This article examines the record of the British Labour Party's flagship policy aimed at reducing poverty and social exclusion in one of the most unequal societies in western Europe. It seeks to show that, despite an increasingly refined official view of poverty—as a multidimensional phenomenon—and despite extensive measures involving educational and labour market reforms, new activation strategies and considerable fiscal transfers, social mobility and persistent poverty remains stubbornly resistant. The article ascribes these disappointing outcomes to the simultaneous pursuit by New Labour of macro-economic policies which promote income inequality. [ABSTRACT FROM AUTHOR]

The politico-economic relationship between Germany and the Balkan states was, from the end of the nineteenth century, one of unequal interdependence. The strategic value of the Balkan states for an export-dependent and resource-dependent industrial state like Germany was manifest in the Berlin-Bagdhad railway project, two world wars and the close relationship with the Federal Republic of Yugoslavia. The region's value to Germany's economic and political elites has been manifest more recently in the wake of Yugoslavia's disintegration and the subsequent transition towards the politico-economic "norms" of the European Union. This paper examines the degree to which it is possible to employ the concept of hegemony in relation to German involvement in the region. While a neo-realist understanding of hegemony is inapplicable, neo-Gramscian conceptions of a hegemonic historic bloc, informed by the interests of Germany's political and economic elites but embedded in the institutions and norms of the EU, are shown to be a valuable tool for explaining the development of the successor states in the western Balkans. The strong presence of German corporations and their affiliates in Balkan trade, in foreign direct investment and transnational infrastructural projects in the region, like the Caspian pipelines, as well as the adoption of German models of political and corporate governance, would seem to confirm the unequal interdependence characteristic of hegemonic relationships. The article focuses on the development of economic policy in Germany over the last fourteen years. The measures adopted by the German Chancellor Helmut Kohl administration after 1990 included a redirection of national resources unprecedented in the history of the Federal Republic, to fund job-creation schemes, retraining programmes, wage subsidies, company restructuring and huge infrastructural projects. The economic policy failure of Kohl's post-unification administrations had significant consequences for the incoming Red-Green coalition, apart from the ongoing massive cost of financing the persistent gap between output and consumption in the East. The political urgency of the reforms is reinforced by three key factors which inlcudes the effects of globalization on the corporate strategies of European and other companies.

The `Historikerstreit' in \Vest Germany was opened by the non-historian Habermas who sought to expose what he saw as a `scandalous' revision of aspects of the history of German fascism on the part of leading conservative historians like Nolte, Hiligruber and Stürmer. Habermas sees this revisionism in the wider context of the perceived need to foster a new German nationalism as a means of legitimation. The attempt to decontaminate German history would seem to derive from the need to resist the demands for political realignment in West Germany and to establish a strong pedigree of German and-communism which takes in National Socialism and its membership of the Anti-Comintern Pact as well as West Germany's membership of NATO. Habermas's critique of conservative historians and the non-rational assumptions of their philosophy of history is essentially linked to his critique of Nietzsche, Heidegger, Derrida and Foucault and his identification of a common paralvsing influence on discourse. The article comments on the work done by the sociologist Ferdinand Lassalle in the field of sociology. Lassalle was born in Breslau in April 1825, the son of a prosperous and liberal Jewish silk merchant. Lassalle's conception of class, as the Workers' Programme shows, and hence of the class struggle, leads to the postulation of a supra-historical idea of the workers' estate and idea of the state in order to explain the progress towards communism. These supra-historical categories suspend the dialectic within a simple teleological design. In practice the absolute theoretical antagonism between the idea of the workers' estate and the idea of the bourgeoisie prohibits the possibility of a tactical alliance between bourgeoisie and proletariat against the autocratic state. Another consequence of Lassalle's scheme and the exclusively anti-bourgeois thrust of his agitation was the bypassing of parliamentarism and constitutionalism in favor of plebiscitary structures. Within Lassalle's party this was characterized by Lassalle's own notion of the dictatorship of insight, which also comes across in the Workers' Programme in the form of science.

18. Central banking and the crisis of social democracy ‐ a comparative analysis of British and German views.

With the demise of the post‐war ‘Keynesian accommodation’, social democratic parties are having to come to terms with the increasingly key role of central banks in the political management of markets. This article examines the differing views of the SPD and the British Labour Party to government‐central bank relations in terms of their differing national contexts. The second part interprets the results of a postal survey of MPs and MEPs from both parties relating to recent developments in national and supranational central banking and identifies significant contrasts between the two and important contradictions in perceptions of policy processes, notably within the SPD group. Such contradictions relate above all to the popularisation of the Bundesbank model of autonomy and the feasibility of (social) democratic politics. [ABSTRACT FROM PUBLISHER]
