Cladonia subgenus Cladina (the reindeer lichens) can be a dominant part of terrestrial ecosystems worldwide. They are particularly abundant in arctic-alpine and boreal regions, where they are a primary food source for woodland caribou/reindeer in winter months. Determining the growth rates of reindeer lichen is important for understanding and managing lichen regeneration following disturbances such as timber harvesting, mining, grazing, and wildfire. Regeneration and rehabilitation rates can be calculated with greater accuracy when growth rates are well understood. We provide a summary of 17 studies from 6 countries that determined the linear growth rates of three reindeer lichen groups, Cladonia arbuscula/mitis (mean = 4.7 mm/yr.), C. rangiferina/ C. stygia (mean = 5.1 mm/yr.), and C. stellaris (mean = 4.8 mm/yr.). We use linear growth rates as a proxy for over-all growth and biomass. Variables found to influence lichen growth rates are also discussed, which include light, moisture, temperature, air pollution, acid rain, precipitation, snow accumulation, substrate, age of individuals, and type of disturbance. These results can assist land managers in developing more accurate strategies for restoring lichens in disturbed areas.

Local population units (LPUs) were delineated in Canada’s recovery strategy for threatened boreal woodland caribou (Rangifer tarandus caribou). Population viability analyses central to contemporary integrated risk assessments of LPUs implicitly assume geographic closure. Several LPUs in northwest Canada, however, were in part delineated by geopolitical boundaries and/or included large areas in the absence of evidence of more finely resolved population spatial structure. We pooled >1.2 million locations from >1200 GPS or VHF-collared caribou from northeast British Columbia, northwest Alberta and southwestern Northwest Territories. Bayesian cluster analysis generated 10 alternative candidate LPUs based on a spatial cluster graph of the extent of pairwise co-occurrence of collared caribou. Up to four groups may be artifacts in as yet under-sampled areas. Four were mapped LPUs that were conserved (Prophet, Parker, Chinchaga and Red Earth). One small group between Parker and Snake-Sahtaneh known locally as the “Fort Nelson core,” and outside any mapped LPU, was also conserved. Finally, one large group, at >136000 km2, spanned all three jurisdictions and subsumed all of six delineated LPUs (Maxhamish, Snake-Sahtaneh, Calendar, Bistcho, Yates, Caribou Mountains) and part of southern Northwest Territories. These results suggest less geographic closure of LPUs than those currently delineated, but further analyses will be required to better reconcile various sources of knowledge about local population structure in this region.

Fire management is an important conservation tool in Canada’s national parks. Fires can benefit some species, while others may be negatively impacted. We used GPS and VHF collar data for 47 wolves from 12 separate packs and 153 caribou from 5 separate herds, and resource selection analysis to model the effects of fire on these species’ habitat and potential interactions. Resource selection modeling showed that wolves select for burned areas and areas close to burns, presumably due to the presence of primary prey (i.e., elk and moose), while caribou avoid burns. Fire reduced the amount of high quality caribou habitat (a direct effect), but also increased the probability of wolf-caribou overlap (an indirect effect). We delineated a spatial index of caribou “safe zones” (areas of low overlap with wolves), and found a positive relationship between the proportion of a herd’s home range represented by “safe zone” in winter and population size (P = 0.10, n=4). While currently-planned prescribed fires in Banff and Jasper reduced the amount of quality caribou habitat by up to 4%, they reduced the area of “safe zones” by up to 7%, varying by herd, location, and season. We suggest that conservation managers should account for the indirect, predator-mediated impacts of fire on caribou in addition to direct effects of habitat loss.

Woodland caribou in the southern portion of Jasper National Park have declined from an estimated 435 in the mid 1970s to a population estimate of 87 in the fall of 2009. We examined the available historical information to determine why caribou have declined. We compared three main hypotheses for caribou decline in JNP: human disturbance, climate change, and wildlife management. We used historical human use statistics, climate data, and animal abundance information to weigh the evidence for these competing hypotheses over two time scales. Caribou decline could not be attributed to changes in climate over the long-term, or an increase in human use (our proxy for disturbance). Caribou decline was attributed to a combination of climate and wildlife management. Recovery of caribou in Jasper National Park will likely be contingent on managing the interaction between the predator/prey dynamic and climate change.

Delineating demographic structure across an organism’s range can reveal the extent to which population dynamics in different geographic areas are driven by local or external factors and can be crucial for effective conservation and management. Obtaining optimal data for such analyses can be time and resource-intensive and impending development and resource extraction pressures may necessitate the examination of existing data, even when they are less than ideal. We analyzed a historic telemetry dataset containing satellite radio-collar locations of 73 forest-dwelling woodland caribou in northern Ontario to determine demographic structure. We applied several clustering methods (i.e., agglomerative, divisive and fuzzy k-means) to median seasonal locations. Results were used to distinguish demographic units and minimum convex polygons and fixed-kernel density estimates were used to delineate unit boundaries and core areas. For areas where sampling was considered representative of the distribution of caribou on the landscape, we assessed demographic distinctness by evaluating intra-individual variation in cluster membership, membership strength and distance between boundaries and core areas of adjacent units. The number and composition of clusters identified was similar among methods and caribou were grouped into 6 general clusters. The distinctions between the three clusters identified in the central portion of the province (i.e., Lac Seul, Wabakimi, Geraldton) and the two clusters identified in the eastern portion of the province (i.e., Cochrane and Cochrane-Quebec) were determined to represent demographic structuring. Additional distinctions in other areas (i.e., between The Red Lake and Lac Seul clusters in the west and between the central and eastern clusters) may just be artifacts of the original sampling effort. Amongst demographic units, there was no evidence of individual flexibility in cluster membership and average membership strength was very high. There was little to no overlap between boundaries and core areas of adjacent units, but distances between adjacent unit boundaries were relatively low. Additional sampling effort is needed to further delineate demographic structure in Ontario caribou.

Little is known about the movements and home range of boreal woodland caribou (Rangifer tarandus) in the James Bay lowlands, northern Ontario. Our preliminary study involves the use of GPS collars with Argos satellite system uplink to monitor movements of caribou and 10 animals were collared in December 2004. Animals appeared to have reduced rates of daily movement starting approximately in mid to late December and stretching until late February. Similarly, most animals appeared to have very reduced rates of movement from the beginning of May to the end of June indicating that this is their calving period (includes both parturition as well as the period immediately after parturition). Thus the over-wintering range was assumed to be where the animals were from mid-December to late February and the calving range was defined as the area they were in from the beginning of May to the end of June. Individual home-ranges were typically large, the mean 90% kernel home range for 2004 - 2007 was 41 579 km2. Over wintering areas and calving areas were small when compared to annual home-range size and reflect the reduced rates of movement during these time periods. Female caribou show site fidelity to calving grounds, using the same core areas year after year. However, the same level of site fidelity was not observed in over-wintering areas. The caribou in the James Bay lowlands display behaviours that are characteristic of both the forest-tundra and forest-forest ecotypes which may warrant the reconsideration of the validity of proposed ecotypes with respect to protection under species-at-risk legislation.

