Due to the COVID-19 pandemic and the economy's general situation, many households are now financially vulnerable. It is like a vicious cycle: once a household is caught, it will remain in the trap until and unless it competently manages its finances. These problems experienced by households have drawn attention to social capital. Self-help groups (SHGs) originated in India to pull out low-income households from poverty and are now recognized as social capital, which can be defined as the action of a group cooperating to enhance all its members' benefits. This article aims to explain how SHGs have contributed to reducing various factors or determinants of household financial vulnerability through a review of several other publications, theses, newspaper articles, and reports. It was discovered that SHGs now provide much more benefits than just alleviating poverty. They have helped to reduce bad loans or non-performing assets, reduced the dependence on informal sources of finance, made households more resilient toward crises such as COVID-19, and enabled households to save money and manage their finances accurately. This study examines escalating concerns about out-migration from tea gardens, focusing on Kurti Tea Garden in Jalpaiguri, West Bengal, of India. Results from a comprehensive field study illuminate a complex scenario, with only 21.13 per cent of individuals employed and pervasive challenges in promotion prospects. High living expenses, limited livelihood options, and inadequate amenities propel households into debt, prompting migration. South India, notably Thiruvananthapuram, emerges as a preferred destination, especially for the younger demographic. The study provides insights into multifaceted reasons driving migration, stressing the need for holistic interventions, encompassing economic, socio-cultural, and labour-related aspects. It advocates for improved wages, enhanced living conditions, healthcare access, education, and measures to counter deceptive recruitment practices. The study reveals that comprehensive strategies are essential for addressing challenges related to migration-driven hardships in tea gardens. A lack of research exists concerning the heterogeneity of the occupational injuries of slum dwellers across industries which has a close link with health expenditure and hence livelihood. It necessitates analysing their occupational injuries and associated out-of-pocket health expenditures. Multi-stage random sampling is used to collect the primary data and the logit model is used for data analyses. Permanent non-fatal injuries in the civil-mechanical industries and temporary non-fatal injuries in textile industries are common. The share of health expenditure of the injured workers seeking medical consultations remains 59% of their average monthly income. Average monthly income, parental occupation, types of industry, job security, risk intensity, and salary basis are significant estimates of occupational injuries. The differences in the nature and extent of the occupational injuries of the workers across industries in the light of the socio-demographic and working environment context provide significant insight into the policy implications. The youth of North-East India are in disadvantaged situations as compared to youth from the rest of the country in all respects. The objective of this article was to examine the views of the NCC Officers of North-East states about youth welfare in the region as they have first-hand experience in dealing with youth. Participants' views were obtained on-line, by using a Semi-structured Questionnaire in the form of Google Form. A group of 142 NCC Officers provided feedback. Data collected were subjected to thematic analysis. Findings disclosed that youth of North-East states experience a range of challenges including poverty, lack of internet facilities, inability to attend NCC camps due to ongoing classes, substance dependence, lack of guidance and support leading to dropout and lack of values. This paper studies educational aspirations and grade achievements of teenagers in India, using Structural Equation Modelling with data from the Young Lives Study. The analysis differentiates direct effects of relevant socio-economic and individual characteristics on educational output from indirect effects through aspirations. In this sample, some student characteristics – parents' education, mothers' caste and the student's gender – have no direct effect on educational output, but an indirect effect on educational aspirations going through abilities. Students from disadvantaged backgrounds, and in particular girls, are at a disadvantage at age 12 because they have accumulated lower cognitive abilities. Abilities shape aspirations, which then impact educational output beyond the mere effect of abilities. Girls are at a double disadvantage: besides lower average skills at age 12, they developed lower aspirations than boys of the same characteristics. The economic situation of the household was neither directly nor indirectly related with students' achievements in school. These results help distinguish aspirations as drivers of behaviour from aspirations as correlates of other characteristics, and they have relevant policy implications. [ABSTRACT FROM AUTHOR]

Since the 2000s, hundreds of government-funded health insurance (GFHI) schemes were introduced in India. These schemes are meant to prevent poorer households from incurring catastrophic health expenditures. Through GFHIs, policy-makers want to mobilize the decision-making powers of private consumers in a liberalized healthcare market. Patients are called upon to act as 'co-creators' of healthcare value by optimizing supply through demand. Based on long-term ethnographic fieldwork with insurance users in South India, we argue that GFHIs fail because people experience the value of insurance in drastically different ways that only partly overlap with how the policy assumes they value insurance. In addition, the hollow promises of health coverage can be experienced as so frustrating that signing up for health insurance actually makes people feel devalued. [ABSTRACT FROM AUTHOR]

