There has been a debate over many decades concerning the benefits of lifelong learning that have been expressed both in economic and non-economic terms, the latter often expressed in terms of contributions to health and well-being, and to civic solidarity. The extent to which these benefits can be evidenced however remains somewhat elusive and at best mixed. In this paper, I trace the ways in which lifelong learning has emerged in policy discourse in the UK since the 1980s, the arguments and evidence for its benefits and the means by which it has been supported and implemented. Emergency legislation introduced internationally since the beginning of the COVID-19 pandemic saw the closure of all levels of educational settings and a shift to remote teaching. Drawing lessons from an independent child rights impact assessment (CRIA) in Scotland, United Kingdom, this paper reviews the impact of COVID-19 measures on children and young people's rights to, and experiences of, education during the current crisis. Findings highlight that while measures sought to preserve the best interests of children and their basic rights to safety, a distinct lack of consultation on the impacts of the measures undermined the interdependency and indivisibility of children's human rights. Three human rights principles – participation and inclusion, non-discrimination, and mutual accountability of family and the State – were identified as being particularly significant in this assessment. Looking forward, findings point to the need for extending the range of perspectives involved in child rights impact assessments in times of crisis – where human rights are at even greater risk of being breached – and the significance of a children's rights-based perspective for re-imagining education altogether. The article discusses the thirty-fifth annual conference and annual general meeting (AGM) of the Scottish Legal History Group (SLHG) which was held in Edinburgh, Scotland on October 3, 2015, and it provides abstracts of several papers by authors such as Dauvit Broun, Joanna Tucker, and Dr. Jenny Wormald which were presented at the event. According to the article, an additional SLHG conference will be held on October 1, 2016. Scottish judicial records and declaratory power are assessed.

Across the four UK jurisdictions, there are distinct disparities in exclusion rates of school students. Northern Ireland, alongside Scotland and Wales, has demonstrated over time, lower rates of permanent exclusions and temporary exclusions compared with England. This paper examines these disparities from the perspectives of representatives from various system-level educational bodies and third sector organisations representing children and families who experienced the exclusion process. The paper will also present policy and legal frameworks associated with exclusion in Northern Ireland. We interviewed 9 stakeholders, associated with practices of school exclusion in Northern Ireland, from a range of system-level education bodies and advocacy groups. Findings include positive strategies perceived to keep exclusion levels low, types of obstacles or resistance to anti-exclusion policy, participants' perspectives on unofficial exclusion practice, and perspectives on official exclusion data. What emerges from interviews is a series of tensions between implementing a child-centred approach and diminishing support services and resources. We conclude that those working within the Northern Ireland education system, are committed to an inclusive approach. However, the development and implementation of effective supporting frameworks take time and consultation, and there is evidence of tension between the perceptions of those working at a system-level and those working in schools. Transport has crept up the political wish list in recent years, with growing concern over pollution (health) and congestion (economy). In July 1998, the Government published its transport White Paper, "A New Deal for Transport: Better for Everyone," in an atmosphere of high expectations. The White Paper ranged widely over problems in the national transport system, set out many proposals, and received a widespread welcome as a landmark document. But despite some welcome new steps, the Government has also missed some key opportunities. The government is spelling out policy in more detail or inviting views on consultation, as a basis of implementing policies. Devolved governance is being brought in for Scotland and Wales, and more powers given for regional development in England: all have specific new responsibilities for transport strategy. A comprehensive national information system for public transport will be established by 2000. The new Commission for Integrated Transport will advise on transport integration, set targets and monitor progress.

In this paper, we use a UK case study to explore how the COVID-19 pandemic affected the mental health (emotional, psychological, social wellbeing) of farmers. We outline the drivers of poor farming mental health, the manifold impacts of the pandemic at a time of policy and environmental change, and identify lessons that can be learned to develop resilience in farming communities against future shocks. We undertook a survey answered by 207 farmers across the UK, focusing on drivers of poor mental health and the effect of the COVID-19 pandemic. We also conducted 22 in-depth interviews with individuals in England, Scotland and Wales who provide mental health support to farmers. These explored how and why the COVID-19 pandemic affected the mental health of farmers. These interviews were supplemented by 93 survey responses from a similar group of support providers (UK-wide). We found that the pandemic exacerbated underlying drivers of poor mental health and wellbeing in farming communities. 67% of farmers surveyed reported feeling more stressed, 63% felt more anxious, 38% felt more depressed, and 12% felt more suicidal. The primary drivers of poor mental health identified by farmers during the pandemic included decreased social contact and loneliness, issues with the general public on private land, and moving online for social events. Support providers also highlighted relationship and financial issues, illness, and government inspections as drivers of poor mental health. Some farmers, conversely, outlined positive impacts of the pandemic. The COVID-19 pandemic is just one of many potential stressors associated with poor farming mental health and its impacts are likely to be long-lasting and delayed. Multiple stressors affecting farmers at the same time can create a tipping point. Therefore, there is a need for long-term support and ongoing evaluation of the drivers of poor mental health in farming families. [ABSTRACT FROM AUTHOR]

