Numerous environmental justice (EJ) studies demonstrate that U.S. racial and ethnic minorities experience disparate hazard exposures, but we lack knowledge about how the societal distribution of risk varies between hazard types and how neighborhood-level racial residential segregation influences patterns of environmental injustice. We address those limitations by comparatively analyzing disparities in exposures to fine particulate matter (PM2.5) and ground-level ozone (O3) across census tracts of the contiguous United States and by elucidating the role of local racial residential segregation in structuring environmental injustices based on minority versus White neighborhood composition. Results indicate divergent societal patterns of exposure to the two pollutants. Tracts with higher PM2.5 have greater proportions of Hispanic, Black, and Asian and Pacific Islander residents, whereas tracts with increased O3 have lower proportions of those racialized groups. Additionally, we find that local multigroup racial residential segregation modifies the effect of minority versus White composition on PM2.5 exposures, such that residents of segregated minority neighborhoods breathe air laden with more PM2.5, whereas those in segregated White neighborhoods inhale air with less PM2.5. We find the opposite pattern for O3. Our comparative EJ perspective illuminates how the association between privileged Whiteness and O3 pollution is neither unjust nor equalizes the distribution of risk. [ABSTRACT FROM AUTHOR]

Existing studies suggest distance decay as an important geographic property of online social networks. Namely, social interactions are more likely to occur among people who are closer in physical space. Limited effort has been devoted so far, however, to quantifying the impact of homophily forces on social network structures. In this study, we provide a quantitative understanding of the joint impact of geographic distance and people's socioeconomic characteristics on their interaction patterns. By coupling large-scale mobile phone, income, and housing price data sets in Singapore, we reconstruct a spatially embedded social network that captures the cell phone communications of millions of phone users in the city. By associating phone users with their estimated residence, we introduce two indicators (communication intensity and friendship probability) to examine the cell phone interactions among places with various housing price values. Our findings suggest that, after controlling for distance, similar places tend to have relatively higher communication intensity than dissimilar ones, confirming a significant homophily effect as a determinant of communication intensity. When the analysis is focused on the formation of social ties, though, the homophily effect is more nuanced. It persists at relatively short distances, whereas at higher distances a tendency to form ties with people in the highest social classes prevails. Overall, the results reported in this study have implications for understanding social segregation in cities. In particular, the physical separation of social groups in a city (e.g., residential segregation) will have a direct impact on shaping communication or social network segregation. The Great Recession greatly exacerbated income inequality and might have also magnified unequal access to healthy food in the United States. There is a growing need to examine small-area effects of the Great Recession, especially among minority populations who were disproportionately targeted for predatory loans and experienced higher rates of foreclosure. To explore how the Great Recession interacted with a foodscape locally, a counterfactual quasi-experimental analysis extended by spatial econometric models is implemented to quantify the impact of foreclosure risk on supermarket access in Chicago. Black-majority, lower-income neighborhoods with higher risk of foreclosure experienced a small but significant worsening in food accessibility after the Great Recession, reflecting a compounding crisis of structural segregation and economic vulnerability. The results further suggest that inference interpretation is sensitive to both research design framing and underlying processes that drive geographically distributed relationships. For highly spatial phenomenon like segregation and foreclosure, making space explicit might not only clarify results but also enrich interpretation and understanding of underlying processes. The expansion of faith schooling in countries such as England raises important questions about their appeal in multicultural societies. Through a case study approach, this article aims to understand the influences behind parents' decisions to send their children to Jewish schools. It illustrates a tension experienced by Jewish parents between a desire for their children to be educated as a community of 'similar' peers, and the segregation that might result as a consequence. In order to 'justify' their choice of separate schooling, parents constructed a desirable, essentialized notion of Jewishness that coalesced their two main selection criteria, academic standards and the presence of other Jewish students. By operationalizing their Jewishness for 'secular' purposes in such a way, they were able to secure a perceived superior academic education whilst avoiding disfavoured 'others' in multicultural comprehensive schools, and in the process defined multiculturalism on their own terms. Consequently, the article foregrounds the broader dynamics of multiculturalism and community that are implicated in questions of (faith) school choice, and the complex intertwinement of parents' school selection criteria. A