What explains regulators’ preferences concerning the Single Supervisory Mechanism (SSM)? The paper answers this question by providing an alternative account of the creation of the SSM using an institutionalist perspective. It is argued that the creation of the SSM does not simply reflect the material interests of governments and domestic financial firms, but that regulators’ positions were also significantly affected by the institutional environment in which they operated. Two characteristics of domestic supervisory governance are identified: the institutional responsibilities of banking regulators (microprudential and/or macroprudential) and the fragmentation of supervisory and monetary policies. Nowadays, an increasingly diverse demographic profile and higher figures of cross-national kinship formations characterize European countries. Paying attention to transnational Muslim families, the article examines the challenges posed to Western legal systems by (un)registered and potentially unacknowledged early marriages, as well as the techniques developed for underage Muslim spouses to enter into Islamically-compliant relationships. Investigating the so-called 'child marriages' of first- and second-generation migrant Muslim partners in two European countries (Italy and the U.K.), the paper compares the responses given by Civil and Common Law to similar phenomena and unveils (discriminatory) provisions resulting in undisclosed nuptial paradigms involving young partners. Muslim marriages are however complex in nature, particularly in socio-legal situations shaped by transnational processes. Sharīʿah-compliant practices constantly evolve while fluidly adjusting themselves to current environments and local normativity. Consequently, both Muslim multi-sited actors and European legal systems engage in a hermeneutic exercise of normative reframing among social acceptability, religious admissibility, and legal permissibility. Are housing provision systems in southern Europe (Italy, Spain, Portugal and Greece) different from those in northern Europe? Answering this question requires a way of theorizing housing systems, which locates them within their broader societal contexts. After setting out some of the key empirical differences between northern and southern, the paper reanalyses Esping-Andersen's work on welfare regimes and reviews housing-specific work using these ideas as a basis for identifying differences between northern and southern European welfare and housing systems. Three key factors emerge from this analysis: the capacity of civil administration, the linkages between formal and informal segments in the labour market, and the operation of extended familial networks in welfare distribution. On this basis, the paper presents a more institutionally robust analysis of the relationships between welfare and housing provision systems in southern Europe. The conclusions address the problems of using welfare regime theory to analyse housing provision as well as some of the specific housing problems associated with socio-economic change in southern Europe. This paper develops the first survival analysis of a large-scale mortality crisis caused by plague. For the time-to-event analyses we used the Cox proportional hazards regression model. Our case study is the town of Nonantola during the 1630 plague, which was probably the worst to affect Italy since the Black Death. Individual risk of death did not depend on sex, grew with age (peaking at ages 40-60 and then declining), was not affected by socio-economic status, and was positively associated with household size. We discuss these findings in light of the historical-demographic and palaeo-demographic literature on medieval and early modern plagues. Our results are compatible with the debated idea that ancient plague was able to spread directly from human to human. Our methods could be replicated in other studies of European plagues to nuance and integrate the findings of recent palaeo-biological and palaeo-demographic research on plague. Due to a long-standing history of human impact, it is rare to find in Europe old-growth stands associated to primary forests; the term “old-growthness” is more appropriate to assess old-growth forests in European countries: i.e. the degree to which forest stands, which may or may not have been impacted by humans, express the structural variability commonly found in old-growth forests. The paper focuses on operational methods to assess and promote old-growthness in countries, like Italy, where old-growthness detection is a difficult task because of the scarcity of “relatively old” forest stands. Lessons learnt from research experiences carried out in Italy are reviewed; research findings mostly come from unmanaged tracts of previously managed forest stands that have reached structural and compositional traits typical of the mature stage of forest dynamics. A commentary discussion is provided on the following topics: (i) how to operationally assess old-growthness of forest stands, by coupling remote sensing based approaches and snapshot inventories of structural features; (ii) what forest structural attributes appear to be more strictly related to old-growthness in Mediterranean forests and (iii) how to promote old-growthness in managed forest stands. The paper presents the findings of a case-study research on the role of British property consultants in consolidating a transnational market for property in Europe. It examines comparatively the incorporation of Madrid and Milan into networks of transnational property investment and development and seeks to clarify the relationship between the expansion strategies of British firms and changes in property market structures in both cities. The focus is on the dynamic of the relationship between the consultancy firms and the different legal, institutional and cultural contexts of those property markets. The paper looks at the implications of that relationship for the firms and the markets, and at the role of the firms' strategies in bringing about market structures, practices and cultures compatible with the types of interest they mediate. The paper suggests that