicago Library provides some identifying information for every item which has been incorporated into the collection of written works by Henry C. Simons, and an attempt has been made to arrange all items in the collection in a manner so as to make them most accessible to the researcher. This article summarizes the contents of the collection. The correspondence is divided into files by name of the correspondent and numbered in alphabetical order . Because Simons' professional interests were so often pursued in the context of personal relationships and academic and social activities, no attempt was made to distinguish between personal and professional correspondence. The University Policy section includes a number of letters and memorandums surrounding a controversy over the University of Chicago faculty contracts. The Economics Department Section includes memos regarding specific faculty appointments, faculty politics and complaints as well as some comments on student work. The unpublished manuscript section contains a number of relatively short essays, memorandums and other miscellaneous writings by the economist in various stages of completion.

The article reports on the publication of a series of pamphlets dealing with various aspects of economics education in the U.S. Two of the pamphlets are specifically designed for elementary grades. The first, "Men and Machines Work Together," tells how a class of second-grade pupils learned a great deal about men and machines. The second, "Transportation: Lifeline of America," relates the problems of transportation to specialization, interdependence and technological change.

Many studies use matched employer-employee data to estimate a statistical model of earnings determination with worker and firm fixed effects. Estimates based on this model have produced influential yet controversial conclusions. The objective of this paper is to assess the sensitivity of these conclusions to the biases that arise because of limited mobility of workers across firms. We use employer-employee data from the United States and several European countries while taking advantage of both fixed effects and random effects methods for bias correction. In 1937 Alexandre Hogue was commissioned to paint oil operations in West Texas, and over the next seven years he created a series of paintings, murals, and lithographs picturing petroleum. This paper extends a canonical model of intergenerational human capital investment to a geographic context to study the role of migration in influencing income mobility in the United States. The main result is that migration is considerably influential in shaping the high rates of economic mobility observed among children from low-wage areas, with human capital investment behavioral responses being important to consider. Equalizing school quality across locations does more to reduce interstate inequality in income mobility than equalizing skill prices, and policies that attempt to decrease human capital flight from low-wage areas via cash transfers are unlikely to be cost-effective. The article presents information on African American scholars and the development of African studies programs in the United States in 1942 to 1960. It is inferred that African American scholars played a noticeable role in furthering the study of Africa in the U.S. before the World War II. It discusses the expansion of study programs by Black universities and philanthropic foundations after World War II. It explores the African studies program spearheaded by the Ford Foundation, St. Claire Drake and Roosevelt University.

We examine the relative performance of voting technologies by studying presidential, gubernatorial, and senatorial election returns across hundreds of counties in the United States from 1988 to 2000. Relying on a fixed-effects regression applied to an unbalanced panel of counties, we find that in presidential elections, traditional paper ballots produce the lowest rates of uncounted votes (i.e.,“residual votes”), followed by optically scanned ballots, mechanical lever machines, direct register electronic machines (DREs), and punch cards. In gubernatorial and senatorial races, paper, optical scan ballots, and DREs are significantly better in minimizing the residual vote rate than mechanical lever machines and punch cards. If all jurisdictions in the United States that used punch cards in 2000 had used optically scanned ballots instead, we estimate that approximately 500,000 more votes would have been attributed to presidential candidates nationwide. A common view is that states formulate and administer policy. However, there is much in the classification and administration of persons that is not narrowly governmental. As an example, this article traces long-term developments in Australia and the United States which have made possible recent broadening and "de-racializing" of governmental formulations of Indigenous identity. This most recent phase has seen emergent kinds of "new politics," here called "hyper-identification." This is the self-identification of significant numbers of people as Indigenous, well beyond strictly "demographic" factors. It is easy, and probably partly accurate, to regard such hyper-identification as opportunistic, given the range of entitlements that Indigenous identification may permit. Yet an explanation in terms of opportunity, strategy, or psychology does not treat the conditions that enable that process. Rising between-firm pay dispersion accounts for the majority of the dramatic increase in earnings inequality in the United States in the last several decades. This paper shows that a distinct cross-cohort pattern drives this rise: newer cohorts of firms enter more dispersed and stay more dispersed throughout their lives. These cohort patterns suggest a link between changes in firm entry associated with the decline in business dynamism and the rise in earnings inequality. Cohort effects also imply a slow diffusion of inequality: inequality rises as younger and more unequal cohorts of firms replace older and more equal cohorts. [ABSTRACT FROM AUTHOR]