Predation is considered a primary limiting factor of woodland caribou (Rangifer tarandus caribou) populations across North America. Caribou are especially vulnerable to predation during their first few weeks of life and have evolved space-use strategies to reduce predation risk through habitat selection during the critical calving and nursery period. We assessed landscape-scale physical characteristics and landcover types associated with caribou nursery sites in Wabakimi and Woodland Caribou Provincial Parks in northern Ontario to better understand nursery site selection in relatively undisturbed landscapes. Although free from industrial activity, these protected areas may subject caribou to human recreational disturbance, so our secondary objective was to evaluate female caribou nursery site selection relative to human recreational activities. We determined that parturient caribou selected landscape characteristics at multiple spatial scales that may reduce predation risk during the calving and nursery period. Generally, female caribou in both parks selected larger lakes with larger than average sized islands configured within shorter than average distances to other islands or landforms that might facilitate escape from predators. The majority of caribou nursery areas in both parks occurred on islands rather than the mainland shoreline of lakes that were surveyed. The nearest landform for escape from these nursery sites on islands was typically another island, and most often 2-3 islands, suggesting parturient caribou may choose islands clustered together as part of their escape strategy. In Woodland Caribou Provincial Park, caribou nursery sites occurred more often in coniferous landcover than expected from availability, while in Wabakimi Provincial Park caribou used sparse, mixed and coniferous forests for nursery activity. Caribou cow-calf pairs typically used areas for nursery activity that were 9.1 km (± 1.0 km, range 2.3-20.6 km) in Wabakimi Provincial Park and 10.2 km (± 0.7 km, range 0.7-32.6 km) in Woodland Caribou Provincial Park from any human recreational disturbance. These landscape-scale physical characteristics and landcover types associated with caribou nursery sites may be used to predict locations of potential caribou nursery areas both outside and within protected areas for the provision of adequate protection and to ensure the persistence of this valued species.

Since the 1990s, Newfoundland’s woodland caribou (Rangifer tarandus caribou) population has declined by an estimated 66%. Low calf recruitment has been associated to the decline, possibly triggered by increasing calf predation and/or decreasing resources. To investigate the role of landscape composition in this system, we studied the yearly (2005-2008) calving/post-calving range (CPCR) of 104 satellite-collared females belonging to six herds. We mapped nine disturbance factors (e.g. roads, logging, etc), as well as vegetation cover types (e.g. coniferous, deciduous forests, etc), and determined the total area they occupied within CPCRs yearly for each herd. Using an information theoretic approach, we assessed the model that best explained variation in recruitment using these components. Based on corrected Akaike Information Criterion, the model that best explained variation in calf recruitment included total disturbance and deciduous forest area, both showing the expected negative relationship with calf recruitment. Other landscape variables among the models with ΔAICc < 2 were mixed forest, also with a suggested negative relationship, and barrens and wetlands with a significant positive trend. This study highlights the need to minimize total disturbance footprint and account for resulting changes in forest composition within CPCRs during land use planning. Expanding forestry operations and road infrastructure in critical woodland caribou habitat across Canada may additionally contribute to habitat loss via fragmentation. This in turn, may lead to range recession beyond the initial local avoidance footprint. We see the possibility of using calf recruitment models based on landscape parameters, among others, to predict the impact of new industrial developments on calf recruitment.

The classification and colonization of reindeer and caribou (Rangifer tarandus) was assessed from analysis of both proteins, nuclear DNA and mitochondrial DNA. I demonstrate that the current subspecies designations are not compatible with the differentiation at these markers, suggesting that the morphological differences among extant subspecies did not evolve in separate glacial refugia. Thus, morphological differences among extant subspecies probably evolved as adaptive responses to post-glacial environmental changes. An exception to this is the North American woodland caribou, where all three marker systems support a subspecies-specific refugium as the ancestral origin of these animals. Three major mtDNA haplogroups reported, represent three separate origins of the species during the last glaciation. The most influential origin has contributed to the gene pool of all extant subspecies, suggesting the existence of a large and continuous glacial population ranging across extensive areas of tundra in Eurasia and Beringia. The North American tundra forms (R.t. granti and groenlandicus) and the arctic forms (R.t platyrhynchus, R.t pearyi and R.t eogroenlandicus) almost exclusively comprise haplotypes of such an origin. Another small and isolated refugium seems to have arisen in western Eurasia in close connection to the extensive ice sheet that covered Fennoscandia. The two Eurasian subspecies R.t. tarandus and R.t. fennicus appear to have a diphyletic origin as both the putatively small and isolated Eurasian refugium and the large Beringia refugium have contributed to their gene pools. A third distinct and geographically well-defined refugial area was probably located south to the extensive North American continental ice sheet from where the ancestors of the present North American woodland caribou (R.t. caribou) likely originated.Abstract in Norwegian / Sammendrag: Systematisk inndeling og kolonisering av rein (Rangifer tarandus) ble bestemt ved å analysere for variasjon i genetiske markører som proteiner, kjerneDNA og mitokondrieDNA. Habitat alteration and climate change are two important environmental stressors posing increasing threats to woodland caribou, Rangifer tarandus caribou, in Ontario. Our first objective was to identify the importance of linear features, habitat, and climate on the occurrence of woodland caribou during the winter season using over 30 years of records (1980-2012). Our second objective was to forecast the impacts of climate change on the future occurrence and range of woodland caribou. Woodland caribou occurrence and environmental data collected during 1980 to 2012 were obtained from the Ontario Ministry of Natural Resources (OMNR). Logistic regression models were used to identify the importance of linear features, habitat, and climate on woodland caribou. We then forecast future caribou occurrences using 126 future climate projections. Woodland caribou preferred coniferous forests and mixed forests that tended to be associated with increased lichen coverage, and regions with colder winters. Woodland caribou also avoided anthropogenically disturbed regions, such as areas associated with high road density or developed areas. Caribou range extent was projected to contract by 57.2-100% by 2050 and 58.9-100% by 2070. Furthermore, all 126 climate change scenarios forecast a range loss of at least 55% for woodland caribou in Ontario by 2050. We project complete loss of woodland caribou in Ontario if winter temperatures increase by more than 5.6°C by 2070. We found that woodland caribou in Ontario are sensitive to changes in climate and forecasted that an average of 95% of Ontario’s native wood­land caribou could become extirpated by 2070. The greatest extirpations were projected to occur in the northernmost regions of Ontario as well as northeastern Ontario, while regions in western Ontario were projected to have the lowest rates of extirpation. This underscores the importance of mitigating greenhouse gases as a means to protect this iconic species.

