The overall impact of the European funds and resolution of the absorption problems depend on the national approach to the structure of allocation of the funds. As we know, the establishment of European Union marked at the beginning of new area; the EU Member States currently enjoy many benefits in this respect: a free market, effective trading, enhanced security, economic cohesion, sustainable development, the protection of human rights, the creation of jobs etc. With all these positive aspects, the reality of global recession demonstrates, among other things, that there is much to recover and that the imbalances between the Member States is widening further. The present paper analyses the evolution of the state budget with respect to the co-financing provisions in order to understand the dimension of the public intervention regarding the European funds in Romania.