This paper develops measures of the occupational homogeneity of employers as indicators of outsourcing. Findings are threefold. First, wages are strongly related to occupational homogeneity, particularly for workers in low-wage occupations. Second, by some measures, workers—particularly those in higher-wage occupations—saw their employing establishments become more occupationally homogeneous during 2004–19. Third, changes in the occupational homogeneity of workplaces contributed to growing wage inequality among workers over the first part of this period. This paper investigates the degree of market integration between several product forms of US wild salmon and Norwegian farmed salmon. While several studies have investigated the link between farmed salmon and fresh and/or frozen wild salmon markets, we expand the literature with the inclusion of the products canned salmon and salmon roe. Understanding how canned salmon and salmon roe are related to the broader salmon market is of importance to US fisheries, as these products are high-price exports for the United States. Our results find evidence of cointegration between the Norwegian farmed salmon market and all US salmon products. Domestic and international economic conditions, such as production technological advances within farmed salmon production, environmental challenges, and changes in trade regulations, which affect the market for farmed salmon, will hence also influence US prices of frozen and canned salmon, as well as salmon roe. The President's award of the American Society of Naturalists is given to the best paper that appeared in the journal "American Naturalist" in the preceding calendar year. The Edward Osborne Wilson Naturalist Award was established in 1997 on the occasion of Professor Wilson's retirement in recognition of his lifetime of outstanding contributions in the areas of ecology and evolutionary biology, including the study of social insects, biodiversity, and biophilia. The Sewall Wright Award, which recognizes a senior-level active researcher for significant and continuing contributions to the objectives of the American Society of Naturalists, was awarded in 2005 to Robert E. Ricklefs. The Young Investigators' Prizes recognize outstanding and promising work by investigators who received their doctorates in the three years preceding the application deadline or are in their final year of graduate school. "Tell Us the Truth" is a collaborative article by a professor of English and her freshmen students in a core humanities course from the fall 2016 entitled Readings in Atlantic Slavery. The students read novels, slave narratives, memoirs, and history. The essay follows the growing interest of the students as they read against the presidential campaign taking place during that period. The students were given the option of writing a final paper on the topic of why they should have been given evidence-based, unpoliticized history during high school. They all chose this option. The professor provides a narrative and cites passages from the papers submitted in support of their reasonable plea for learning what they came to call "real history"—history that is factual and unsanitized. This paper examines the impact of male casualties due to World War II on fertility and female employment in the United States. We rely on the number of casualties at the county level and use a difference-in-differences strategy. While most counties in the United States experienced a baby boom following the war, we find that the increase in fertility was lower in high-casualty-rate counties than in low-casualty-rate counties. Analyzing the channels through which male casualties could have decreased fertility, we provide evidence that county male casualties are positively related to 1950s female employment and household income. Recent increases in mortality are at the forefront of the public health debate in the United States. This paper takes a comparative international perspective and documents the poor relative performance of life expectancy in the United States. We characterize its age and cause of death profiles over time and estimate its welfare implications. We show that this poor performance is not recent, not restricted to very particular causes of death, but mostly driven by adults and older ages. We calculate that recent welfare gains could have been 19%–28% higher had the United States been able to reproduce the life expectancy performance of the average member of the Organization for Economic Cooperation and Development. Mortality is a crucial indicator of well-being, and recent mortality trends have been a subject of public debate in many Western countries. This paper compares mortality inequality in Canada and the United States over the period 1990/91 through 2010/11. In Canada, mortality inequality remained constant among the youngest but increased for men over 24 and women over 14. In contrast, in the United States, mortality inequality fell for children and youth and either modestly increased or held steady at older ages. By 2010/11, the initially higher US rates of infant and child mortality had almost converged to their Canadian counterparts. [ABSTRACT FROM AUTHOR]

African Americans are nearly three times as likely to be killed by police as whites. This paper examines whether this racial disparity is due in part to racial differences in the circumstances of police killings. To assess whether and how these circumstances predict the race of a decedent, I use machine learning techniques and a novel data set of police killings containing over 120 descriptors. I find that decedent characteristics, criminal activity, threat levels, police actions, and the setting of the lethal interaction are not predictive of race, indicating that the police—given contact—are killing blacks and whites under largely similar circumstances. The findings suggest that the racial disparity in the rate of lethal force is most likely driven by higher rates of police contact among African Americans rather than racial differences in the circumstances of the interaction and officer bias in the application of lethal force. The article reports that the Archives of American Art research institute acquired the personal papers of West Coast educator, author, and painter Worth Allen Ryder, which include photographs and family letters. The correspondence with colleagues is related to Ryder's professional career as teacher of modern art in the University of California. Ryder exchanged love letters with his girlfriend and later wife Cornelia in which they express their dedication to art, their depth of relationship, and mutual respect. An excerpt is presented of Ryder's letter to University of California faculty member Erle Loran about the Exposition and Congress of Art Education in 1937.

This paper studies the optimal determination of deposit insurance when bank runs are possible. We show that the welfare impact of changes in the level of deposit insurance coverage can be generally expressed in terms of a small number of sufficient statistics, which include the level of losses in specific scenarios and the probability of bank failure. We characterize the wedges that determine the optimal ex ante regulation, which map to asset- and liability-side regulation. We demonstrate how to employ our framework in an application to the most recent change in coverage in the United States, which took place in 2008. [ABSTRACT FROM AUTHOR]