The Recovery Strategy for the Woodland Caribou (Rangifer tarandus caribou), Boreal Population in Canada (EC, 2012), identifies coordinated actions to reclaim woodland caribou habitat as a key step to meeting current and future caribou population objectives. Actions include restoring industrial landscape features such as roads, seismic lines, pipelines, cut-lines, and cleared areas in an effort to reduce landscape fragmentation and the changes in caribou population dynamics associated with changing predator-prey dynamics in highly fragmented landscapes. Reliance on habitat restoration as a recovery action within the federal recovery strategy is high, considering all Alberta populations have less than 65% undisturbed habitat, which is identified in the recovery strategy as a threshold providing a 60% chance that a local population will be self-sustaining. Alberta’s Provincial Woodland Caribou Policy also identifies habitat restoration as a critical component of long-term caribou habitat management. We review and discuss the history of caribou habitat restoration programs in Alberta and present outcomes and highlights of a caribou habitat restoration workshop attended by over 80 representatives from oil and gas, forestry, provincial and federal regulators, academia and consulting who have worked on restoration programs. Restoration initiatives in Alberta began in 2001 and have generally focused on construction methods, revegetation treatments, access control programs, and limiting plant species favourable to alternate prey. Specific treatments include tree planting initiatives, coarse woody debris management along linear features, and efforts for multi-company and multi-stakeholder coordinated habitat restoration on caribou range. Lessons learned from these programs have been incorporated into large scale habitat restoration projects near Grande Prairie, Cold Lake, and Fort McMurray. A key outcome of our review is the opportunity to provide a unified approach for restoration program planning, best practices, key performance indicators, and monitoring considerations for future programs within Canada.

Manitoba Hydro is responsible for the continued supply of energy to meet the needs of the province and is committed to protecting the environment when planning the construction and operation of its facilities. Corporate policy dictates ongoing improvement of Environmental Management Systems (EMS) in order to meet or surpass regulatory requirements. Environmental objectives are reviewed annually and programs are modified when necessary to address improvements in environmental performance. Manitoba Hydro plans and constructs major transmission projects throughout northern Manitoba which includes areas occupied by boreal woodland caribou. In recognition of the potential issues associated with hydro transmission construction in boreal caribou range, Manitoba Hydro hosted an expert workshop on May 8, 2007 to provide objective advice in the development of a draft corporate strategy that effectively directs targeted monitoring and research for environmental assessment and mitigation. The workshop focused on assessing the potential threats to boreal woodland caribou from a transmission line construction and operation perspective, and identifying appropriate approaches in site selection and environmental assessment (SSEA) and long-term monitoring and research. A total of nine threat categories were reviewed to determine the degree and magnitude of potential effects that may result from transmission construction and operation; and of the original nine, five final threat categories were delineated. The main elements of the workshop provided strategic approaches for proactive pre-construction monitoring, research on recruitment and mortality for local populations impacted by ROWs and control areas, and various habitat monitoring, management, and mitigation techniques. Research and monitoring priorities have been identified and continued collaboration with Manitoba Conservation and other land users were also identified.

Terrestrial mammals are strongly influenced by seasonal changes in environmental conditions. Studies of animal space use behaviour are therefore inherently seasonal in nature. We propose an individual-based quantitative method for identifying seasonal shifts in caribou movement behaviour and we demonstrate its use in determining the onset of the winter, spring dispersal, and calving seasons. Using pooled data for the population we demonstrate an alternate approach using polynomial regression with mixed effects. We then compare individual onset dates with population-based estimates and those adopted by expert consensus for our study area. Distributions of individual-based onset dates were normally distributed with prominent modes; however, there was considerable variation in individual onset times. Population-based estimates were closer to the peaks of individual estimates than were expert-based estimates, which fell outside the onetailed 90% and 95% sample quantiles of individually-fitted distributions for spring and winter, respectively. Both expertand population-based estimates were later for winter and earlier for both spring and calving than were individual-based estimates. We discuss the potential consequences of neglecting to corroborate conventionally used dates with observed seasonal trends in movement behaviour. In closing, we recommend researchers adopt an individual-based quantitative approach and a variable temporal window for data set extraction.

Ontario’s population of forest-dwelling woodland caribou is listed both federally and provincially as a species at risk. It is estimated that 20 000 woodland caribou remain in Ontario, of which approximately one quarter inhabit the boreal forest and are described as the sedentary forest-dwelling population. This paper examines the recovery strategy for this population developed by the Ministry of Natural Resources, as well as discussing the implications of provincial forestry policy on woodland caribou management. Commercial timber harvesting will likely soon be allowed in parts of the northern third of the province, in which woodland caribou habitat currently is relatively unimpaired by industrial development. Carcross woodland caribou (Rangifer tarandus caribou) numbers are increasing as a result of an intensive management and recovery program initiated in 1993. In the last 13 years, three overlapping First Nation land claim agreements were settled resulting in a complicated array of private and public land management authorities on this winter range, situated in the Whitehorse periphery. Twelve years of VHF radio-collar data (1994-2005) and 5 years of GPS radio-collar data (2000-2005) for female caribou were assessed to determine winter concentration areas and important winter habitats. We contrasted locations from 11 GPS radio-collared caribou with land cover classes, derived from classified Landsat 7 imagery, to evaluate the distribution and abundance of preferred habitats within this winter range. We found significant use of Open Needle Leaf lichen vegetation classes and avoidance of the relatively more abundant Closed Needle Leaf class. Our resource selection function model validated the preference for Open Needle Leaf Lichen and determined that caribou were spaced significantly further from an estimate of the human Zone of Influence (ZOI) than was expected from random locations. While our assessment determined that 64% of the winter range was located outside of either private lands or land influenced by human activity, key winter vegetation classes were under-represented within this area. If caribou are to successfully recover on this landscape and persist through time it is essential to manage, through meaningful participation among land management authorities, the remaining caribou habitat for environmental rather than human consumptive values.

