The approaches currently dominating sustainable urban planning are based on a paradigm which assumes that economic growth can be decoupled from economic degradation through smarter technological solutions and institutional reform within existing social structures. However, decoupling can only be partial. Environmental sustainability, therefore, requires that, sooner or later, growth in consumption and production must cease. Policies for combining environmental and social sustainability would be sharply at odds with key mechanisms inherent in the capitalist economy. Urban sustainability thus requires profound changes. On the ontological plane, planning theory must move away from anti-realist constructivism and hermeneuticism, towards realism. On the empirical plane, it is necessary to move away from disciplinary tunnel vision towards a critical realist version of interdisciplinarity, within key research fields such as housing research and transportation research. On the political plane, urban sustainability must move from growth to degrowth, from inequality to equality, and from capitalism to eco-socialism. [ABSTRACT FROM AUTHOR]

It is widely acknowledged that policies for a more sustainable society require narratives outside the status quo. This contribution studies the EU's environmental policy narrative of a circular economy (CE), which many consider promising in this respect. The results demonstrate that the CE narrative was created to transform EU policy discourses 'from within' but eventually perpetuated the established discourse of ecological modernization. This perpetuation resulted from specific strategic practices used to create the CE narrative, which (1) concealed conflict, (2) strengthened the agency of incumbents, and (3) excluded alternative voices. The analysis uses empirical evidence from 28 interviews with key stakeholders, 84 policy documents and participant observation data at the European Union (EU) level. The results suggest that the development of narratives outside the status quo depends on strategic practices that address (future) conflicts and offer new agency to change agents as well as transition strategies to incumbents. The United Nations Sustainable Development Goals (UN SDGs) contain a set of 17 measures to foster sustainable development across many areas. It offers a good opportunity to reinvigorate sustainable development research for two main reasons. First, it comprises many areas of SD research, which have become mainstream thanks to the UN SDGs. Second, the fact that the UN and its member countries have committed to attaining SDGs by 2030 has added a sense of urgency to the need to perform quality research on SD on the one hand, and reiterates the need to use the results of this research on the other. Even though the basic concept of sustainability goes back many centuries, it has only recently appeared on the international political agenda. This is partly due to an awakening of the fact that the human ecological pressure on the planet is still much larger than what nature can renew or compensate for. Based on this state of affairs, this paper presents an outline of the process leading to the agreement on the UN SDGs, and looks at some of the ecological aspects as a result of continued pressure of human activities on natural resources. Furthermore, a set of research needs is proposed – also based holistically on updated research trends – discussing the degree of urgency of some measures and explaining why the UN SDGs need to be accorded greater priority in international sustainable development research efforts. This article considers Australia's ecologically sustainable development (ESD) trajectory through the prism of ecological modernisation (EM). As a ‘meta policy’ ESD offered the important animating principles and wide-ranging objectives of environmental reform, with the operational specifics provided by EM theory and practice. EM proposes two key interrelated strategies for achieving sustainable development: the modernisation of production and its practices and the modernisation of the political sector and its institutions. This article focuses on the latter, particularly on the political commitment to ESD at the political elite level. In considering key moments in Australia's political modernisation story, the article finds that, despite important developments and innovations, the ESD and EM experiment in Australia has had limited success in significantly and permanently shifting the government business relations of sustainability in ways that would respect the spirit and goals of ESD. This can in part be explained by the limited capacity of a reform process such as EM to shift the political dynamics of ESD's environment–development relationship. [ABSTRACT FROM AUTHOR]

‘Sustainability’ provides the dominant frame within which environmental policy debate occurs, notwithstanding its divergent meanings. However, how different discourses combine to shape understanding of the environment, the causes of environmental issues, and the responses required, is less clear cut. Drawing primarily on the approach to critical discourse analysis (CDA) developed by Fairclough, this paper explores the way in which neoliberal and ecologically modern discourses combine to shape environmental policy. Environmental scholars have made relatively little use of this approach to CDA to date, despite the significant interest in the discursive aspects of environmental issues, and its wide use in other areas of policy interest. Using the case of environmental policy-making in Victoria, Australia, this paper illustrates how neoliberalism and weak ecological modernization represented sustainability in ways that seriously limited the importance of environmental issues. This article uses a broad range of ecological modernisation (EM) literature to derive five core theoretical themes: technological innovation; engaging with economic imperatives; political and institutional change; transforming the role of social movements; and discursive change. These themes are then developed into an analytical framework and adapted to suit the Australian context. The underlying argument is that while key elements of weak EM can be found in most environmental and sustainability policies, stronger versions have more transformative potential. In 2001 the Dutch government adopted a new policy in its Fourth National Environmental Policy Plan. Its transitions approach seeks radically more sustainable socio-technical systems, and represents an attempt to reinvigorate ecological modernisation. To explain the rise of this distinct policy storyline, a coalition of researchers and policy-makers forming the transition storyline is analysed. The interpretative flexibility of the storyline in relation to prevailing institutional priorities explains its success but also builds in limits by making subsequent institutionalisation susceptible to capture by incumbent interests, as illustrated by implementation in the energy sector. Shanghai and Singapore are two economically vibrant Asian cities that have recently adopted creative/cultural economy strategies. In this article I examine new spatial expressions of cultural and economic interests in the two cities: state-vaunted cultural edifices and organically evolved cultural spaces. I discuss the simultaneous precariousness and sustainability of these spaces, focusing on Shanghai's Grand Theatre and Moganshan Lu and on Singapore's Esplanade—Theatres by the Bay and Wessex Estate. Their cultural sustainability is understood as their ability to support the development of indigenous content and local idioms in artistic work. Their social sustainability is examined in terms of the social inclusion and community bonds they engender; environmental sustainability refers to the articulation with the language of existing urban forms and the preservation of or improvements to the landscape. Although both Shanghai and Singapore demonstrate simultaneous precariousness and sustainability, Singapore's city-state status places greater pressure on it to ensure sustainability than does Shanghai, within a much larger China in which Beijing serves as the cultural hearth while Shanghai remains essentially a commercial center.
