Path dependence has become a multi-disciplinary concept, employed across various literatures to explain why the past matters for decision-making. Debate within 'new institutionalist' scholarship has provided a detailed critique of the term over several decades. Some scholars argue that it is hampered by poor conceptual clarity and highlight its limitations in explaining institutional reform. Yet, this paper demonstrates how neglecting antecedent conditions and associated decision pathways is particularly inappropriate for politico-spatial issues like disaster risk and natural resource governance. Doing so risks omitting key material and perceptual contingencies influencing contemporary institutions. Examining southeast Queensland's flooding disaster of 2011, the paper proposes that path contingency provides a useful theoretical bridge between institutionalist theories of stability and reform, and the geographic contexts within which disaster risk governance proceeds. The analysis then addresses the potential generalisability of path contingency beyond its application to disaster management, for consideration across a broader range of institutionalist research. This article explores research methods around the generative process of remembering spaces. It discusses a participant's extraordinary lists and drawings, 'maps' of factory layouts, created from memory, of an industrial heritage site, a woollen mill closed in 1971, situated in Ipswich, Queensland, Australia. These methods investigate the conditions, and entanglements across time, that enable detailed recall. The paper considers both, methods in the present that create an affective resonance with the past; and types of experiences in the past creating detailed memories in the present. The findings offer a combination of ethnographic methods for accessing those memories by being in-situ with participants through interviews, drawings, site walkthroughs, photo-elicitation and a perspective of wayfaring. The Olympic bidding process prior to 2024 was altered in 2019 to provide greater transparency and reduce unnecessary work related to the preparation for each bid, of which there can only be one host. This paper analyses the process of the 2032 Olympics through the notion of a preferred candidate in Brisbane, Australia. Through a document analysis of five official documents and submissions in the lead up to the IOC announcement of the preferred bid in February 2021, this paper elucidates how the Olympic Movement is shaped and refined to offer a more nuanced perspective of how such a preferred bid could be advantageous in terms of more inclusive legacy outcomes to the IOC, as well as the destination. The Cavendish banana is Australia's most popular fruit and marketed as emblematic of Australian nationalisms. In July 2017, the disease-causing fungus Fusarium oxysporum f. sp. cubense was confirmed present on Australia's largest Cavendish banana farm, in the worst disease incursion that Northern Queensland Cavendish monocrop plantations have yet faced. Confronted with the potential collapse of the industry, banana growers and Biosecurity Queensland officials have deployed a biosecurity response centred on measures of border control and containment. This paper examines the othering of the disease vector Panama Tropical Race 4, revealing biosecurity attempts as embroiled in cultural preoccupations with invasion. In so doing, this paper establishes that the biosecurity concerns regarding Northern Queensland bananas are not just with the economic and biological productivity of nature, but entangled in post-colonial anxieties over who belongs within the landscape. Following the entangled relations between the disease and Cavendish bananas reveals cultural nuances and multispecies relations. These shape and are shaped by industry and government efforts as experts attempt to maintain governance over entities as they appear to slip from human control. This paper finds that the anxieties and narratives of Australian post-colonial politics are deeply imbricated with the logics of ecological protection, agricultural productivity and the banality of everyday nationalisms. The Covid-19 pandemic led to different ways of working for social work and human service practitioners across the globe. This paper examines the use of technology by practitioners during nationwide stay at home orders due to COVID19. This study consisted of interviews with fifteen social work and human services practitioners in Southeast Queensland, Australia. While technology is frequently used in practice, the challenges and benefits of using technology as a primary practice method whilst working from home are discussed in this paper. The findings of this study suggest that the use of technology whilst working from home may be a viable option for future practice in well-resourced organizations with technologically proficient practitioners. However, for practitioners and clients without limited access to technology or reduced digital capabilities, such arrangements risk becoming discriminatory. This paper documents Indigenous Traditional Owners' water values, rights, and interests from the Mitchell catchment in North Queensland. It is the first analysis of the catchment that links Indigenous water values, rights and interests with specific water resource assessment and development considerations. The paper highlights how relational and reciprocal values frame Traditional Owner responsibilities and obligations through water across generations, across geography, to places, and with the non-human and spiritual entities living on their traditional lands. This ethos of relatedness shapes the way Indigenous peoples want to be engaged in water assessments and planning processes – such processes must focus first on local and regional relationships, where Indigenous actors are central to the coordination of a wider multi-interest governance process. Relatedness relies on building trust, continuous learning, and communication to encompass different values amongst people who are inter-dependent in their use of and relationship with water. Traditional Owners are seeking new platforms that bring multiple knowledges