Energy is crucial to the wellbeing and development of nowadays society and will remain important for the foreseeable future. With respect to the type and quantity of energy consumed, significant changes are ongoing and further major changes can be expected in the near future. There are also various policy objectives that shape energy policy, depending on the country context. Among these objectives, the following can be highlighted: minimizing any adverse effects on the climate and on the environment; providing energy access to all; securing energy supply; reducing dependence on energy imports; looking for new energy sources, routes and suppliers that offer local economic benefits; reducing local environmental pollution; driving job creation; achieving low energy costs for society. Key strategic elements to reach such objectives are in particular the gradual transformation of the energy systems from fossil fuels to renewable energy, the increase of the efficiency of the energy systems, the reduction of energy use by consumers, the creation of fully integrated energy markets and the removal of unnecessary regulatory or technical barriers. The information provided in this guidebook aims to contribute to the reaching of the above-mentioned policy objectives. The guidebook is based on the results of a research project carried out within the IEA Energy in Buildings and Communities Programme (EBC) called "Cost-Effective Energy and Carbon Emissions Optimization in Building Renovation (Annex 56)". This guidebook is particularly intended for professional home-owners, i.e. individuals or companies that own and manage residential buildings. It is assumed that these owners are responsible for ensuring maintenance, repair and general servicing tasks and lead the decisions on the improvements to be made regarding comfort, safety, saving energy or just uplifting the buildings to contemporary needs or style. The main goal is to help in the decision-making process towards the optimized renovation of the residential building stock. The aim of the report is to illustrate the application of the methodology developed within the IEA EBC Annex 56 project and present several tools available for the successive implementation of the several steps of the process. The tools include those that have been used by the participating countries in the selected case-studies and also tools that, although not being used in the IEA EBC Annex 56 project, are compatible with the developed methodology.

To promote energy efficient buildings, with low energy consumption and energy generation onsite, innovative renovation projects are needed that can act as forerunners and inspiration but also serve as best practice examples for the expert audience and the general public. Within this IEA EBC Annex 56 project, six different Case Studies from six European countries were compiled and analysed . The Case Studies are both residential and non-residential buildings, which serve as model projects for renovations in each individual country. The specific aim of the case study activity of this IEA EBC Annex 56 project is to provide significant and useful feedback from practice on a scientific basis.

Nevertheless, this potential hasn?t been fully explored. Contributing to this, the evaluation of building renovation measures normally considers only the energy savings and the costs, disregarding other relevant benefits and thus, significantly underestimating the full value of improvement and re-use of buildings at several levels of the economy. "Energy in Buildings and Communities Programme, March 2017", Buildings are responsible for a major share of energy use and have been a special target in the global actions for climate change mitigation, with measures that aim at improving their energy efficiency, reduce carbon emissions and increase renewable energy use. The IEA-EBC Annex 56 project «Cost-Effective Energy and Carbon Emissions Optimization in Building Renovation» intends to develop the basics for future standards, which aim at maximizing effects on reducing carbon emissions and primary energy use while taking into account the cost-effectiveness of related measures. The building sector is one of the Europeâ s main energy consumer, making buildings an important target for a wiser energy use, improving indoor comfort conditions and reducing the energy consumption. To achieve the European Union targets for energy consumption and carbon reductions it is crucial to act in new, but also in existing buildings, which constitute the majority of the building stock. In existing buildings, the significant improvement of their efficiency requires important investments. Therefore, costs are a major concern in the decision making process and the analysis of the cost effectiveness of the interventions is an important path in the guidance for the selection of the different renovation scenarios. The Portuguese thermal legislation considers the simple payback method for the calculations of the time for the return of the investment. However, this method does not take into consideration inflation, cash flows and cost of capital, as well as the future costs of energy and the building elements lifetime as it happens in a life cycle cost analysis. In order to understand the impact of the economic analysis method used in the choice of the renovation measures, a case study has been analysed using simple payback calculations and life cycle costs analysis. Overall results show that less far-reaching renovation measures are indicated when using the simple payback calculations which may be leading to solutions less cost-effective in a long run perspective.

