Application of the Water-Energy-Food Nexus system is essential for addressing Water-Energy-Food Security and Environmental Protection in urban agricultural areas. However, there is currently no standardized framework for measuring and comparing sustainability indicators in these areas using the WEF Nexus practices. This study proposes sustainability measurement indicators to evaluate the WEF Nexus sustainability. The Analytical Hierarchy Process (AHP) was employed to identify the most crucial indicators for policymakers. The WEF nexus sustainability indicators were selected based on three dimensions of sustainability: social, environmental, and economic. The study focused on Varamin, a semi-arid city in Tehran that serves as a center for urban agriculture. Research results indicate that water-related components are crucial in arid and semi-arid regions. Based on the environmental sustainability indicators, pollution prevention, with a priority of 52.8%, is a critical component of sustainability. Finally, several key indicators are recommended for decision-makers to address sustainability. Allocating national budgets to create environmental policies and increasing public education on environmental issues are two priorities for achieving sustainability goals. This study seeks to investigate how natural resources rents impact environmental sustainability measured by CO2 emissions and PM2.5 air pollution in Brazil, Russia, India, China, and South Africa (BRICS) economies from 1995 to 2019. To enhance robust policy implications, natural resources are decomposed into disaggregated (coal, gas, oil, forest, and mineral rents) and aggregated (total natural resources rents) indicators. Besides, the intervening roles of affluence, urbanization, and green policies vectoring green technological innovation, green finance, green energy, and waste management within the theoretical underpinning of STIRPAT model are considered. The empirical verification is anchored on second-generation estimators entailing Common Correlated Effects Mean Group, Augmented Mean Group, and Panel Quantile Regression. Similarly, Fully Modified OLS is employed to gauge the country-specific effects amidst varying robustness analyses. The fallouts from the analyses reveal that natural resources rents inhibit the attainments of environmental sustainability in BRICS economies by positively driving CO2 emissions and PM2.5 air pollution. Conversely, green policies are observed to substantially drive environmental sustainability by mitigating both pollutants whereas affluence and urbanization escalate them. The distributional effects from Panel Quantile Regression and Fully Modified OLS corroborate the main findings divergently. Additionally, two channels of causality, including unidirectional and bidirectional nexuses, are apparent from the estimated models. Policy measures are suggested based on the empirical findings. Environmental sustainability has been a key policy goal of the European Union (EU), particularly under recent EU Cohesion Policy strategic frameworks. This paper contributes to the analysis of the relevance of EU Cohesion Policy-related environmental sustainability investments, by assessing the impacts of the Operational Programme for Sustainability and Use of Resources (POSEUR 2014–2020), in the Portuguese North NUTS II. In detail, the impact scores of the following five analytical dimensions related to this programme were obtained: (i) low-emissions economy, (ii) adaptation to climate change, (iii) risk prevention and management, (iv) environmental protection and (v) resource efficiency. The analysis was supported by a territorial impact assessment methodology (TARGET_TIA) which was complemented by an online analytic geographic information system (GIS) policy evaluation platform (Impact-WEB_GIS). The results showed that the POSEUR's regional implementation efficiency fell short of the stakeholders' expectations. This can be explained by factors such as the obstacles posed by the prior underdeveloped infrastructural conditions, coupled with the panorama created by the Covid-19 outbreak. Nonetheless, the risk prevention and management dimension had a solid positive impact score that reflected the efficacy of POSEUR in tackling environmental threats, mostly in rural ecosystems. The human impact on nature has now reached a level at which the well-being of future human society is at risk. Therefore, transformative change in society is needed. Environmental assessments contribute to shaping environmental policy, potentially leveraging transformative change. Red Lists are a key information source on the state of biodiversity. Our aim was to study the Red List authors' perceptions of how Red Lists contribute to leveraging sustainability changes. We interviewed 15 of the authors of the forest and peatland sections of the Finnish Red List of Ecosystems 2018. We used the framework of sustainability leverage points to locate sustainability changes that Red Lists have leveraged in the social part of the Finnish social-ecological system. Our results show how the assessors perceived the influence of the Red Lists at most of the leverage points, including the deepest ones, and how these influences simultaneously co-exist in several leverage points. The most prominent sustainability changes were linked with legislation and information flows, whereas current paradigms, system goals and legislation appeared to prevent Red Lists from leveraging sustainability changes in Finland. This paper examines India's environmental policies and budget allocations from 2016–2024, revealing a focus on infrastructure that may overshadow environmental conservation. Significant discrepancies between policy rhetoric and budgetary commitments suggest that there is a need for realignment. Advocating an 'environment-centric' approach, the study calls for increased budgetary commitments to environmental protection, a strategic shift away from fossil fuels, and stringent regulatory oversight, all essential to ensure sustainable development in India. The urgency and threats of climate change have elevated the issue to a prominent – albeit often contested – position within the policy process. Resultantly, climate politics and climate change governance have received enhanced attention in both the academic literature and in real-life