the structures and dynamics of the two markets have set a number of reasonably well-defined routes of entry for the consultancy firms, shaped by the different response of the institutional, cultural, economic environments of each city to similar pressures towards market internationalization. These alternative possibilities of insertion into the evolving relations of provision of commercial property have conditioned how firms have developed in the markets and how they have related to processes of market change. Since the outbreak of the crisis in Southern Europe, young highly educated Italians, Spaniards, Portuguese and Greeks have been taking their talents and expertise to other countries in search of a better quality of life and career prospects. This paper explores the characteristics of these new emigrants, the reasons for which they are leaving, and whether these reasons are shaped by the economic crisis, by pre-crisis grievances, or by other factors. We analyse original data from 6377 questionnaires collected in 4 countries through an e-survey we ran in 2013. We refer to the existing literature on the drivers of highly skilled emigration and the (un)employment situation in the four aforementioned Southern European countries which have been hardest hit by the economic crisis. We suggest that while gender is not important, age, marital status, education and satisfaction with current employment (both income related and with regard to future prospects) are important factors predicting emigration. Non-economic factors, notably career opportunities, quality of life and future prospects supersede all other considerations in the decision to emigrate for these highly educated Europeans. This paper investigates the multiple dimensions in the identity constructions of the daughters of the Muslim migrations to Italy. It focuses on the transformations in the way girls and young women relate to religion, in the transition from the generation of mothers, who emigrated from countries with a Muslim majority, to the generation of daughters, who grow up in a European context where Islam is a minority religion. It discusses ‘transmissions’, ‘translations’ and ‘betrayals’ in the migration experience, from a standpoint which highlights the specificities of gender and of generation. The article is based on an intersectional analysis of biographical accounts by Muslim girls and young women of Bengali and Moroccan origin who were born and/or grew up in Italy. Intersecting religious identity with other identity lines such as national belonging (to the parents’ country of origin and to the country where they were born or grew up), gender, class, color and age, multiple reactions and positions emerged. In this context, the religious dimension inherited/experienced/reinvented/called into question by the daughters of migrations appeared to be in constant evolution. Psychosocial risks in the workplace have been identified as some of the most significant emerging risks, particularly since issues such as work-related stress, which is closely linked to psychosocial risks, are widely recognised as major challenges in modern occupational safety and health. This paper presents the policy framework and key initiatives that have been implemented for the management of psychosocial risks in the workplace in Europe. It discusses several approaches and initiatives, both from a hard and soft law perspective, that have been implemented at European Union and national level. Within this context, it discusses the key issues that pertain to the development of national approaches, focussing as an example on the Management Standards for work-related stress developed in the UK and their recent adaptation in Italy. The Italian approach is discussed in detail as an example that may highlight key process elements in the development of psychosocial risk management policies, and promote good practice in this area through lessons learned. It is concluded that it is more pressing now than ever for a critical evaluation of efforts employed so far to address psychosocial risks to be conducted, and an approach at European level to be developed that will allow both flexibility and a certain level of benchmarking across members states. The Lautsi case in Italy attracted widespread attention in Europe and beyond. Though the issue under contention was a Christian symbol, the European Court of Human Rights (ECHR) judgements showed changes in assessment both about religion (in contrast with former cases regarding Muslim veils) and secularism (which did not have the same meaning for everyone). In light of those rulings, this paper reflects on the concepts of neutrality and secularism and their normative implications for European citizens in terms of belonging, solidarity and cohesion. An open and plural public sphere, in which intercultural exchange can flourish, is crucial if Europe is serious about the integration of its immigrants, many of whom possess a Muslim background. A ‘post-secular’ Europe may have to reconsider long-held stereotypes about religion and nuance its self-understanding as ‘secular’, in a way that religious citizens can identify with Europe too. The discussion will draw on the ideas of Taylor, Casanova, Habermas, Weiler and Beck to illustrate some of the political, ethical and theoretical complexities of the Lautsi case, specifically issues to do with neutrality, secularism and the role of religion in the public sphere. Since the late 1990s, the main Italian ‘welfare cultures’ and the resulting innovation strategies of the welfare system refer to the question of ‘pluralization’. The current crisis is causing the expansion of the public functions carried out by different private actors. As a consequence, discussions of welfare cultures are increasingly making reference to the notion of horizontal subsidiarity that requires new forms of governance. Three subsidiarity approaches emerge: the liberal subsidiarity approach which is related to the ‘free choice’ welfare model; the incomplete subsidiarity approach related to the ‘second welfare’ strategy; and the radical subsidiarity approach related to the ‘radical plural welfare