Abstract

Public acceptance is central to the success of a transition agenda but with the increasing uptake of renewable energy technology, achieving and sustaining the public legitimacy for accelerating the energy transition is at risk. This study provides an updated account of the energy transition development in Germany and Australia with a focus on institutional legitimation. Drawing on the distinction between input and output legitimacy, we query how enabling community participation can enhance the legitimacy of policy instruments. We employ two case studies of energy transitions - those of Germany and Australia - to explain where and how community participation has supported the legitimacy of policy interventions. While input legitimacy remains high in both Germany and Australia, both examples illustrate how policy instruments can lack legitimacy if decision-makers lose sight of or never properly consider the output dimension of legitimacy. Abstract

The 2015 Paris Agreement requires increasingly ambitious emissions reduction efforts from its member countries. Accounting for ancillary positive health outcomes (health co-benefits) that result from implementing climate change mitigation policies can provide Parties to the Paris Agreement with a sound rationale for introducing stronger mitigation strategies. Despite this recognition, a knowledge gap exists on the role of health co-benefits in the development of climate change mitigation policies. To address this gap, the case study presented here investigates the role of health co-benefits in the development of European Union (EU) climate change mitigation policies through analysis and consideration of semi-structured interview data, government documents, journal articles and media releases. We find that while health co-benefits are an explicit consideration in the development of EU climate change mitigation policies, their influence on final policy outcomes has been limited. Our analysis suggests that whilst health co-benefits are a key driver of air pollution mitigation policies, climate mitigation policies are primarily driven by other factors, including economic costs and energy implications. Key policy insights Health co-benefits are quantified and monetized as part of the development of EU climate change mitigation policies but their influence on the final policies agreed upon is limited. Barriers, such as the immediate economic costs associated with climate action, inhibit the influence of health co-benefits on the development of mitigation policies. Health co-benefits primarily drive the development of EU air pollution mitigation policies. The separation of responsibility for GHG and non-GHG emissions across Directorate Generals has decoupled climate change and air pollution mitigation policies, with consequences for the integration of health co-benefits in climate policy. Abstract

National and global mitigation scenarios consistent with 1.5°C require an early phase-out of coal in major coal-dependent countries, compared to standard technical and economic lifetimes. This appears particularly apparent in the light of recent massive investments in coal power capacity, the significant pipeline of coal power capacity coming online, as well as upstream supporting infrastructure. This article analyses the existing and planned capital stock in the coal power sector in the light of scenarios consistent with 1.5°C. The article analyses the political economy and labour aspects of this abrupt and significant transition, in the light of domestic equity and development objectives. Firstly, the article examines employment issues and reviews the existing literature and practice with support schemes for regional and sectoral structural adjustment for the reduction of coal sector activity. Secondly, the paper surveys the domestic political economy of coal sector transition in major coal using countries, namely Australia, South Africa, China and India. A final section provides conclusions and policy recommendations. Key policy insightsAchieving mitigation pathways in line with limiting warming to 1.5°C, or even well-below 2°C, would require the early retirement of coal sector assets in production and consumption.Historically, coal sector transition has often been associated with prolonged socio-economic dislocation in affected regions.Policies to accompany affected regions are thus a crucial part of policy mixes to limit warming to 1.5°C and even 2°C.Such policies should be anticipatory and long-term, as opposed to reactive policies focused on short-term measures to smooth the transition.A survey of major coal using countries shows that each is a long way from putting in place a long-term framework to transition the coal sector. Abstract

The widespread democratization process which occurred in Africa during the early 1990s gave rise to a varied range of scholarly assessments. They have been categorized in relation to the extent that they presented more or less optimistic or pessimistic views of the significance of what had taken place. Demo-pessimists tended to argue that this change was relatively superficial and likely to prove ephemeral, whilst demo-optimists viewed it as having important and longer-term consequences for the way African states were governed. More recent assessments reflect a movement towards a more demo-pessimistic perspective on the part of academic observers. Based on an examination of developments in Africa since the early 1990s and an assessment of what are viewed as 'obstacles' to democracy in Africa, this article argues that a cautious and limited form of demo-optimism remains plausible. 5. Military rule in The Gambia: an interim assessment.

Abstract

This article assesses the military government established in the Gambia after the July 1994 coup d'etat. On July 22, 1994, the political system of the small West African state of The Gambia was subjected to an abrupt and dislocative change. On that day a group of very young junior officers from the Gambia National Army staged a coup d' etat which succeeded in overthrowing the government of Dawda Kairaba Jawara and his People's Progressive Party which had ruled the country since independence in 1965. With very few exceptions military government in Africa has not been totally militarized and civilians have continued to play a prominent role, but not a dominant one. In the Gambian case this can be observed in two ways. First, the regime has made considerable use of the technocratic and administrative skills of civilians within government. Second, in common with other African military rulers, the Armed Forces Provisional Ruling Council has tried to encourage and construct support groups among the civilian population as a way of buttressing their rule and making it appear less overtly militaristic.

Abstract

The article discusses the series of profound and complex changes in the political system of sub-Saharan Africa that represented a change in the type of political pluralism. A quasi-totalitarian system of rule was characterized by high levels of division, factionalism and intense violent rivalry producing an elitist system excluding the mass of the population from participation. Western donors of aid tied to the issues of human rights, civil rights, good governance, political pluralism and democracy have contributed to the movement towards pluralism and democracy in several states in Africa. The change towards greater pluralism and democracy were seen in competitive elections and multiparty parliaments held in some African states.