discourse. Yet, except regarding certain empirical contexts, there has been a lack of conceptualization or analysis of intermediating actors in climate politics – what we term "climate intermediaries" – that bridge between different types of actors and different levels of governance. This Special Issue sought to reduce this research gap by analyzing the strategies, interactions, and impacts in the policy process of these "go-betweens", across three continents. In this concluding article, we take stock of the insights provided by the individual contributions and offer answers to the three research questions that guided the Special Issue. Urban environments are key to mitigating the effects of climate change, contributing to sustainability and improving people's lives. A significant part of the commitment to sustainable development is made by assuming the vital role played by local governments as the administrations closest to citizens and responsible for providing most of the essential services for the community. Therefore, knowing local governments' levels of spending efficiency in urban environments, as well as the exogenous factors that explain these levels, will allow us to analyse the management carried out in this area and propose improvements to achieve the commitments made (Agenda 2030, the Green Deal, Fit for 55). One of the novelties of our research is considering climate as an exogenous variable in explaining efficiency levels. We find that cities with more extreme climates are more efficient in managing environmental expenditure, and densely populated municipalities are less efficient. We also conclude that local governments with more revenues or where tourism is one of the main economic activities improve efficiency, while the gender of the mayor (in our case, women) and political fragmentation reduce it. The purpose of this paper is to investigate the non-linear effect of education level on ecological footprint considering changes in population structure and per capita income. The results show an inhibitory effect for the level of education on increases in ecological footprint. In high-income countries, this inhibitory effect is non-linear. The inhibitory effect of education level on ecological footprint increases with increases in education level. In addition, population structure also has an inhibitory effect on the increase in ecological footprint. In both high-income and low-income countries, the inhibitory effect of population structure on the ecological footprint decreases when the population structure exceeds the threshold. However, there is a promotional effect of GDP per capita on the increase in ecological footprint. And the threshold regression results show that this promotional effect is linear in all income groups. Finally, this study suggests that countries should develop environmental sustainability policies according to the threshold range in which their education level, population structure, and per capita income are located. It is crucial to observe how international policy initiatives are implemented in each country's environmental policies to ensure global environmental conservation and sustainable development. This study aims to comprehensively analyze the trend of environmental policy in Korea over time. To this aim, we use semantic network analysis to explore the main keywords and to identify the characteristics of the key themes in each period based on the national environmental comprehensive plan. Our results show that the value of economic growth and technological development are regarded as priorities in Korean environmental policy because the economy and technology are closely related to the environment. Similarly, when it comes to the fundamental concept of environmental policy, the concept of "green growth" is applied in preference to the concept of "sustainability." The present study aims to discover the impact of political risk, globalization and technological innovation on the ecological footprint in the BRICS economies by employing a dataset covering the period between 1990 and 2017 and incorporating non-renewable energy utilization and economic growth as other regressors through the utilization of panel quantile regression. The outcomes established that economic growth, non-renewable energy usage, political risk and technological innovation increase ecological footprint. Conversely, globalization significantly decreases the ecological footprint. The panel ordinary least squares approach serves as a sensitivity test for the robustness of the analysis. Furthermore, the Dumitrescu-Hurlin panel causality test confirmed that a bidirectional causal interaction exists between ecological footprint and the regressors of technological innovation, globalization, non-renewable energy and economic growth, while a one-way causal interconnection runs from ecological footprint to political risk. Notably, the general policy suggestion indicates the need for policymakers to intensively coordinate efforts to combat the serious environmental deterioration in the BRICS economies. Brazil and China share important vantage points in environmental fora, actively coordinating their positions within Brazil, South Africa, India, and China (BASIC) and Brazil, Russia, India, China, and South Africa (BRICS). Both countries have incorporated sustainability concerns in their multilateral stances, but their bilateral strategic partnership lacks a clear environmental orientation. This study analyses the discrepancy between multilateral commitments and the realities of their bilateral interactions. The low degree of priority of, or outright non-attendance to, environmental concerns on the operational level of Sino–Brazilian diplomatic relations illustrates the detachment of official rhetoric from effective engagements. We explore these contradictions and their repercussions for the commodity-centric governance of the telecoupled Sino–Brazilian relations, focusing on the soy sector and on its environmental impacts within Brazil. The Kingdom of Morocco decisively increased trade and diplomatic interaction with countries of Western and Sub-Saharan Africa since the mid-2000s, supplementing Morocco's long-standing foreign policy orientation toward the 'West'. Under the guidance of King Mohammed VI, the country gradually sought regional political rapprochement