Soils have the potential to sequester and store significant amounts of carbon, contributing towards climate change mitigation. Soil carbon markets are emerging to pay farmers for management changes that absorb atmospheric carbon, governed by codes that ensure eligibility, additionality and permanence whilst protecting against leakage and reversals. This paper presents the first global comparative analysis of farmland soil carbon codes, providing new insights into the range of approaches governing this global marketplace. To do this, the paper developed an analytical framework for the systematic comparison of codes which was used to identify commonalities and differences in approaches, methods, administration, commercialisation and operations for 12 publicly available codes from around the world. Codes used a range of mechanisms to manage additionality, uncertainty and risks, baselines, measurement, reporting and verification, auditing, resale of carbon units, bundling and stacking, stakeholder engagement and market integrity. The paper concludes by discussing existing approaches and codes that could be adapted for use in the UK and evaluates the need for an over-arching standard for soil carbon codes in the UK and internationally, to which existing codes and other schemes already generating soil carbon credits could be assessed and benchmarked. This paper uses game theory to examine the efforts of public sector actors in the UK to integrate climate change interventions within development processes. Drawing on desk-based analysis and interviews, we identify instances where private-sector developers act strategically to exploit public-sector imperatives to deliver economic growth and housing. We find these imperatives constrained the agency of planners to effectively reconcile climate mitigation/adaptation objectives within wider priorities of economic growth. Yet, we identify instances whereby strategic planning frameworks, informal networks and bespoke development frameworks were effective means to build trust between actors and foster co-operation, better enabling development which meets climate change mitigation/adaptation objectives. In doing so, we illustrate the practical and theoretical value of game theory, whilst highlighting how careful use of strategic planning can support achieving climate change mitigation/adaptation objectives at a local scale. The production of fruits and vegetables is expected to increase in the United Kingdom (UK) as a response to increasing consumers' demand, coupled with impacts of Brexit on the imports from the European Union (EU). Retailers and consumers are more aware of the environmental impact and provenance of food and are demanding to their suppliers to implement sustainable agricultural practices. Seven horticultural farmers and farm managers across the UK were interviewed to investigate the implementation of sustainable practices, and the motivations and enablers for adoption, as well as perceptions on sustainability and climate change. Factors influencing adoption mainly were efficiency and cost reduction, regulations, and market demand, even though, environmental, and social consciousness also played a role in adoption. There was little evidence that participation in knowledge networks or the perception of climate change and impacts, and of carbon footprint assessments influenced the adoption of sustainable agricultural practices, but this finding deserves further investigation. Farmers' awareness of the importance of soil was clear and governments should encourage farmers' involvement in the monitoring of soil health, as a mean of engaging them in the wider discussion about the implementation of sustainable land management, including climate change adaptation and mitigation. This paper reports on tensions between decarbonisation and energy poverty priorities in Great Britain's liberalised electricity markets. Switching electricity suppliers in this market can result in significant benefits for those on bad deals. Further benefits are determined by the regulator. However, many of the energy poor lack the capabilities to switch and access these benefits. Community organisations play an important role in providing such access through remedial action. Using the capabilities approach, this paper combines quantitative and qualitative organisational data analysis at a community level to reveal an increasing share of the population who could benefit from switching and who agree to switching. At the same time, eligibility for one-off discounts on electricity bills to support the energy poor has increased sharply in recent years. This data points towards climate mitigation policies and market structures which benefit wealthier groups at the expense of more deprived groups who lack capabilities. At the micro scale, data access and intermediation at various levels and scales can help support more targeted interventions that facilitate well-being and enhanced capabilities. At the macro level, liberalised retail electricity markets need to be accommodated by safety nets and supportive institutional arrangements to avoid competitive pressures translating into complexity and opacity for consumers. Universities and research centers are major producers of greenhouse gas emissions. There are growing calls from within the university sector for more proactive approaches to reducing the emissions associated with research and teaching and to contribute more to climate change mitigation. These debates have considered both the campus-based emissions of universities with large estates and the travel-related emissions associated with international staff and student communities. There is therefore an increasingly acute tension between universities' imperative to foster international networks and expand research and teaching on the one