"Energy in Buildings and Communities Programme, March 2017", This brochure is a selection of successful realised demonstration projects within IEA EBC Annex56 partner countries that highlights successful solutions and provides general findings, similarities and differences emerging out of the demonstration projects selected in the participating countries. The ?ShiningExamples? are gathered mainly for motivation and stimulation purposes, highlighting the advantages of aiming at far reaching energy and carbon emissions reductions, being still cost effective. A reabilitação energética tem ganho notoriedade devido aos requisitos impostos pela Comissão Europeia e pelo Parlamento Europeu, relacionados com a eficiência energética, bem como pela consciência do impacto da produção e transporte de energia nas alterações climáticas. A melhoria do desempenho energético dos edifícios permite utilizar a energia de modo mais eficiente e reduzir os gases com efeito de estufa, para além de melhorar as condições de conforto do utilizador. O intuito do trabalho foi avaliar o potencial de reabilitação energética de alguns edifícios residenciais, construídos antes de 1990, data da entrada em vigor da primeira regulamentação térmica. O estudo incluiu quatro edifícios, os quais foram caracterizados em termos de desempenho energético e analisados em relação à incorporação de medidas de reabilitação energética numa perspetiva de otimização da relação custo/benefício. Os resultados mostram que é possível reduzir os consumos de energia e os respetivos desperdícios, melhorando as condições de conforto, com recuperação do investimento realizado num período relativamente curto.

Trabalho desenvolvido no âmbito do projeto internacional IEA ECBCS Annex 50, A reabilitação de edifícios é um sector de relevância crescente no contexto nacional, levando a uma progressiva expansão do mercado de soluções. As soluções de reabilitação da envolvente dos edifícios, nomeadamente de fachadas, procuram ter um processo de instalação cada vez mais rápido e prático sem descurar o controlo da qualidade, necessário para um bom desempenho final da envolvente. Este catálogo contém algumas soluções de reabilitação de fachadas prefabricadas desenvolvidas para a reabilitação de edifícios multifamiliares. As soluções foram desenvolvidas no âmbito do projeto IEA ECBCS Annex 50 “Sistemas Prefabricados para uma Reabilitação de Baixo Consumo de Energia de Edifícios Residenciais”, da Agência Internacional de Energia. O objetivo é apresentar uma ferramenta conceptual de apoio a fabricantes e designers para avaliar as possibilidades para uma reabilitação eficiente de edifícios existentes de forma a valorizar a sua envolvente. Destina-se também a promover a colaboração e facilitar o processo de desenvolvimento do projeto, abrangendo apenas o design e a construção de módulos de reabilitação. Building rehabilitation is essential to achieve the targets defined by the EPBD-recast regarding energy efficiency, reduction of carbon emissions and use of on-site renewable energy sources. Besides the energy efficiency the Indoor Environmental Quality of Buildings (IEQ) must also be considered when planning a rehabilitation project. Thus to propose an effective building rehabilitation is necessary select the adequate construction solutions taking into account their impact on the energy performance, thermal and acoustic comfort and indoor air quality of the building. In this work a multi-criteria decision analysis method, ELECTRE III, is applied to balance all these aspect, during the design phase of a refurbishment project, in order to assist the design team on the selection of construction solutions.

The first global oil crisis, led the European Union to start the necessary procedures in order to control and reduce the energy consumption of buildings. In Europe the energy consumption of residential buildings increased since 1990 until 2003 1.3% per year and it is expected that, by 2050, the energy consumption of buildings will have increased by 40%. According to the EPBD-recast all member states should adopt the necessary measures so that buildings become highly efficient - nearly Zero Energy Buildings (nZEB’s). Nevertheless, quantitative standards are not appointed, so each member state should establish the minimum requirements for energy performance in buildings attending to the local conditions. However before establishing these requirements it is necessary to evaluate the building stock and its energy efficiency. As most of the Portuguese residential buildings are old and degraded an opportunity arises for the energy rehabilitation of the building stock, implementing EPBD-recast principles, making it more energy efficient and comfortable. The aim of this study was to describe the current conditions of the building stock in order to identify whether there are suitable conditions for energy rehabilitation of buildings. The analysis performed showed that although there are a significant potential for building energy rehabilitation, there are also some constraints, namely the lack of credit and loans financing of banks.

Planet Earth is facing nowadays an environmental crisis without precedents. This is a matter of extreme importance and measures that allow reducing this problem have been discussed all over the world. One of the measures that have been appointed more often is the energy efficiency. In order to increase the energy efficiency, several technologies and legal documents have been developed. However, our society is facing, not only severe and unprecedented environmental crisis but also an economic crisis with similar magnitude. Therefore, it is of extreme importance to find methods that allow minimizing the environmental and economic impacts of the construction sector. The aim of this study is to find a method that allows the study of different measures relating their energy and economic performance.