after several decades of relative isolation. The push for regional integration is taking place across multiple policy fields and goes hand in hand with a more assertive demeanour on the stage of international diplomacy. Environmental sustainability – encompassing renewable energy production and environmental protection measures – is a policy sector on which the autocratic Moroccan regime places special emphasis. This paper traces Morocco's 'green turn', the development of environmental sustainability policy under King Mohammed VI in context of Morocco's general foreign policy realignment. It analyses Morocco's environmental engagement at the foreign policy level in terms of soft power activity and gives tentative insight on Morocco's path of becoming an influential regional player in Western and Sub-Saharan Africa. Governments develop policies that set strategic directions on matters of national significance, referred to in this paper as strategic policies. Australia's Commonwealth Government develops and influences national environmental and sustainability policies despite having limited constitutional powers in the management of natural resources. The Commonwealth Government has, over the past three decades, developed strategic policies aimed at sustainably managing forests, water, soils and agricultural lands. The design and implementation arrangements of environmental policies that have endured is not well studied, and this paper addresses this knowledge gap in the context of a federal system. The National Forest Policy Statement, the National Water Initiative and the Natural Heritage Trust have endured centre-left Labor and centre-right Coalition Governments, and serve as case studies. These policies have required structural adjustments to industries to varying degrees to limit impacts on the environment, leading to contestations about policy objectives. The policy cycle serves as the primary heuristic for analysis and the research finds that policy objectives are constrained by the Commonwealth Government's limited constitutional powers on environmental matters. Its participation in strategic policies is driven through notions of resolving a crisis and the policies endure in a phase of indifference to the original policy objectives. [ABSTRACT FROM AUTHOR]

Place-based social-ecological research is often designed to improve local environmental governance, but it can also inform decisions at larger scales or in other places. However, the focus on local perspectives in such research creates challenges for transferring insights to other locations, and for aggregating understanding to larger scales. In this paper, we discuss how ResNet, a new pan-Canadian network of researchers working on place-based social-ecological case studies via ecosystem services, will face (and hopefully overcome) these challenges while taking advantage of the unique benefits of a place-based approach. Drawing on insights from the literature and from the first 10 years of the Programme for Ecosystem Change and Society (PECS), we outline solutions to six key challenges to multi-scale knowledge integration across place-based cases, and explore how ResNet is employing some of these solutions. It is widely acknowledged that policies for a more sustainable society require narratives outside the status quo. This contribution studies the EU's environmental policy narrative of a circular economy (CE), which many consider promising in this respect. The results demonstrate that the CE narrative was created to transform EU policy discourses 'from within' but eventually perpetuated the established discourse of ecological modernization. This perpetuation resulted from specific strategic practices used to create the CE narrative, which (1) concealed conflict, (2) strengthened the agency of incumbents, and (3) excluded alternative voices. The analysis uses empirical evidence from 28 interviews with key stakeholders, 84 policy documents and participant observation data at the European Union (EU) level. The results suggest that the development of narratives outside the status quo depends on strategic practices that address (future) conflicts and offer new agency to change agents as well as transition strategies to incumbents. India's textile industry is among the largest in the world and contributes significantly to India's GDP and economic growth. As the second largest total exporter globally after China with more than 45 million workers, India's textile industry has long been the subject of criticism concerning labour exploitation and environmental damage. Since 2016, nevertheless, Narendra Modi's government has started to take a different yet somewhat perplexing approach to introducing and environmentally friendlier and more sustainable direction in its textile industry. This article aims to comprehend the reasons behind India's new policy arguing that—despite such changes—environmental sustainability has not become India's full concern in the textile sector at the moment. Such a shift was part of India's international market expansion strategy towards the European Union market which had imposed non—tariff import restrictions on India's textile products. This article also shows contradictions and tensions in the government's eco—friendly textile policy concerning its high production costs and India's yet dependence on conventional production systems. The crucial role of the informal economy in urban environmental management is yet to be acknowledged in policy-making. This paper explores the sustainability discourses that shape urban environmental policies, and how they relate to different conceptualisations of the informal economy. Focusing on Mexico City, this paper analyses the discourses of policy-makers and their reflection in the city's waste management plan. Results show reformist and radical discourses of sustainability are correlated with preferences as to the integration or exclusion of the informal economy in environmental policy. In addressing Mexico City's environmental challenges, policy-makers have embraced a reformist sustainability discourse that focuses on technological fixes to environmental degradation and promotes a techno-managerial mode of governing. This discourse is correlated with a view of the informal economy as a barrier to the sustainability transition, which leads to the