to water resource assessments and planning processes – where Indigenous ways of knowing are included with science, policy, industry, conservation, and community knowledges into an adaptive process focused on long-term sustainability. Teachers play a critical role in the implementation of inclusive education in their schools. In this paper, we report on a study that investigated teacher perceptions of their capabilities to implement effective inclusive practices in their classrooms at an urban, primary (elementary) school in south-east Queensland, Australia. Participating teachers (n = 48) responded to an online survey that contained two open-ended questions that focused on understandings and beliefs about inclusive practices, together with the Teacher Efficacy for Inclusive Practices (TEIP) scale Sharma, Loreman, and Forlin [2012. "Measuring Teacher Efficacy to Implement Inclusive Practices." Journal of Research in Special Educational Needs 12 (1): 12–21]. Responses to the open-ended questions revealed that teachers were positively disposed towards the enactment of inclusive practices in their school. Teachers also reported high levels of efficacy across items on the TEIP scale, indicating that they were mainly confident in implementing inclusive practices in their classrooms. They showed highest levels of uncertainty for items related to involving parents in school activities and informing others about inclusion legislation and policies. University libraries worldwide are reconceptualising the ways in which they support the research agenda in their respective institutions. This paper is based on a survey completed by member libraries of the Queensland university libraries Office of Cooperation (QulOC), the indings of which may be informative for other university libraries. After briefly examining major emerging trends in research support, the paper discusses the results of the survey specifically focussing on support for researchers and the research agenda in their institutions. All responding libraries offer a high level of research support, however , eResearch support, in general, and research data management support, in particular , have the highest variance among the libraries, and signal possible areas for growth. In this paper, production scheduling for rotomoulded plastics manufacturing in a multi-machine environment is considered. The objective is to minimise total tardiness. The problem has some commonality with hybrid flow shop scheduling with batching, where additional constraints are needed to control which machines may be used at each stage. The problem is shown to be NP-hard and is formulated as a mixed integer program. Given consequently large solve times to obtain optimal solutions, simulated annealing and tabu search algorithms were developed alongside a constructive heuristic to obtain near-optimal solutions within a practical time-frame. The solution algorithms were tuned and tested using randomly generated problem instances. The best results in terms of solution quality were generally obtained by simulated annealing. Environmental impact assessments are a key component of the approval process for many onshore seismic surveys. Quantifying the environmental disturbance caused by such surveys is, however, problematic, as although they cover large areas only a small fraction will be impacted. In this paper, I describe how disturbance can be quantified using the tree fractional cover statistic calculated using LiDAR data. I demonstrate its application using both a synthetic dataset and a real dataset from the Bowen Basin, Queensland, Australia. For the latter, the application of a disturbance minimisation survey design technique resulted in environmental disturbance being reduced from 13% to just 3.5%. [ABSTRACT FROM AUTHOR]

This paper seeks to explore the lived experiences of teacher educators working in the midst of the current tumultuous and highly regulatory policy landscape. The paper will briefly outline the politics and policies that have profoundly shaped teacher educators' work in Australia over the past 10 years. We write from our own experiences, as three actively-teaching teacher educators, working with a diverse and nontraditional student population in regional Queensland. We seek to illuminate these experiences through a series of narrative (re)presentations, drawing attention to what we see as important questions regarding the enactment of policy reforms, paying particular attention the impacts on teacher educators and preservice teachers. Sharing personal teaching stories provides opportunities for enhanced wellbeing and learning for both experienced and pre-service teachers. This paper shares the results of a qualitative pilot study that used narrative inquiry to collect and share teacher stories. The research was conducted in two phases. The first phase collected humorous stories from experienced teachers recalled from the first years of their teaching career. Thematic data analysis investigated the wellbeing and learning impact on those teachers when sharing their stories. The second phase invited pre-service teachers to read and evaluate the impact of humorous stories when preparing for their first school placements. Thematic data analysis investigated the wellbeing and learning impact on pre-service teachers reading these stories. The analysis from both phases demonstrated recurring themes regarding the importance of teacher-student relationships for teacher wellbeing. The results also showed that the sharing and reading of stories had beneficial outcomes such as enhanced wellbeing and enhanced learning for both the teacher storytellers and the pre-service teacher readers. This study provides evidence that the inclusion of real-life stories offers a valuable addition to Initial Teacher Education programs as a way of developing professional and reflective practice. The principal purpose of this study was to gain a greater understanding of the utilitarian and symbolic significance of koalas for Aboriginal communities in Queensland, Australia as recorded by colonists during the early period of colonization and the early twentieth century. It does this primarily through a