Poverty is a product of various deprivations. Gender discrimination is linked with deprivation in terms of socio-economic and political opportunities. This study explores the link between female-headship of a household and its vulnerability towards urban poverty. Further, the most vulnerable sub-sections among the urban female-headed households are identified. The study is based on the 68th round of Household Consumer Expenditure, and Employment and Unemployment Survey, India. Female-headed households were found to have higher odds to be urban poor as compared to their male counterparts. However, this gender-based difference in odds to be urban poor disappears once educational attainment of household-head is controlled for. This highlights that the discrimination in terms of educational attainment is major cause and solution to urban poverty among female-headed households. Further, female-headed households are not a homogeneous group and exhibit significant differences in their vulnerability to urban poverty across different socio-economic and demographic subgroups. The negative impact of COVID-19 pandemic on female education in India is expected to create a long-term gender gap in terms of poverty. Thus, the public policy should stress on skill and educational attainment of females and target the poverty alleviation programmes on vulnerable sub-section of the female-headed households. This phenomenological study was conducted in rural Rajasthan, India, to explore young widows' lived experiences. On receipt of written informed consent, we interviewed 14 young widows. The data were analyzed in an idiographic style using the interpretive phenomenological approach. The perspective of loss and sociocultural contexts grounded the analysis. Six themes emerged corresponding to the women's widowhood experiences: becoming a widow; entangled by customs; stigmatization; the impossible marriage; hope in widowhood; and economic deprivation. The results underline the predicaments of young widows, and these experiences are largely framed by the sociocultural and gender norms prevailing in rural communities. The paper uses illustrations from rural India and Bangladesh to develop a critical analysis of practices and experiences of poverty often overlooked in development policies. It challenges the principle measurement, calculative rationality and static representation in anti-poverty interventions that present poverty as a 'problem' to be resolved. It draws on poststructuralist ideas to express poverty differently and shift from problem-solving to problematisation. Drawing on the concept of 'rhizome' it highlights the connectivity, heterogeneity and multiplicity of poverty. Examples from interviews and photo diaries illustrate manifold poverty as a combination of heterogeneous activities, objects and affects that complicate development ethics and challenge the logic of reason in existing policies. The paper explores improvisation, experimentation, hope and repetition as mechanisms for critically evaluating aquaculture-led development and attending to overlooked objects, uncertain outcomes and untold stories of disadvantage. To what extent has chronic poverty increased during the pandemic? In July and August 2021, we revisited seven villages of southern Rajasthan (India), where we had studied household poverty dynamics in 2002. We find that in the two decades before the pandemic (2002–2020), people's structural positions improved vastly, chronic poverty fell from nearly half to less than 20% of households. These gains in resilience helped people cope with the pandemic. The majority suffered deep income losses between February 2020 and August 2021, but there is no evidence of any substantive rise in chronic poverty. [ABSTRACT FROM AUTHOR]

An article published on India Outlook in July 2019 stated that Dharavi, Mumbai's biggest slum, has now beaten the Taj Mahal as the most popular tourist destination in India, having "received a push by Hollywood and Indian films alike" (2019). Following Hesmondalgh's observation that cultural industries reflect the inequalities of capitalist societies (2007), we examine precisely the relationship between poverty tours, cinema and Bollywood as a cultural industry. Through the analysis of literature on poverty tourism and film-induced tourism in India, and the thematic analysis of entries in a Tripadvisors page dedicated to Bollywood and slum tourism in Mumbai, we argue that the combination of Bollywood and slum tours speaks of the parallel trajectories which lead towards the perception of the slum and Bollywood as the two most prominent symbols of authentic India in the global marketplace, and that this promise of authenticity makes slums popular as tourist destinations. Drawing on ethnography of one family's life with diabetes in a poor settlement in Delhi's suburbs, this paper examines the relationship between emotional structures of care and kinship in the face of chronic illness. While anthropologists have argued for a relational understanding of care and discussed how, in India, modernity and social transformations have resulted in crises of familial care, less attention has been paid to the emotional terrains of care and its difficulties as they unfold in concrete relationships over time. This paper demonstrates how emotional intensities define the possibilities, limits, and ambivalence of kin care for the chronically ill. Described as care without heart, this mode of attention implies a continuation of care labour that maintains kinship ties and holds the possibility of kin futures, but is disinvested emotionally and feels unsatisfactory. The analytic of care without heart expresses a particular mode of care by which persons navigate dominant moral regimes around gendered family responsibilities and imperatives of love in relationships, but without fully subscribing