exclusion of informal workers from the policy arena and renders invisible their working conditions and their contribution to urban life. The paper concludes that the reformist sustainability discourse obscures and reproduces environmental injustices – repoliticization of the sustainability discourses shaping urban environmental policies is necessary to achieve sustainability transitions that are also socially just. This article proposes a revision to the customary framework of sustainability that is being used by dress scholars, environmental activists and policy makers, so that it includes the putative "non-fashion" clothing traditions of the world. Why, until now, the traditions of the Other have been systematically undervalued and obscured is explained from a decolonial perspective. They constitute a "sacrifice zone" of fashion, the emergence of which is connected to the ethnocentrism embedded in the fashion system and fashion scholarship. This failing is a legacy of the colonial era that has been insufficiently addressed but rather obscured by layers of theory and practice. Only by recognizing and correcting systemic ethnic bias, and thereby eliminating the sacrifice zone of fashion, can the fashion industry achieve sustainability. The aim of the paper is to propose a post-Keynesian analysis of the Porter Hypothesis (PH) according to which regulation policies can bring about new economic opportunities by generating 'green' environmental innovations. Firstly, I illustrate the main features of the PH. Secondly, a Post-Keynesian growth model is developed by focusing on the macroeconomic impact of the PH. Finally, two equations of the model are estimated, an investment function and a green productivity function, by applying the GMM for panel data to European countries, over the period 1999–2012. The theoretical findings concern the potential rebound effect of regulation if its multiplier effect is greater than its innovation effect and the need for a policy mix to achieve environmental and socio-economic goals together. The empirical section verifies both the weak version of the PH, according to which environmental policies can stimulate green productivity, and (indirectly) the strong version of the PH by estimating the positive impact of green productivity dynamics on private investment. The neoliberal nature of the environmental state prevents a transformation to long-term sustainability. Taking the case of Britain, I scrutinise the rhetorical invention of the environmental state by identifying and analysing the commonplaces that informed political arguments for environmental policymaking between 1997–2015. The analysis shows that the rhetoric of the British environmental state is grounded on neoliberal commonplaces, which entails an understanding of environmental problems and solutions that precludes actual transformation. Ultimately, neoliberalism functions as a glass ceiling to radical environmental transformation; a transformative rhetoric informed by commonplaces different to those of neoliberalism is paramount to the institution of a counter-hegemonic ecological paradigm. The limits of the environmental state in the context of the provision of economic growth are addressed by applying materialist state theory, state-rescaling approaches and the degrowth/postgrowth literature. I compare state roles in a capitalist growth economy and in a postgrowth economy geared towards bio-physical parameters such as matter and energy throughput and the provision of 'sustainable welfare'. In both cases state roles are analysed in relation to the economy, welfare, and the environment, as well as state spatiality. Finally, I address the state in a transition from a growth economy to a sustainable postgrowth economy. I argue that materialist state and sustainable welfare theories are capable of informing state-led 'eco-social' policies that, if integrated in a comprehensive policy strategy, have the potential to overcome the growth imperative in the economy and policymaking and break the growth-related glass ceiling of the environmental state. What are the capacities of the state to facilitate a comprehensive sustainability transition? It is argued that structural barriers akin to an invisible 'glass ceiling' are inhibiting any such transformation. First, the structure of state imperatives does not allow for the addition of an independent sustainability imperative without major contradictions. Second, the imperative of legitimation is identified as a crucial component of the glass ceiling. A distinction is introduced between 'lifeworld' and 'system' sustainability, showing that the environmental state has created an environmentally sustainable lifeworld, which continues to be predicated on a fundamentally unsustainable reproductive system. While this 'decoupling' of lifeworld from system sustainability has alleviated legitimation pressure from the state, a transition to systemic sustainability will require deep changes in the lifeworld. Corporate climate leadership and its relationship with state regulations are discussed. First, a typology defining corporate climate leadership is introduced and distinguished from the other strategic behaviours corporations may adopt in response to climate change. A conceptual framework to explore the mechanisms enabling corporate climate leadership within a given policy system is then presented. This framework is applied to two big Swiss food retailers, considered as typical of corporate climate leaders, firms that showed an early interest in climate protection, as a result of ecological values, third actors’ lobbying and particular market incentives. Most importantly, the two companies were set in motion by a regulatory framework that featured stringent policy goals associated with flexible instruments and economic sanctions. A growing literature has examined the contextual effect of governance on public environmental concern, but most were conducted in a cross-national context. This article investigates the effects of local-level governance on individual environmental concern in China, where environmental governance follows a top-down, non-participatory approach. We compiled a city-level database capturing local participation in sustainability-related policy experimentation and local budgetary expenditure on environmental protection. Combining