Many migrant groups, particularly those that are politically and economically marginalised, such as asylum seekers and refugees (ASRs), face inequities in access to health care as well as poorer physical and mental health outcomes. The role of post-arrival experiences in contributing to these inequities is increasingly being explored, and it is suggested that being a migrant is itself a determinant of health outcomes. Drawing on the theoretical concept of structural vulnerability, this paper explores ASRs' experiences of health, wellbeing, and health practices in the context of their lived realities in Scotland. 24 semi-structured interviews were conducted with ASRs from Sub-Saharan Africa between January and December 2015. Data were explored using thematic analysis. Experience of the UK asylum system, both alone and in conjunction with other sources of vulnerability including racism, poverty, and language barriers had a negative and ongoing impact on the physical and mental health of ASRs. These impacts continued, even once refugee status was obtained. Efforts to engage ASRs in preventive health programmes and practices must take into account the ways in which the asylum system acts as a determinant of health, affecting both what it means to be healthy and what capacity individuals have to engage with their health. In order to combat the COVID-19 pandemic, policymakers around the globe have increasingly invested in digital health technologies to support the 'test, track and trace' approach of containing the spread of the novel coronavirus. These technologies include mobile 'contact tracing' applications (apps), which can trace individuals likely to have come into contact with those who have reported symptoms or tested positive for the virus and request that they self-isolate. This paper takes a critical public health perspective that advocates for 'genuine participation' in public health interventions and emphasises the need to take citizen's knowledge into account during public health decision-making. In doing so, it presents and discusses the findings of a UK interview study that explored public views on the possibility of using a COVID-19 contact-tracing app public health intervention at the time the United Kingdom (UK) Government announced their decision to develop such a technology. Findings illustrated interviewees' range and degree of understandings, misconceptions, and concerns about the possibility of using an app. In particular, concerns about privacy and surveillance predominated. Interviewees associated these concerns much more broadly than health by identifying with pre-existent British national narratives associated with individual liberty and autonomy. In extending and contributing to ongoing sociological research with public health, we argue that understanding and responding to these matters is vital, and that our findings demonstrate the need for a forward-looking, anticipatory strategy for public engagement as part of the responsible innovation of the COVID-19 contact-tracing app in the UK. In contrast to the conventional focus on recruits and members, this paper examines identity construction in professional organisations. It explores authenticity work – identification activity directed at external audiences to assert distinctiveness. The focus is on commemorative celebrations of the Institute of Chartered Accountants of Scotland (ICAS) and the Institute of Chartered Accountants in England and Wales (ICAEW) during the twentieth century. Evidence from archival and published documents demonstrates that the chartered bodies in Britain were anxious to assert their uniqueness in an increasingly congested professional field. The analysis shows that ICAS made authenticity claims based on its unique position as the first accountancy body in the modern world and emphasised its status as the originator of the institutions of the accountancy profession. The ICAEW, by contrast, initially stressed its alignment to progress and modernity and later emphasised its standing as the leading professional body located at the centre of economic and political power. It is suggested that comprehending the authenticity claims of these organisations is potentially significant to understanding the fragmentation of the chartered accountancy profession in Britain. This paper assesses to what extent British councils have addressed onshore wind energy, and the attitudes of councillors and staff about wind farms. Websites of 400 British councils were reviewed regarding assessment of landscapes and policies towards wind energy. An Internet survey of 800 councillors and staff from 275 councils quantified their attitudes towards wind farms, their visual impacts and the acceptability of existing wind farms in Britain. Wind farms reduced perceived scenic quality. Staff opposed wind energy but councillors were more accommodating. Most participants in England found wind farms acceptable, but less than half in Wales and one third in Scotland. Scotland may have reached the limit for acceptability of wind farms. Wales may be approaching that point. Overall, the survey indicated that it is unlikely that there will be widespread installation of additional onshore wind farms across Britain. Expansion of renewable energy may be sought through re-powering of existing sites with larger but fewer turbines. [ABSTRACT FROM AUTHOR]

This paper sets out proposals for the 'ideal' legal framework to address homelessness in Great Britain (GB), with potential lessons for other countries seeking to pursue rights-based approaches in this field. Exploiting the 'natural experiment' conditions generated by post-devolution divergence in key aspects of homelessness law, the paper draws on legal and social scientific learning from England, Scotland and Wales, as well as internationally, to formulate proposals for the optimal rights-based model. We argue that an ideal statutory homelessness system, situated in a less than ideal welfare and housing context, requires a balance to be struck between a robust set of individually-enforceable entitlements, on the one hand, and scope for pro-active, flexible approaches on the part of housing practitioners, on the other. The policing of young people, especially through stop-and-search, has been rigorously debated in the context of rising violence in the UK. While concepts based on procedural justice theory and perceptions of police fairness are directly relevant to these debates, these have rarely been tested on young people, nor have they taken account of the impact of stop-and-search. This paper examines young people's experiences of stop-and-search in two Scottish and two English cities, and tests the relationship between these experiences, their trust in the police, their perceptions of police legitimacy and their compliance with the law. The study finds that Scottish adolescents, who experienced higher volume stop-and-search, had more negative attitudes to the police and perceived them to be less procedurally fair than English adolescents. Structural equation modelling confirms that principles of procedural justice theory do apply to young people in this UK sample. However, our findings suggest that stop-and-search may damage