close examination of the nineteenth-century and early twentieth-century archival records and contemporary publications that relate to Queensland Aboriginal peoples' associations with koalas. This paper is the third in a series investigating the historic and cultural importance of the koala according to the location in Australia. It likewise employs the historical method approach, which relies on identifying historical sources, evaluating their relative authority, and combining their testimony appropriately in order to construct an accurate and reliable picture of past events and environments. Through a critique of the published historical sources, the distribution of and the etymology of "koala" are briefly discussed before an examination is made of the animal's spiritual importance, associated cultural traditions, and simultaneous utilitarian role. Mirroring previous studies published by the authors on Victoria and New South Wales, we confirm that the predominately non-Aboriginal historical records reveal that koalas were hunted for food and their skin in some Queensland regions. It shall be seen that the ethno-historical records are inconclusive about the koala's distribution in Queensland, whether they were hunted across all of the state at the point of colonization and whether they were considered an integral food source in some regions. Furthermore, this study demonstrates that the extent to which they were used varied across regions and between language groups and was subject to certain rules, and that their spiritual significance can be traced directly to epic creation stories. The implications of this paper are consistent with the earlier New South Wales and Victorian studies: regional variations exist in Queensland in relation to the (pre-colonial, colonial and post-colonial) historic relationship between Aboriginal communities and koalas and that close consultation with Aboriginal communities needs to be taken into consideration when planning conservation measures relating to koalas. This paper describes the development and implementation of a peer-support program Always There in a large public mental health service in Queensland, Australia. The program is modelled on Scott's three tier model of peer support, with trained responders providing emotional support to staff following a traumatic adverse event, or when experiencing acute or cumulative stress. Support is provided in complete confidentiality. Main lessons learned in the 2 years since the launch of the program are shared in this paper, outlining successes such as improvements in staff's perception of organisational culture, and challenges related to embedding the program to "business as usual". There has been significant investment by police agencies in the use of body-worn cameras (BWCs). Preliminary evidence suggests that when used in the context of domestic and family violence, BWC footage may strengthen evidential cases and prosecutions. There is, however, a paucity of research examining the merits of and risks posed by the use of BWC footage in DFV incidents and legal proceedings. Notably absent in much of the literature are the views and experiences of police officers who, as initial owners of BWC footage, are likely to affect how it is produced and interpreted. This paper presents findings from the first Australian study to examine how police officers, as users and operators of BWC technology, perceive the use of BWC footage in DFV-related civil and criminal legal proceedings in two Australian state jurisdictions: Western Australia and Queensland. While broadly supportive of BWC technology, police respondents, especially those from specialised DFV units, identified various benefits and limitations to using BWC footage in the context of DFV, including that BWCs have the potential to capture DFV upon police call-outs, but can be limiting insofar as they do not show ongoing patterns of violence. Our findings highlight the importance of exercising domain-specific, rather than a 'one size fits all' approach when it comes to understanding the benefits and limitations of BWC technology. It is common for the media to cast young people as dangerous and delinquent, particularly when those young people derive from marginalized backgrounds. Moral panics are fuelled and sustained by the media in their role as agents of moral indignation. Additionally, the media represent a powerful source of moral regulation, often working against the interests of young people. In this paper, a recent media focus on the 'youth crime crisis' in Queensland, Australia is examined to consider potential ways in which public discourse might move beyond deficit tropes to develop more nuanced and productive conceptualizations of youth. We draw on emergent theorizations of the 'figurations' that define the ways in which 'youth' is understood in public discourse to consider how mediated social imaginaries work to produce representations of young people and frame possibilities for thinking about their place in contemporary society. In a globally austere policy context, state financing of public services has been positioned as perennially 'in crisis' with private intervention a positive solution. There is a general assumption – in education policy and practice – that philanthropic donations can be a solution to reduced public funding of schooling. While much research investigates the role of new philanthropy and venture capital in funding and influencing public schooling, this paper focuses on the reconstitution of 'old' philanthropy in new ways. We focus on the role of parents, through Parent and Citizen (P&C) associations, to show how they are being responsibilised to fundraise for their child's public school, shifting from their traditional fundraising of small amounts of money through 'community building' activities (e.g. fetes, stalls and trivia nights) to engaging in 'commercial fundraising' (e.g. running the canteen, uniform shop and Outside House School Care for profit) that can raise hundreds and thousands of dollars each year. Through this analysis we argue we are seeing a further stratification of the public school system coupled with a concerning lack of transparency