this with the 2010 China General Social Survey (CGSS) data, multi-level modeling analysis revealed that citizens express stronger environmental concern living in a city more active in sustainability policies, but that the positive coefficient is significant for the urban sample but not for the rural sample. Policy experimentation related to urban livability - rather than ecological conservation - has a more significant impact on environmental concern. One of the main outcomes of the Rio + 20 Conference was the agreement to set Sustainable Development Goals (SDGs). The most common terms in the17 goals are economic growth, resilience and inclusion, all of which are critically examined in this article. This article discusses how these goals are reflected within existing sustainability programs at a vocational college, and at the undergraduate and postgraduate university levels in The Netherlands. Within all three institutions the author has integrated lectures on sustainable development with specific emphasis on the SDGs. The aim was to engage students in critical discussion, allowing reflection on the issues and paradoxes that characterise the larger discourse of sustainability. The case studies illustrate how curriculum aimed at this awareness can be developed stimulating the students’ recognition of critique of economic development, inclusion and resilience. As a result of the courses, the students were able to develop a certain degree of critical, imaginative, and innovative thinking about sustainable development in general and the SDGs in particular. Cradle to cradle and circular economy approaches were named as more promising for current production systems. The scale and intensity of bushfire activity in Australia is likely to increase as a result of climate change. Effective bushfire management policy measures are therefore essential to minimise the interrelated social, environmental and economic impacts of fire in the landscape. This paper presents a historical review of bushfire management in the South West of Australia (SW): a bushfire prone and biodiverse region. Using a worldview framework to analyse key policy documents and literature, the paper demonstrates that the evolution of complex policy sectors such as bushfire management, is influenced not only by scientific and technical developments but also as a result of changing worldviews. Adapting the Integrative Worldview Framework (IWF), seven worldview categories that dominated particular periods of history in Australia are presented. These worldview categories are then used to examine the evolution of bushfire management practice, policy and institutional arrangements relevant to the SW. The argument presented herein is that a better understanding of worldviews and how they influence complex and contentious policy fields such as bushfire management, is useful for policy analysis, reflexive practice and research. The paper suggests an integrative worldview approach, which enables opportunities for exchanges and constructive conflict between stakeholders and agencies with diverse worldviews, could contribute to creating more sustainable bushfire management. Finally, it is argued that opportunities for Indigenous and Western worldview exchanges in the bushfire management sector, through collaborative knowledge partnerships could assist the sector in both management practice and policy formulation. Pressing problems of environmental degradation are typically argued to require coordination, primarily through state intervention. Social scientists are struggling to understand how attitudes toward such state interventions are formed, and several drivers have been suggested, including education. People with university degrees are assumed to have certain values as well as the analytical skills to understand complex issues such as climate change. By using a unique panel data-set with students in different university programs (economics, law and political science), this study provides a better understanding of whether and how education affects environmental policy acceptance. One important finding is that university studies generate variation in support and scepticism toward different types of policy measures. For example, economics students tend to develop more positive attitudes toward market-based policy measures. It offers a good opportunity to reinvigorate sustainable development research for two main reasons. First, it comprises many areas of SD research, which have become mainstream thanks to the UN SDGs. Second, the fact that the UN and its member countries have committed to attaining SDGs by 2030 has added a sense of urgency to the need to perform quality research on SD on the one hand, and reiterates the need to use the results of this research on the other. Even though the basic concept of sustainability goes back many centuries, it has only recently appeared on the international political agenda. This is partly due to an awakening of the fact that the human ecological pressure on the planet is still much larger than what nature can renew or compensate for. Based on this state of affairs, this paper presents an outline of the process leading to the agreement on the UN SDGs, and looks at some of the ecological aspects as a result of continued pressure of human activities on natural resources. Furthermore, a set of research needs is proposed – also based holistically on updated research trends – discussing the degree of urgency of some measures and explaining why the UN SDGs need to be accorded greater priority in international sustainable development research efforts. The ‘Davos dilemma’ posits a sustainability crisis, provoked by rising human population and intense competitive behaviours, in terms of control and access to depleting natural resources. More broadly understood as an ecological problem, rather than just socio-economic behavioural deficiencies, the call is for better integrated social, natural and business-indexed reporting within planetary boundaries. This poses challenges for nationally governed societies to equitably account for self-sustainability performance, in enabling their successive government agendas to re-orientate policies and industry investments as innovation towards achieving this in the longer term. We propose and test a global self-sustainability index for countries