hand and their moral obligations to decarbonize on the other hand. In this article, we consider how academic departments can navigate this challenging paradox. Our study is based on an analysis of the Department of Geography at Durham University in the United Kingdom. We examine the major sources of emissions associated with this department and find that by far the largest contribution comes from air travel for staff research and student field trips. We then explore student perspectives and consider potential pathways toward a low-carbon model of research and teaching. Overall, we find a high level of support for decarbonization in the academy and potential for significant emissions reductions with minimal impact on quality of research and teaching. Credible commitment is central to regimes for climate mitigation policy. In the climate policy literature, it is widely argued that the solution to the credible commitment problem is legislation and delegation of goal-setting to a technical body insulated from political incentives, and the UK's Committee on Climate Change is in part modelled on this approach. However, drawing on the comparative politics literature, this paper argues that the focus on legislation and delegation as the solution to the credible commitment problem is too narrow. Seen within the context of comparative political institutions, it is a response that fits the political logic in countries with majoritarian electoral systems. By contrast, in countries with electoral systems based on proportional representation, while legislation plays a role, an important element in the creation of credible commitment comes in the form of negotiated long-term agreements between political parties. This contrast is explored through a comparison between the Climate Change Act and associated Committee on Climate Change in the UK on the one hand, and a series of Energy and Climate Agreements in Denmark over the 2010s. Both approaches appear to have worked to date. However, while negotiated long-term agreements typically have an internal process for managing conflicts that inevitably arise after the respective mechanisms have been put in place, disputes arising following legislation and delegation must be resolved within the more informal processes of intra-party politics. Mechanisms of accountability also differ between the two approaches. Key policy insights Legislation and delegation is widely seen as the key route to credible commitment for climate policy, but other routes are possible. Legislation and delegation is particularly suited to countries with majoritarian, or first-past-the-post electoral systems and resulting political dynamics. In countries with proportional representation, an alternative route to credible commitment is possible via formal agreement between political parties. Both routes can work well, but political agreements tend to have internal mechanisms for mediating conflicts that subsequently arise, whereas delegation relies on intra-party politics. Scope 3 emissions from the UK higher education sector are globally significant, and long-distance air travel and catering are particularly emissions-intensive aspects of workplace routine. They each present complex problems, as transition to low-carbon alternatives requires the reconfiguration of professional practices. This paper examines the sustainability policies of 66 UK universities to establish the extent to which planning and action in these areas are commensurate with climate emergency declarations. The findings indicate that universities recognize their role in creating demand for long-distance travel and sustaining high-carbon diets. However, few have specific emissions reduction targets or action plans that would rapidly and substantially reduce emissions in these areas. Discussion focuses on two core points; first, how greater cohesion in reporting and target-setting can be achieved across the sector to raise the ambition of targets and intervention; and second to identify opportunities for institutions to disrupt and reshape professional practices to reduce emissions in these areas. Key Policy Insights Reducing emissions in the higher education sector requires organizations to foster low-carbon academic practices by engaging with the systemic cultural and material conditions that support high-carbon academic practices. The establishment of robust targets, action plans and monitoring processes would further support sector-wide decarbonization, and require consensus across HE institutions and governing bodies. Sector-wide agreement on the level and pace of emissions reduction will help to accelerate ambition regarding Scope 3 emissions reduction and determining the appropriate contribution of different institutions will help identify where action is most urgently required. Findings suggest a need for absolute targets for emissions reduction associated with long-distance travel, and that food policies focus on achieving a volumetric reduction in the weight of meat served so that absolute levels of greenhouse gas emissions are reduced. Travel and food provision are complex aspects of university emissions, but a climate emergency framing requires all organizations to use their full range of influence to rapidly and substantially reduce emissions. Since the UK introduced a Climate Change Act (CCA) in 2008, similar legislation has followed in a number of states, with each having a slightly different take. What unites these examples is that they all represent framework legislation that aims to facilitate climate change mitigation by creating continuous policy processes whereby mechanisms for the reduction of greenhouse gas (GHG) emissions are developed and implemented. This article is concerned with the extent to which they are living policy processes or rather symbolic gestures. We analyse