trust in the police and perceptions of police legitimacy, regardless of the volume of police stop-and-search, and this may result in increased offending behaviour. With ongoing calls to increase the use of stop-and-search in response to recent increases in knife crime in England, we argue that its use needs to be carefully balanced against the, as yet poorly evidenced, benefits of the use of the tactic. Scottish publisher and naturalist Robert Chambers pursued an amateur interest in geology through much of his life. His early measurements of raised beaches in Scotland earned him membership in the Geological Society of London in 1844, a recognition much appreciated by the anonymous author of the ‘scandalous’Vestigespublished the same year. Although familiar with emerging ice age theories, Chambers remained with most British geologists a sceptic through the 1840s, even after a trip to the glaciers of the Alps in 1848, which nevertheless prepared him for the turning point, which came in 1849 during an extensive field trip in Norway and Sweden. Here a wealth of observations left him in no doubt that vast glaciers had formerly covered Scandinavia, polishing cliffs, scouring striations, depositing old moraines and erratic boulders. This also led him to a new glacial reading of the British landscape, and with the ardent conviction of a fresh convert he became one of the most vocal supporters of glacial theory in Britain in the 1850s at a time when the iceberg drift theory for boulder transport was still favoured by most prominent British geologists. While Chambers through his popularChambers’s Edinburgh Journalcommunicated his travels and ice age vision to a wide audience, and also pointed out ice age evidence on guided excursions around Edinburgh, he did not enter this new vision into subsequent editions ofVestiges, probably in order not to reveal its author. Sacred kings of Late Iron Age northern Britain are thought to have symbolised fertility and considered responsible for the wellbeing of the lands and people; components of a system of governance maintained by conservative religious beliefs and champions of a local goddess of sovereignty, also associated with the cuckoo and the planet Venus. Their regicide was undertaken by their successors with a sacred spear at cult-sites at eight-year intervals when Venus set at its evening extreme at Samhain. Titled after the cuckoo, the symbol of male fertility across Europe, they mimicked the cuckoo's polygynous behaviour. Others have suggested their exploits were based on myths about the cuckoo. They are recalled in Irish legends, Arthurian tales and the writings of contemporary authors, depicted on stones and confirmed in recent place-name and archaeoastronomy studies, but not previously recognised. This paper explores the evidence for, and significance of, British, Irish and continental European warrior-champions named after the cuckoo. The study strongly suggests a continuity of cosmological beliefs, celestial associations, myths and legends, religious symbolism, sacred kingship and governance of tribal societies from the Indo-European immigrants to Britain until the adoption of Christianity and its associated form of kingship by the Picts. This paper draws on UK data from an international, comparative project involving eight countries. The study examined how social workers' conceptions and definitions of family impact on the way they engage with complex families, and how social policies that frame social work context impact on the way social workers engage with families. Focus groups were held in which social workers from four service areas (child welfare, addictions, mental health and migration) were asked to discuss a case vignette. Several factors were embedded in the vignette to represent a realistic situation a social worker may come across in their day-to-day work. Social workers clearly identified the complexity of the family's situation in terms of the range of issues identified and candidate 'causes'. However, typical first responses were institutional, looking for triggers that would signify certainty about their, or other agencies' involvement. This resulted in a complicated story, through which the family was disaggregated into individual problem-service categories. This paper argues that understanding these processes and their consequences is critical for exploring the ways in which we might develop alternative, supportive professional responses with families with complex needs. This article considers the 1745–46 Jacobite rebellion in Scotland (the last major attempt to restore the Stuart dynasty – in exile since 1689 – to the throne of Britain), and its decades-long aftermath, as a transatlantic problem deeply embedded in the geopolitical and cultural entanglements of inter-imperial rivalry and warfare. Prevailing interpretations of the '45 consider it as primarily a culminating political event centred on dynastic rivalry and the relative security of the Hanoverian establishment, while overlooking more recent geographic insights from the fields Atlantic and New Imperial history. In exploring the long term imperial strategic repercussions of the '45 as understood through the dynamics of a rapidly expanding and interconnected British Atlantic press and public sphere, this paper demonstrates novel and lasting understandings of the connection between inter-imperial rivalry, warfare, and domestic fifth-column rebellions. Such understandings, continuing throughout the mid-eighteenth century wars between Britain and France, and the contemporary anxieties tied to them, disrupt linear narratives of post-'45 British political and cultural integration. The British polity and formations of Britishness and Scottishness were entangled with France to an unprecedented degree as a result of the inter-imperial problem of the '45. This ultimately draws attention to the overlooked historical novelties, continuities, and contingencies of the post-'45 period. This cultural context must be considered and periodized on its own historical terms, rather than as part of a straightforward eighteenth century process of nation-state formation. Worker co-operatives generally embrace democracy in their ownership and decision-making structure. However, the commitment to a flat organisational hierarchy, implementation of equal wage policy, and the pursuit of a strong ethical policy position these co-operatives on the highly principled side of the co-operative landscape in the UK. This paper draws on an ethnographic study of five such principled workers' co-operatives operating in a most adverse economic context, the UK capitalist market economy. The study explores collective decision-making and the personal investment as two important political aspects. Workplace democracy and the personal are interlinked paradigms for political praxis – as practiced democracy, immanent critique of the hegemonic corporate way of organising work, as well as prefiguring a viable alternative. The