across four metrics: economic, environmental, social and innovation. Our tentative findings from a cross-country analysis of 27 countries during 2007–2010 illustrate the approach for wider systematic analysis and as a basis for future large-scale assessments on self-sustainability within and between countries. Sustainability scientists argue that diverse knowledge holders should work together in social learning processes to co-produce knowledge in support of sustainability. Yet,howto co-produce such knowledge remains unexplored. A multi-year, national knowledge sharing partnership among Canadian biosphere reserve practitioners, academic researchers and policy advisors revealed that a skilled facilitator was necessary for successful knowledge co-production. We draw attention to the multiple barriers to learning and knowledge co-production, and to the skills required of the facilitator to address them. The facilitator helped draw together local and formalized western knowledge systems (weaving) and diffuse innovations across local sites (out-scaling) and between local sites and the broader program network (up-scaling). Our experience reveals that simply bringing parties together will not generate transformative change for sustainability. Rather, multi-lateral facilitators are needed to ensure deliberate and managed interventions and to institutionalize learning across a diverse collective. [ABSTRACT FROM AUTHOR]

This article offers a critical examination of the ethic of sustainability. It argues that, notwithstanding the importance of environmental problems, such an ethic has the effect of promoting a politics of fear by emphasizing our fears about human survival and security. As such, despite its attractions, an ethic of sustainability for public administration reinforces already deeply embedded antipolitical ways of thinking within the field that ignore its constitutional practices and traditions, and are potentially harmful to public administration practice. Local economic development and environmental policy are two areas that are undeniably linked. While a great deal of research highlights the need to marry these two concepts in practice, much remains unknown about what cities are doing at that intersection. This article uses two recent International City/County Management Association (ICMA) surveys to explore the patterns that exist between local economic development policy and local environmental protection policy. The findings here suggest that localities have begun to make the connection between sustainability and economic development. London and New York have often been hailed for their sustainable planning practices. However, when one focuses on the entire city region, there is ever-increasing car-dependent development. This paper focuses on the exurban region of the two cities investigating transport-created CO2emissions. The research is based on the analysis of data of the National Travel Surveys of Great Britain and the USA through a quantification of personal travel and a top-down estimation of CO2emissions. It is the exurban region that accounts for the vast majority of CO2emissions: 77% for London and 87% for New York. In the wider region for both cities there is a policy vacuum and dearth of regional planning mechanisms to deliver policies to reduce CO2emissions. Scholars of environmental politics demand serious reform of international governance and institutions to protect planet Earth. There is therefore an urgent need to discuss what causes change and gridlock in environmental politics. Serious reform is inextricably tied up with questions of power. The diversity with which studies on environmental politics understand power is exposed through three ideal type concepts:power with(learning and cooperation),power to(resistance and empowerment) andpower over(coercion and manipulation). So far, scholars have mainly used analysis of coercivepower(over) to explain gridlock in environmental politics; also needed is explicit acknowledgement of coaction and individual agency that can enable transition to more sustainable societies. Telecommuting is regarded as a sustainable travel-demand management strategy. In investigating how much telecommuting reduces travel, studies typically adopt one method of the following three: (1) multiplying the telecommuting frequency by the round-trip commute distance, (2) measuring travel changes using quasi-experiments, and (3) determining the marginal effect of telecommuting on travel using econometric analyses. However, each approach has methodological limitations, and previous studies fail to take into consideration various aspects of household travel other than the telecommuter's commute. Against this backdrop, this study presents an alternative approach to estimating the impact of the household head's telecommuting on total household travel other than his or her commute travel using data from the 2006 Household Travel Survey in Korea. Our series of stratified tobit regression analyses show that when the household head does not commute, the usual compensatory travel mechanism induces person-kilometers traveled of 2 km. This rebound effect doubles when the household head telecommutes, although not on regular commuting days. The effect suggests that the benefits of telecommuting are significantly less than anticipated. Consequently, planners and policy makers should consider this counteracting effect when predicting the travel reduction effect of telecommuting or determining the level of telecommuting required to achieve environmental policy goals for urban sustainability. Consensus-based multi-stakeholder forms of environmental governance involving government, private and civil society actors, have become popular for advancing sustainability, but have been criticized for failing to achieve procedural justice objectives including recognition, participation and strengthening capabilities. Yet, how such models have functioned within non-governmental organizations dedicated to advancing sustainability has been underexplored. This paper assesses the procedural elements of consensus-based multi-stakeholder models used within Canadian biosphere reserves and model forests, two organizations working to address environment and sustainability issues. We draw on strategic documents and semi-structured interviews from five organizations