society’ perspective. The paper develops a theoretical discussion of these different welfare cultures—these latter seen through the point of view of subsidiarity—arguing that the problems arising from an economic understanding of welfare pluralization could be addressed by a cultural change which sees in the definition of a new plural welfare system and role for the public sphere the opportunity for aggregating social demand, reinforcing social ties, creating shared value and re-socializing social risks. The divide in the Eurozone between a small set of core economies with strong international financial positions (North) and a set of debtor states that show periodic vulnerability in international financial markets (South) remains a core feature of the area. Our understanding of that schism, however, remains incomplete. Comparative political economists have emphasised differences in labour market institutions – in particular wage setting – to explain the split. This article takes issue with that view, suggesting that the case for a wage-driven explanation of creditor and debtor states' positions in the Eurozone remains weak. Instead, it emphasises the role of capital flows and the uneven impact these had on domestic demand across Eurozone states both before and after 2008. This macro-economically centred explanation – in which financial, rather than labour market, dynamics play the central role – has important implications for our evaluation of Eurozone reforms. What is a tradition? This paper argues that the concept of tradition has to be regarded as more than either a shorthand for passively inherited cultural baggage or an actively invented ancient heritage. Through a discussion of Neolithic figurines and Copper and Bronze Age statue-stelae in the Central Mediterranean and Alps, I argue that in some cases archaeological traditions should be understood as having an emergent quality that makes them more than the sum of the individual creative acts generating them and gives them qualities of agency. This paper discusses the relationships between the migratory policies of the EU countries with more experience of immigration and their national political cultures. It focuses on France, Germany and the United Kingdom. It then looks at Italy, a relatively new country of immigration, which, with 3,000,000 legal immigrants, has become the fourth country of immigration in Europe and the first in the Mediterranean basin. In its final part it highlights the incipient process of 'communitarisation' of the immigration policies of EU countries in the last decade. This paper analyses Italian parties' manifestos for national and European elections from 1979 to 1999 with the 'Wordscore' programme in order to gauge whether party positions with regard to the European Union have changed and whether the salience of the European Union has increased. Results indicate that, although there is no sign of increased salience, the leading Italian political parties have repositioned themselves in their attitudes towards the European Union, indicating that the European political space matters for national parties. This article is an invitation to reflect sociologically on statelessness, to date mostly absent from an otherwise burgeoning sociological debate on citizenship, rights, and legal status. Millions of stateless people worldwide confirm the need for a more nuanced understanding of contemporary forms of membership attentive to the interplay of different rights regimes. While the article characterizes the Roma as the undeserving stateless, so alien to the dominant imagination of citizenship as to be even denied access to the procedure for status recognition, it also argues that the experience of Roma families who have lived for years in Italy in absence of any formal citizenship complicates Hannah Arendt's insightful characterization of stateless people as rightless. The lack of any citizenship does not make the Roma bare life, it reveals instead political subjectivity as an embodied and emplaced process, where subjects actively negotiate their position in the world and vis-à-vis the state. Despite norms and regulations on accessibility, people with disabilities continue to face many problems in the built environment and it happens, in particular, in historic places and buildings. These, so numerous in Italian and European old cities, are not accessed only as tourist and/or cultural attractions but they are often accessed as public places, workspaces and study places in which accessibility should be ensured. This article is based on a qualitative research carried out in Trento, an old Italian city, in which people with disabilities and representatives of public and private organisations working in the area of urban or building construction and maintenance were interviewed. The findings show, in particular, that norms and regulations on conservation often prevail on those on accessibility, even when they could coexist and, at the same time, improve universal accessibility in historical built environments. In Italy, Europe and elsewhere, standards should be applied to ensure equal rights to people with disabilities in all aspects of life, including access to the built environment. Local, national and international governments and institutions assign great importance to the conservation of historic city centres and buildings. This study found that there is only a partial - and often inconsistent - implementation of the laws on accessibility in historic built environments, as priority is given to the protection of such environments. Precedence given to the conservation of historic built environments causes many accessibility issues, thus limiting the possibility of people with disabilities to move around independently and carry out everyday life activities. The study suggests that art-historical values and accessibility can go hand in hand, in particular if people with disabilities are included in decision-making processes and can have their say through participatory planning. This paper discusses Franco Venturi's concept of a general European ‘crisis’ in the period 1768 – 89, which is covered in volumes III, IV and V of Settecento riformatore . With this concept Venturi allied himself with R. R. Palmer, A. Sorel, J. Juarès and others who sought to explore the larger context of the Enlightenment and French Revolution. Critics of the English translation of Venturi's volumes III and IV (1989?