The movement patterns and demographic parameters were measured for caribou (Rangifer tarandus caribou) on George’s Island (Labrador, Canada) to determine if the population is separate from the Mealy Mountain Caribou Herd. Movements between George’s Island caribou and nearby Mealy Mountain caribou were examined through satellite telemetry (April 2005 to April 2006). Demographic information was collected through aerial classification surveys. The predator-free island is currently maintaining a density of 22.5-26.5 caribou/km2. Female survival appears high and the recruitment rate in late fall-early spring was 19.0-29.2% calves. Mainland caribou moved very little throughout the year, travelling no more than 53.7 km on average from their initial collaring locations. Also, satellite data indicated no mixing between animals on George’s Island and the mainland. The elevated caribou density and high proportion of calves suggest that George’s Island could at times be acting as a predator-free recruitment area and that George’s Island may be a subpopulation from which animals disperse to the mainland.

If my argument is valid, then true woodland caribou are only the very few, dark, smallmanned caribou scattered across the south of caribou distribution. They need the most urgent of attention.

Woodland caribou conservation has been the topic of much debate for the past few decades. By the late 1970s there was growing concern about declining woodland caribou populations and the interaction between industrial activities and woodland caribou. Initial concerns led to the closure of the licensed hunting season in 1981. Early confrontation between government and industry in the late 1980s transformed into a series of evolving collaborative ventures. Improving our understanding of the basic ecology of woodland caribou in Alberta was at the center of early research efforts; more recent studies have examined the effects of industrial activities on caribou and effectiveness of various mitigation factors. Despite having amassed an impressive body of information from a research and monitoring perspective, progress on implementing effective management actions has been less dramatic. Industry has endured significant costs implementing a variety of perceived conservation initiatives, but caribou populations continued to decline through the last few decades. While some parties feel more research is needed, there is growing consensus that changes to habitat as induced by human activities are important factors influencing current caribou declines. Predation is a proximate cause of most caribou mortality. Climate change mediated alterations to habitat and predator-prey interactions remain a key source of uncertainty relative to future caribou population trends. Management actions will need to deal with long term habitat changes associated with human land use and short term implications of increased predation. In 2005, the provincial minister responsible for caribou conservation responded to the draft 2004 recovery plan and created the Alberta Caribou Committee (ACC). The goal of the ACC is to maintain and recover woodland caribou in Alberta’s forest ecosystems while providing opportunities for resource development, following guidance provided by the Alberta Woodland Caribou Recovery Plan, as qualified by the Minister of Sustainable Resource Development. The current and future challenge involves conserving and recovering caribou populations and habitat through use of knowledge-based processes, applied through existing or other mechanisms, as deemed appropriate. As outlined in the ACC terms of reference, this complex challenge is to be achieved in an atmosphere of co-operation and trust amongst participants. The mandate of the ACC is to bring together the expertise and experience of its members under a consensus-based partnership for the purpose of: 1) providing thoughtful advice to government and, 2 implementing or supporting approved caribou population and habitat conservation and recovery programs. The ACC provides advice to government regarding policy and program matters, but does not create government policy or programs. Compared to previous multi-stakeholder committees dealing with caribou in Alberta, the ACC has an expanded membership that includes representatives from aboriginal organizations, industry (forestry and energy sector), environmental non-government organizations, the scientific community, and the government of Alberta. In addition to the expanded ‘breadth’ in committee membership and mandate scope, is an increased ‘height’ of influence in that the governance board provides advice to the Alberta government through the Deputy Minister of Sustainable Resource Development (the provincial department responsible for land and wildlife management). This new collaboration brings new optimism for translating knowledge to effective cumulative effects management alternatives. For more information on the Alberta Caribou Committee see: http://www.albertacariboucommittee.ca/ While the federal government is not represented on the ACC, there are a number of opportunities exist for engagement of federal government agencies and personnel in the evolving caribou conservation arena. As woodland caribou are listed as a threatened species, there is an obvious role for Environment Canada to develop a national recovery strategy and administer the Species At Risk Act (including facilitating a definition of critical habitat). Additional opportunities for federal involvement include the development of strategies specific to lands under federal jurisdiction and, where appropriate, participation on landscape teams to develop management strategies for herds whose range crosses provincial and/or federal boundaries.

The mountain ecotype of the woodland caribou (Rangifer tarandus caribou) is highly dependent on the arboreal hair lichens Bryoria spp. and Alectoria sarmentosa during winter. In parts of British Columbia, partial-cutting silvicultural systems have been used in an effort to provide continuously usable winter habitat for mountain caribou, while allowing some timber removal. We reviewed available information about the changes in hair lichens after partial cutting in Engelmann spruce (Picea engelmannii) – subalpine fir (Abies lasiocarpa) forests of British Columbian and Idaho. Generally, abundance of Bryoria spp. in the lower canopy of individual residual trees increases with increased exposure after partial cutting, until the new regeneration begins to shelter the lower canopy of the residuals. Heavy basal area removal, however, results in low lichen availability at the stand level for many years. Abundance of Bryoria on the regeneration is low, and appears to be limited largely by the structure of the young trees, not by lichen dispersal, although dispersal capability may be limiting in Alectoria. Both distributional and physiological data suggest that Bryoria is intolerant of prolonged wetting, and that increased ventilation, rather than increased light, accounts for enhanced Bryoria abundance in the partial cuts. Alectoria sarmentosa reaches its physiological optimum in the lower canopy of unharvested stands; its growth rates are somewhat reduced in the more exposed environment of partial cuts. Both genera are capable of rapid growth: over a 7-year period, individual thalli of A. sarmentosa and Bryoria spp. (excluding those with a net biomass loss due to fragmentation) in an unlogged stand more than tripled their biomass. Calculated growth rates, as well as dispersal potential, are influenced by fragmentation. Bryoria produces more abundant, but smaller, fragments than Alectoria, and fragmentation in both genera increases in partial cuts. In subalpine mountain caribou habitat, partial-cutting prescriptions that enhance exposure of residual trees while keeping basal area removal low will maintain forage best. Regeneration management should focus on maintaining ventilation in the lower canopy of the residual stand.

Woodland caribou (Rangifer tarandus caribou) are a threatened species throughout Canada. Special management is therefore required to ensure habitat needs are met, particularly because much of their current distribution is heavily influenced by resource extraction activities. Although winter habitat is thought to be limiting and is the primary focus of conservation efforts, maintaining connectivity between summer and winter ranges has received little attention. We used global positioning system data from an interprovincial, woodland caribou herd to define migratory movements on a relatively pristine range. Non-linear models indicated that caribou movement during migration was punctuated; caribou traveled for some distance (movement phase) followed by a pause (resting/foraging phase). We then developed resource selection functions (RSFs), using case-controlled logistic regression, to describe resting/foraging sites and movement sites, at the landscape scale. The RSFs indicated that caribou traveled through areas that were less rugged and closer to water than random and that resting/foraging sites were associated with older forests that have a greater component of pine, and are further from water than were random available locations. This approach to analyzing animal location data allowed us to identify two patterns of habitat selection (travel and foraging/resting) for caribou during the migratory period. Resultant models are important tools for land use planning to ensure that connectivity between caribou summer and winter ranges is maintained.

