Increasingly there is an understanding of the complexities of heritage within UK research, practice and policy. This has contributed to a growing recognition of intangible heritage, however there remains low awareness, and lack of sustained support, for Intangible Cultural Heritage (ICH). This paper outlines a case study - 'The Man Engine Pilgrimage' a popular performative heritage event in 2016 that celebrated the ten-year anniversary of Cornwall as a WHS, designated 'Outstanding Universal Value'. Central to this heritage performance was a twelve metre tall mechanical puppet, replicating parts of the mining process, which made a pilgrimage across the Cornish landscape, visiting old mining sites as an act of community remembrance, spatial identity and celebration. These events called attention to ways that 'heritage' was used and celebrated through formal and informal processes and practices. The study in particular provided insight into structural changes in official heritage processes in Cornwall that facilitated bridging processes or entry points for 'from-below' voices and intangible heritage. The latter included performing Cornishness, which is explored as the living, sensorial embodied performance of heritage in public. This is a reflexive cultural process, where values and symbolic meanings are seen in action – a 'loose' space. Cornwall differs from other English counties, not least because a significant percentage of those who live there self-identify as ‘Cornish’ rather than ‘English’ or British'. Sport has helped to underpin ‘the persistence of difference’. Distinctive versions of hurling and wrestling were key signifiers in this respect. In addition, Cornwall developed a particular affinity for rugby, similar to that found in Wales. In the late twentieth century, with indigenous Cornish culture threatened by deindustrialisation and in-migration, the county's rugby team enjoyed considerable success. The politics of identity is important within regional and governance policy debates, becoming a mechanism for ‘filling in’ the democratic gaps left by the hollowing out of the state, with much discourse about constructing identities for governance purposes. This raises questions about the feasibility of processes of identity construction, and whether it starts from new, or builds on existing identities. We use the case study of the Cornish campaign for Objective 1 EU structural funding, engaging directly with modernist versus ethnosymbolist accounts of nationalism, to explore the binary between instrumental, constructed identities and more phenomenological accounts. This paper discusses some of the methodological issues in the measurement of ethnicity in the social survey. Measurement encounters two sets of interrelated problems: those of the definition and nature of ethnicity as a social phenomenon and its individual subjective experience and those of the derivation of valid and reliable categories. Commonly used single-item measures fail to capture many ethnic groups and may be of limited value. Extending categories in these will capture more groups, but can be unwieldy and produce small cell counts, whereas multiple measures can be more successful, but are practically less viable in general surveys. We conclude that whilst these difficulties are probably insurmountable, a strategy that is sensitive to the presence of ethnic groups in particular localities is a way forward, but this should also be part of a more sociologically nuanced approach to the collection of ethnic data. The article presents the author's response on the adaptability of the Cornish cost book system. The the history of Cornish mining has been characterized by provincialism and anecdotalism. Researchers Roger Burt and Norikazu Kudo, by responding to the author's article with careful and well-argued research, have continued the revival of a more scholarly treatment of this important area of industrial and economic history. Despite appearances, there are many areas of agreement between the authors, and much mutually reinforcing research, The bulk of their exposition is a detailed, and informative explanation of the inner workings of the nineteenth-century cost book system, something which, as is rightly pointed out, is not touched on in any depth in the author's original article. The author's paid explicit tribute to the resilience of the system in restructuring Cornish mining in the face of the sharp downturn of 1873-79, a restructuring which laid the basis for the short-lived but genuine recovery of the 1880s. Again, they would concur in their suggestion that the reasons for the longevity of the cost book system should be the subject of historical enquiry.
