This paper offers an account of the historic and ongoing international interchange between Britain and Japan in the field of progressive education. Concentrating on the last half-century, it takes two reference points from Roy Lowe’s writings in 1977 and 2006. Eveline Lowe Primary was a newly built model progressive school when documented by him in a seminal work on school architecture, later becoming a key point of interest for Japanese educationists. The British educational policy context against which this exchange of ideas and practices occurred was later documented by Lowe in a major book. Contemporaneous debates and events within Japanese society and government meanwhile provided the impetus for networks of research and transmission of progressive practices. The most recent turn in the narrative presented here demonstrates Japanese support for independent progressive practice continuing in the UK. Responding to an extensive historical research literature on transnational migration of educational ideals and practices this paper constitutes a micro-study that draws on personal memory, oral testimony, records of classroom observation on site and by means of video-conferencing, in addition to more formal documentation of conference proceedings and policy-making. This article sets out the context and rationale of a project on which the author is currently engaged in collaboration with Roy Lowe. It records a network of American, European and British scholars, including Lowe, who in the last four decades of the twentieth century developed research on the history of universities. At a personal level it recalls the entry into this research activity of one Japanese historian of higher education, and his encounter with Roy Lowe. The historiography and the relevance of Lowe’s contributions are recounted from a Japanese perspective, leading to a subsequent sharing of research questions and the launch of a project on which both individuals are currently engaged. The rise in international markets of new, productive Japanese car manufacturers provoked intense world competition, which created serious doubts about the economic sustainability of an industry mostly dominated until the 1970s by European and North-American multinational companies. Ultimately, this crisis provoked a deep transformation of the industry, with consequences that had a permanent impact on European companies in the sector. American and later European manufacturers were successful in lobbying governments to provide protection. Using a rich source of data from the UK, I show that the ‘new trade policy’, voluntary export restraint (VER), placed on Japanese exports of new cars from 1977 to December 1999, was binding. This case study illustrates the strategies used by Japanese manufacturers to gain access to the European market through the UK market via strategic alliances and later through transplant production, against which continental European nation states were unable to fully insulate themselves. It is also shown that the policy had a profound effect on the nature of Japanese products, as Japanese firms responded to the quantity restraints by radically altering the product characteristics of their automobiles and shifting towards larger autos and new goods, to maximise their profits subject to the binding constraint.
