Through a combination of research and reportage, this paper examines the immediate impact the 23 June 2016 pro-Brexit vote in the UK has had on scholarly research, its funding, the reputations of British universities and the scholarly publishing business. It documents industry speculation about what Brexit's long-term impact on the academic community could be. And through interviews with executives at a variety of six small, medium and large publishers of UK scholarly journals, the paper explores publishers' business plans in the wake of the UK's decision to separate from the European Union (EU). While academia nearly uniformly sees Brexit as disastrous for the funding of research in the UK and the ability of British researchers to collaborate with their EU colleagues, publishers see business opportunities in the pound's sharp decline in response to the pro- Brexit vote and on the whole believe that Brexit will have little negative long-term impact on their publishing business. Some are, however, concerned about the quantity and quality of the articles that will be available for publication as well as their potentially diminished impact. There is also uncertainty as to the legal and regulatory ramifications of Brexit on scholarly publishing and the new global competition it may engender. The paper examines how publishers can protect their businesses, increase the value of their content and differentiate their brand in the wake of Brexit's financial, political, regulatory and academic uncertainty. The purpose of this article is to assess whether the withdrawal of the United Kingdom (UK) from the European Union (EU) may entail the revival of the early bilateral agreements between the UK and EU member states. The main claim is that the earlier bilateral agreements may be reinstated pursuant to international law, but the revival is substantially narrowed due to the limitations arising from EU law and the new EU - UK legal framework. This is based on the argument that the earlier bilateral agreements were not terminated or suspended in operation, and remain in force with limited application. After providing the outline of the new legal relations between the EU and the UK, the article analyses the framework provided for subsequent agreements in the Vienna Convention on the Law of Treaties and the case-law of international tribunals. The current analysis draws implications for a revival from EU Treaties and the case-law of the Court of Justice of the EU. Finally, general considerations are provided as applied to agreements in the two specific fields reviewed, namely aviation and coordination of social security. [ABSTRACT FROM AUTHOR]

Background: Although survey data suggest that Brexit has negatively influenced European doctors’ decisions to remain in the United Kingdom, this is the first quantitative study to use multivariate analysis to explore this relationship. Objective: To assess how Brexit relates to doctors’ migration intentions in relation to their feelings that Brexit has impacted their professional life, national identity, and demographic factors. Method: We collected data from 59 self-reported EU/EEA/European identifying doctors working in the UK. We weighted results to the English National Health Service population in terms of gender, professional grade level and ethnicity and ran weighted regression analyses of respondents’ plans (leaving, considering, not considering) and whether they reported Brexit influencing their decision-making. We then examined how stating that Brexit affected their career, national identity, and sex and age related to doctors’ intentions to leave or stay. Findings: The more doctors agreed that Brexit had impacted their professional lives, the more likely they were to state they intended to leave the UK. We found doctors with increased levels of British identity less likely to leave than those with reduced British identity. Interestingly, we found that those with higher levels of European identity were less likely to leave but more sharply likely to consider leaving compared to those with lower levels of European identity. Conclusions: Respondents reported large professional impacts of Brexit. To retain these individuals in the British medical system, the NHS should provide financial and legal assistance for those applying for settled status and financial and other incentives comparable to what doctors could receive in EU health systems.