Portugal não possui reservas de energias fósseis, pelo que importa grande parte dos recursos energéticos que consome. Nos últimos anos tem sido feita uma aposta na instalação de sistemas de produção de energia a partir de energias renováveis no sentido de reduzir a dependência energética nacional. Contudo, os níveis de dependência, em 2010, ainda eram muito elevados principalmente devido à importação de petróleo. O sector residencial é o que apresenta o terceiro maior consumo energético. Tendo-se verificado nos últimos anos um aumento crescente dos consumos, em especial de eletricidade. Através da avaliação da tendência de evolução do consumo energético das habitações, é possível determinar qual a melhor forma de reduzir esses consumos aquando da reabilitação energética dos edifícios. O estudo apresentado tem por objetivo analisar os consumos energéticos do sector residencial, de forma a saber em que fatores intervir para aumentar a eficiência energética do parque habitacional Português.

One of the main key sectors where it is vital to reduce the energy consumption, is the existent building stock. The European Union has recognized this issue in 2002 with the entrance into force of the Directive on Energy Performance of Buildings where important measures to limit the buildings primary energy consumption are foreseen. Within this context, it was initiated a new project focusing the development of a new retrofit solution – a prefabricated façade retrofit module. This solution is, to some extent, a by-product of the authors’ participation on the International Energy Agency project IEA ECBCS Annex50 and on the FCT funded project PTDC/ECM/67373/2006. In order to achieve a better support for the design of the solution and for the module thermal optimization, there were applied some computational tools like Google SketchUp® for 3D modelling to test the design options and eQuest® tool for energy performance prediction of several construction options and to assure their accordance with the applicable regulations. O Departamento de Engenharia Civil e a Escola de Arquitetura da Universidade do Minho, em conjunto com o Departamento de Engenharia Civil da Universidade de Coimbra, organizaram o Seminário "reVer: Contributos da arquitetura vernácula portuguesa para a sustentabilidade do ambiente construído", que teve lugar na Fundação Manuel António da Mota (Mercado do Bom Sucesso, Porto) no dia 28 de março de 2015. No programa do evento pretendeu-se abordar a temática da construção tradicional, desde os seus materiais e técnicas até à reabilitação do património vernáculo, abrangendo ainda um conjunto mais alargado de assuntos que permitem identificar e compreender melhor o potencial contributo dos princípios utilizados neste tipo de construção para a sustentabilidade do ambiente construído. Para o efeito participaram no evento, como oradores convidados, um conjunto de personalidades que se destacam em Portugal no domínio da construção/arquitetura vernácula. O evento e esta publicação enquadram-se nas atividades de disseminação do projeto reVer "Modelação do desempenho de ciclo de vida de edifícios vernáculos portugueses ? contributos para a sustentabilidade do edificado", pelo que os organizadores gostariam de agradecer o apoio concedido pela Fundação para a Ciência e a Tecnologia (FCT), com a referência EXPL/ECM-COM/1801/2013, que foi fundamental para o desenvolvimento dos resultados apresentados pelos elementos da equipa de investigação. The conference Portugal SB10 - Sustainable Building Affordable to All is organized by University of Minho – UM, Technical University of Lisbon – IST and the Portuguese delegation of the International Initiative for a Sustainable Built Environment – iiSBE Portugal in Vilamoura, Algarve - Portugal, from the 17th till the 19th of March 2010. This conference is included in the “SB10” series of international conferences that are being organized all over the world. The event is supported by high prestige partners, such as the International Council for Research and Innovation in Building and Construction (CIB), the United Nations Environment Programme (UNEP), the International Initiative for a Sustainable Built Environment (iiSBE), Ordem dos Engenheiros (OE – Portuguese Engineers Professional Association) and Ordem dos Arquitectos (OA – Portuguese Architects Professional Association). Currently it is undeniable the importance of buildings on sustainable development due to their potential environmental impacts. It is also undeniable the role that the construction sector can play against climatic changes through the integration of high performance and low emission construction solutions, contributing to the reduction of the environmental impacts throughout the buildings life cycle. Several solutions are already available on the market that allow performance improvements, proving that it is actually possible to contribute to the formulation of new construction strategies, not only with improved technical and environmental quality, but also economically feasible, innovative and capable of promoting the sustainable development. The international conference Portugal SB10 is an excellent opportunity to discuss and reflect on good technical practices applicable not only to buildings but also to urban areas and communities. With the organization of this event, we expect to share knowledge, examples and strategies, to formulate proposals that include new principles and initiatives for the creation of a more sustainable environment and to stimulate sustainable construction policies that can lead to more responsible construction, affordable to all. The subjects discussed in this conference cover a wide range of important issues related with sustainable construction. The contributions given by the authors are the reflection of profound work and critical research that will give an important contribution towards sustainable development. The issues presented include: - Six invited keynote papers (Chapter 1); - Policies to low cost sustainable construction (Chapter 2); - Low cost sustainable building solutions (Chapter 3); - High performance sustainable building solutions (Chapter 4); - Monitoring and evaluation (Chapter 5); - Case-studies (Chapter 6).