Woodland caribou (Rangifer tarandus caribou) range occupancy and populations have declined in northwestern (NW) Ontario over the last 100 years primarily due to human-induced factors. Recovery efforts are underway to halt this decline by reducing risk factors. Climate forecasts suggest a 4—5 oC increase in May—August mean temperature over the next century with little change in precipitation. Resulting increases in extreme weather events and increased fire weather severity will likely increase the amount of forest burned, reduce the area of older forest, alter distribution and abundance of forest tree species and plant communities, and increase abundance of alternate prey. The reduced amount of older forest preferred by caribou will be in greater demand by the forest industry leading to more conflict over ecological and economic values. Most of these factors will increase risk to caribou survival. Although forests may experience enhanced productivity, forest management practices will try to adapt harvest, regeneration, silviculture and fire management practices to both maintain economic benefits and increase the ability of forests to sequester carbon. The interaction of climate-induced forest change and forest management practices adds uncertainty to caribou conservation efforts at the southern edge of its current range. This uncertainty reinforces the need for a precautionary approach to forest management, increased research and monitoring effort, sustained emphasis on caribou recovery, and careful rationalization of restoration efforts where greatest opportunities for success may be realized.

A review of successful systems of wildlife conservation, the North American included, suggests that broad public support and determined effort by volunteers is essential for wildlife conservation. Since North American wildlife conservation is the only large-scale system of sustainable natural resource use, and exemplifies the great economic and cultural benefits of a renewable resource held in common, its lessons may be profitably applied to Rangifer conservation. Animals that have value are surrounded by myths that tell of their relationship to humans. In our Anglo-American culture reindeer and caribou are rather deficient in this respect. However, reindeer feature prominently in the rise of modern humans and the demise of Neanderthal man early in the Upper Paleolithic. The colonization by humans of the periglacial environments during the last glaciation depended on the rich periglacial megafauna, Rangifer included. Archeological sites of the European Upper Paleolithic show that reindeer were the most important food source. The Upper Paleolithic, characterized by exceptional physical development and health of people, as well as by the first flowering of art, extended from Spain to Crimea with surprisingly little cultural change for some 25 000 years. While the cave paintings express an infatuation with dangerous game (woolly mammoth, woolly rhino, steppe wisent, giant deer, cave lions, bears etc), the archeological sites indicate that reindeer was the staple food. Reindeer play a minor role in cave art. Neither this art, nor archeological sites, show any evidence of warfare. It is hypothesized that during a mid-glacial interstadial modern people entered Europe having developed a highly successful system of hunting reindeer using interception based on the discovery of chronologic time. This led to a first flowering of culture based on a rich economy, but also to additional hunting mortality of the periglacial mega-herbivores that Neanderthal people depended on. That would explain the slow decline into extinction of the previously invincible Neanderthal people. Therefore, modern humans owe much of what they are to reindeer. We need to reciprocate. What is urgently required is a foundation formed by volunteers for the conservation of caribou, similar to the Rocky Mountain Elk Foundation, focusing on the severely endangered wood¬land caribou.

A preliminary examination was conducted of range size and distribution of female woodland caribou (Rangifer tarandus caribou) in northeastern Ontario. Annual and seasonal ranges were calculated using satellite telemetry data collected for 30 female caribou between 1998 and 2001. The mean annual home range size of collared females was 4026 km2. In this paper we examine genetic relationships of caribou (Rangifer tarandus caribou) in the Aishihik, Chisana, and Wolf Lake herds in the Yukon using DNA fingerprinting. The assignment test used in this analysis showed that the caribou herds were distinct. This finding is consistent with movement data from radio-collared caribou which demonstrates home range fidelity. We found a high level of heterozygosity and a genetic basis for population boundaries. DNA fingerprinting may provide an effective means to compare ecological and genetic relationships.

Woodland caribou (Rangifer tarandus caribou) in the boreal forest are believed threatened by human encroachment and associated disturbances such as resource exploration and extraction. We radiocollared and monitored fifteen female woodland caribou in central Manitoba, from 1995 to 1997, to obtain information on their population range, seasonal distribution and movements in relation to forestry concerns. The population ranged over 4600 km2 within a large peatland system and concentrated their activities in two areas for both the summer and winter seasons. Females were relatively more solitary during the summer and exhibited fidelity to specific calving and summering areas averaging 83.4 km2. Individual wintering locations varied between years and among individuals. Post-rut and pre-calving mixed-sex aggregations occurred on the southern portion of the herds range. Caribou from the northern part of the range utilized a traditional travel corridor moving as far as 65 km to access the aggregation areas and their summer or winter ranges. Adult survival during the study period averaged 0.90 (95% CI, 0.80-1.00). Survival of the 1995 cohort appeared to be high as indicated by the 0.65:1 calf-cow ratio, and 30 ± 7% calf composition of observed caribou in the autumn of 1995. The annual rate of change (A,) of 1.19 (95% CI, 1.02-1.36) from January to November of 1995 indicated rhat the population was increasing at that time.

We examined the foraging habits of the northern woodland caribou ecotype {Rangifer tarandus caribou) at the scale of the individual feeding site. Field data were collected in north-central British Columbia over two winters (Dec 1996-Apr 1998). We trailed caribou and measured vegetation characteristics (species composition and percent cover), snow conditions (depth, density, and hardness), and canopy closure at terrestrial and arboreal feeding sites, and at random sites where feeding had not occurred. Logistic regression was used to determine the attributes of feeding sites that were important to predicting fine scale habitat selection in forested and alpine areas. In the forest, caribou selected feeding sites that had a greater percent cover of Cladina mitis and Cladonia spp, lower snow depths, and a lower percentage of debris and moss. Biomass of Bryoria spp. at the 1-2 m stratum above the snow significantly contributed to predicting what trees caribou chose as arboreal feeding sites. In the alpine, caribou selected feeding sites with a greater percent cover of Cladina mitis, Cladina rangiferina, Cetraria cucullata, Cetraria nivalis, Thamnolia spp., and Stereocaulon alpinum as well as lower snow depths.