introduction of a market mechanism into the National Health service in the UK was underpinned by the belief that decentralised purchasing would both improve the quality of health care provision and restrain spiralling costs, through purchasers exercising their ability to choose between alternative providers. Focusing on budget holding General Practitioners, that is those practices responsible for purchasing hospital services for their practice populations, this paper explores the evolving purchasing behaviour of these professional intermediaries. Drawing on empirical evidence gathered as part of a broader study of the purchasing behaviour of GP Fundholders in Scotland, specifically it examines the key information sources and decisional criteria utilised by these professional intermediaries in selecting health care providers for their practice population. Utilising relational models of market behaviour, it addresses both the contextually specific issue of whether the market mechanism within the NHS is achieving the twin objectives of improving health care provision and restraining cost pressures, and the broader conceptual issue of the purchasing behaviour of professional intermediaries within a service sector environment. The papers in this focus section contribute to a broader historical debate regarding the relationship between 'healthcare and the people'. Opening the section, both thematically and chronologically, Richard Biddle's narrative begins with the community's changing healthcare needs before moving to consider the degree to which local services responded to these changes. A wider significance of his contribution is be found in his assessment of the nature and scale of those local services, provided publicly through the navy in an era when public provision was dominated by the poor law. Meanwhile, Stephen Soanes maps out a professional debate over the extent to which progress in mental hospitals could be achieved through the inclusion of the public. In doing so, Soanes highlights the professional reassertion that the community should be the subject rather than the agent of reform, passive rather than active. This theme is picked up by Leigh Merrick, who documents the sidelining of local authorities as vehicles for public representation within the newly established Scottish National Health Service. This is placed against a backdrop of central failure to resolve disputes, the lowly place given to local authorities under the hierarchical structure of the NHS and a lack of co-operation amongst local authorities themselves. This paper explores the extent to which pupils, through non-attendance, do not take up their full entitlement to schooling. Using statistics from Scotland and elsewhere, this paper explores the nature and extent of the problem, reasons and measures used to address attendance in the UK. This paper also discusses different perspectives of non-adherence to the entitlement of schooling, including that of truancy as a form of ‘opting out’ of the mainstream education system. All UK charities are required by law to publish annual accounts. This paper investigates the choice faced by smaller charities of whether to use the accruals (the Charities SORP) or receipts and payments (R&P) basis. It contributes to the literature on small charity financial reporting through a study of reporting practice by 90 smaller Scottish charities, supplemented by interviews. In examining drivers behind the choice of approach, it found that both accruals and R&P accounts were considered legitimate means of reporting and choices were driven largely by the perceived preferences of users of accounts rather than costs. IMPACT While receipts and payments (R&P) based accounting has only been available to Scottish charities in the £100,000 to £250,000 income band since 2011, it is already being used by nearly 40% of charities in that band. Charities consider that both the accruals and R&P bases are legitimate means of reporting to stakeholders and the perceived requirements of the stakeholder influence the accounting choice to a greater extent than cost-constraints. Both approaches have their merits in a framework of charity regulation with neither being considered more legitimate than the other. These findings are relevant to regulators and practitioners internationally when considering the most appropriate basis of reporting for the smaller charity. [ABSTRACT FROM AUTHOR]

This paper uses analysis of interview transcripts and notes from participant observation to explore white reactions to the introduction of diversity management in a large public sector workplace in Glasgow. The paper analyses white talk about racial equality in a social context where the shaming, exclusion and demonization of disadvantaged groups including migrants, asylum seekers and the poor have ensured that issues of entitlement and race are highly charged. It is suggested that in such contexts diversity management is being wielded as a new kind of civility by middle-class people invested in the objectification of poor whites. This represents a form of class conflict over belonging within the body of whiteness that risks reinforcing rather than redressing racial resentments. [ABSTRACT FROM AUTHOR]

Recent worldwide trends in curriculum policy have re-emphasised the role of teachers in school-based curriculum development. Scotland’s Curriculum for Excellence is typical of these trends, stressing that teachers are agents of change. This paper draws upon empirical data to explore school-based curriculum development in response to Curriculum for Excellence. We focus on two case studies – secondary schools within a single Scottish local education authority. In the paper we argue that the nature and extent of innovation in schools is dependent upon teachers being able to make sense of often complex and confusing curriculum policy, including the articulation of a clear vision about what such policy means for education within each school. Western states are concerned about maintaining and securing national borders. Across Europe, one response has been to implement restrictive asylum regimes that prevent ‘bogus’ applicants and grant refuge only to the ‘deserving’. Alongside these concerns, states are eager to encourage socially cohesive communities. One recent tool adopted by the UK government has been citizenship policy, including English language/life in the UK tests and citizenship ceremonies. By drawing upon in-depth interviews with refugees in Scotland (UK), this paper explores the impact of the current asylum regime and citizenship policies from the perspective of individual voices that are often absent from wider debates. It explores how temporary refugee status impacts upon individuals' everyday lives including employment and education, and impacts upon children. The data also question the reasons for refugees deciding to become British citizens (or not) and highlight instrumental reasons alongside less tangible factors such as gaining a sense