Abstract Public pay-for-performance (P4P) programs tie hospital payments to predetermined sets of quality measures and are intended to encourage or discourage certain outcomes. To the extent that financial penalties from these programs induce some response by hospitals, such penalties may translate into higher negotiated payments from commercial insurance payers. In this paper, we employ data on commercial insurance payments from a large, multi-payer database to study the extent to which penalties levied under the Hospital Readmission Reduction Program (HRRP) and the Hospital Value-Based Purchasing (HVBP) program, two major P4P components of the Affordable Care Act, caused changes in private hospital payments. We find that the bulk of any penalties resulting from HRRP and HVBP are borne by private insurance patients in the form of higher private insurance payments. Specifically, we show that HRRP and HVBP financial penalties led to increases in private payments of 1.9 percent, with effects concentrated among circulatory system procedures. These penalties were also associated with a 3.1 percent reduction in Medicare discharges. Our estimates are larger for hospitals with higher shares of privately insured patients, which suggests the importance of hospital bargaining power in facilitating higher commercial insurance payments. Abstract This paper studies the effects of changes in states' scope of practice (SOP) laws for advanced practice registered nurses (APRNs) on individual labor supply decisions. Restrictive SOP impose costs and other barriers to practice that may affect these decisions. Using survey data on APRNs, we analyze employment in nursing, work hours, part-time work status, multiple job holding, self-employment, wages, and migration. Results show that the level of SOP restrictions are not strong determinants of many labor market decisions but APRNs working in states without oversight requirements are much more likely to be self-employed and to work more hours. APRNs are also found to commute to less restrictive SOP environments when geographically feasible. Increases in the labor supply of nurses when regulatory environments are relatively free from physician oversight requirements can bring an important change to the delivery of health care in the United States. The article focuses on changes to catalogues prepared for African art exhibitions. Such publications have served as guides to exhibitions in the 1970s and 1980s. A chronological examination of bibliographic citations in the journal of African art catalogue in the U.S. demonstrates the growing importance of the catalogues. The catalogue was considered as one of the significant forms for disseminating scholarly writing on African art.

The Grand Challenges for Social Work Initiative (GCSWI) reflects the power and potential of social work to accelerate social innovations and resolve major social problems. The complexity of these societal problemsmandates profession-wide entrepreneurial readiness to engage in transdisciplinary, interprofessional, and translational collaborations. The GCSWI galvanizes shifts in undergraduate, master's, doctoral, and early career supports to equip social work graduates at all levels to design, test, disseminate, and sustain innovative solutions. This paper describes the relevance of the GCSWI to professional education and suggests the collective-impact model as a heuristic for professional preparation to collaborate in grand challenge contexts. This paper also describes the pedagogical thinking underlying a T-shaped professional and the logic behind translational and innovation meta-competencies as pipeline connections across grand challenges, disciplinary partners, and stakeholder involvement. In addition, the paper illustrates meta-competencies preparation for practice that infuses an innovationmindset and skill readiness consonant with a collective-impact framework, and it illustrates application of meta-competencies within the Grand Challenge to Achieve Equal Opportunity and Justice. This paper introduces a new approach to the empirical testing of the Lucas-Sargent-Wallace (LSW) "policy ineffectiveness proposition," which compares the LSW hypothesis with an alternative that states that prices respond fully in the long run, but only gradually in the short run, to nominal aggregate demand disturbances. The empirical equations, estimated for a new set of quarterly data extending back to 1890, exhibit uniformly high responses of real output and low responses of price changes to anticipated changes in nominal GNP. The paper compares and tests three alternative methods of introducing "persistence effects" into the LSW framework. This paper presents new empirical test of the LSW policy ineffectiveness proposition that introduce three major improvements on previous studies. First and most important, unlike earlier papers that tested the LSW proposition in isolation from any plausible alternative, this paper explicitly compares the LSW characterization of price and output behavior with the major competing hypothesis underlying conventional analyses of monetary policy, that prices adjust gradually to nominal demand changes whether anticipated or not. A single reduced-form equation for the inflation rate is developed in which the LSW and gradual-price-adjustment hypotheses appear as special cases, which allows coefficient estimates to distinguish the two. The second innovation here is a much expanded set of U.S. quarterly time-series data extending over the entire period between 1890 and 1980. Unlike previous studies that have been limited to 30 years of postwar quarterly data, the sample space here is extended to 90 years. This paper provides an interpretation of the uncertainty that exists on election morning as to who will win. It is based on the theory that there are a number of possible conditions of nature that can exist on election day, of which one is drawn. Political betting markets provide a way of trying to estimate this uncertainty. This type of uncertainty is different from polling standard errors, which estimate sample-size uncertainty. This paper also introduces a ranking assumption concerning dependencies across U.S. states. The assumption does well when tested using data for the 2004 presidential election and the 2006 Senate election. It is shown that if the ranking assumption is correct, the two political parties should spend all their money on a few states, which seems consistent with their actual behavior in 2004. The effects of any important political decision are always to some degree uncertain. This uncertainty may be ameliorated by the collection of policy-relevant information. Predictably, if such information is biased, then political decisions based on that information will be biased as well. This paper explores the converse of this statement: if the policymaker is biased, will the information provided to him or her also be biased? It is shown in this paper that, in equilibrium, information provided to a sufficiently biased policymaker will inherit the policymaker's bias. Accordingly, the provision of biased policy-relevant information is not evidence of an attempt to produce biased policy decisions.