seven European CCAs with regard to GHG emission reduction targets, planning/implementation mechanisms, and feedback/evaluations prescribed by the laws. These three features correspond with three aspects of climate policy integration (CPI): interpretations of CPI as a norm; CPI as a process of governing; CPI as a policy outcome. We show that CCAs address all three aspects of CPI and constitute living policy processes, although to varying extents. However, CCAs are also policy processes in that they are part of a political system, affected by political forces external to the legislation, positively and negatively. Key policy insights CCAs can provide a normative basis for policymaking on climate change at the national level, especially through quantitative emission reduction targets. Whilst CCAs can bring some stability and predictability to policymaking on climate change (mainly because legislation is more difficult to amend or remove than policy strategies), they are still vulnerable to political developments. Most CCAs lack either short/medium-term (Denmark, Finland, Ireland, Sweden) or long-term (Austria) targets. Given EU Member States' aim to decarbonise in the next three decades and the Paris Agreement's global goal of pursuing efforts to limit warming to 1.5°C, states need to find ways to guide this process. One approach could be the inclusion of short-term, medium-term and long-term targets in their CCAs. Since sanctioning mechanisms are lacking across all the CCAs analysed here, it is not clear what will happen if legally binding targets are not met. Just as it is difficult to imagine speed limits and speed cameras without accompanying penalties, it is hard to imagine how CCAs without sanctions can deliver decarbonization. [ABSTRACT FROM AUTHOR]

Mobilizing climate finance for climate change mitigation is a crucial part of meeting the 'well-below' 2°C goal of the Paris Agreement. Climate finance refers to investments specifically in climate change mitigation and adaptation activities, which involve public finance and the leveraging of private finance. A large proportion of climate finance is Official Development Assistance (ODA) from OECD countries to ODA-eligible countries. The evidence shows that the largest proportion of climate finance for climate change mitigation has been channelled to the development of renewable energy, with a much smaller proportion flowing to other crucial forms of clean energy-related measures, such as demand-side management (DSM) (particularly sustainable cooling) and carbon capture, usage and storage (CCUS). This forms the rationale and aim of this synthesis paper: to review the role of climate finance to develop clean energy beyond renewables. In doing so, the paper draws on practical policy and programme experiences of some donor countries, such as the UK, and Development Finance Institutions (DFIs). This paper argues that a greater amount of climate finance from OECD countries to ODA-eligible fossil fuel-intensive emerging economies and developing countries is required for sustainable cooling and CCUS, particularly in the form of technical assistance and clean energy innovation. Key policy insights Demand-side management (DSM) and carbon capture, usage and storage (CCUS) are underfunded in climate finance compared with the promotion of renewables. Climate finance for sustainable cooling, in particular, represents just 0.04% of total ODA, despite cooling projected to represent 13% of global emissions by 2030. Public investment in CCUS is limited at US $28 billion since 2007, despite the costs of meeting the Paris Agreement estimated to be 40-128% more expensive without CCUS. Climate change is projected to increase the frequency, intensity and unpredictability of extreme weather events across the globe and these events are likely to have significant mental health implications. The mental health literature broadly characterises negative emotional reactions to extreme weather experiences as undesirable impacts on wellbeing. Yet, other research in psychology suggests that negative emotional responses to extreme weather are an important motivation for personal action on climate change. This article addresses the intersection of mental health and functional perspectives on negative emotions, with a specific focus on the potential that reduced negative emotional responses to extreme weather may also translate to diminished motivation to undertake climate change mitigation actions – which we term the 'resilience paradox'. Using survey data gathered in the aftermath of severe flooding across the UK in winter 2013/2014, we present new evidence indicating that self-appraised coping ability moderates the link between flooding experience and negative emotions and thereby attenuates the indirect link between flooding experience and climate change mitigation intentions. We conclude that support for flood victims should extend beyond addressing emotional, physical and financial stresses to include acknowledgement of the involvement of climate change and communication of the need for action to combat future climate risks. Key policy insights Psychological resilience to flooding and other extreme weather events can translate to diminished motivation to mitigate climate change Negative emotional reactions need to occur at an optimal level to enable people to respond appropriately to climate risks. Flood victims' subjective appraisal of their ability to cope does not necessarily encompass consideration of the role played by climate change. Therefore, support for victims of extreme weather should include explicit acknowledgement of the involvement of climate change and the need for action to mitigate future climate risks. Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. The study shows a disparity in confidence and outlook for the sector, based on the perceived (in)effective governance in each devolved nation. [ABSTRACT FROM AUTHOR]

