Although expenditure on wages represents a major element of costs in financial services firms, there is a dearth of studies analysing wage levels in the sector. This paper examines reservation wage levels in the sector by utilising maximum likelihood selection and stochastic frontier methodologies in two leading European economies: UK and Germany. Our results show that wage achievement is higher in the UK than Germany. At first glance, this seems counter-intuitive, given that actual wage costs and the overall cost-income ratio is higher in Germany than the UK. [ABSTRACT FROM AUTHOR]

The article studies the development of social services in Britain, France and Germany since the 1980s. In this period services grew strongly and were extended to large population groups, although the welfare state was in crisis. Moreover, the power of the state was enhanced. The share of public service provision declined somewhat, but this was more than balanced by increased public funding and intensified state control of delivery. The paper argues that the rise of social services does not signal a 'new' welfare state. Rather, the belated expansion of social services compared to other areas is explained by the fact that services have become crucial for the economy and the labour market only recently. This paper finds empirical support for a Taylor (1993) type interest rate determination rule. The model is solved analytically, estimated and used for simulation, impulse response analyses and forecasting with quarterly time series data for the UK and annual time series data for Germany, France, Japan, the UK and the US. Only a few studies so far have tried to assess the role of HRM-flexibility in cross-national location decisions. None of these, however, investigates a potential heterogeneity across multinationals in terms of their specific needs concerning different types of flexibility in HRM. In this paper, I theoretically and empirically analyse the impact of HRM-flexibility on the type of investment being attracted. The theoretical implications are based on a real options framework and are derived in the context of a British-German comparison. They are confronted with data from an original survey on US-multinationals with manufacturing subsidiaries in Germany and the UK. The analysis reveals that in UK subsidiaries, investments in R&D are significantly lower, and technological uncertainty is significantly felt less strongly than in their German counterparts. With more than 10 million Muslims living in Western Europe, states are struggling to accommodate the religious needs of Muslims in state-supported institutions. Such issues include whether to fund separate Islamic schools and how or whether to teach Islam in state-supported schools. Despite these common concerns, national governments vary widely in their response to the religious needs and practices of Muslim citizens and permanent residents. This paper looks at how Britain, France and Germany have resolved these issues. In general, the 'mega-trends' represented by, for example, globalisation, the shift to a service economy coupled with high levels of technological change and a long-term shrinkage in the working population all make a more adaptable and skilled workforce in high income countries necessary. The pervasive effects of these mega-trends are often interpreted as suggesting that there is only one optimal institutional configuration to achieve good employment outcomes, which therefore needs to be adopted by all countries. As Britain seems closer to this ideal type than Germany, one would expect a better labour market performance in the former than in the latter, as well as a convergence in labour market policies and outcomes in Germany towards the British model. Taking into account the different starting positions of Germany and Britain, particularly with regard to important differences in monetary policy contexts, the paper evaluates whether and to what extent national public policy patterns are actually converging towards a higher level of flexibility. During the 1980s there existed a deep fascination in the UK with what makes Germany successful. This has dissolved somewhat in the last 15 years as Germany has struggled with the challenges of reunification and globalisation. Since 1997 the UK has focused on the drivers of productivity and wealth creation in the interests of closing the 'productivity gap' with the US. In contrast, productivity improvements in Germany have been regarded as something of a 'luxury problem' for policy makers who have had to facilitate systemic change in eastern Germany and adaptation in the old Länder. This paper looks at the systemic adaptation in Germany from a UK perspective and argues that, although structural reform still has some way to go, the endogenous growth drivers of the German economy are strong, and visibly stronger than in the UK. The paper reports on studies of return predictability of stock indexes of blue-chip firms and high-technology firms in Germany, France and the UK during the second half of the 1990s. Return predictability was measured in terms of first-order autocorrelation coefficients, and evidence was found for the return predictability of stock indexes of high-technology firms, but not for the return