As a British colony, New Zealand had early to grapple with how best to implement a state system of schooling. Inspectors of primary schools and governing boards of secondary schools were responsible for appointing school principals. This paper examines the ways in which they dealt with new situations: in the case of the primary schools where there were few suitable male applicants and in the case of the secondary schools where they were responsible for appointing the very first principals of girls' schools. It argues that within a small colony with emerging bureaucratic structures, lone officials and autonomous governing boards were able to engage in flexible decision making when making principal appointments to enable schools to open and remain open. Central to the appointment of women as early principals was the importance of their own social networks and personal connections. It was in this way that the non-traditional school principal began to emerge. She was female, either Maori or European, either non-graduate or graduate, either single, married or widowed, and sometimes from working-class origins. This paper highlights the appointments of several of the first women principals in New Zealand across the three state school sectors - Native Schools, primary schools and secondary schools. These were women who carved out new professional identities for themselves, and modelled alternative vocational pathways for the next generation of New Zealand women. [ABSTRACT FROM AUTHOR]

This article examines the results of the world's largest ever survey of international relations (IR) scholars with an eye to establishing the particularities of the discipline in Australia and New Zealand. The survey covered the areas of teaching, research, the structure of the profession and scholars' views on foreign policy. From these results, this paper compares IR in New Zealand and Australia, and discusses the extent to which the discipline in these two countries is distinctive from its overseas counterparts, especially in the United States and the United Kingdom. The particular areas of focus include the degree to which the field in Australasia conforms to or differs from US or Commonwealth identities; epistemological and gender divides; the distinctive foci of what IR scholars in both countries teach and research; which publications are favoured and disfavoured; and the contrasting linkages between academia and the world of government and policy. Given the recent radical overhaul of secondary school qualifications in New Zealand, similar in style to those in the UK, there has been a distinct change in the tertiary entrant profile. In order to gain insight into this new situation that university institutions are faced with, we investigate some of the ways in which these recent changes have impacted upon tertiary level mathematics in New Zealand. To this end, we analyse the relationship between the final secondary school qualifications in Mathematics with calculus of incoming students and their results in the core first-year mathematics papers at Canterbury since 2005, when students entered the University of Canterbury with these new reformed school qualifications for the first time. These findings are used to investigate the suitability of this new qualification as a preparation for tertiary mathematics and to revise and update entrance recommendations for students wishing to succeed in their first-year mathematics study. This paper focuses on efforts to promote environmental education andcommunity mobilization around environmental issues in Hong Kong. It is primarily concerned with efforts directed at the broader community(i.e. the population as a whole) rather than with environmental education through formal school and college curricula. The paper draws ona recently completed study commissioned by the Environmental Campaign Committee, the principal source of financial support for such efforts undertaken by environmental NGOs, community groups and educationalinstitutions in Hong Kong. The study examined how and to what effectthe Committee had used its financial resources between 1994-1999. Italso examined international experience with a view to recommending changes in the overall approach to environmental education and community mobilization initiatives and their funding in Hong Kong. The papersuggests that the existing approach to community wide environmental education and its funding in Hong Kong have suffered from various weaknesses, most notably the absence of an integrated and goal-oriented strategy, an over-reliance on a `top-down' campaign-based approach, afailure to establish explicit linkages with the concept of sustainable development and to ground initiatives at the local neighborhood and community levels, and a preoccupation with the financial inputs provided to support this work at the expense of effective monitoring andauditing of project outputs and benefits.