Irrespective of the success of climate mitigation efforts, societies worldwide face the challenge of adapting to a changing climate. In this paper, we examine UK residents' expectations of future threats and opportunities associated with climate change impacts, along with willingness to prioritise different climate change impacts for investment. Using a national survey (n = 2007), we report on three main findings. First, UK residents tend to expect threats related to flooding and wet weather to be more likely and concerning than heat extremes or opportunities. Second, UK residents' expectations of climate change impacts do not align with expert assessments, especially showing lower estimates of heat-related threats as compared to experts. Third, willingness to allocate resources to potential climate change impacts tends to be more strongly associated with anticipated concern should they occur than climate change belief or the expected likelihood of them occurring. A successful carbon capture and storage (CCS) policy and programme is widely considered essential to curbing carbon dioxide emissions. What explains the strikingly different policy outcomes in two key European Union political heavyweights and coal economies, the UK and Germany? The UK has decided to contract two specific CCS projects, with explicit timelines for realisation; Germany has made no such decisions. From scrutiny of official documents and in-depth high-level interviews, it was found that the UK has more favourable structural capacity, including offshore storage capacity (which evokes less conflict) and significant oil-industry expertise, and thus an easier task. Moreover, this structural capacity has interacted with a solid political commitment to bring CCS forward in the UK, including specific, multistage funding and a high-level drive to develop CCS, especially after 2009. In Germany, by contrast, CCS has encountered increasing local and central opposition since 2009, with the Energiewende and renewables being accorded priority. [ABSTRACT FROM AUTHOR]

Recent research on climate change mitigation has emphasized decision-making within tourism businesses is vital for sustainable futures. However, there has been little consideration of how the age of buildings and (historic) property frames, modifies or constrains the sector's response to climate change. Through surveys of accommodation providers in South-West England, this paper explores relationships between property age, energy performance and pro-environmental innovations requiring adjustment to the fabric of buildings. Findings are presented from empirical research with small- and medium-sized tourism enterprises occupying properties often well over a century old. This paper's large-scale data-set and series of intensive case histories demonstrate that property age does not play a straightforward role in encouraging or hindering efforts among accommodation providers to tackle climate change. Some (but not all) businesses with the oldest buildings performed and responded strongest, successfully introducing the latest renewable energy technologies, although adapting older buildings was not without complications and cost implications. Conceptually, this research points to the limits of calls for greater pro-environmental behaviour change without clearer understanding of the contexts and settings in which such behaviour takes place. To determine whether innovations in policy concerning climate-change mitigation are symbolic or truly radical in the sense of ‘tipping’ existing policy portfolios towards a new instrumental logic, we study policy innovations in the context of pre-existing policy portfolios and analyse the associated dynamics over time. Our analysis is facilitated by a new measurement of policy output, the Index of Climate Policy Activity. This new approach sheds light on the relative importance of policy innovations in complex policy portfolios, and serves as a blueprint for further analyses of the politics of policy innovation. Empirically, we analyse policy innovations within the policy portfolios of energy production in Austria, Germany, and the UK between 1998 and 2010. Although sharing some common origins with environmental justice, in recent years, climate justice has emerged as a separate domain, one that entails both greater uncertainties and greater temporal and spatial distance between its causes in human activities and climatic shifts or extreme events. This article situates climate justice in relation to environmental justice and wider justice debates. It reflects on the multi-scalarity of climate justice and its bi-dimensional character (the justice of adaptation and mitigation). It then explores three different variants of distributive justice – welfare, equity and equality distribution – through examples from both international climate negotiations and UK and China national energy efficiency retrofit policy. The article aims to illustrate the kinds of differences and problems that originate with three very different ways of interpreting the meaning of a just distribution of the benefits and burdens related to tackling human-origin climate change, and to show how these are in many cases being pitched against considerations of social justice. This paper considers the effects of the Camp for Climate Action, or “Climate Camp,” on climate change mitigation and public discourse in the UK on climate change, drawing on participants' views and media coverage in addition to academic sources. Climate Camp was an activist movement best known for summer protest camps in the UK in 2006–2010, which targeted high-profile sources of greenhouse gas emissions, including Heathrow airport and Drax power station; engaged in