predictability of stock indexes of blue-chip firms. These findings suggest that a candidate for explaining the economic sources of the return predictability of these stock indexes of high-technology firms is transaction costs in the form of the costs of gathering and processing information in new technological fields. This paper employs four cointegration test approaches, PO, HI, JJ and KSS, to test for pairwise long-run equilibrium relationships between Taiwan's stock price index and each of the stock price indexes of four European markets – French, German, Dutch, and British stock markets. The results from these four tests are robust and clearly consistent in suggesting that the Taiwan stock market is not pairwise cointegrated with the four European stock markets. This provides strong evidence that there exist long-run benefits for Taiwan investors diversifying in the equity markets of Taiwan's major European trading partners, France, Germany, Holland, and the UK, over the sample period considered from 6 January 1998 to 30 May 2002. These findings could be valuable to Taiwan individual investors and financial institutions holding long-run investment portfolios in the equity markets of France, Germany, Holland, and the UK. In this paper I identify whether budgets in Denmark, Germany, the United Kingdom, and the United States are punctuated and investigate the variation in budget punctuations over time. Building on stochastic process methods, I find that budgets in all four cases exhibit mostly incremental changes punctuated by extreme shifts. In order to explain variation in budget punctuations over time, I rely on two models: partisan control of government and partisan distance of the assembly. The two models are tested using national budgetary data across all government functions for the four countries from the mid-1960s to 1989. I find that greater distance in strength and ideology among parties leads to increases in the degree of punctuations in the German and the British cases, whereas there is some evidence for the partisan control model in the American cases. In pursuing an historical and comparative approach, the article aims at exploring the relation between local government and ‘local community’. For comparative purposes, the paper draws primarily on the UK/England, Germany and Sweden as pertinent examples. The explicitly historical approach of the article promises to recognise (and perhaps even rediscover) the distinct and, at the same time, symbiotic and dialectic development and relation which have existed between local government and local community throughout their evolution—from the ‘founding period’ of modern local government during the 19th century, through its development under the (centralised) welfare state in the (mid) 20th century, to the present-day. The historically educated perception should be helpful to identify and assess the dynamics and perspective of the recent ‘rise’ of the local (political, social and economic) community and its impact on redefining and recalibrating the relation and balance between local government and what, in the current social science debate, is called ‘governance’—with the ‘re-emerging’ local community and its manifold political, social and economic actors becoming part-and-parcel of the expanding and multiplying networks of (non-public) actors that are captured under the term and concept ‘governance’. This paper discusses the relationships between the migratory policies of the EU countries with more experience of immigration and their national political cultures. It focuses on France, Germany and the United Kingdom. It then looks at Italy, a relatively new country of immigration, which, with 3,000,000 legal immigrants, has become the fourth country of immigration in Europe and the first in the Mediterranean basin. In its final part it highlights the incipient process of 'communitarisation' of the immigration policies of EU countries in the last decade. This paper compares the regulation of biotechnology in Britain, Germany and the United States and shows that systematic differences have developed around four issues: abortion, assisted reproduction, stem cells, and genetically modified crops and foods. Policy choices with respect to these issues reflect the capacity of each nation's regulatory institutions to deal with the scientific, social and ethical uncertainties around biotechnology. National regulatory frameworks constitute an apparatus of collective sense-making through which governments and publics interpret biotechnology's risks and promises. Specifically, regulatory choices position the novel ontologies created by biotechnology either on the side of the familiar and manageable or on the side of the unknown and insupportably risky. The comparison shows that public responses to biotechnology are embedded within robust and coherent political cultures and are not ad hoc expressions of concern that vary unpredictably from issue to issue. The paper considers how far and in what ways venture capital policies in the UK and Germany have been constructed as regional policy interventions. It begins by explaining two justifications for adding a regional dimension to venture capital policy and outlines the development of such policy in the two