–?91) have failed to perceive a European political crisis in this period. However, Venturi's concept also involved a birth of European public opinion, a development that has been affirmed in English, French and Italian studies more recently, despite a tendency to substitute a cultural for a political history of the Enlightenment. The article analyses the development and organization of the illegal drugs market in Italy. The first three sections of the paper reconstruct the evolution of drug use since the 1960s and discuss the key characteristics of illegal drug users, providing some estimates on their real number. The last three sections focus on the illegal drugs supply, identifying trends and constraints affecting the drug trade in Italy and the rest of Europe and assessing the involvement of southern Italian mafia associations in drug trafficking. Cooperation among fragmented local entities for service delivery is a common problem in Europe that has been understudied from both a theoretical and an empirical point of view. Drawing on the institutional collective action framework, this article advances and tests a contextual explanation of the emergence of interlocal collaborations by following a second-generation rational choice approach to the study of regional governance. Doing so, it systematically addresses: how context matters in specific choice situations; how the establishment of various governance structures with different characteristics depends on specific contextual factors that can simultaneously reduce transaction costs and risks for cooperative actors; and the practical policy implications of these choices. Since multiple crises are currently affecting Europe, interest on changes in intra-EU mobility patterns, policies and EU movers' strategies of integration has re-emerged in academic debates. What seems to still lack to date is a focus on the chaining actors linking the macro level of policies and the micro level of individual strategies, that is, civil servants who are in charge of implementing national policies in their daily encounters with EU citizens. Through an in-depth qualitative analysis of formal policies and daily practices in the field of healthcare for EU citizens in Piedmont, in the North of Italy, this contribution analyses how EU citizens' right to free movement and equal access to social protection is officially framed and concretely enacted within the boundaries of the Italian National Healthcare System and the role of health workers as de facto citizenship-makers. It suggests that, along with managerial orientations, different evaluations of the Italian economic and financial situation, and of EU citizens' root motivations behind their decisions to move across Europe play a crucial role in shaping health workers' assessments of EU citizens' deservingness of healthcare. New political groups directly or indirectly related to the European fascist past are gaining strength and significance in the political arena of the new millennium. Starting from an analysis of CasaPound in Italy, a movement and party whose activists define themselves as ‘third millennium fascists’, this article explores the legacy of fascism in current Italian politics. Analysing CasaPound’s history, political programme and some of the main features of its organization as a community, the article examines the prominent role the fascist legacy plays in structuring this movement, for which history constitutes a source of legitimization and identity formation. While a considerable body of work examines immigrant networks, inadequate attention has been devoted to understanding how networks regulate the relationship between immigrants and host institutions. A rich immigrant process may reinforce current power structures by providing a convenient buffer between the elite and challengers. Conversely, immigration may challenge the status quo. I employ social network analysis to examine three understudied immigrant groups in Rome, Bangladeshis, Filipinos, and Peruvians. I find that they have developed systems of problem-solving and sense-making that often interrupt their interactions with host institutions. Governments have policies explicitly directed at the integration of migrants. This article addresses how policymakers and politicians privilege certain constructions of the social relationship between migrants and the majority society (expressed through narratives of ‘integration’), while making it seem as if they were presenting facts in their policies. These constructions provide the justifications for adopting a direction in policy-making over other alternatives. This article sets to analyse comparatively how policy actors in two urban contexts construct migrants' integration through policy narratives and how, within this, they evaluate migrants as ‘integrated’ and ‘non-integrated’. Through narrative analysis, the article sheds light on how migrants are positioned by political institutions within the normative order of the society in which they live. This article addresses the question of whether the economic crisis provides a politically opportune time to drastically curtail public healthcare in South Europe or whether, instead, there are signs of longer-term reform strategies for potentially balancing fiscal targets with the quest for enhanced value and health outcomes, when eventually growth resumes. After a brief examination of the profile of healthcare systems in Greece, Italy, Portugal and Spain prior to the crisis, we comparatively assess the mix of retrenchment, restructuring and recalibration strategies. The effects of the austerity-driven reforms on current (and expected) health outcomes are also briefly analysed. We conclude with reflections on the future of public healthcare in South Europe. Family policies have traditionally been weak in Southern Europe. In the last two decades, however, and