This paper sketches a picture, with broad strokes on a wide canvas, of thinking about, and outcomes in, development during the second half of the 20th Century, to stress the importance of learning and “unlearning” from experience. In doing so, it questions the caricature distinctions between success and failure at development, in a world where outcomes were mixed. This is illustrated vividly by a tale of two countries: China and India. In this time span, thinking about development witnessed a complete swing of the pendulum, from the Development Consensus to the Washington Consensus. These shifts in paradigm, which reshaped strategies of development, were influenced strongly by history and conjuncture, reinforced by the dominant political ideology of the times. However, changes in development strategies did not lead to the expected outcomes. In fact, there was a discernible mismatch between turning points in thinking and performance. Of course, experience of the past 50 years did lead to some rethinking about development. This learning from experience, however, was selective; and it differed across schools of thought, for it was shaped only in part by outcomes. It was also influenced significantly by priors in thinking and ideology in perspectives. Thus, attempts to unlearn from development, which questioned beliefs or changed previous beliefs embedded in ideologies, were few and far between. [ABSTRACT FROM AUTHOR]

In this concept study, we develop a strategy for the monitoring of nighttime aerosol particle optical properties over land using artificial lights on the earth's surface. We demonstrate the possibility of detecting significant aerosol events and deriving variations in aerosol optical depth using the operational linescan system (OLS) on defence meteorological satellite program (DMSP) platforms. Since the OLS instruments have no on-board calibration, only a qualitative study of the potential to estimate aerosol and cloud properties using city lights at night is shown in this paper. The technique is demonstrated using China and India as test regions. With the launch of the visible/infrared imager/radiometer suite (VIIRS) instrument on the national polar-orbiting operational environmental satellite system (NPOESS) in the coming decade, fully quantitative retrieval of nighttime aerosol particle optical properties from space observations using such methods will become possible. The rise of Brazil, Russia, India, and China will shape global resource use, the location of market demand and international institutions and interdependencies in the decade to come. In this paper we argue that an understanding of the historical and institutional context of the BRICs, and the potential shift towards a multi-polar world is important for developing curricula and content in international business courses in the future. This essay explores the possibility of defining a culture area by the comparative study of oral stories. Although neither the culture area concept nor the comparative study of oral traditions is currently fashionable in anthropology or folklore studies, both were once at the centre of theoretical debates in these disciplines. At the least, the hypothesis in this paper is intended to draw attention to the explanatory potential of both this concept and this methodology. The data presented in the essay comes both from the author's fieldwork on oral stories and rituals in Arunachal Pradesh, India, and from similar collections made in neighbouring regions. Based on this evidence (primarily three separate oral stories and one ritual event), the essay suggests that we can consider the 'extended eastern Himalayas' as a culture area. This proposed culture area consists of three regions: central Arunachal Pradesh, the Myanmar (Burma)/India/Bangladesh border, and upland Southeast Asia/Southwest China. Adapting the model of vertical descent from historical linguistics, the argument is that the shared stories derive from a common oral tradition among Tibeto-Burman speakers. Horizontal borrowing across populations is not ruled out, but this model is usually best suited to explain commonalities in material culture. For similarities in verbal culture, such as the common oral stories in the extended eastern Himalayas, vertical borrowing down generations is a more convincing explanation. [ABSTRACT FROM AUTHOR]

Since the topic of 'brain drain' was introduced to the United Nations' debates in the late 1960s, policy thinking on skilled migration has shifted its focus from discouraging emigration in the 1970s to encouraging returns in the 1980s, and to facilitating 'brain circulation' since the 1990s. This paper, based on a comparison between China and India in the Information Technology (IT) industry, suggests that how the highly skilled leave the home country in the first place is equally important as how they return or contribute back through transnational connections. IT professionals' migration from India with minimum government intervention may have more sustainable developmental effects than aggressive government programmes in China aimed at promoting return and transnational relations. This is because the migratory process of the Indian IT professionals is built into the dynamics of the global high-tech industry. By comparison, many programmes in China are dissociated from industry despite the heavy investment from the government. But the Chinese programmes may be more conducive for the development of basic research. In short, a proper mix of government policy and market mechanism seems a key to achieving sustainable brain circulation. [ABSTRACT FROM AUTHOR]