states. It explains the contrasting policy regimes and the means of intervention employed. Despite their marked differences, venture capital policies in both states are regionalized to only a limited degree. However, the uneven regional operations and effects of such policies are likely to produce an unintended regionalization of outcomes that may contradict the aims of closing regional disparities in risk finance and entrepreneurialism. This paper firstly examines the relationship between state coordination and wind energy growth by comparing the differences between UK and German institutional configurations and state involvements in the 1990s. While the EU was calling for a unified regulatory framework for its member states, the UK and Germany adopted very different renewable energy policies. The evidence of the early 1990s shows that the British government employed "deregulation" with so limited state involvement that wind energy project developers faced thorny development problems, while the German government tried to require the electricity supply industry to purchase expensive wind power by "regulation" but encountered formidable resistance. Nevertheless, both the British and German administrations later could resolve these problems through new forms of state power. This suggests that, firstly, neither "deregulation" nor "regulation" is an effective means to develop wind power with increasing electricity liberalization and regionalization. Secondly, "obliging" regulations and state powers are vital to the policy outcome by harnessing the state's institutional capacity to smooth out technology innovation and diffusion. Although Anglo-German relations since 1945 have by and large been friendly at the level of the political elite, on a wider scale British perceptions of Germany and the Germans are for the most part negative and still dominated by images of the Third Reich and the Second World War. It has even been suggested that 'kraut-bashing' is the only form of racism in Britain which is still considered socially acceptable. Going beyond the simplistic but commonly expressed view which dismisses these negative British perceptions of Germany as envy of Germany's post-war economic revival, this paper will argue that there is a range of other reasons which help to account for the negative perceptions British people hold of Germany and the Germans such as the legacy of the Second World War and post-war challenges to British national identity, the nature of the Holocaust and the way history and languages are taught in Britain. In this paper we examine the impact of temporary work on two dimensions of social inequality: income and career mobility. Additionally, we are taking a comparative perspective on this subject by comparing Germany and the UK. To investigate the effects of temporary work we use data from the German Socio-Economic Panel and the British Household Panel Study on non-self-employed respondents. The results show that temporary work does influence the system of social inequality: we found wage penalties and an increased probability of severe negative effects on the working careers of temporarily employed persons in both countries (net of education, age, and a variety of other covariates). Thus we can conclude that temporary employment represents a substantial socio-economic risk for employees. Most importantly, this holds true for both the German and the British case, two quite distinct labour market regimes. [ABSTRACT FROM AUTHOR]

In contrast to the United States and the United Kingdom, little empirical work exists about the distributional characteristics of appraisalbased real estate returns outside these countries. The purpose of this study is to fill this gap by focusing on Germany. In line with other studies, this paper offers an extensive investigation into the distribution of German real estate returns and compares them with and U.S. and U.K. data in the same period. Furthermore, the comovements with bonds and stocks are also examined. This paper deals with youth unemployment trends in Europe since the mid-1980s in general, and regards individual risk factors in the mid-1990s for Germany and the United Kingdom in particular. The study of the two selected countries shows that the individual risk of (long-term) unemployment is not equally high for all young people, but rather depends on various socioeconomic and structural factors like gender, education, nationality and region of residence. The individual level of education is an important determinant of occupational success, while the country-specific organization of educational systems and labour market institutions also affects different occupational outcomes. In addition, the welfare state structures and policies may determine labour market outcomes. Germany and the United Kingdom responded to the increasing problems of youth unemployment with the active labour market programs 'JUMP' and 'New Deal for Young People'; the concepts and results of these are discussed. Europeanization, differentiated from European integration as the impact of European policies on national policies, practices, and politics, has had differing effects on EU member states, depending upon a number of independent variables. These include the constraints imposed