following a ‘catching up’ course, Spain has created new family programmes and expanded existing ones. Meanwhile, the picture for Italy during the years preceding the crisis is more of a ‘frozen landscape’. However, the diverging paths of the two countries in terms of policy reform in the years preceding the crisis do not place them in substantially different positions. The premise of this article is that unbalanced versions of inclusion politics are usually at work in European contexts. Some inclusion patterns may be more relevant for certain aspects or levels of the education system or various models may be applied to specific ethnic groups. A necessary balancing approach is discussed in this article, drawing on examples from Italy and Romania. In this article, I will engage with the profile of the inclusion politics of education in two European contexts, at different levels and regarding various arenas: nationally relevant policy documents issued by the Ministries of Education in both countries, consolidated configurations of school practices and specific provisions, the profile of the inclusion message as presented in some school textbooks and teachers’ guides. I will argue that at national policy level, both countries are difference recognition oriented, although for different rationales and following different patterns. At a lower level, a plurality of unbalanced and differently focused versions of inclusion politics inside national contexts, frequently as one-dimensional provisions, may be noticed. Yet, a more ‘balanced’ policy may still not be sufficient in itself. It may be, in fact, a matter of specific solutions as correcting the status quo in particular contexts and of multidimensional as substantial multicultural education to be taken on seriously in practice. The present article focuses on quantitative research carried out on a statistically representative sample of Italian primary schools with a high concentration of immigrant students. Research data show that schools with a higher number of immigrant students offer a greater number and a wider variety of intercultural initiatives. The presence of immigrant students serves as an effective stimulus in enhancing intercultural approaches. Furthermore, the opinions of head teachers about the proposal of ‘separate classes’ for immigrant students and the proposed ‘limit of 30% on the presence’ of immigrant students are negative. These judgements do not change in a statistically significant manner in relation to concentration of immigrant students: in particular, higher rates of immigrant students are not related to more positive opinions. Continuing education on intercultural issues is widely adopted, mainly on behalf of teachers and less often on behalf of head teachers and other school personnel. Finally, activities by ‘linguistic facilitators’ and ‘linguistic and cultural mediators’ are not significantly related to a decrease in perceived concern regarding problematic situations. Viola pumilaChaix is a rare violet with a Eurasian-continental distribution. It has undergone a severe population decline during the last decades, and is endangered in Europe. Its southernmost extrazonal occurrence is in northern Italy, with only four populations. Inter-simple sequence repeat markers were used to detect genetic diversity level and distribution in the Italian stand and to compare it to a small sample from Germany. Estimates of genetic diversity revealed retention of genetic variation and weak genetic structure in the Italian populations ofV. pumila. Comparable levels of genetic variation were detected in the German population. Principal component and cluster analyses on the whole data-set grouped individuals regardless of their geographical distribution, pointing out that genetic diversity in theV. pumilapopulations surveyed is homogeneously distributed. Analysis of molecular variance showed that most of the genetic variation is within populations rather than among them. Our results indicate that habitat fragmentation has not induced genetic depauperation and differentiation in the Italian stand ofV. pumila; moreover, they provide evidence of past extensive outcrossing and a common evolutionary history of the examined populations. The process of territorial governance rescaling now ongoing in European countries concerns not only the devolution of competencies from central states to regional politico-administrative levels (towards federalism) but also a new role of institutions, agencies and companies operating in well-defined sectors. A complex – downward and upward – transfer of competencies, powers and resources is taking place. In particular, cities belong to specific territories, but are increasingly involved in large-scale processes as far as services and infrastructure construction and management are concerned, as well as economic and cooperation initiatives. This often requires the creation of regional or upper-scale agencies and companies. The article focuses – within an analytical framework concerning the dynamics of regions and cities in the European space – on three cities in Northern Italy (Bolzano-Bozen, Trento and Verona) undergoing contradictory trends towards federalism, on the one hand, and policy integration at variable scales on specific issues – in a multi-level governance perspective – on the other hand. The European Landscape Convention is the first international agreement to deal with all aspects of landscape planning, protection, and management. It emphasizes transparency, democracy, and good governance as integral parts of 'landscape'. The ELC may inspire member states of the Council of Europe to develop better tools for planning land use and the environment; however its utility in practice is still largely untested. This article considers the relevance of the ELC to a major land use conflict in Europe today: the development of wind power. Two countries are used as case studies of this conflict. Italy and Sweden both contain iconic European landscapes, and both have become important sites of large-scale wind power development over the last decade. But the two countries also have divergent political, economic, and