around the extent to which some public schools are being nourished by the deep coffers of successful P&Cs. This paper examines conceptions of governance and freedom embedded within a new school autonomy policy in Queensland (Australia). Drawing on interview data from case study research, it foregrounds the practices of two school leaders from a secondary school in regional Queensland. It considers how such conceptions foster an entrepreneurial leadership of competition and compliance but also how they create space for something other than these dominant performative priorities. The paper’s theoretical contribution responds to calls for more nuanced accounts of entrepreneurial leadership to better understand how current performative demands are impacting on school leaders amid increasingly autonomised education systems. This paper identifies drivers and barriers to the uptake of regenerative agriculture (RA) as a grassroots innovation in the southeast Queensland context. It aims to identify opportunities for supporting RA as a viable pathway for sustainable food production. A mental model approach involving semi-structured interviews was used to recognize the important interconnected causal mechanisms at play within this grassroots agricultural system, as perceived by the study participants who have an interest in RA in the southeast Queensland context. It revealed two key interrelated themes driving uptake of RA in the region: economic viability of the approach and shifting values and priorities of consumers and producers. Inhibiting factors identified include limited access to local mentoring and advice, financial risk, and lack of supportive policies. We conclude that adopting RA in a given region provides an opportunity to explore its benefits and challenges in building resilient and sustainable food systems. There is an increase of international students studying social work in Australia. Undertaking the compulsory field work component of social work studies can be particularly complex for international students, as they have to acquire an understanding of social work practice, knowledge and skills in a new cultural context. Prior research has highlighted the importance of supporting students and field educators to ensure successful quality learning experiences for international students in social work field education experiences. This paper reports on a subset of 35 international students who responded to a 2019 field education supervision survey in one Australian state, Queensland. The findings highlight that more international than domestic students are placed in placements with external supervision, that the overall the student cohort is younger than domestic students and that more international students reported longer supervision sessions. Despite field placements often being personally challenging international students rated their supervision experiences positively, and highlighted the opportunities it provided for support, learning and professional development. Students recognised that the process helped them understand concepts of critical reflection and an appreciation of the value of supervision and professional support for their ongoing professional development. The leaders of governments in the United Kingdom, Australia, and Queensland recently created “implementation” or “delivery” units at the centre, ostensibly to advise, monitor, and ensure better implementation of policy initiatives. This collection of papers seeks to explore the emergence, roles, functions, and accomplishments of policy implementation and delivery units, as well as their prospects. This overview paper provides a framework for analyzing and assessing the work of these units to date, beginning with a synopsis of the evolution of thinking on implementation, and turning to the new environment for governance, policy development, and implementation. It casts policy implementation and delivery units as one of several “adhocracies” that populate the centre of government, which may take on quite different roles. This paper gives an account of competing public discourses on schooling. In particular, it investigates one newspaper's coverage of the release of an educational report. The paper combines interview data with a critical discourse analysis of newspaper texts to show how media reporting of Queensland schools constructed a preferred discourse on education that represented schools as being in crisis, 'in trouble'. The analysis describes how the paper shaped popular opinion on educational policy through the construction of public discourses of crisis in education. Further, the analysis shows how this discourse positioned particular groups as the authoritative voice on standards in Queensland schools. It shows how, at a time when teacher quality was under question, the media constructed a public discourse that diminished the authority of teachers to speak about education policy, granting that authority to the newspaper's editor, who assumed the people's voice on educational issues. This analysis of the construction of public discourses about education policy gives insights into the media's place in educational policy-making. The relationship between technology and fatal intimate partner violence has been previously thought of as distinct and separate. This research paper suggests, however, that online abuse that is considered "spaceless" in fact is intrinsically linked to the perpetration of "real world" and fatal violence. This study examined 100 cases of intimate partner femicide to determine the frequency of technology-facilitated intimate partner violence in Queensland, Australia. Findings indicate that risk factors of intimate partner femicide, including coercive control and stalking are closely associated with technology-facilitated intimate partner violence. This suggests that technology allows offenders to enact an omnipresent violence. Implications highlight the need for future research, policy, and practice to acknowledge the interconnectedness of offline and online abuse in responding to fatal intimate partner violence. The rising number of students in schools identified as being on the autism spectrum has