by EU decisions in any given policy area, that is, whether the decisions demand that countries follow highly specified rules of implementation, less specified rules, suggested rules, or no rules at all. But adjustment also depends upon certain mediating factors, including countries' vulnerability to global as well as European economic pressures, their political institutional capacity to respond as necessary, the 'fit' of European policies with national policy legacies and preferences, and the discourses that influence policy preferences by changing perceptions of economic vulnerabilities and policies and thereby enhance capacity. Only by putting the decision constraints together with the mediating factors can we adequately explain countries' differential policy outcomes, whether inertia, absorption, or transformation. To illustrate, this paper considers three countries, France, Britain, and Germany, across a representative range of economic policy areas, including monetary policy, financial services, telecommunications, electricity, transport, and mutual recognition. This paper analyses the impact on the professions of changes in their institutional environment during the past two decades. A comparison is made between two professions - solicitors/advocates and pharmacists - in the contrasting institutional contexts of British and German society. It is suggested that, despite common pressures from the state and the market, there remains a significant degree of diversity in the way professions organize themselves in the two societies. A contrast is drawn between British modernizers and German traditionalists, but some convergence is also noted. This paper explores the scope for privatizing unemployment insurance in Britain and Germany. The research builds on two consecutive projects, undertaken in the two countries between 1996 and 2000. The studies investigated people's attitudes towards the welfare state and private insurance, and families' strategies to manage the financial risk of unemployment. About 6% of the working population of both Britain and Germany claimed to possess private unemployment insurance. A further 23% in Britain and 12% in Germany expressed an intention to acquire private unemployment insurance. Attitudes towards private unemployment insurance were influenced by perceptions of unemployment risk, household circumstances, private money management strategies, and perceptions of the welfare state and the efficiency and trustworthiness of its institutions. The risk of exclusion from insurance in the two countries, either voluntary or as a result of actuarial risk assessment, is investigated. There is at present little evidence of adverse selection, nor would an expansion of the private unemployment insurance market necessarily entail that risk. However, the study found some, albeit limited, evidence of moral hazard. Significant country-specific differences were apparent in all aspects of the study. [ABSTRACT FROM AUTHOR]

This paper investigates the relationship between size and growth for a sample of banks from France, Germany, Italy and the UK over the period 1990 to 1996. Using several measures of bank size (total assets, equity and value of off balance sheet business), we test for size effects on growth, using models which incorporate the influences of previous growth, bank type and country of origin. The results of the analysis suggest that for Italy, small banks tend to grow faster than larger banks. No relationship is found between bank size and growth for France, Germany and the UK. This suggests a process of increasing concentration in these banking systems, even in the absence of bank specific strategic advantages. Small banks tend to have more variable growth rates than their larger counterparts. This suggests that large banks may enjoy advantages associated with diversified operations, which make them less susceptible to periods of extremely high or low growth. [ABSTRACT FROM AUTHOR]

This paper examines German direct investment in Great Britain from 1871 to 1918. Trade relations between Germany and Britain were extensive. Germany exported up to 14 percent of its products to Britain, while British companies sent approximately eight percent of their exports to Germany. By capital, the most important investor was the metals industry, followed by chemicals, the electrical industry, oil and coal. Thus the influence of German foreign direct investment (FDI) in the British optical industry was considerable despite its limited nominal amount, because optics were a relatively small industry and domestic British competition was largely absent. Investments in the food and drinks sector were not based on advanced technology, but on fashion. All in all, German FDI in Britain amounted to approximately £12 million or 245 million deutsche mark in 1914. Joint ventures were often dissolved before time, however, due to differences of opinion. Siemens even paid a hefty penalty for breach of contract to regain its independence from its early British partner, the cable manufacturer R.S. Newall & Co. Most German companies in Britain did not attempt to raise capital from the London Stock Exchange. German companies chose their location in Britain according to the function the subsidiaries filled.