of security. Taking the discussion forward, the study explores some unintended consequences of immigration and citizenship policies in the UK. The research suggests that not only do restrictive asylum policies negatively impact upon refugees and their integration but also serve to elevate fear and uncertainty, which can unintentionally spur individuals to seek naturalisation. The paper explores two universities' strategies of impact and engagement and their perceptions by local economic and policy stakeholders in a post-industrial city of Scotland. The concept of structural embeddedness is used to unpack the logics and repertoires of action of local universities and to relate discourses and actions to the nature and intensity of the relationship between universities and the local context. In contrast with the dominant knowledge and innovation research paradigm presenting universities as key drivers of regional economic development and competitiveness, the paper suggests multiple and at times contradictory levels of impact of universities depending on their capacity to embed themselves in regional development strategies and socio-economic regeneration programmes. The conclusion suggests that the nature and returns of universities' local engagement approaches are determined by their position on the higher education market as much as by their embeddedness in the local economy, culture and polity. On the Outside (On the Outside. 2019. Film. Directed by Paul Gray. UK: Good Well Films), is a 42 minute film that is the outcome of a participatory film project involving women serving sentences in HM Prison Polmont, Scotland. Scripts were developed that communicated the women's stories using their exact spoken words and individual narratives were recounted by actors, giving introspective accounts of the women's lives, while challenging preconceived notions of the label 'prisoner.' Representations of the criminal justice system are a highly visible presence on current mainstream platforms. Delineations between fiction and non-fiction narrative are increasingly exercised by film-makers to affect audience expectations, in particular when exploring dramatisations of 'true life' crimes. On the Outside is a project led by Paul Gray, whose practice led research explores the dynamics of such delineations through collaboration with the participants, in their roles as authors of their own narratives. This paper recounts the processes involved in realising the project, which will be discussed in relation to verbatim practices, as well as the underlying methodology used to action participatory video techniques. The aim was to facilitate a production process that best suited the specific voices of those involved, by recognising the significance of anonymity in storytelling, when collaborating with vulnerable individuals and communities. In November 1645, Parliament coordinated the arrival of two armies before the Nottinghamshire town of Newark on Trent to besiege this major royalist garrison. To the north of the town was the Scottish army under the Earl of Leven and to the south English forces under the command of Colonel-General Poyntz of the Northern Association. Situated at the meeting of two great highways, and commanding the crossing nearest to the Humber on the river Trent, Newark had provided a major link between the king's headquarters at Oxford and the northern towns of Newcastle and York. Although the besieging armies were of comparable strength, the Scottish army alone was to generate extensive discontent and numerous petitions from parishes in the immediate vicinity of the town about the behaviour of its troops. Using both state papers and surviving local records, this paper seeks to explore the impact and logistics of both armies and examine whether the complaints against the Scots reflected major differences in their circumstances or was simply a coordination of local xenophobia by the parliamentarian gentry of the region seeking to influence wider political struggles at Westminster. This paper aims to investigate the premise that community land trusts (CLTs) offer a method of delivering affordable housing that empowers local communities and provides democratic management of community assets. The paper provides a comparative analysis of CLT developments in England, Scotland and the USA, reviewing the policy and literature to identify two key approaches that underpin CLTs: an approach to property development that emphasises resale restrictions used to preserve housing use for the CLT's target clientele, and an approach to citizen governance that privileges local communities. The paper identifies a variation of practices that underpin the operation of CLTs in each country and uses the advanced developments in Scotland and the USA to illustrate some of the challenges that remain if the CLT sector in England is to continue its recent growth. Concordats were established to formalize working practices between the UK government and the administrations established in Edinburgh, Cardiff and Belfast after the devolution settlement of 1999. After an initial period of academic scrutiny the concordats have been largely forgotten in the academic literature on post-devolution intergovernmental relations (IGR) as relations between the UK and the devolved administrations settled into a relatively non-contentious pattern, perhaps the result of Labour's dominance across the UK. More recently, that non-contentious pattern has started to fray at the edges. This paper examines a set of decisions leading up to the release of the Lockerbie bomber by the Scottish Executive on 20 August 2009. It argues that IGR, for the most part, did not function effectively because of a lack of willingness on the part of the UK government to work to the letter and the spirit of the concordats. While the concordats are intended to be binding ‘in honour only’ this paper argues that until the UK government affords the Scottish Executive parity of esteem, relations between London and Edinburgh will continue to suffer from moments of turbulence. The paper draws on a recent research project 'Design at the Heart of Housebuilding', commissioned by the Scottish Government and undertaken in 2006-7; subsequently published in early 2008. This research focused on the conceptions and practice of design within private sector house developers in Scotland, which is used here as a basis for speculatively exploring opposing values between private sector housing developers and architects in housing design. Drawing initially on reviews of this relationship in the initial mass private sector housing provision in the inter-war period in the UK the paper then compares this with the more recent position as evidenced in the research, two generations later. It identifies and analyses the basis for a perpetuated mutual wariness as a way to understand the potential for change in current trends, and ends by highlighting some examples of alternative collaborations, where the skills