The doubly labelled water (DLW) method was used to measure total energy expenditure (TEE) in three male reindeer (Rangifer tarandus tarandus) aged 22 months in winter (February) while the animals were living unrestricted at natural mountain pasture in northern Norway (69°20'N). The concentrations of 2H and l8O were measured in water extracted from samples of faeces collecred from the animals 0.4 and 11.2 days after injection of the isotopes. Calculated rates of water flux and CO2-production were adjusted to compensate for estimated losses of 2H in faecal solids and in methane produced by microbial fermentation of forage in the rumen. The mean specific TEE in the three animals was 3.057 W.kg-1 (range 2.436 - 3.728 W.kg1). This value is 64% higher than TEE measured by the DLW method in four captive, non-pregnant adult female reindeer in winter and probably mainly reflects higher levels of locomotor activity in the free-living animals. Previous estimates of TEE in free-living Rangifer in winter based on factorial models range from 3.038 W.kg-1 in female woodland caribou (R. t. caribou) to 1.813 W.kg-1 in female Svalbard reindeer (R. t. platyrhynchus). Thus, it seems that existing factorial models are unlikely to overestimate TEE in reindeer/caribou: they may, instead, be unduly conservative. While the present study serves as a general validation of the factorial approach, we suggest that the route to progress in the understanding of field energetics in wild ungulates is via application of the DLW method.

Over 20 000 woodland caribou were reported in Ontario during 1966, the highest figure ever published. Photographic counts of the Pen Islands herd, bordering Manitoba, have shown constant increases from 2300 in 1979 to 10 800 in 1994. Elsewhere in Ontario, estimates have been declining, from 13 000 in 1965 to 11 000 in 1989 to under 10 000 in 1996, a trend that may or may not be real because of differing survey methods. On the Hudson Bay Lowlands (excluding the Pen Islands caribou) 8600 were reported in 1965, 7200 in 1989, 5500 in 1996, an apparent decline. The transitional forest populations has remained stable. Estimated caribou numbers inhabiting the true boreal forest have dropped from nearly 4000 in 1965 to 2700 in 1996, but this decrease was not confirmed by careful within-district breakdowns of sub-populations by habitat types and may be an artifact of classification from districts to regions. The sharpest decrease was reported for the Central Region, north east of Lake Superior, where estimates dropped from 500 in 1965 to 475 in 1989 and to 68 in 1996. Individual caribou bands approach recognized minimum numbers for isolated populations, and even totals by sub-population remain low: over 1300 in commercial forests, about 500 in potentially commercial forests, and 8-900 in parks. Due to small numbers in widely dispersed band-locations, the potential for human disturbance affecting these forest dwelling caribou is substantial.

In this paper, we describe the Pen Islands Herd of caribou, the largest aggregation of caribou in Ontario (it also occupies a portion of northeastern Manitoba). Photographic counts showed the herd had a minimum population of 2300 in 1979, 4660 in 1986, 7424 in 1987 and 10 798 in 1994. Throughout the 1980s, the Pen Islands caribou exhibited population behaviour similar to migratory barren-ground caribou herds, although morphology suggests they are woodland caribou or possibly a mixture of subspecies. The herd had well-defined traditional tundra calving grounds, formed nursery groups and large mobile post-calving aggregations, and migrated over 400 km between tundra summer habitats and boreal forest winter habitats. Its migration took it into three Canadian jurisdictions (Ontario, Manitoba, Northwest Territories) and it was important to residents of both Manitoba and Ontario. It is clear that the herd should be managed as a migratory herd and the critical importance of both the coastal and variable large winter ranges should be noted in ensuring the herd's habitat needs are secure.

Recent research has shown that woodland caribou in Saskatchewan exist as relatively separate populations within a metapopulation. Preliminary analyses show that individuals within all populations are selecting peatland habitat types (i.e., fens and bogs) throughout the year. Despite an absence of hunting, populations south of the Precambrian shield appear to be declining slowly, while those on the southern margin of the shield may be declining more rapidly. The apparent population decline is likely due to high rates of predation, especially on neonates. To maintain viable caribou populations in the region, forestry operations must be managed to maintain adequate amounts of preferred habitat types and connections among populations. At a coarse scale, preferred habitat is that which acts as a refuge from predators. Additional information is required to categorize specific peatland types, as data in the existing provincial forest inventory are inadequate for both selection analysis and management purposes. Ongoing research into revisions to the forest inventory and analyses of bog and fen types selected by caribou are needed to focus future management strategies.

Ecosystem management is emerging as an important concept in managing forests. Although the basic conceptual idea is not new, important defining principles are developing that elucidate some of the specific attributes of ecosystem management. These principles include: the maintenance of all ecosystems in the managed forest, rhe emulation of natural disturbance patterns on rhe landscape and the insurance that structure and function of forested ecosystems are conserved. Forest management has an impact on woodland caribou (Rangifer tarandus caribou), although the presence of wolves (Canis lupus) and moose (Alces alces) in the same northern ecosystems also affects the caribou-forestry interacrion. Specific management for caribou as a featured species has been proposed, based on managing large landscape blocks. Ecosystem management would also produce habitat in a manner that might accomplish the goal of conserving woodland caribou as well as maintaining other important ecosystem functions.

Data on the status of caribou {Rangifer tarandus) herds throughout the circumpolar region during the last 20 years were obtained from the literature and personal communication with researchers. Information was analysed in relation to ecotype (insular, montane, barren-ground, and woodland/forest), population status (increasing, stable, decreasing), herd size, human impact, and temporal change in number. The data support the conclusions (1) that each ecotype is exposed to different ecological constraints and releases, which influence the demographic characteristics of their populations, (2) that subspecific (genotypic) classification does not explain the demographic characteristics of caribou populations, (3) that insular and montane ecotype populations are relatively stable, (4) that barren-ground ecotype herds are currently experiencing synchronous population growth throughout the circumpolar region and may undergo population cycles, (5) that in North America, the woodland caribou subspecies (genotype) forms the largest barren-ground ecotype herd in the world and is not endangered nor at risk, (6) that populations of woodland/forest ecotypes are declining and threatened throughout the circumpolar region, possibly due to the interaction of human disturbance and predation, and (7) that no relationship exists between herd size and risk of being classified as threatened by researchers.

