Rule based fiscal policy have recently gained importance and became a vital tool in economic policy implementations. There are four types of fiscal rules: I) Debt Rules, ii) Budget Rules, iii) Expenditure Rules, iv) Revenue Rules. According to Constitutional economists, these rules help to mitigate government caused issues such as fiscal instabilities, government size, corruption, etc. But for positive economic theory, fiscal rules can only be effective in limited ways and there are conflicts these rules. Today more than 80 countries implement such rules. Turkey has been using these policy tools since 2001. In this study we are going to examine the efficiency of the fiscal rules in Turkey and try to find out if they are the ultimate solution fort he fiscal issues in Turkey or not. [ABSTRACT FROM AUTHOR]
