In China, there is a growing group of ‘migrant children’, who reside in the city but do not have full rights to access education. Many have been granted a chance to study in public schools after the policy change, but they continue to have lower educational outcomes than the local students. To understand the inequality, this paper examines the educational goals of migrant families in Beijing. Based on the field interviews, it shows that even migrant children who aspire to attain higher education are nonetheless ‘blocked’ by discriminatory examination laws and limited resources. Their subjective outlook is derived from objective conditions and concrete experiences. Their family of origin determines the types of resources available to them, and thus plays an important role in the formation and justification of their educational goals. This study aims to understand teachers' perspectives on their roles in higher education, their views about the adoption of a social-constructivist approach to teaching and learning and the integration of online collaborative learning in blended learning environments in higher education from a cross cultural perspective. We interviewed 60 Chinese teachers from Beijing Normal University and Capital Normal University in Beijing, China and 30 Flemish teachers from Ghent University in Flanders, Belgium. The results revealed differences as well as specific similarities in perspectives between the Chinese and Flemish university teachers. The article discusses the explanations by university Presidential Assistant Zhang Weiying regarding the second draft for soliciting opinions of the "Plan for Reforming Beijing University's Engagements and Promotions System". The basic principles of the Plan for Reforming Beijing University's Engagements and Promotions System (Draft for Soliciting Opinions) were set forth at the university leadership winter vacation work meeting held in January 2003. A leading group for the reform of the university's personnel system, headed by university president Xu Zhihong, was proposed and established at this meeting. Subsequently a joint party and administration meeting passed the list of members of the leading group and a work team was set up to take charge of drafting a specific plan for the reform.