placed pressure on school leaders and staff to gain knowledge and take on new practice. A school-wide autism competency (SAC) approach utilises the research on elements of effective practice to build the capacity of school leaders and staff to create inclusive school cultures, implement evidence-based strategies, and improve outcomes for students on the autism spectrum. This paper reports on the experiences of three schools as they implemented the SAC approach in Queensland, Australia. A multiple case study design was utilised to examine the factors that influenced the implementation process and outcomes achieved at each school. Factors that influenced each school's ability to transform their practice for students on the autism spectrum included engagement of leaders, support from an external coach, involvement of parents, realignment of resources and staff, and the ability to manage change and competing priorities. Findings revealed that although all three schools increased staff's knowledge of students on the autism spectrum, the engagement and actions of leaders and the underlying culture of the school influenced the degree to which changes were implemented and outcomes were realised for students on the autism spectrum. Self-care has become an increasingly important practice for social workers to ensure practitioner wellbeing and effective, ethical practice outcomes. However, undertaking self-care activities is often considered the responsibility of individual social workers with limited consideration of how the workplace may influence their understanding and practice of self-care. Based in Southeast Queensland, Australia this paper uses interpretative phenomenological analysis to understand workplaces influences on eleven social worker's practice and experience of self-care. This study produced rich data about how social workers perceive workplaces' use of self-care rhetoric to achieve increased productivity and minimise organisational risk. Social workers instead suggested self-care practices and practitioner well-being was more easily maintained in organisations that fostered supportive teams and healthy workplace cultures. This research illustrates how the concept of self-care has become manipulated to meet the neoliberal demands of organisations rather than a mechanism for supporting social workers. Findings of this study suggest more research, practice, policing, and funding should focus on organisational practices and policies which support social workers well-being, rather than focusing on individualised practices of self-care. The literature defines curiosity and interest, but it is not clear how interest can be generated, where interest is positioned in the learning process, and what the impact of interest is on cognitive and emotional development. This paper reports on a three-year, iterative design-based research project involving three separate cohorts totalling 57 early learners in an early learning setting in Southern Queensland, Australia. The young learners aged 4–5 years, engaged in an enrichment program that extended over a two-week period for each of 15 topics. Insights were gained on how young children developed interested in a topic. An emergent model of authentic interest was developed, showing how interest is situated centrally in the learning process. It also shows how interest raised awareness, exploration, and new knowledge, creating a cycle of repeated engagement with the topic, thereby enhancing cognitive and emotional development. Digital urbanism recasts suburban and regional geographies within national and global urban systems by transforming communities and workplaces. This paper explores the planning and policy implications of activating smart work hubs across South-East Queensland during 2012–2014. It demonstrates key evidence of the nature, approach and priorities of smart work hub projects previously untested in Australia and pioneered by Regional Development Australia. The paper reorientates attention to the networked interplay of agglomeration, collaborative consumption and coworking towards urban revitalisation challenges for suburban and regional development that strengthen local communities: specifically potential demand assessment; commuter and knowledge worker patterns; and assessing public–private benefits of smart work hubs. Importantly the paper concludes with critical factors needed to advance research and the extensive engagement undertaken into wider and sustainable practice. Previous studies reveal that a loss in Modulus of Resilience (Mr) has an adverse effect on pavement performances. However, no study investigated this during extreme moisture intrusion at granular and subgrade layers, which may be compared with a flooding situation. This study has aimed to assess the impact of change in Mr due to moisture increase on pavement performance using the HDM-4 and AASHTO 2008's roughness prediction models. As a case study, the paper utilises seven selected flexible pavement road groups of Queensland, Australia that cover 50% of the major road network. Both the results match closely when pavement strength data are accurate. The deterioration predictions are verified with actual after flood data and t-tests for two major roads in Logan City, and found consistent. The study has observed some interesting findings on change in degree of saturation, pavements flood resilience and life-cycle performances with flooding scenarios. It is believed that these results would be useful in obtaining accurate ΔIRI change at varying Mr values due to a flood to select appropriate post-flood rehabilitation. A road authority can use pavements flood-resistance and life-cycle performance results for deriving a maintenance strategy. Moreover, pavement flood resilience, relationships between Mr loss and strength and Mr loss and deflection would help in pavement design, estimating existing structural strength and rehabilitation design. Urban planning and the development system are mechanisms that can provide affordable housing and alleviate the cost of housing. This paper explores the use of a specific response to housing affordability and delivery of affordable housing in Queensland