America West started planning for a huge overhaul of maintenance and operation systems in July 1998 following a $5-million FAA fine imposed against it for alleged maintenance lapses. The FAA alleges, among other things, that America West failed to perform instrumented inspections for cracks around passenger and cargo doors of A320 aircraft. All the allegations cover 18 Airbus A320s, seven Boeing 737s and two 757s and included two maintenance categories. The charges are based on 11 investigative reports. Airline officials say the safety of aircraft operations was never in any danger.