Woodland caribou habitat management in northwestern Ontario is a complex spatial problem. The Strategic Forest Management Model (SFMM), a linear programming PC-based planning tool being developed in Ontario, was used to examine the impacts of alternative management strategies on caribou habitat. The management alternatives investigated included the cessation of timber management and maximising the present value of wood production without any explicit concern (in the model) for caribou. Three major findings are worth noting: 1) trying to maintain prime caribou habitat within active Forest Management Units will come at a cost to wood supply but the cost will depend on the absolute amount of area affected and the spatial configuration of that land in relation to mills. The cost of maintaining caribou habitat in one management unit at a level about 25 000 hectares is roughly $324 000 per year (about 3 cents for each Ontario resident). The imposition of an even-flow constraint on wood production is in fact potentially more costly; 2) Given the region is heavily dominated by spruce aged 90 years and over, forest succession and fire disturbance will likely cause large declines in prime caribou habitat in the near to medium term (20 to 40 years) even if no timber harvesting occurs; 3) The complexities of the trade-offs in this resource management problem highlight the limitations of any single modelling tool to satisfactorily address all issues. Planners need to take advantage of a wide range of analytical techniques to quantify the issues and formulate integrated policies.

The data suggest that arboreal lichen biomass and/or bite size are primary factors influencing intake rate. Caribou did not increase bite rate to compensate for smaller bite sizes or decreased biomass. Forest management should enhance lichen production to maximize intake rates for woodland caribou.

All caribou exhibited a strong preference (92%) for lichen in the multi-species Bryoria complex (range=87-99%).Preference for Bryoria may be a function of higher protein content, lower tensile strength, or differences in concentrations of secondary plant constituents.

A management strategy for woodland caribou (Rangifer tarandus caribou) habitat is being developed in northwestern Ontario. This strategy is based upon a set of draft Timber Management Guidelines for the Provision of Woodland Caribou Habitat. These guidelines recommend maintaining a sustainable supply of winter habitat within large tracts of old forest, protecting calving areas and minimizing human disturbance. Due to the large temporal and spatial scale of caribou habitat management, an ecosystem-based approach is recommended. Public response to the strategy shows a strong dichotomy between environmental and utilitarian values among all the major stakeholder groups. The major issues raised by the public include security of industrial wood supply, quality of the knowledge base, level of awareness of caribou, economic impacts on remote communities, concern about environmental impacts and silvicultural know-how. The government is responding to these concerns as the strategy evolves. Current emphasis is placed on increasing awareness of the public, training resource managers in caribou biology, management and habitat planning, implementing interim habitat management prescriptions and studying the potential impact on wood supply. The final direction for a northwestern Ontario strategy to conserve woodland caribou habitat has yet to be decided, although a commitment has been made to strive for the conservation of woodland caribou populations and their habitat.

We re-assessed the view of a major woodland caribou (Rangifer tarandus caribou) population decline in Alberta. Several historical publications and provincial documents refer to this drastic decline as the major premise for the designation of Alberta's woodland caribou an endangered species. In the past, wildlife management and inventory techniques were speculative and limited by a lack of technology, access and funding. The accepted trend of the decline is based on many speculations, opinions and misinterpretation of data and is unsubstantiated. Many aerial surveys failed to reduce variance and did not estimate sightability. Most surveys have underestimated numbers and contributed unreliable data to support a decline. Through forest fire protection and the presence of extensive wetlands, the majority of potential caribou habitat still exists. Recreational and aboriginal subsistence hunting does not appear to have contributed greatly to mortality, although data are insufficient for reliable conclusions. Wolf (Canis lupus), population fluctuations are inconclusive and do not provide adequate information on which to base prey population trends. The incidence of documented infection by parasites in Alberta is low and likely unimportant as a cause of the proposed decline.

Since the mid 1980's, the Aishihik herd of woodland caribou (Rangifer tarandus caribou) declined from approximately 1500 to 583 animals. During the same period a nearby herd, the Wolf Lake Herd increased from approximately 664 to 1249 animals. This paper compares aspects of the ecology of these two herds to determine how these relationships conform to a general model of caribou population ecology described by Seip (1992). Comparisons include caribou demographic characteristics and distribution patterns, predator densities, abundance of alternate prey, human hunting and snow depth on caribou winter range. Ecological differences between herds were apparent in the ratio of prime bulls to cows, the abundance of moose (Alces alces), the occurrence of coyotes (Canis latrans), late winter snow conditions, and access to hunting. We hypothesize that the Wolf Lake herd was able to grow because wolves {Canis lupus) preyed mainly on the relatively abundant moose population. A highly clumped winter caribou distribution may have further reduced the impact of wolf predation on the Wolf Lake herd. In contrast, the decline of the Aishihik herd was accompanied by a relative scarcity of moose, few prime aged caribou bulls probably due to a more liberal trophy harvest, and wider late-winter dispersion that offered wolves greater access to caribou. The decline may have been exaggerated by the peak in the snowshoe hare (Lepus americanus) cycle which may have temporarily improved wolf pup survival. We suspect that moose are normally the primary prey of wolves in the Yukon and that a decline in moose eventually results in their being too scarce to offer an economical prey choice, prompting a prey switch to caribou. Results of our analyses conform incompletely to Seip's (1992) model for woodland caribou population ecology, particularly because the Wolf Lake herd prospered where moose were relatively abundant.

We identified 97 Rangifer tarandus and 17 Ovibos moschatus populations in Canada. In July 1991, the Canadian populations totalled 1.9 to 2.6 million caribou, 13 600 reindeer and 108 600 muskoxen. Seven barren-ground caribou populations contributed about 75% to Canada's total number of caribou. Most population trends of these barren-ground caribou had shiftet from increasing in the early 1980s to stable or decreasing in the late 1980s. The George River herd of Quebec and Labrador has been decreasing since 1987, but remains the largest Canadian caribou population. The ecological factors driving barren-ground caribou population dynamics are not well understood. Arctic islands caribou are about 17% of all Canadian caribou. Over 60% of Arctic islands caribou occurred on Baffin Island. Most Arctic islands populations were decreasing with the exceptions of Southampton, Bathurst, Victoria and Baffin islands. Movements within and between islands are not well understood, and probably limit the usefulness of small surveys for indicating long-term trends of Arctic islands caribou populations. Woodland caribou form about 7% of all Canadian caribou, with about 40% of these occurring on the island of Newfoundland. Most Canadian woodland caribou have not been well studied or censused. In many areas, they were faced with an increasing rate of habitat loss. Exceptions included: some eastern Yukon populations and most Newfoundland populations which were increasing. Over 70% of the Canadian muskox population occurred on Banks and Victoria islands. Almost all muskox populations were increasing, especially those on Banks, Victoria, Melville and Bathurst islands. Muskoxen on the mainland Northwest Territories are re-colonizing southern portions of their historical distribution.