very large literature has explored the intensity of urban residential segregation using the index of dissimilarity. Several recent studies have undertaken such analyses at multiple spatial scales, invariably reaching the conclusion that the finer grained the spatial scale, the greater the segregation. Such findings, however, overstate the intensity of segregation at finer spatial scales because they fail to take into account an argument made by Duncan et al. some sixty years ago that indexes derived from fine-scale analyses must necessarily incorporate those from coarser scales, with the consequence that finer scale segregation is invariably overestimated. Moreover, most studies ignore stochastic variation that results in upward bias in the estimates of segregation. This article demonstrates the importance of a recently developed multilevel modeling procedure that identifies the "true" intensity of segregation at every level in a spatial hierarchy net of its intensity at other levels and also net of stochastic variation This is illustrated by both a simulated data set and an empirical study of an English city, with the latter raising important substantive issues regarding the interpretation of segregation patterns and the processes underlying them. There has been a dramatic increase in the number of people with tertiary education in Sweden, partly due to the governmental policy of making higher education more geographically available. In this study, we analyze how educational expansion and the governmental policy of offering tertiary education outside of old academic centers affected segregation patterns in 2012 compared to 1990. We analyze the spatial distribution of those with tertiary education using neighborhoods based on k-nearest neighbors and measure the segregation of residents with tertiary education using a multiscalar method. Additionally, we compare local labor market regions that include old, new, or no institutions of higher education. The results show an overall higher share of tertiary-educated people age twenty-five to sixty-four in all parts of Sweden in 2012 and a decrease in the levels of population-weighted mean segregation at all geographical scales. Segregation was mostly introduced on the city or city district level (for larger cities) and regional level rather than the neighborhood level. Segregation also decreased in all three types of labor market regions. The segregation patterns remained similar between 2012 and 1990, however, and a higher share of the population lived in segregated areas in 2012 compared to that in 1990. [ABSTRACT FROM AUTHOR]

This article presents a novel exploratory investigation into the location and characteristics of spaces that are segregated and shared between Protestant and Catholic communities in Belfast, Northern Ireland (UK). Focusing on a particularly segregated part of the city, this study uses state-of-the-art participatory geographic information systems (PGIS) and visualization techniques to create qualitative, bottom-up maps of segregation and sharing within the city, as experienced by the people who live there. In doing so, it identifies important and previously unreported patterns in segregation and sharing between sectarian communities, challenging normative approaches to PGIS and illustrating how alternative methods might provide deeper insights into complex social geographies such as those of segregation. Finally, the findings of this work are formulated into a set of hypotheses that can contribute to a future research agenda into segregation and sharing, both in Belfast and in other divided cities. Policy-makers in industrialised countries have been implementing polices to create neighbourhoods with diverse populations in the hopes of increasing and ameliorating inter-ethnic relations. However, social networks seem to remain largely segregated. The composition of people’s social networks is traditionally explained by population compositions and subsequent meeting opportunities versus preferences for homophilious interaction. Little attention has been paid to the social construction behind these two factors. This study of Turkish and native Dutch individuals in two neighbourhoods in Rotterdam from a time-geographic perspective shows that path-dependency plays a large role in keeping social networks segregated. The social circles individuals engage in during their lives are linked together. Individuals are introduced to places, activities and people by their existing social networks, starting with their parents and siblings. As such, they are likely to roam in spaces dominated by people of their own ethnicity, which lessens the opportunity to meet people from other ethnic backgrounds. Geographers are increasingly engaging with the driving forces and implications of energy poverty—a specific but relatively unknown form of material deprivation that emerges at the nexus of sociodemographic inequalities and built formations. In this article, we argue that an improved understanding of the urban embeddedness of energy poverty can provide novel insights into the systemic underpinnings of injustice. We thus develop a conceptual framework focusing on the links between the sociodemographic and housing vulnerabilities to energy poverty on the one hand and wider patterns of urban social inequality on the other. This approach is applied to the study of several postcommunist cities in eastern and central Europe (ECE), where energy poverty has expanded rapidly over the past two decades. Using evidence from extensive custom-built neighborhood surveys, we interrogate the sociodemographic, housing, and infrastructural features of households that