This paper reports results of an empirical study on the effectiveness of labour market policy. Data from Austria, France, Germany, Great Britain, Sweden and the United States are used to apply a simultaneous equation model with wages and employment being the endogenous variables. In order to explain employment, the amount of unemployment benefits per unemployed (passive labour market policy) and payment for wage subsidies and training per employed and unemployed person (active labour market policy) are used in addition to real wages and output. Wages and output have their expected impact on total employment. It turns out that passive labour market policy has a negative, and active labour market measures a positive, effect on the number of persons employed. [ABSTRACT FROM AUTHOR]

The European Union Eighth Directive on the approval of auditors covers auditor independence only to a very limited extent. The provisions in the five articles on this subject are far less detailed than they were in the drafts of the directive, so that almost all specific regulation is left to the Member States. An examination of the development of the articles dealing with independence and integrity shows how the need to compromise, in order to reach an agreement, frustrated the intentions of the harmonizers. This paper traces the development of the independence rules in the Eighth Directive from the avant projet through the drafts to the final directive. It assesses the extent to which pre-Eighth Directive regulation in the UK and Germany may have affected the directive and then examines the implementation of the directive in the two countries. It concludes that national culture and accounting traditions prevented harmonization of independence rules through the Eighth Directive. [ABSTRACT FROM AUTHOR]

In many standard textbooks on comparative international accounting, a separate chapter is devoted to classification models of national financial reporting systems. Typically, the authors of 'international accounting classification models' not only organize national financial reporting systems into certain groups and assign descriptive labels to these categories. Rather, they also tend to draw analogies with the disciplines of the natural sciences so as to justify the methodology which underlies their theoretical constructs. The validity of these methodological claims is indirectly being examined in this paper, which argues predominantly from an empirical angle. The focus of the essay is on the notion - usually advanced by the authors of the models under discussion - that German financial accounting practice can be described as 'uniform', thus forming a contrast to the 'fair-judgemental' approach to financial reporting which is commonly held to prevail in the United Kingdom. In order to test these propositions, the accounting policies in the area of foreign currency translation in the consolidated accounts of a sample of British and German chemical companies are subjected to scrutiny. In an attempt to move away from dichotomous expositions of state-run Germany and self-regulated Britain this paper seeks to analyse the regulation of auditing in terms of a state-profession axis (Hopwood, 1988: 559) that shifts over time. Stereotypical beliefs of Britain and Germany representing diametrically opposite systems of regulation can be contradicted in the light of increasing state involvement in Britain and the recognition that the German system is not adequately characterized by rigid and exhaustive codification, but relies to a significant degree on professional expertise. However, differences do exist, especially in the nature of regulation, which takes an informal shape in Britain, and in the production and diffusion of knowledge where academics and preparers are much more involved in Germany. The case of auditor independence illustrates some of the similarities and differences exposed by an analysis that aims to interpret regulatory systems in their national and historical context rather than producing simplistic general models. After a brief historical introduction, the paper examines the true and fair view (TFV) requirement in the Fourth Directive, and in the corresponding company legislation in UK, France and Germany. Differences and nuances are explored from a language and translation viewpoint and also related to pre-Fourth Directive requirements and culture. The extent of true harmonization is questionable. Recent experience and usage of TFV in the UK is critically described and related to the broader European context. The general drift of the argument is that countries are tending to interpret TFV in the context of national culture, national accounting tradition and national GAAP. From a properly European perspective there is a need for changes in attitude from all concerned. TFV and GAAP are living and dynamic concepts. They are affected by the cultures within which they are used. Homogeneous attitudes to such concepts imply homogeneous cultural contexts, and this raises questions of a most fundamental nature. This paper compares recent developments in the recruitment and training practices of retail banks in Germany, Britain and France. It examines how common competitive pressures have resulted in companies adopting significantly different solutions to these challenges. This is largely due to the constraints and opportunities created by national as well as particular sectoral institutional arrangements in each country. As a result of the behaviour of individual banks, sectoral training providers and state-guided training institutions, the creation of a pool of highly skilled labour with higher levels of individual motivation varies between the countries. This research shows how by cooperating at both the sectoral and the national level companies can reduce the problem of free riders and benefit from a general improvement in the quality of available labour. The review of TLRP's research that is presented in this volume offers manifold aspects that are worth reflecting on. In my contribution, I concentrate on two aspects that are especially interesting from an international perspective or, more precisely, from a German point of view. The first is a general reflection on the education and science policies that frame educational research in the United Kingdom and Germany. The second is related to the concept of 'effective pedagogy' that is presented in James and Pollard's contribution to this volume. I offer some considerations on research traditions and epistemological frameworks with respect to this concept and illustrate my remarks by looking for commonalities and possible differences between 'effective pedagogy' and the German concepts of 'Bildung' and 'Didaktik'.