through the introduction of a statutory land authority, the Urban Land Development Authority (ULDA). It provides a narrative review of an important time in Queensland’s planning and development history. The introduction of the ULDA was significant as it represents the first time that Queensland planning saw the introduction of planning-related legislation that could require affordable housing. Even more extraordinary was that the deliverables (affordable housing) sat outside the mainstream planning legislation of the time. Additionally, the establishment of the ULDA represents the first statutory land authority responsible for planning and development in Queensland. While similar authorities have been operational in many States since at least 1974, this was never the case in Queensland, but the Queensland response of the ULDA was unique in Australia in terms of its powers and structure. This paper provides a summary history and critique of the development and implementation of restorative justice in the Queensland youth justice system through an analysis of official data and documentary sources. The paper focuses on policy changes, including government responses to program reviews, issues regarding the availability of conferencing, connections between conferencing and prevention and program transparency and accountability. The study provides several important lessons applicable across jurisdictions. The main finding was that conferencing in Queensland remains substantially underutilised. This was associated in large part with the discretionary gatekeeping role of police, the absence of a systematic and comprehensive consultation process with victims and accused persons and governments ignoring the science of restorative justice. In terms of prevention, the study identifies the need for a more integrated approach involving conferencing, risk assessments and the post-conference supervision and welfare needs of offenders. Frank Costello's long career represents a series of illuminating encounters with the development of Australian planning, design practice and education. His career stretched from the 1920s to the 1970s, first in Sydney and subsequently in Brisbane where he was the senior architect-planner at Brisbane City Council between 1941 and 1952. He also worked for a decade in the Queensland Department of Works. He had a parallel career as an educator, commencing part-time at Sydney Technical College in 1937 and from the mid-1940s at what is now the Queensland University of Technology where the final phase of his career came as a senior lecturer in architecture with special responsibility for town planning. Post-war Brisbane gave him the opportunity to put into practice much of the modernist ‘organic’ theory that he had accumulated from his extensive studies and travels abroad. This paper recounts Costello's life and times as a journeyman planner whose life stories and professional philosophy is illuminatingly representative of the evolution of mainstream Australian planning values and the limits to practice. Children in socioeconomically disadvantaged communities often do not access follow-up eye care services when referred from vision screenings; whether this is due to lack of availability is not known. This paper highlights the need for vision and eye care for vulnerable children with practicing clinical optometrists well placed to provide vision care. Vision impairments develop from a young age and may inhibit learning experiences and impact life outcomes. Vision screening to detect and refer vision abnormalities supports children in their education and prevents minor vision impairments from worsening. This research describes outcomes from a vision screening programme for 4– to 5-year-olds delivered in Queensland, Australia. The programme involved all prep children from participating schools in Queensland. Vision screening was conducted with the Parr 4 m Visual Acuity Test and Welch Allyn Spot Vision Screener. A cross-sectional study design was adopted. Descriptive data analyses explored the frequency of vision screening and referral outcomes. Inferential analyses examined associations between vision screening and referral outcomes with socio-economic indexes for areas (SEIFA) scores. Of 71,003 prep students screened, 4,855 (6.8%) received a referral recommendation. A higher proportion of children who received a referral recommendation was from more disadvantaged locations (?2 = 109.16, p < 0.001). Of the students referred, 3,017 were seen by an eye health professional. Further vision assessment of students by an eye health professional revealed that 43.3% of the referred children were diagnosed with a vision abnormality, 18.9% had no vision abnormality and 37.7% had an 'undetermined' diagnosis. A higher proportion of children confirmed with a vision abnormality were from more disadvantaged locations (?2 = 52.27, p < 0.001). It is important that vision screening programmes target disadvantaged populations and support families of children who require further health assessment to access health services. This paper critiques three recent inquiries and recommended changes in practice around the management of complaints against police in the state of Queensland, Australia, with a view to advancing a best practice model internationally. A civilian oversight system, closely aligned to a 'civilian control' model, was introduced in Queensland as part of a reform program following the 1989 Fitzgerald Inquiry into police corruption. However, external control of complaints was almost completely eroded over a 30-year period. The resumption of police control resulted in recurring scandals and widespread stakeholder disaffection. These issues came to a head and were addressed to varying degrees through three inquiries across 2022: the Review of Culture and Accountability in the Queensland Public Sector ('Coaldrake Review'), the Commission of Inquiry relating to the Crime and Corruption Commission ('Fitzgerald and Wilson Inquiry') and, in particular, the Commission of Inquiry into Queensland Police Service Responses to Domestic and Family Violence ('Richards Inquiry'). The combined findings and recommendations