experience a lack of adequate domestic energy services. Our results point to the existence of distinct landscapes and typologies of energy vulnerability in the urban fabric. Material deprivation—a phenomenon that has rarely been studied in infrastructural terms—creates new sociospatial inequalities that might supplant patterns and processes of intraurban differentiation. Legacies of social and environmental injustices can leave an imprint on the present and constrain transitions for more sustainable futures. In this article, we ask this question: What is the relationship of environmental inequality and histories of segregation? The answer for Baltimore is complex, where past practices of de jure and de facto segregation have created social and environmental legacies that persist on the landscape today. To answer this question, we examine the interactions among past and current environmental injustices in Baltimore from the late 1880s to the present using nearly twenty years of social and environmental justice research from the Baltimore Ecosystem Study (BES), a long-term social–ecological research project. Our research demonstrates that patterns and procedures in the city's early history of formal and informal segregation, followed by “redlining” in the 1930s, have left indelible patterns of social and environmental inequalities. These patterns are manifest in the distribution of environmental disamenities such as polluting industries, urban heat islands, and vulnerability to flooding, and they are also evident in the distribution of environmental amenities such as parks and trees. Further, our work shows how these legacies are complicated by changing perceptions of what counts as an environmental disamenity and amenity. Ultimately, we argue that the interactions among historical patterns, processes, and procedures over the long term are crucial for understanding environmental injustices of the past and present and for constructing sustainable cities for the future. Combining insights from critical urban studies with geographies of race and racism, this article examines the role of spatial imaginaries in normalizing urban inequalities, showing how such imaginaries make the associations between places and populations appear natural. We extend analyses of the interplay between material landscapes and imaginative geographies to examine how these connections feature in processes of gentrification and displacement and emphasize the necessity of an intersectional approach in understanding the cultural underpinnings of urban change. We propose that such analyses of dominant spatial imaginaries benefit from attention to their colonial roots, given the persistence of monomythical explorer-hero narratives and the mapping of reworked colonial imaginative geographies onto contemporary postcolonial cities. Our analysis focuses on Amsterdam, the popular Dutch filmAlleen Maar Nette Mensenand the spatiality of difference that its ‘monomyth’ narrative presents. It justifies an unequal urban order by contrasting Amsterdam’s city centre, which is depicted as White, middle-class and ‘civilized’, with the post-war urban periphery, which is cast as a mysterious place of racialized poverty, squalor and pathological behaviour. One problem encountered in analyses based on data aggregated into areal units is that the results can depend on the delineation of the areal units. Therefore, a particular aggregation at a specific scale can yield an arbitrary result that is valid only for that specific delineation. This problem is called the modifiable areal unit problem (MAUP), and it has previously been shown to create issues in analyses of clusters and segregation patterns. Many analyses of segregation and clustering use the ratio or difference between a value for an areal unit and the corresponding value for a larger area of reference. We argue that the results of such an analysis can also be rendered arbitrary if one does not examine the effects of varying the geographical extent of the area of reference to test whether the analysis results are valid for more than a specific areal delineation. We call this the part of the MAUP that is related to the area of reference. In this article, we present and demonstrate a multiscalar approach for studying segregation and clustering that avoids the MAUP, including the part of the problem related to the area of reference. The proposed methods rely on multiscalar aggregation of theknearest neighbors of a location in a statistical comparison with a larger area of reference consisting of theKnearest neighbors. In this article we argue that the recent focus on the suburbanization of poverty is problematic because of the ambiguities and inconsistencies in defining suburbia. To improve transparency, replicability, and comparability, we suggest that research on the geographical changes to the distribution of poverty should focus on three questions: (1) How centralized is urban poverty? (2) To what extent is it decentralizing? (3) Is it becoming spatially dispersed? With respect to all three questions, the issue of quantifying uncertainty has been underresearched. The main contribution of the article is to provide a practical and robust solution to the problem of inference based on a Bayesian multivariate conditional autoregressive (CAR) model, made accessible via the R software package CARBayes. Our approach can be applied to spatiotemporally autocorrelated data and can estimate both levels of and change in global relative centralization index (RCI), local RCIs, and dissimilarity indexes. We illustrate our method with an application to Scotland's four largest cities. Our results show that poverty was