institutional traditions. The debate around wind power and landscape has therefore unfolded differently in the two countries. The article consists of three parts. The first part gives an overview of the growth in wind power, and the forms that opposition to wind power have taken, in Italy over the past decade. It is argued that implementation of the ELC's clauses on democratic, locally-based landscape planning process will encounter in Italy a major impediment in the form of political and economic corruption. The second part summarizes the development of wind power as part of the Swedish national energy strategy. Using a case study of a wind power planning process guided by the ELC, it is argued that what appear to be common landscape values in local communities often conceal fundamental conflicts among individuals, groups, and institutions. On the basis of these two cases, the third and concluding part sketches both the potential of the ELC to transform the planning process for wind power, and the real challenges it will face, as a non-binding, 'global' agreement, in 'local' places with their own histories, traditions, and social actors. This article analyses the role of educational opportunity in a time of globalisation, a new economy and life in a multicultural society, and gives an epistemological and semantic account of the concept 'intercultural education', distinguishing it from multicultural and transcultural education. Starting with a historic overview of various conceptualisations of meetings/clashes among people with different linguistic, religious, cultural or ethnic features, distinctive theoretical elaborations are reviewed, above all in a European context and in the educational field. After outlining the development of intercultural education (main contents, methods and objectives, as well as limits), this article supports the thesis that education, in an intercultural sense, is currently the most appropriate answer to globalisation and interdependence. The analysis of consumer shopping behavior is one of the most critical aspects which has to be taken into consideration in a context of retailing internationalization, where managers need to define the degree to which international firms can standardize or adapt their strategies in foreign markets. The aim of this research is to analyze and point out the main cross-cultural differences regarding in-store behavior comparing three countries: Italy, France and Poland. The EU's ‘semi-pluralist’ policy-making processes have had a differential impact on its member states' policy-making processes as a matter of institutional ‘fit’, with greater disruption to the statist systems of France and Britain than to the corporatist systems of Germany and Italy. Such ‘macro’ patterns of adjustment to the EU are complicated, however, by the ‘micro’ patterns of policy-making in any given policy sector. These may differ from the ‘macro’ pattern at EU or national level. This raises the question of whether we can still talk about Europeanization in terms of ‘macro’ patterns of national policy-making. This article answers in the affirmative, demonstrating with the matched pairs of cases of France and Britain, Germany and Italy, that despite the fact that national patterns are less distinctive than in the past, they nevertheless remain distinguishable along a continuum from statist through corporatist, although pluralism has become a new default option in between the two. Interest groups have responded to European integration with varied and multi-level adjustment strategies. This article examines the Europeanization of national and regional Italian business associations as they respond to the challenge of EMU and deeper economic integration. A panel survey and analysis of available data indicate that European considerations are plainly evident in interest group goals, strategies, activities, and organization, and that interest group attention to European issues has been increasing. The research does not find neatly ordered patterns of interest group activity in Europe, but rather, a complex mix of pressure group strategies, including multi-level lobbying, consistent with multi-level governance models. An increasing amount of attention has been devoted to understanding the process of Europeanization, although little has been done to identify its implications for local government. Since local government organizations have been increasingly involved in EU funding, this provides an interesting setting for an analysis of Europeanization. This article describes the EU funding process in a series of ten in-depth case studies of European local governments (five in England and five in Italy). It identifies changes within local government, which emerge from the EU funding competition. It then shows how the above changes represent part of a phenomenon of Europeanization. The main research proposition derived from the inductive empirical research is that the EU funding process is a driving force of Europeanization. The study contributes to the Europeanization literature by focusing on the local government level. Analyses are made of procurement strategies capable of leading to cost reduction and higher quality through the contribution of specialized firms. An exploration is made of the literature concerning the procurement of manufactured goods and progress by analysing two case studies: the East Bridge of the Storebælt link and the Grand Canal Maritime bridge. Both these projects adopted procurement systems that led to a learning process capable of enhancing performance and reducing overall costs. It is evident that the success of learning-oriented procurement strategies relies on two major conditions. First, the client’s tender must be issued with an open design demanding an active contribution from the firms involved in the construction process. Second, the firms bidding for the job must be able to manage two distinct sets of skills: the technical skills relating to a specific production process and the ability to connect these skills to the client’s needs through a co-design process, or what is known as the strategic intermediation function.