demonstrated the need for rigorous institutional independence and transparency in the processing of complaints, along with a range of complementary integrity management strategies to ensure adequate accountability of police. Intergenerational programs that bring the young and old together are known to facilitate social connections. However, benefits of intergenerational programs cannot be achieved by simply bringing the two generations together. We need to understand the factors which enhance intergenerational engagement. This paper specifically explores barriers and enablers for improving engagement of older people in an intergenerational program conducted within four research sites in South East Queensland and New South Wales, Australia. Video ethnography was used to examine the intergenerational environment and observe patterns of engagement between older people and children. Findings reveal the type of activity, group structure and length of activity to increase engagement of older people in an intergenerational program. [ABSTRACT FROM AUTHOR]

This paper characterises climate change as a “transformative stressor”. It argues that institutional change will become increasingly necessary as institutions seek to reorientate governance frameworks to better manage the transformative stresses created by climate change in urban environments. Urban and metropolitan planning regimes are identified as central institutions in addressing this challenge. The operationalisation of climate adaptation is identified as a central tenet of a comprehensive urban response to the transformative stresses that climate change is predicted to create. Operationalisation refers to climate adaptation becoming incorporated, codified and implemented as a central tenet of urban planning governance. This paper has three purposes. First, it examines conceptual perspectives on the role of transformative stressors in compelling institutional change. Second, it establishes a conceptual approach that characterises climate change as a transformative stressor requiring institutional change within planning frameworks. Third, it reports emergent results and analysis from an empirical inquiry which examines how the metro-regional planning regime of Southeast Queensland has responded to climate change as a transformative stressor via institutional change and the operationalisation of climate adaptation. This paper investigates the work of media discourses on education policy in public debates over the Queensland school curriculum. It draws on theories of discourse, theories that have recently influenced the field of policy sociology, to outline a conceptualization of policy and media texts as discourses in the public sphere. In so doing, it notes the significant contribution such public discourses on education make to the policy process. The paper employs critical discourse analysis to investigate the discursive constructions of curriculum during one particular policy initiative. The analysis focuses on newspaper debates over the inclusion of a subject called Health and Physical Education (HPE) in the Queensland secondary school curriculum. The paper shows how educational policy issues were discursively constituted and contested through the construction of public discourses on education policy. In particular, it demonstrates how such public discourses worked to construct authoritative voices on educational policy. This paper presents the results of a small number of dates from sand samples collected at building sites in the eastern suburbs of Sydney. OSL ages of well-sorted, quartz sand ranges from 31 to 24 ka from within well-developed podzol soil profiles within a metre of the surface. The source of this sand appears to be from the east off the inner continental shelf during a period just prior to the maximum of the Last Glacial Maximum (LGM, Marine Isotope Stage 2) when sea-level was approximately 70-90 m below present level. During a later phase of the LGM, there is evidence from other coastal sites in central NSW and Gippsland, Victoria, that the dominant wind was from the west consistent with evidence from arid and semiarid Australia. Dune orientations in northern NSW into Queensland and other evidence at this time appear to reflect winds from the southeast quadrant. This study highlights the existence of a potential pivot area in dominant wind direction during the LGM between sustained westerly flow in southern area including Victoria and northeast Tasmania and southeast flow of northern NSW into Queensland. In central NSW, the circulation switched from easterly in Stage 2 to westerly as the glacial stage intensified in the LGM sometime after ca 25 ka. [ABSTRACT FROM AUTHOR]

This paper outlines the current Australian policy environment for delivering affordable housing in urban renewal contexts. An increasing shift towards infill development, coupled with a decreasing provision of government-owned social housing, is placing severe pressure on housing affordability. The cumulative effect is to create the need for governments to intervene on urban renewal projects to ensure that affordable housing options are delivered as a part of any new development. Three different approaches to planning for affordable housing in three states are examined: the former Urban Land Development Authority in Queensland, the 15% inclusionary zoning requirement in South Australia and the Affordable Rental Housing State Environmental Planning Policy in New South Wales. Despite significant differences between these approaches, a number of potential roles emerge for government to support delivery of affordable housing by market and not-for-profit housing providers, without adversely affecting development viability. These roles are as theland facilitator, educator, risk taker, subsidiser and long-term planner. Given that one aim of current policy directions is to reduce the role of government in delivering housing and urban growth, the paper concludes by considering the extent to which the approaches across the three states studied can be considered successful. School absenteeism has been concerning educators in the Global North (including Australia) as research suggests