and values of architects are more fully articulated with those of developers and manufacturers in innovative housing provision, including forms of mass customisation. In their first term in UK office since 1979, and also following their election to the Scotland Parliament, 'New Labour' attempted to reposition the museum within society in order to harness its potential for the transformation of the citizen. Through an examination of policy documents created at both the UK and Scottish level during this term, this paper highlights the various discursive shifts that contributed to this attempt to change the relationship between the state, the museum and the citizen. By critically engaging with a variety of the ideas suggested in these documents, it is proposed that, although there is potential for a progressive museum service to develop, there is also a slightly more ominous undertone to such an alignment of state ideology with museum practice. Hence, questions must be asked about Labour's motivation for such a manoeuvre, and whether or not the museum can ever be positioned as such a powerful social agent (as the documentation suggests) in the implementation of policy goals such as social inclusion and justice. Questionnaires provide a useful and versatile tool for new and occasional researchers, and can be applied to a wide range of topics. This paper provides simple guidance on some of the potential pitfalls in developing and running a questionnaire study, and how to avoid them. This paper explores the (re)production of embodied gendered and racialised identities as part of commemorations devised by the Scottish government to mark the Centenary of WWI, 2014–18. In particular, we demonstrate how the Centenary has re-established Scotland's key contribution to British military power instead of providing a platform for a broader discussion of British wars and Scotland's role therein. Our analysis posits that this reframing was achieved through the (re)production of a gendered polarisation between white 'dead' soldier-heroes, 'local lads' and bearers of a 'proud Scottish military tradition'; and women as embodiments of patriotic motherhood. We further explore the deployment of specific discursive and performative means to transform Dr Elsie Inglis, the only woman whose contribution was singled out by WW100 Scotland, into a patriotic war heroine. This was achieved by the militarisation of her work; the obscuring of identity, class- and race-based hierarchies within women's war-work; and, finally, through the subversion of feminist ideas and practices in Inglis' work for the Scottish Women's Hospitals. A geodemographic classification aims to describe the most salient characteristics of a small area zonal geography. However, such representations are influenced by the methodological choices made during their construction. Of particular debate are the choice and specification of input variables, with the objective of identifying inputs that add value but also aim for model parsimony. Within this context, our paper introduces a principal component analysis (PCA)-based automated variable selection methodology that has the objective of identifying candidate inputs to a geodemographic classification from a collection of variables. The proposed methodology is exemplified in the context of variables from the UK 2011 Census, and its output compared to the Office for National Statistics 2011 Output Area Classification (2011 OAC). Through the implementation of the proposed methodology, the quality of the cluster assignment was improved relative to 2011 OAC, manifested by a lower total within-cluster sum of square score. Across the UK, more than 70.2% of the Output Areas (OAs) occupied by the newly created classification (i.e. AVS-OAC) outperform the 2011 OAC, with particularly strong performance within Scotland and Wales. The history of early modern sport in Scotland, especially in the Lowlands, is beginning to emerge. Impressive works have identified the key sports in Scottish history, including bowls, football, golf, horse racing and shinty, but more research is required to understand their place in society and how they were regulated. This paper focuses on the northern mainland royal burghs of Scotland and examines the roles of the crown, the Scottish Parliament, the burgh councils and the parochial kirk sessions in governing sport during the early modern period. It argues that sport in the north was controlled, from the authorities' perspective, to guarantee the training of useful members of society, to minimise disruptions to communities and to follow moral and religious expectations. They did so by applying both direct and indirect methods of social control. However, this element of social control was not universal, unremitting or entirely oppressive and the urban populace had agency and, at times, resisted the authorities' attempts to govern what, where and when sports were to be played. Before the Great War rugby union was ascribed an important role in developing and strengthening good relations between Britain and her imperial dominions by helping cultivate shared values, values encapsulated by the phrase ‘fair play’. It was not always successful. Bad feeling generated by perceived unsporting behaviour during the New Zealand (1905) and Australia (1908–9) tours of Britain and the Anglo-Welsh tour of New Zealand (1908) endured. Despite their touring Britain in 1924–5, Scotland refused to play the All Blacks until 1935. Nevertheless, sport as a unifying force continued to be promoted after the First World War. This paper will examine a little known episode in Scottish rugby history, the match against the New South Wales Waratahs in 1927. Though not a formal international, this keenly anticipated game was popularly accorded Test status, due to the fact that Scotland had not played a southern hemisphere team since 1912 and to the presence of the Waratahs captain, A.C ‘Johnnie’ Wallace. Wallace had played in the 1925 Grand-Slam-winning Scottish team and by exploring this success in relation to the All Blacks tour of 1925 and the Waratahs of 1927 the paper will examine the impact of colonial sporting tours on Scottish-Australian relations. The Scottish Social Services Council (SSSC) has noted that a higher percentage of black and minority ethnic (BME) students fail or take longer to complete their social work degrees, compared with the white majority student population. In response to this and related evidence, a national study was carried out in 2013 to explore this phenomenon and ways to support BME students in social work education in Scotland. BME students from five Scottish universities were interviewed, along with lecturers from six Scottish Universities, and practice educators from around Scotland. The background to the study is discussed and a review of the literature on race, whiteness, diversity and a strengths-based perspective is provided. The methodology of the study is explained, followed by a presentation