The paper studies regional (spatial) inequality in the five most populous countries in the world: China, India, the United States of America, Indonesia and Brazil in the period 1980-2000. They are all federations or quasi-federations composed of entities with substantial economic autonomy. Two types of regional inequalities are considered: Concept 1 inequality, which is inequality between mean incomes (GDPs per capita) of states/provinces, and Concept 2 inequality, which is inequality between population-weighted regional mean incomes. The first inequality speaks to the issue of regional convergence, the second, to the issue of overall inequality as perceived by citizens within a nation. All three Asian countries, show rising inequality in terms of both concepts in the decade of the 1990s. Divergence in income outcomes is particularly noticeable for the most populous states/provinces in India and China. The United States, where regional inequality is the least, shows further convergence. Brazil, with the highest level of regional inequality, displays no trend. A regression analysis fails to establish robust association between the usual macro variables and the two types of regional inequality. [ABSTRACT FROM AUTHOR]

The paper examines if the ‘economic centre’ of Asia is likely to shift over the next 20 years. In this context, it addresses the widely held notion that a deterioration of Southeast Asia's geographic centrality within the Asia Pacific region is likely to occur due to the rise of China. GNP-weighted centrality indices are calculated for major Asian cities, and it is shown that the changing economic map of Asia is unlikely to lead to geographic marginalization of Southeast Asia: even if the economic importance of China increases significantly, this will be more than offset by the corresponding decline of Japan. As a consequence, the total economic weight of Northeast Asia is likely to decrease slightly compared to Southeast Asia and Greater India over the next 20 years, with the economic centre of Asia moving further to the southwest. This paper examines the limitations and prospects of the security of Bhutan, a landlocked buffer state between India and China, and a country that is geographically very small and poor in economic development. Normally, a country would like to have various options to provide national security, and diplomacy to protect its sovereign status and national boundaries. However, Bhutan is largely isolated from the outside world, suffers from poor internal communications, and continues with the monarchy system with very limited options to formulate its own security and foreign policy. While the country's military remains weak (mainly due to lack of funds), Bhutan's diplomacy, economic development and cultural status have proved very useful. Background: Resource allocation in health is universally challenging, but especially so in resource-constrained contexts in the Global South. Pursuing a strategy of evidence-based decision-making and using tools such as Health Technology Assessment (HTA), can help address issues relating to both affordability and equity when allocating resources. Three BRICS and Global South countries, China, India and South Africa have committed to strengthening HTA capacity and developing their domestic HTA systems, with the goal of getting evidence translated into policy. Through assessing and comparing the HTA journey of each country it may be possible to identify common problems and shareable insights. Objectives: This collaborative paper aimed to share knowledge on strengthening HTA systems to enable enhanced evidence-based decision-making in the Global South by: Identifying common barriers and enablers in three BRICS countries in the Global South; and Exploring how South-South collaboration can strengthen HTA capacity and utilisation for better healthcare decision-making. Methods: A descriptive and explorative comparative analysis was conducted comprising a Within-Case analysis to produce a narrative of the HTA journey in each country and an Across-Case analysis to explore both knowledge that could be shared and any potential knowledge gaps. Results: Analyses revealed that China, India and South Africa share many barriers to strengthening and developing HTA systems such as: (1) Minimal HTA expertise; (2) Weak health data infrastructure; (3) Rising healthcare costs; (4) Fragmented healthcare systems; and (5) Significant growth in non-communicable diseases. Stakeholder engagement and institutionalisation of HTA were identified as two conducive factors for strengthening HTA systems. Conclusion: China, India and South Africa have all committed to establishing robust HTA systems to inform evidence-based priority setting and have experienced similar challenges. Engagement among countries of the Global South can provide a supportive platform to share knowledge that is more applicable and pragmatic. [ABSTRACT FROM AUTHOR]