a relationship between school attendance, academic achievement and subsequent life chances. This paper focuses on the perspectives of 50 school leaders in Queensland, Australia about approaches to improving attendance. Strategies reflected the cultural, economic and social diversity of their school communities. In general, quality curricula and pedagogies were considered important, but were not explicitly linked to attendance. This suggests the need for schools to develop strategies to enhance student engagement in meaningful learning through quality curricula and pedagogies within a positive school environment. Political processes are shaped by the gendered ways in which women and men are selected to run for political office. This paper examines the increase in women entering the parliamentary arena and employs a feminist historical institutionalism approach to understand how and why change in female representation occurs. We examine the interplay between formal rules and informal practices on candidate selection through the case of Queensland, Australia. Drawing on policy developments and analysis of election reports, we explore the difficulties in changing the gendered nature of political parties, the formal and informal processes, the pace of change and the political struggles and opportunities along the way. Factors supporting increased representation included leadership, sanctions, placement mandates, as well as vacancies and a 'glass cliff' political environment. Support for formal rules and quotas – despite resistance at the informal level – has gradually improved opportunities for women in one political party in this jurisdiction and achieved very positive outcomes. In contrast, the other major party has opposed quotas relying instead on informal practices and rules, which result in less positive outcomes for women. [ABSTRACT FROM AUTHOR]

This paper explores the role of interstitial space and everyday housing practices at the domestic scale. Interstitial space is often framed as “empty” or “in-between” space located in the shadows of conventional built form and everyday practices. In this paper, we focus on interstitial space as a site of often undervalued or taken-for-granted housing possibility. We begin the paper by outlining the contours of interstitial space as a theoretical concept before highlighting two cross-cultural examples of domestic housing storage practices within the Australian context: (1) “under the house” in the Queensland vernacular and (2) “close to the wind-break” in a remote Aboriginal community in the centre of Australia. Background: This paper describes quality improvement strategies implemented following the identification of a significantly high prevalence rate and severity of pressure injuries in a regional health care facility in a large health district in Queensland, Australia. Aim: The aim of this paper is to inform health professionals of processes employed to reduce the incidence and financial burden of pressure injuries following the detection of rates that were significantly above the State average. Method: An audit of pressure injury prevalence data was conducted on a single day throughout a regional hospital. Prevalence data was compared to State averages and hospital strategies used to prevent injuries were examined. Findings: Audit reports for this acute setting revealed that despite best practice guidelines, prevalence was a major concern. Lack of accountability, poor documentation, limited education and knowledge of risk assessment and prevention were central to the need to implement quality improvement processes. Conclusion: This paper outlines the results associated with implementing quality measures to reduce the prevalence of pressure injuries. Following an audit of pressure injury prevalence data, strategies were implemented to reduce noteworthy rates. Current research suggests a link between urban design and healthy and active lifestyles. As such, there is a growing emphasis within new master-planned communities to create supportive environments for physical activities. In South-East Queensland such developments provide a range of community facilities and regularly organise events to promote active and healthy living. In the light of this new direction in urban development, the objective of the paper is to examine the role of master-planned communities in supporting active and healthy living, using a case study approach. Based on critical analysis of literature, the paper first proposes a conceptual framework for supporting active living in the communities. The framework comprises three factors: Place, Program and Partnership. This framework is then applied to a master-planned community in Varsity Lakes, Gold Coast, to assess its performance based on these three factors. The case study findings revealed several challenges in promoting active and healthy living, namely the following: (1) development of programmes accessible to all demographic groups; (2) physical development to promote use of active transport and (3) management and funding of not-for-profit organisations to spearhead the cause of promoting active and healthy living. Background:Through an account of prevailing experiences of art and mental illness, this paper aims to raise awareness, open dialogue and create agency about art created by people with experience of mental illness.Methods:This paper draws on personal narrative and inquiry by an artist with mental illness and data collected as part of a larger participatory action research project that investigated understandings of identity, art and mental illness.Result:An inquiry through art raised awareness and attentiveness to the importance of choice in identity construction and exposed frequent dichotomies in art and mental illness that were negotiated to eschew prescribed social stratification. As an artist, the first author challenged values present in one idea and absent in the other, and the options and concessions available to authorise her own dialogue and agency of being an artist.Conclusion:Constructing an identity is an important part of being human, the labels that we choose or are chosen for us attribute to our identity.