of some of the key findings covering the themes of cultural difference, discrimination and valuing student strengths. To prepare social work students to practice in a culturally diverse and culturally aware workforce the paper argues for framing of social work education within a strengths-based perspective, of valuing diversity and other knowledges and for this approach to be embedded within a critique of both race and whiteness. Child Rights Impact Assessment (CRIA) is used to assess systematically the impact on children of laws, policies or budgetary allocations as measured against the Articles of the UN Convention on the Rights of the Child (CRC) and domestic human rights/child wellbeing frameworks. Internationally, a small number of governments at central, regional and local level have introduced or attempted CRIA. However, where available, documentary analysis of the assessments and published evaluations of these existing models raise questions about the quality of the impact assessments being produced. This paper examines the use of CRIA with a particular focus on the UK and its devolved governments, looks at issues that can limit its effectiveness, and suggests what should be in place to support the potential of CRIA. These include: a clear mandate for CRIA with sustained political commitment, children's rights training and access to expert advice, tools to guide and shape the process, access to relevant data sets, and a clear expectation of involving children. Continuing professional development (CPD) is currently high on the Scottish Education agenda. Recent curriculum reform in Scotland, with the introduction of Curriculum for Excellence, places physical education (PE) at the forefront for its role in directly supporting learners' mental, emotional, social and physical well-being. This emphasis on PE, along with concerns about the health of the nation, has resulted in a nationwide initiative providing non-specialist teachers of primary PE with the opportunity to develop a specialism in the subject through government-funded CPD programmes at postgraduate level. Using Knowles' andragogical model as a framework, this paper reports data from a larger research study that evaluated a Scottish PE-CPD initiative. This paper comprises a single case holistic study investigating the impact and implications of a PE-CPD programme through the professional learning journeys, from the outset until completion, of four teachers: a nursery teacher, a class teacher, a cluster cover teacher and a PE specialist who participated in the programme. Data were collected over one academic year using two-stage questionnaire interviews and were analysed thematically with special attention given to the emerging general themes to achieve a holistic understanding of the case. Study findings endorse the positive impact of using the andragogical model of adult learning combined with the literature-supported characteristics of effective PE-CPD programmes. Teachers' perspectives on their CPD experiences, integration of acquired learning into working contexts and teaching post-PE-CPD were then examined to determine the next steps. This led to critical reflection on the implications of the findings for the teachers' ongoing professional development. We then challenged the role that university providers play in supporting teachers' lifelong learning. Instead, we suggest new school-university partnerships and alternative ways to support capacity building and lifelong learning towards a sustainable transformational change in Scotland's primary PE. This paper asks whether the institutional hierarchies defined by ‘golden triangle’, other Russell Group, other pre-1992 and post-1992 universities in England, and by ancient, old and new universities in Scotland, have become weaker since the 1990s. Using indicators constructed from Universities and Colleges Admissions Service data for 1996–2010, the article finds a stable hierarchical relationship among the sectors within each country, with some indicators showing a slight widening of status differences between sectors towards the end of the period. The main exception was a slight ‘upgrading’ of new (post-1992) universities in Scotland early in the period. There was little change in the association of institutional sector with social class, but in England the association with private secondary schools became slightly stronger and the association with ethnicity weakened. Background: This article reports on a mentoring programme which was implemented in selected Scottish secondary schools with the view to supporting students with school work, transition to further education/higher education, careers, and interpersonal skills. Mentoring students can enhance their academic, social, career and other outcomes. Mentoring relationships, when properly implemented, have been found also to yield positive results for mentors. Purpose: This paper is an investigation into a school-based mentoring programme which was implemented in 6 selected Scottish secondary schools. In so doing, we hope to contribute to an evolving framework for designing and implementing successful school-based mentoring. Sample: The sample for this study included 10 students aged between 16 and 17 years old in the second year of a broader 2-year business/education project, which aimed to promote student uptake of science, technology, engineering and mathematics (STEM) careers after secondary school. There were 11 mentors, who were drawn mainly from the science, health and the education sectors. Design and method: Methodologically, this study was qualitative interpretivist in nature. Data collection involved focus group discussion and individual semi-structured interviews. Results: The findings show mentee and mentor preparation, clarity of expectations, mentee–mentor matching, mentee motivation, appropriateness of meeting spaces and power relations, modes of communication including the use of social media, and the role of schools as essential conditions which influenced the quality of mentoring relationships. Conclusion: The findings suggest that mentoring programmes involving students in school and ‘external’ adult mentors need to consider a range of factors to achieve success when designing and implementing mentoring. Governments across Europe have been encouraged by the European Union (EU) to take measures to upskill their workforce to ensure growth and social inclusion. Low-skilled workers are particular targets and learning providers and employers are expected to provide learning opportunities for them. However, research shows that those with low skills often lack confidence and require support to engage in learning. This paper examines an European Structural Funds (ESF)-funded course aimed at developing soft skills in low-skilled employees through a course developed by a Scottish college. Semi-structured interviews were conducted with learners from two cohorts of the course to examine their experiences and gains from the