A comparison of electrophoretically-detected genetic variation in different subspecies of reindeer and caribou, Rangifer tarandus L. , is summarized and discussed in relation to origin and evolution of the different subspecies. The material analysed includes the following subspecies: Eurasian tundra reindeer, R.t. tarandus (Roed 1985a), Alaska caribou, R.t. grand (Roed and Whitten 1986), Canadian barren-ground caribou, R.t. groenlandicus (Roed and Thomas 1990), Peary caribou, R.T. pearyi (Roed et al. 1986), Svalbard reindeer, R.t. platyrhynchus (Roed 1985b), and American woodland caribou, R.t. caribou (Roed et al. 1991). A total of thirty different alleles are present at the locus coding for transferrin, considerable genetic heterogeneity being present among the subspecies. The caribou in North America have several more alleles segregating at this locus than do reindeer from Eurasia. As many as 17 alleles present in North American caribou are absent in mainland Eurasia, while only one allele present in mainland Eurasia is absent in North America. Such a pattern is consistent with the idea that present Eurasian reindeer originated from within older, more diverse, caribou lineages in North America. A comparison of the allele frequency distribution in the six different subspecies revealed that the Eurasian tundra reindeer from Norway and the Alaska caribou are genetically the most similar subspecies, and that both Svalbard reindeer and the American woodland caribou are very different from the others. The genetic similarity between the Alaska caribou and the Eurasian reindeer would seem to reflect a common ancestry of these subspecies in the Beringia refuge during the late Wisconsin period. The large genetic distance between R.t. caribou and other subspecies may reflect an origin of present R.t. caribou from ancestral populations which survived the Wisconsin glaciation in refugia south of the continental ice sheet. Thus, as the ice-barriers retreated during late Wisconsin period and early Holocene epoch, the caribou from Beringia which colonized the Eurasian tundra region became the present Eurasian reindeer, R.t. tarandus, those which colonized the Canadian mainland became the present Canadian barrenground caribou, R.t. groenlandicus, and those which remained in Beringia became the present Alaska caribou, R.t. grand. The caribou surviving south of the ice-sheet probably colonized the Maritime Provinces and the Quebec/Labrador Peninsula after the ice retreated. Some of these were adapted to the tundra such as the ancestors of present George River and Leaf Ri ver herds (R.t. caribou), while others were adap

The workshop addressed the issue of how ecological theory can be applied to practical caribou management problems. In addition to that theme, we also chose to highlight cooperative caribou management boards and the conservation and management of woodland caribou. The proceedings was publihed in two parts, part A and part B.

A review of current population size and trends of woodland caribou (Rangifer tarandus caribou) in seven jurisdictions in western North America shows a wide range of situations. A total maximum population estimate of woodland caribou west of the Ontario/Manitoba border is 61 090. Of 44 herds or populations described in this review: 14 are stable; two are stable to slightly decreasing; four are decreasing; four are increasing; and 22 are of unknown status. Caribou are classified as a threatened species in Alberta and as an endangered species in Washington/Idaho. The decline of caribou in North America following settlement (Bergerud, 1974) has continued along the southern edge of woodland caribou distribution. Direct loss of habitat to logging, mines and dams continued throughout the I960s, 1970s and 1980s. The secondary effects of these habitat changes, (i.e. increased roads leading to increased hunting and poaching, and increased early succession habitat leading to increased alternate prey/predator densities) has led in some cases to the total loss or decreased size of local herds. Three ecotypes of woodland caribou are described and their relative distribution delineated. These ecotypes live under different environmental conditions and require different inventory and management approaches. Woodland caribou herds in northern B.C., Yukon and N.W.T. generally are of good numbers and viable (stable or increasing), and management primarily is directed at regulating human harvest and natural predation to prevent, herd declines. Land use activities such as logging or energy development are not extensive. Managers in southern caribou ranges stress the need for a better understanding of caribou population stability within mixed prey/predator regimes; how habitat changes (eg. through logging) affect these regimes; and how to develop effective land use guidelines for resource extraction that can sustian caribou populations and maintain resource industries. Caribou managers have suggested that herds may be priorized for research and management efforts. Unstable, remnant populations may be left to their own fate. The limited research dollars available and difficult management decisions should be applied to caribou herds that are apparently sustainable and provide the greatest potential for long-term viability.

Woodland caribou (Rangifer tarandus caribou) in southeastern British Columbia feed mainly on arboreal lichens in winter. Some modified forestry practices that have been used or proposed for caribou ranges are reviewed. Partial cutting results in the retention of some forage lichens. Partial cutting and small patch harvesting may improve lichen growth on the remaining trees. Retention of advanced regeneration and some residual trees may improve lichen growth in the remaining stand. Extension of the rotation age increases the amount of harvestable forest useful to caribou at any one time. Progressive cutting minimizes road access to caribou ranges, and may be combined with partial cutting. Most forestry practices intended to maintain lichen production will result in increased human activity in caribou ranges, unless road access is controlled. The management strategy selected depends on site conditions and on the relative importance assigned to the impact of habitat alteration and human activity on caribou.

Expansion of logging in remote Ontario boreal forest requires mitigation of effects on woodland caribou. Three examples of caribou-forestry interaction are reviewed. In two, caribou were apparently displaced from peripheral portions of their winter range by logging. In the third, caribou disappeared when exposed to: logging in a central third of their winter range; increased deer density, and; a probable increase in predation. In all cases there is no evidence of human harvest. The literature plus experience in Ontario suggest the following mitigative techniques: protection of winter concentration areas, significant calving areas and traditional migration routes from logging; directing timber harvest to forest stands of least value to caribou; restricting disturbance to one large clearcut in a peripheral portion of range rather than dispersing it over a large portion as several small clearcuts; modified site preparation and regeneration, and; restricted road access. Research is required on the effect of forestry on caribou with and without mitigation, and on causes for effects observed.

Recent studies of woodland caribou (Rangifer tarandus caribou) in northern Quebec and central Labrador have demonstrated similar patterns of seasonal movements and distribution among four herds. Aerial surveys and radio-telemetry indicated that animals occupied forest-wetland habitat at densities of 0.03 caribou km2, or lower, for most of the year. Although females were widely dispersed at calving individuals demonstrated fidelity toward specific calving locations, in successive years. Caribou did not form large post-calving aggregations. Movement was greatest in the spring, prior to calving, and in the fall, during or immediately after rutting. Caribou were generally sedentary during summer and winter, although some moved relatively long distances to late-winter range. Although the herds occupy continuous range across Quebec and Labrador, our data indicate that the herds are largely discreete and should be managed individually.
