Governments develop policies that set strategic directions on matters of national significance, referred to in this paper as strategic policies. Australia's Commonwealth Government develops and influences national environmental and sustainability policies despite having limited constitutional powers in the management of natural resources. The Commonwealth Government has, over the past three decades, developed strategic policies aimed at sustainably managing forests, water, soils and agricultural lands. The design and implementation arrangements of environmental policies that have endured is not well studied, and this paper addresses this knowledge gap in the context of a federal system. The National Forest Policy Statement, the National Water Initiative and the Natural Heritage Trust have endured centre-left Labor and centre-right Coalition Governments, and serve as case studies. These policies have required structural adjustments to industries to varying degrees to limit impacts on the environment, leading to contestations about policy objectives. The policy cycle serves as the primary heuristic for analysis and the research finds that policy objectives are constrained by the Commonwealth Government's limited constitutional powers on environmental matters. Using a Pathways approach, controversies over environmental and natural resource management are viewed as expressions of alternative, or competing, pathways to sustainability. This supports deeper understanding of the underlying causes of natural resource management controversies. The framework is composed of two elements: the STEPS (Social, Technological, and Environmental Pathways to Sustainability) Pathways approach and frame analysis. Many sustainable development dilemmas are played out in specific places and consequently, the Pathways approach is integrated with a place-based frame analysis. The resulting framework guides empirical investigation in place-based contexts. This theorising about sustainability science can be used to cast light on contested natural resource management issues, in this case mining in northern Sweden. By exposing the range of alternative Pathways to critical norms of sustainable development, we ascertain whether action alternatives are compatible with sustainable futures. The framework provides a way in which sustainability science can better understand the origins of natural resource management conflicts, characterise the positions of the actors involved, identify the potential for cooperation between stakeholders leading to policy resolution and judge what Pathways help or hinder the pursuit of sustainable development. Resource-based cities (RBC) have made momentous contributions to urbanization in China. However, as natural resources are exhausted, RBC are facing an enormous challenge. In this paper we put forward a resource-based city sustainability index (RCSI) and a resource-based city coordination index (RCCI), including environmental, social, and economic dimensions, adopted three weight scenarios, and selected 13 cities for study. The results: (a) help locate the problems by analyzing both dimensions and indicators; (b) simulate the trends of how RBC emerged, grew, declined, and regenerated; (c) categorize RBC into four types by integrating RCSI and RCCI; (d) give policy makers a holistic and comprehensive perspective in the future urban regulation and management; and (e) highlight a road to sustainability. Natural resource management (NRM) organizations are increasingly looking to resilience thinking to provide insights into how social and environmental systems interact and to identify points of intervention. Drawing on complex systems analysis, resilience thinking emphasizes that landscapes constantly change from social and ecological interactions, and focuses NRM planners’ attention on identifying key variables, feedbacks, and thresholds that can help improve intervention strategies. More deliberative approaches are being developed to use resilience thinking in ways that engage and build human capacity for action. This article documents experiences shared with NRM agencies in rural Australia as we developed new approaches to link resilience thinking with collective learning principles. We present an emerging framework through which heuristics associated with resilience thinking is being used as part of a planning-by-doing process. The article discusses the geodiversity charter in Scotland, which was drawn up by the Scottish Geodiversity Forum. It mentions that the charter encourages the people to work together for the promotion and management of the geodiversity in the country and to ensure that it is better integrated in policy and guidance. It adds that the charter will help in the protection of the geoheritage of Scotland and deliver more sustainable management of the natural resources of the country.

This paper answers key questions about personal and industry decision-making in implementing sustainable tourism. Being environmentally friendly is typically associated with sacrifice, including sacrifice of comfort (e.g. walking rather than driving), sacrifice of time (e.g. recycling garbage) or sacrifice of money (e.g. buying more expensive locally grown vegetables). Consequently, the tourism industry perceives sustainable tourism as a sacrificial touristic niche, one that is associated with additional cost but appears to attract customers who do not spend enough money to compensate for the extra effort. This paper explores a perceived trade-off between minimising environmental damage and maximising revenue, by finding market segments that are environmentally friendly and have high expenditures. An online survey was made of 1003 Australian domestic tourists. Results indicate that tourist segments vary significantly in terms of their environmental impacts and vacation expenditure. Six segments were identified. Two market segments, containing 40% of the total market, that leave small environmental footprints while maintaining high expenditure were found, indicating that market segmentation when coupled with marketing/demarketing policies can be used as a strategy complementary to the development of destination-based initiatives to reduce the environmental impact of tourism. The Spanish Strategy for Coastal Sustainability (SCS) was an initiative aimed at implementing coastal interventions under the principles of Integrated Coastal Zone Management (ICZM) and improving the state of the coast at the Spanish national level. The SCS, promoted by the Spanish Ministry of the Environment, started as a broad national strategy in 2005 and was finally delivered as a coastal planning instrument at the regional level in late 2007, designed to address coastal policies within the Spanish maritime-terrestrial public domain (MTPD). The initiative was triggered by the increasing pressure on the coastal zone and its preparation was supported by different European initiatives, first of all the European Recommendation on ICZM (413/2002/EC), while taking into consideration the future requirements of the Mediterranean Protocol on ICZM of the Barcelona Convention, signed in February 2008. Technically, the preparation of the SCS included four steps: (i) a Stakeholder Identification and Engagement process, including a stocktaking of the laws and regulations, (ii) the design of a broad Strategic Framework for the Spanish coastal zone, including a set of specific objectives and the instruments for its implementation, (iii) the signature of cooperation agreements for ICZM between the central government and the regions, and (iv) a detailed Technical Diagnosis at the local scale, designed to address future coastal interventions in the maritime-terrestrial public domain and its areas of influence. This article aims to: (i) illustrate the triggering factors of the SCS, including the Spanish coastal issues, the administrative framework at the national level, and the European and international policies addressing coastal management and (ii) illustrate the approaches and methodologies used for the preparation of the SCS, reporting the most relevant quantitative results. The article concludes that the SCS gave a strong contribution in the construction of a base of knowledge for the coastal zone and to improve coastal management practices. Despite this, complex distributions of competences still undermine the implementation of strategic interventions. In this context, the future ratification of the ICZM Protocol of the Barcelona Convention represents an opportunity to use the SCS process results and improve coastal management practices and the state of the coast. In recent decades, natural resource management (NRM) has embraced community participation and engagement. Despite considerable literature addressing community participation, the tasks of negotiating and integrating diverse community interests, values, goals and boundaries remains a challenge for practitioners. Our view is that NRM discourse is hamstrung by a multitude of overlapping terms and excessive focus on place-based communities. In this paper, we critically review existing strands of community theory and draw on stakeholder analysis and actor-network theory to identify a more effective approach to decisions about who should be involved and how they might participate. We then offer a typology as a conceptual tool for understanding, organizing, mapping and analyzing communities. Examples from NRM in Australia's Murray-Darling Basin are provided to illustrate the potentially multi-scalar nature of communities and their significance in addressing environmental change. As part of our discussion, we highlight the need for further research into the inter-relationships of power and environmental agency. These inter-relationships can assist in uncovering how differing actors hold variable capacity to exercise power, authority and influence while attempting to implement environmental change within a network of interactions.