in Canada to analyze their governance structures and processes against a framework for procedural justice. We find the organizational structure reproduces elitism and professionalism associated with stakeholder models more generally and reproduces challenges associated with recognition, participation and building capabilities found in other stakeholder approaches. In an ideal inclusive political system, all citizens are equally able to influence and challenge policies. We focus on how inclusiveness affects climate policies and outcomes. We argue that more inclusive systems should produce more policies in response to environmental threats and should have better outcomes. We test these hypotheses using panel and cross-sectional data relating to climate policy outputs and outcomes. The results suggest that inclusiveness is positively associated with policy outputs, but probably not with lower emissions of greenhouse gases. Using a Pathways approach, controversies over environmental and natural resource management are viewed as expressions of alternative, or competing, pathways to sustainability. This supports deeper understanding of the underlying causes of natural resource management controversies. The framework is composed of two elements: the STEPS (Social, Technological, and Environmental Pathways to Sustainability) Pathways approach and frame analysis. Many sustainable development dilemmas are played out in specific places and consequently, the Pathways approach is integrated with a place-based frame analysis. The resulting framework guides empirical investigation in place-based contexts. This theorising about sustainability science can be used to cast light on contested natural resource management issues, in this case mining in northern Sweden. By exposing the range of alternative Pathways to critical norms of sustainable development, we ascertain whether action alternatives are compatible with sustainable futures. The framework provides a way in which sustainability science can better understand the origins of natural resource management conflicts, characterise the positions of the actors involved, identify the potential for cooperation between stakeholders leading to policy resolution and judge what Pathways help or hinder the pursuit of sustainable development. This paper offers a reflection on 15 years of policy change in the City of Cape Town aimed at fostering sustainability from the perspective of a City practitioner. The persistent continuation of unsustainable outcomes, despite ongoing policy reforms, is understood as a combination of the emergence of wicked problems, within a changing local government mandate, in the absence of a transformation of institutional structures, tools and approaches. While the approach to policy reform in Cape Town has focussed on reducing substantive uncertainty through its knowledge-based approach, we show that in the context of an expanding local government mandate, sustainability becomes an aspect of many departments’ directive resulting in strategic uncertainty. The untransformed traditional line-function-based structure of local government in turn works against integration between departments (fundamental for addressing non-linear wicked problems), thus promoting institutional uncertainty. In addressing this combination of strategic and institutional uncertainty, our findings indicate that integration has to happen in the policy stage in order for sustainability principles to be implemented in relevant departments; that implementation requires resourcing across the institution, and ought to be included in departments’ targets; and that competing and conflicting rationalities underpin the policy–practice gap. It is suggested that a first step in breaking down the strategic and institutional uncertainties would be to foster shared values through creating deliberative spaces within the City in which debate, discussion and learning can occur. After 100 years of academic Geography in South Africa, the emerging field of Environmental Assessment (EA) has occupied an important position vis-a-vis Geography. In this paper the contribution of Geography to practice and research in EA is investigated for South Africa. Firstly, Geography core competences are compared to the requirements for training Environmental Assessment practitioners, followed by reflection of the utility of Geography competences for Environmental Assessment research. It is evident that Geography competences are fundamental to EA practice, that EA skills are taught in some Geography curricula, and that the greater part of published EA research is produced by Geographers. India's growing role in the global climate debate makes it imperative to analyse emission reduction policies and strategies across a range of GHGs, especially for under-researched non-CO2gases. Hydrofluorocarbons' (HFCs) usage in cooling equipment and subsequent emissions are expected to increase dramatically in India with the phase-out of hydrochlorofluorocarbons (HCFCs) as coolants in air-conditioning equipment. We focus on the residential air-conditioning sector in India and analyse a suite of HFC and alternative coolant gas scenarios for understanding the implications for GHG emissions from this sector within an integrated assessment modelling framework. We find that, if unabated, HFC410A emissions will contribute to 36% of the total global warming impact from the residential air-conditioner sector in India in 2050, irrespective of the future economic growth trajectory, and the remaining 64% is from energy to power residential air-conditioners. A move towards more efficient, low global warming potential (GWP) alternative refrigerants will significantly reduce the cumulative global warming footprint of this sector by 37% during the period 2010–2050, due to gains both from energy efficiency as well as low GWP alternatives. Best practices for reducing direct emissions are important, but only of limited utility, and if a sustainable lifestyle is adopted by consumers with lower floorspace, low GWP refrigerants, and higher building envelope efficiencies, cumulative emissions during 2010–2050 can be reduced by 46% compared to the Reference scenario. Policy relevance Our analysis has important implications for Indian climate policy. We highlight that the Indian government's amendment proposal