radical, anti-capitalist critique of climate change; and demonstrated sustainable living. The ongoing effects of Climate Camp on climate change mitigation are analyzed, including specific campaigns, public discourse and mobilization of activists. The paper finds that while specific campaigns were successful and Climate Camp has contributed to a renewal of environmental activism and mobilization of “bystanders,” the movement has (so far) failed to shift public discourse on climate change, let alone effect the deep systemic change it deemed necessary to mitigate climate change. One hundred percent renewable energy systems have the potential to mitigate climate change, but large fluctuations in energy supply and demand make ensuring reliability a key challenge. A hypothetical future energy system developed for the UK features reduced total energy demand, increased electrification and 100% renewable and carbon-neutral energy sources. Hourly modelling of this system over a 10-year period shows that even in an integrated energy system there will be significant electricity surpluses and shortfalls. Flexible demand and conventional electricity and heat stores reduced the extremes but could not provide the capacity required. Carbon-neutral synthetic gaseous fuel could provide a flexible and quickly dispatchable back up system, with large storage and generation capacities comparable with those in the UK today. Whilst there are many arguments and counterarguments surrounding aviation's contribution to climate change, the sector is increasingly scrutinised, especially in regard to tourism mobility questions. This paper identifies, examines and analyses the discourses that airlines choose to communicate via their websites regarding their role, responsibility and their viewpoints about the issues involved in their relationship to climate change. Studying the web is of growing importance: corporate organizations increasingly use the Internet to communicate influential discourses, engage consumers, and inform the media, who themselves use digital systems to form opinions and influence decisions. Drawing on publicly available communications from six contrasting UK airlines, the study seeks to identify their perceived roles and responsibilities as producers. The data are analysed through content and frame analyses. The study concludes, inter alia, that the airlines under study make both justifiable and unjustifiable claims, and use polarised prioritisation, scepticism and uncertainty creation to put forward their case. Airlines are classified into one of six types: (1) continuous committed benchmarkers, (2) realistic technological innovators, (3) minimal practicalities, (4) low-cost innovators, (5) low-cost sceptics and (6) low-cost opposers. Tourism results in the emission of climate-changing greenhouse gases. There has been limited destination-focused quantitative analysis of how tourism might be reshaped to reduce these emissions. This paper uses an extended tourism environmental satellite account methodology to examine the case of tourism in Wales, a United Kingdom region. It shows how an estimate of the emissions associated with trips to, and in, the region – internally, from the rest of the UK and from abroad – can contribute to regional aspirations to reduce greenhouse gas emissions. The analysis suggests that substantial emissions cuts are dependent upon technical developments outside of tourism itself. Four potential scenarios are devised and analysed. Scenario 1 shows the value of low carbon electricity production in cutting tourism-related emissions. Scenario 2 analyses a possible 50% fall in international arrivals and 10% increase in UK domestic arrivals – maintaining employment but reducing emissions. Scenario 3 shows the effects of switch from private to public transport modes for 50% of UK resident arrivals. Scenario 4 examines the outcomes of reducing ground transport emissions by using electric, biofuel and hybrid technologies. Climate change has come to hold a central position within many policy arenas. However, a particular framing of climate change and climate science, underpinned by modernist assumptions, dominates policy discourse. This leads to restricted policy responses reflecting particular interests and socio-political imaginaries. There is little public debate concerning this framing or the assumptions underpinning approaches to climate policy. The implications of this are illustrated by considering the ways in which UK planning policy has adapted to reflect commitments to mitigate climate change. It is shown that the importance attributed to climate change mitigation has had negative impacts on democratic involvement in planning processes. Given the uncertainty and high stakes of climate science (typical of post-normal science), value may be gained by incorporating the views and perspectives of ‘extended peer communities’, to question not only the processes and findings of climate science but also the ways in which the science is interpreted and responded to through policy. The article discusses an innovative policy approach to climate change mitigation in Great Britain, called personal carbon trading (PCT), in which emission rights are allocated to individuals. According to the authors, despite the many variations of the PCT scheme, there are two main components they all share, including the lack of an option to opt out once an individual becomes part of a scheme and the distribution of an annual, equal per capita carbon emissions allowance for personal use without a fee. Topic include a discussion of the rationale behind a cap-and-trade policy approach in the context of climate mitigation policies, a summary of the status of PCT policy and research in Great Britain, and implications of the personal carbon allowances (PCA) scheme on individuals.