centralized in 2011 in Glasgow, Dundee, and Aberdeen. Poverty in Edinburgh, however, was decentralized: Nonpoor households tend to live closer to the center than poor ones and increasingly so. We also find evidence of statistically significant reductions in centralization of poverty in all four cities. To test whether this change is associated with poverty becoming more dispersed, we estimate changes to evenness and local decentralization of poverty, revealing complex patterns of change. While the illumination of streets by electric streetlights in Western cities is a given today, in the early part of the twentieth century it was a technology whose conspicuous consumption was a status symbol for both individuals and towns. Not long after its introduction, however, electric lighting in cities also became noticeable in its absence. This paper draws on municipal records to consider how ideologies of white supremacy and progress came together to produce the uneven deployment of streetlighting in the small town of Rocky Mount, North Carolina, thus contributing to the city's segregation in the early part of the twentieth century. By tracing the development of hierarchical streetlighting systems, such as General Electric's White Way, I also show how the racialized deployment of streetlighting was aided by large electrical equipment manufacturers. In conclusion, I argue that these insights are crucial to understanding how technologies racialize space, but also how technologies such as streetlighting are central to the production of the spaces in which race is produced and racism takes place. There continues to be cross-disciplinary interest in the patterns, extent, and changing contexts of segregation and spatial inequality more generally. The changes are clearly context dependent but at the same time there are broad generalizations that arise from the processes of residential sorting and selection. A major question in U.S. segregation research is how the growth of Asian and Hispanic populations is influencing patterns of segregation and diversity at the neighborhood level. In this article we use a variant of a nearest neighbor approach to map, graph, and evaluate patterns of race and ethnicity at varying scales. We show that using a multiscalar approach to segregation can provide a detailed and more complete picture of segregation. The research confirms work from other studies that segregation is decreasing between some groups and increasing between others, and the patterns, and processes can be described as dynamic diversity. In a series of maps of ethnic clusters and population homogeneity we show how metropolitan areas, represented in this case by Los Angeles, now display patterns of complex living arrangements with multiple groups inhabiting both local neighborhoods and wider community spheres. Most world cities can now be characterized as multiethnic and multicultural in their population composition, and the residential patterning of their major component ethnic groups remains a topic of substantial research interest. Many studies of the degree of residential segregation of ethnic groups recognize that this is multiscalar in its composition, but few have incorporated this major feature into their analyses: Those that do mostly conclude that segregation is greater at the microscale than at the macroscale. This article uses a recently developed alternative procedure for assessing the degree of segregation that differs from all others in that it analyzes the geography of all groups simultaneously, providing a single, synoptic view of their relative segregation; can incorporate data for more than one date and therefore evaluate the statistical significance of the extent of any change over time; operates at several geographical scales, allowing appreciation of the extent of clustering and congregation for the various ethnic groups at different levels of spatial resolution; and—most important—is based on a firm statistical foundation that allows for robust assessments of differences in the levels of segregation for different groups between each other at different scales over time. This modeling procedure is illustrated by a three-scale analysis of ethnic residential segregation in Auckland, New Zealand, as depicted by the country's 2001, 2006, and 2013 censuses. This article presents an analysis of representational equity within the Boston Region Metropolitan Planning Organization (MPO). MPOs are regional transportation organizations that exert significant influence over state transportation planning and the allocation of funding. The analysis shows that under almost any voting or membership configuration, population representation is correlated with racial and ethnic composition. This outcome is not just a function of the system of representation but also the geography of residential segregation. The growing ethnic and racial diversity of the United States is evident at all spatial scales. One of the striking features of this new mixture of peoples, however, is that this new diversity often occurs in tandem with racial concentration. This article surveys these new geographies from four points of view: the nation as a whole, states, large metropolitan areas, and neighborhoods. The analysis at each scale relies on a new taxonomy of racial composition that simultaneously appraises both diversity and the lack thereof (Holloway, Wright, and Ellis 2012). Urban analysis often posits neighborhood racial segregation and diversity as either endpoints on a continuum of racial dominance or mirror images of one another. We disturb that perspective and stress that segregation and diversity must be jointly understood—they