course. Learners’ accounts demonstrate benefits from the course but workplace culture impacted on the level of gains. Studies of the relationships between sport and nationalism have often overlooked how different sports may depict alternative expressions of nationalism. This paper examines how social, cultural and political ideas associated with nationalism and national autonomy in Scotland touched the sport of shinty between 1887 and 1928. During this period, the transformation of shinty from a traditional folk game to a modern sport was consolidated within Scottish Highland society. The paper probes some of the ways that shinty was contoured by, and connected to wider social, cultural and political circumstances of the period. Three strands are considered in the analysis: (i) the place of shinty as a conduit for aspirations of national autonomy, (ii) the different expressions of nationalism in Scotland that oscillated on the landscape of culture and politics and (iii) the connections between shinty and Gaelic sports in Ireland, and the relationship with expressions of nationalism. The analysis is developed using the concepts of national autonomy and civil society. These conceptual components help to probe how shinty symbolised alternative aspirations and expressions of nationalism between 1887 and 1928. [ABSTRACT FROM AUTHOR]

The ‘Curriculum for Excellence’ (CfE) guidelines and associated learning experiences and outcomes have been developed following a national debate on the purposes of education in Scotland. The recent development shifts physical education's (PE) role in Scottish education, changing from contributing to the ‘Expressive Arts’ area of the curriculum, to one central to the newly created curriculum area of ‘Health and wellbeing’ in the CfE. This paper provides an analysis of the broader policy context at national and global levels examining the policy developments for PE in Scotland situating them within a globalised discourse emphasising concerns about ill-health and obesity within society. Drawing on the work of Bowe et al., the paper examines the context of production and the context of influence that has contributed to the recent development of ‘Health and wellbeing’ within the CfE. It is argued that the role for PE and the focus on schools promoting daily physical activity within the CfE masks the complexity of addressing the issues of health and well-being. In conclusion it is highlighted that in the interpretation and implementation of policy there will be further issues for PE and as yet unknown consequences for the context of practice and pupils' experiences of PE in Scotland. This paper explores the economic critique of slave labor that emerged from the writings of the Scottish Enlightenment and the general failure of these ideas to influence American debates over slavery in the last quarter of the eighteenth century. While the Scottish school of political economy was quite influential in revolutionary America, neither antislavery advocates nor economic writers chose to follow the Scots in analyzing the deeper economic ramifications of the “peculiar” institution. Indeed, Americans who discussed slavery generally framed the issue in terms of morality, religion, legal principles, or humanitarian sensibilities. They rarely focused on slavery as a system of labor, or its effects on commercial growth. This tendency represented a peculiar feature of the late eighteenth-century debates over slavery in America. In other parts of the British Empire and Atlantic world, the discourse of political economy became one of the primary lenses through which contemporaries viewed the institution. And as historians of antebellum America have long noted, the supposed economic limitations of slavery was key in driving public anxiety over the future of the institution. This paper seeks to explore the historical roots of this “free labor” ideology in the Scottish discourse of political economy; how this critique of bondage was connected to a larger pattern of philosophical and commercial suppositions; and how this constellation of ideas took on different meanings when Americans grafted their own priorities onto the economic agenda of the Scots. Social work education in the UK has experienced major changes in recent years with the move to an honours degree qualification. Introduced in 2003, the new degree requires students to develop skills in analysis and critical reflection yet, almost six years later, it would appear that this level of critical analysis is not being demonstrated consistently in relation to values. Two weak areas standout: understanding service users' situations at a structural level, and recognising the importance of anti-oppressive practice. This paper draws upon UK literature, and the authors' own experiences to date, to explore why the new degree seems to fall short when it comes to the development of a strong values framework in students. In particular, it is argued that increased standardisation in social work education, as well as practice, is one possible explanation. Focusing on the Scottish situation, it is suggested that standardisation has become even more apparent since the introduction of new Key Capabilities in Child Care and Protection in 2006, which students are now required to meet in addition to the existing Scottish Standards in Social Work Education. In recent decades, UK public-sector housing has increasingly been problematised, with government solutions focusing on modernising the sector by transferring ownership of the housing from the public to the voluntary sector through stock transfer. This promises to transform the organisation of social housing by devolving control from local government to housing organisations located within, and governed by, the communities in which they are based. The Scottish Executive's national housing policy of community ownership is the epitome of this governmental rationale par excellence. Drawing upon empirical research on the 2003 Glasgow housing stock transfer, this paper argues that, whilst community ownership is underpinned by governmental rationales that seek to establish community as the new territory of social housing governance, the realisation of these political ambitions has been marred by emergent central-local conflict. This paper provides exploratory insights into the impact of the UK government's Best Value policy on employment policies in voluntary organisations. Best Value is one of a number of institutional pressures on HR policies within the sector: many of which have positive implications for the conduct of HR and delivering care. However, the data also reveal tensions in this institutional environment with regard to meeting demands of twenty-four hour care and family-friendly policies for the workforce. Moreover, continuation of aspects of the New Public Management agenda within Best Value means that pressure on pay and conditions in the sector persist, raising concerns regarding worker morale and quality of care.