This article aims to critically review the concept of resilience and to assess how it might be used both to understand and to evaluate local government responses to climate change. The relevance of the resilience agenda is located in the growing sense of uncertainty in the face of external economic and environmental 'shocks'. In the UK, in particular, the challenges of tackling climate change, responding to economic recession and introducing major cuts in public expenditure provide an appropriate context within which the utility of the resilience agenda can be examined. In emphasising the transformational view of resilience as 'bouncing forward' - as opposed to that of recovery or 'bouncing back' - the article highlights a number of features that could characterise a resilient local government approach to both mitigating and adapting to climate change. In acknowledging the emergence of a number of features of local resilience, the article concludes by considering how such an agenda can be further developed by local government. A key question that remains is the extent to which the local creativity, innovation and risk-taking needed for resilience can be developed given the economic and political constraints confronting local government in the UK. New Labour came to power in 1997 pledging to put environment concerns at the heart of policy-making. Shortly after being elected, the Labour Government signed the Kyoto Protocol and adopted a voluntary domestic target of a 20% cut in carbon dioxide emissions by 2010. This article looks at the development of UK climate policy since 1997 and the political drivers that have led to development of the climate policy mix. It assesses the Climate Change Programme adopted in 2000 and its delivery, and it also looks at the 5-year Climate Change Programme Review published in March 2006. It conducts a quantitative assessment of the UK's performance by looking at emissions data, and it also provides a qualitative analysis, by looking at the UK policies and measures within their political and institutional context. The article concludes that Labour has been actively promoting climate policy since coming to power and has played a strong leadership role internationally. The UK is on track to meet and surpass its Kyoto target, meeting its international commitments. Between 24.1 and 29.1 million tonnes of carbon savings per year are expected by 2010. Policies and measures in the industrial sector are delivering real emissions reductions, in addition to the reductions made through fuel switching. The Government has found it more difficult to make some of the tough choices necessary to deliver emissions reductions in the transport and the household sectors. The article seeks to explain why the Labour Government has found it uncomfortable, politically, to implement stronger measures in these parts of the economy. The article highlights the changing dynamics within UK politics and concludes that there are two possible avenues for taking more stringent measures in the future. The first involves the development of a cross-party consensus on climate change. The second is to change the way that climate change is framed, so that it is no longer seen as an 'environment' issue but one with which voters and decision-makers can immediately connect. Although levels of concern and awareness about climate change have been rising in many nations over the past 20 years, climate change remains of low importance relative to other global or personal issues. Powerful contextual barriers act to prevent public engagement with it, such as psychological distancing and externalized responsibility. Despite extensive media coverage of the issue since 2006 there was a gradual decrease in public concern between 2006 and 2010. Possible explanations are issue fatigue, the impact of the global financial crisis, distrust, and the deepening politicization of the issue. Risk and uncertainty will become part of the debate about climate change policy in the future. Although engaging both the public and decision makers needs to draw upon the best guidance already developed in communicating risk, it is also likely that a radical reframing of the terms of public debate and new approaches to ‘risk communication’ will be needed. The most significant risk to achieving ambitious climate mitigation and adaptation goals appears to be the ‘governance trap’ engendered by current national and international systems of governance, such that the public and governments each seek to attribute responsibility for instigating change to the other.