are necessarily related, although not as inevitable binary opposites. Using census data from 1990, 2000, and 2010, the research points to how patterns of racial diversity and dominance interact across varying spatial scales. This investigation helps answer some basic questions about the changing geographies of racialized groups, setting the stage for the following articles that explore the relationship between geography and the participation of underrepresented groups in higher education. Many fundamental notions in geographic and social science research still tend to be conceptualized largely in static spatial terms, ignoring how our understanding of the issues we study can be greatly enriched through the lenses of time and human mobility. This article revisits three such notions: racial segregation, environmental exposure, and accessibility. It argues for the need to expand our analytical focus from static residential spaces to other relevant places and times in people's everyday lives. Mobility is an essential element of people's spatiotemporal experiences, and these complex experiences cannot be fully understood by just looking at where people live. As many social scientists are interested in studying segregation, environmental exposure, and accessibility, geographers can contribute to advancing temporally integrated analysis of these issues through careful examination of people's everyday experiences as their lives unfold in space and time. Residential segregation in metropolitan areas has been the subject of much research, but this article analyzes patterns of white–black and white–Hispanic segregation in counties across the United States. Our purpose was to understand county variations in this one dimension of inequality. Conceiving of segregation as relative inequality of access to neighborhood resources, we measured segregation in 2000 by the index of dissimilarity (D) calculated by blocks, mapped the index values, and correlated them with census variables. Three filters enabled us to eliminate counties with characteristics that could have corrupted the analyses, leaving us with more than 1,000 counties in each analysis. Both minority groups were less segregated from whites in the West and South and in metropolitan counties. Lower segregation was strongly associated with higher minority socioeconomic status and higher percentages of minorities living in housing built in the 1990s, and Hispanic–white segregation was lower where more Hispanics were U.S.-born or English proficient. The racial threat hypothesis was supported only weakly and inconsistently. Mapping made it possible to identify regional and local patterns of high and low segregation as well as the lower segregation of suburban counties in some large metropolitan areas. The study of population patterns has animated a large body of urban social research over the years. An important part of this literature is concerned with the identification and measurement of segregation patterns. Recently, emphatic calls have been made to develop measures that are better able to capture the geography of population patterns. The objective of this article is to demonstrate the application of the Q statistic, developed for the analysis of spatial association of qualitative variables, to the detection of ethnic clustering and exposure patterns. The application is to historical data from 1880 Newark in the United States, with individuals classified by ethnicity and geocoded by place of residence. Three ethnic groups, termed Irish, Germans, and Yankees, are considered. Exploratory analysis with the Q statistic identifies significant differences in the tendency of individuals and building occupancy to cluster by ethnicity. In particular, there is evidence of a strong affinity within ethnic clusters and some intermingling between Yankee and Irish residents. Under German colonial rule and the British mandate, Dar es Salaam was a racially segregated city. The means of segregation were a series of building ordinances that established varying standards of construction in the city's neighborhoods. A result of these ordinances was the concentration of expatriates—those people living outside their home country—in two areas of the city: the City Center and the Msasani Peninsula. Using qualitative survey and interview data with fifty expatriates in contemporary Dar es Salaam, this paper demonstrates that segregation persists in spite of postcolonial efforts to desegregate the city. In fact, segregation in contemporary Dar es Salaam affects more than just residential patterns; all aspects of expatriate everyday life are overwhelmingly concentrated in these two urban areas. This paper engages with colonial city and expatriate literatures to identify the lingering effects of colonialism and the various ways that residents perceive and transform urban space. Several explanations exist for the persistence of this segregation. These two areas historically housed expatriates and thus contain desirable urban amenities such as supermarkets and shopping malls. The conflict known as the “Troubles” in Northern Ireland began during the late 1960s and is defined by political and ethno-sectarian violence between state, pro-state, and anti-state forces. Reasons for the conflict are contested and complicated by social, religious, political, and cultural disputes, with much of the debate concerning the victims of violence hardened by competing propaganda-conditioning perspectives. This article introduces a database holding information on the location of individual fatalities connected with the contemporary Irish conflict. For each victim, it includes a demographic profile, home