to them. Care without heart at once signifies an inadequate form of care, invokes North Indian normative moral regimes around family care responsibilities and emotions, and acknowledges the shortcomings of these regimes and norms of relatedness. In 2018, Nuh, barely 75 km from India's parliament, was ranked by the Government as the country's most 'backward' district. It is a region fraught with many challenges including endemic poverty and simmering communal tensions, which among other factors have contributed to historically limiting women from pursuing higher education or building career aspirations. While the state has attempted to correct this by building new colleges, this paper explores how women experience and navigate these college spaces. Using a critical feminist lens, it seeks to understand the social and cultural possibilities that college life and higher education have in their lives. Findings suggest that while there are major restrictions on social agency within their everyday life, college emerges as a liminal space that provides an 'escape'. The college space for these women offers possible pathways of imagination, dialogue, solidarity and support, all forming the complex matrix of their future possibilities. [ABSTRACT FROM AUTHOR]

In rural India, poverty and unemployment constitute a vicious cycle. Unemployment is caused by poverty, while poverty is caused by unemployment. The vast bulk of poverty reduction programmes consists of community development activities, which include self help group (SHG) operations. These groups do a tremendous lot for rural communities, including improving the quality of life and generating employment through microcredit. Economic empowerment (financial stability) and social empowerment (social standing and self-confidence) are required to empower the poor. Empowerment will result from expanding mental and non-mental spaces that enable action and voice to enhance life quality. Planners and policymakers demand strategic planning for rural women's social and economic empowerment in the country's states, as most women joined SHGs for economic empowerment and family welfare. Reviewing articles, theses, and books yielded the findings of this study. India's best lesson is to employ SHGs for anti-poverty and women's empowerment which social workers can serve considerably. In 1991, India embarked on economic reform. This research asked if post-reform growth in the two newly formed states of Undivided Andhra Pradesh was or was not pro-poor. In both states, real monthly per capita expenditure increased, but poverty declined faster in 2004–05 to 2011–12 than in 1993–94 to 2004–05. Even though Telangana's economic growth was lower than that of Andhra Pradesh, its growth elasticity of poverty was high enough to cause a more rapid decline in poverty. Women in Manipur, India, practice marup to respond to poverty and support each other during a crisis and for planned social events. Based on in-depthinterviews of group members, this article presents a case study of marup. It examines thispractice from the feminist social work lens to discuss implications for feminist social work with groups. The practice of mutual aids, democratic functioning and solidarity in marup develops women's capacities and prioritises economic development. Marup is a robust group framework that strengthens women's social and economic positions of women by creating financial capital, extending their social network and building social support. From the feminist social work lens, marup comes into play to interrupt the power relations between men and women within and outside the household. Introducing complementary feeding at 6 months can reduce premature death. We examined timing and factors associated with complementary feeding using the Indian Human Development Survey II (n = 11,218 women). Only 21% of mothers initiated complementary feeding at 6 months, 42% at 7–9 months, 33% at ≥10 months. In adjusted results, we found mothers with low income, with no formal education, and who had never formally worked were less likely to introduce complementary feeding at 6 months (p > 0.05). Our results indicate women in less advantaged groups are less likely to initiate complementary feeding at recommended age than women in more advantaged groups. [ABSTRACT FROM AUTHOR]

The analysis of household wealth dynamic remains an important methodology in the identification of poverty traps. To overcome measurement issues in survey data, livelihoods-based approaches of the dynamics of poverty are typically examined using panel regressions of a livelihoods regression on household assets and other socio-economic factors over time. In this paper, we characterise the livelihoods regression as a 'livelihoods technology', and use a latent class-technology approach to account for heterogeneity in how households generate a livelihood. We use a detailed dataset from rural India covering 213 households across 2001–2014, and control for selection issues through a Heckman Selection model. Our results are the first in the wealth dynamics literature to show that substantial heterogeneity exists in the technologies with which households generate their livelihoods. Importantly, we show that accounting for heterogeneity in household livelihoods 'technologies' more readily identifies different equilibria in wealth levels and provides previously foregone information on who is poor and why they remain poor. The study aimed to find out the association between self-care behaviors and glycemic control in older Type 2 diabetes mellitus patients in Multan, Pakistan. Data were collected from respondents registered in the Diabetic Clinic of Nishtar College and Hospital Multan from October 2018 to November 2018 through a self-administrative questionnaire. The simple random sample method was used, and a total of 154 Type 2 patients were selected randomly. The inclusion criteria were (a) respondents having Type 2 diabetes at least 6 months prior; (b) respondents being 60 