to the Montreal Protocol is a strong signal to the Indian market that the transition away from high GWP refrigerants towards low/zero GWP alternatives will happen sooner or later. The Bureau of Energy Efficiency should extend building energy conservation code policy to residential buildings immediately, and the government should mandate it. Government authorities should set guidelines and mandate reporting of data related to air-conditioner coolant recharge frequency and recovery of scrapped air-conditioner units. For contentious issues like flammability where there is no consensus within the industry, the government needs to undertake an independent technical assessment that can provide unbiased and reliable information to the market. Since the 1990s, increasing environmental concerns have spurred the need for information and stimulated the development of numerous indicators, yet without a real impact on corresponding policies. To better account for this weakness, a political sociology approach to analyze how these government tools was developed in two cases: the French generic system of sustainable development indicators; and the implementation of the European Water Framework Directive based on indicators of water status. Comparative analysis shows that in both cases a coalition of actors successfully resisted the effective use of indicators by redesigning them and limiting the impact of quantified environmental information on policy making. This paper examines local sustainability concepts in Connemara, a predominantly rural region in the West of Ireland (in this paper, the term “Ireland” refers to the Republic of Ireland), to show how they are (re-)constituted through people's interactions with socialandbiophysical environments. We argue that these interactions produce diverse forms of lay environmental knowledge and expertise that encompass cognitive and emotional aspects, a fact that is frequently ignored in environmental policy-making which prioritises rational arguments over reactions rooted in people's sense of place and community. Local people's responses to this dominance of “official” rational-technical sustainability concepts are central to recent cases of environmental controversy and lack of compliance to environmental policies that have characterised the study area but that show many parallels to conflicts and disputes elsewhere. Drawing on rich qualitative evidence from interviews and ethnographic fieldwork, this paper demonstrates how communities' responses to environmental policies depend on how well (or poorly) sustainability concepts underpinning these policies match local people's social-ecological practices and related place-specific views of what should be sustained. Domestic rainwater tanks have a long history in Australia, although more recently they have been common only in remote and rural areas. However, in some urban areas, recent drought conditions have led to the promotion of rainwater tanks to supplement domestic water supplies. Evidence suggests that water tank maintenance may be insufficient in many cases, leading to problems with water quality and the potential spread of vector-borne disease. Drawing on research into the impact of personal experience (i.e. procedural knowledge) relating to pro-environmental behaviour, a survey of urban residents with mandated rainwater tanks (N = 746) was conducted. The study assessed whether past personal history of living with a tank influenced the frequency of tank maintenance behaviours. Analyses indicated that both childhood and prior adult experience with rainwater tanks were important in predicting adequate tank maintenance behaviour, particularly among males. The results also showed that attitudinal perceptions of water culture did not influence maintenance behaviour, whereas direct past experiences did, suggesting an important role for procedural knowledge. These results are discussed with reference to the promotion of tank maintenance and other pro-environmental behaviours through the development of future environmental policies designed to foster the development of pro-environmental skills to empower citizens. Globalization entails increased interdependence and interconnectivities among distal regions and social-ecological systems. This global interregional connectedness – telecoupling – gives rise to specific sustainability challenges, which require new governance solutions. Moving beyond ‘scaling-up’ governance to address global environmental problems, and exploring the implications of telecoupling for state-led environmental governance, ways the state can effectively address telecoupled environmental issues both within and beyond national borders are addressed, drawing on the example of soy trade between Brazil and Germany. This builds on recent contributions to the literature on governance of interregional ecological challenges to elaborate potential policy and governance options, ranging from classical bilateral, multilateral, and international agreements, to information-based, economic, and hybrid governance modes. While telecoupled environmental problems create governance challenges related to scale, knowledge gaps, coordination, and state capacity, the state has an important role to play. The definition of management actions in natural resource management requires the integration of all types of knowledge involved. An appropriate approach for such a challenge is the ideal of transdisciplinarity. A transdisciplinary process can be considered “consultative” when knowledge is simply gathered and collated, or “participatory” when knowledge integration is undertaken collectively. In this paper, we present a mixed mode procedure (i.e., using interviews, questionnaires, and group discussions) that empirically demonstrates the difference between consultative and participatory transdisciplinary processes. The mixed mode procedure is used for identifying the most relevant problems occurring in the coastal system of Praia da Vitória bay, Azores, Portugal. This mixed mode procedure is likely to be useful for other studies, because the results highlight the need to promote face-to-face interaction at the earliest opportunity, and because it allows an understanding to be gained of social learning processes, the influence of power, and participant behaviour during interaction with others.