address, manner of death, and the organization responsible. Employing geographic information system (GIS) techniques, the database is used to measure, map, and analyze the spatial distribution of conflict-related deaths between 1966 and 2007 across Belfast, the capital city of Northern Ireland, with respect to levels of segregation, social and economic deprivation, and interfacing. The GIS analysis includes a kernel density estimator designed to generate smooth intensity surfaces of the conflict-related deaths by both incident and home locations. Neighborhoods with high-intensity surfaces of deaths were those with the highest levels of segregation (> 90 percent Catholic or Protestant) and deprivation, and they were located near physical barriers, the so-called peacelines, between predominantly Catholic and predominantly Protestant communities. Finally, despite the onset of peace and the formation of a power-sharing and devolved administration (the Northern Ireland Assembly), disagreements remain over the responsibility and “commemoration” of victims, sentiments that still uphold division and atavistic attitudes between spatially divided Catholic and Protestant populations. This article examines the distribution of parks in Baltimore, Maryland, as an environmental justice issue. In addition to established methods for measuring distribution of and access to parks, we employ a novel park service area approach that uses Thiessen polygons and dasymetric reapportioning of census data to measure potential park congestion as an equity outcome measure. We find that a higher proportion of African Americans have access to parks within walking distance, defined as 400 meters or less, than whites, but whites have access to more acreage of parks within walking distance than blacks. A needs-based assessment shows that areas with the highest need have the best access to parks but also have access to less acreage of parks compared to low-need areas. Park service areas that are predominantly black have higher park congestion than areas that are predominantly white, although differences are less apparent at the city level than at the metropolitan level. Following Iris Young and others, we argue that conceptions of justice must move beyond distributive justice and address the social and institutional mechanisms that generate inequities. For Baltimore, we examine how segregation ordinances, racial covenants, improvement associations, the Home Owners Loan Corporation, and the Parks and Recreation Board created separate black spaces historically underserved with parks. These mechanisms ultimately fueled middle-class flight and suburbanization and black inheritance of much of Baltimore's space, including its parks. If justice demands just distribution justly achieved, the present-day pattern of parks in Baltimore should be interpreted as environmental injustice. [ABSTRACT FROM AUTHOR]

Vast differences between the U.S. city of today and that of a quarter-century and half-century ago call for a rethinking of conventional frameworks that provide an explanation of clustering/segregation along racial/ethnic lines. Accordingly, we put forth a new framework, market-led pluralism, that better fits today's realities. Existing frameworks—assimilation, stratification, and resurgent ethnicity—miss a central element of today's racial/ethnic residential mosaic, the market makers. At the center are housing developers who continually unveil new urban spaces with culturally open communities; lending agencies that, encouraged and supported by government policy, provide highly affordable mortgages to an increasingly wide range of households; real estate brokers and agents for whom the discriminatory practices of the past are illegal, profit reducing, and often beside the point in today's marketplace; consumers whose preferences emphasize class-type elements such as amenities in housing and neighborhood, tempered by affordability; and communities that impose their own development agenda, or lack thereof, on the housing market. The efforts of these market makers are facilitated by pervasive and fluid information (e.g., via the Web, e-mail, cell phone); procedures that are more systematized, automated, and transparent; and well-working market mechanisms. Fleshing out market-led pluralism is done in five steps focusing on (1) building (developers-builders), (2) lending (banks, mortgage agencies, government policy and entities), (3) selling and renting (real estate practices, including discrimination), (4) consuming (buyers, renters, their preferences), and (5) local communities (annexation, zoning, development agendas, cooperative agreements among communities). Empirical support for the framework is drawn from secondary data and key-informant, protocol-driven interviews, largely focused on the Columbus, Ohio, metropolitan statistical area. Schools are central to the goals of a multicultural society, but their ability to act as arenas within which meaningful intercultural interactions take place depends on the degree to which students from various cultural backgrounds meet there. Using recently released data on the ethnic composition of both schools and small residential areas, this paper explores not only the extent of ethnic segregation in England's schools, but also whether that segregation is greater than the underpinning segregation in the country's residential areas. The results show greater segregation in schools – considerably so for primary schools and more so for some ethnic groups relative to others – than in neighbourhoods, patterns which have considerable implications for educational policy.Johnston R., Burgess S., Wilson D. et Harris R.