years of age or above; (c) respondents registered in hospital diabetic clinic and (d) respondents belonging to low-income families having monthly income less than PKR 15000. The exclusion criteria were respondents having any physical disability and being dependent on others in physical movement and Type 1 diabetes mellitus patients. Descriptive and simple binary logistic regression was used to analyze the data through SPSS. The results of the study showed that mean glycemic control of respondents was (HbA1c, 8.47%), and only 48 (31.2%) respondents had better glycemic control. The respondent's level of education, Body Mass Index, hypertension, comorbidities, knowledge about diabetes and self-care behaviors (exercise, monitor glucose, medicine adherence, and diet plan) were significantly associated with glycemic level (P <.05). Bivariate logistic regression showed respondents, who performed self-care behaviors (to exercise daily 30 minutes, to monitor glucose two times in a week, regular medicine adherence, and to manage diet plan daily) had better glycemic control. The study concluded that few older Type 2 patients managed their better glycemic control in low economic status. The doctors and educationists must provide Type 2 self-care guidelines to older patients so that they may manage their glycemic control better and reduce the diabetes-related complications and treatment costs in Pakistan. This paper challenges (inter)national development narratives that propose schooling as a way out of poverty in the global South by interrogating poor children's experience of pedagogic and disciplinary processes in an Indian classroom. It also develops a theoretical framework to interrogate the relationship between urban poverty and classroom processes which attends to wider class and caste relations in the contemporary context of economic liberalism and 'political and social illiberalism'. Drawing upon parent interviews and ethnographic fieldnotes from a classroom in a state school it unpacks the term, 'labour class', used by teachers to refer to pupils' social background. Further, deploying the notion of 'deficit view' it shows how pedagogic practice, physical and verbal aggression experienced by pupils and pupils' struggles to engage with classroom teaching are shaped by realities of deeply stratified schooling, inadequate infrastructure in state schools and the relationship between 'labour class' communities and middle-class teachers. Internally displaced women are underserved by health schemes and policies, even as they may face greater risk of violence and unplanned pregnancies, among other burdens. There are an estimated 450,000 internally displaced persons in India, but they are not formally recognised as a group. Displacement has been a common feature in India's northeast region. This paper examines reproductive and maternal health (RMH) care-seeking among Bru displaced women in India. The study employed qualitative methodology: four focus group discussions (FGDs) were held with 49 displaced Bru women aged 18–45 between June and July 2018; three follow-up interviews with FGD participants and five in-depth interviews with community health workers (Accredited Social Health Activists – ASHAs) in camps for Bru displaced people in the Indian state of Tripura. All interviewees gave written or verbal informed consent; discussions were conducted in the local dialect, recorded, and transcribed. Data were indexed deductively from a dataset coded using grounded approaches. Most women were unaware of many of the RMH services provided by health facilities; very few accessed such care. ASHAs had helped increase institutional deliveries over the years. Women were aware of temporary contraceptive methods as well as medical abortion, but lacked awareness of the full range of contraceptive options. Challenges in accessing RMH services included distance of facilities from camps, and multiple costs (for transport, medicines, and informal payments to facility staff). The study highlighted a need for comprehensive intervention to improve RMH knowledge, attitudes, and practices among displaced women and to reduce access barriers. [ABSTRACT FROM AUTHOR]

This paper presents the findings of a research study in Thane District, Maharashtra, India, on access to sexual and reproductive health and rights (SRHR) for women and girls of Nomadic and Denotified Tribes (NT-DNT). NT-DNT communities face stigma and violence due to their historically criminalised status and nomadic lifestyle. Their precarious legal, social, and economic status has a negative impact on women's SRHR. Existing literature on this subject is sparse, and studies by researchers from within the community, which could bring about organic and community-led change, are almost non-existent. This study, carried out by a woman from a Nomadic Tribe, presents an insider's perspective on the experiences of and factors underlying the violation of the SRHR of girls and women of NT-DNT communities. The study used a human rights-based participatory methodology with qualitative methods including three focus group discussions with 21 women and 10 in-depth interviews with women and key informants from NT-DNT communities. The findings describe the gender, community, and health system barriers which hinder women's and girls' access to SRHR. Issues such as language barriers between the women and medical fraternity, criminalisation by the police, and extreme deprivation – more intense than faced by the general poor – are unique to women of these communities. The NT-DNT communities face extreme deprivation of basic resources such as identity documents, shelter, sanitation, education support, workplace safety, and transportation, which further deny women their sexual and reproductive rights. In this paper, we present the results of a qualitative study by a non-profit organisation implementing a community-based urban adolescent development programme. The study highlights the sexual and reproductive health and rights (SRHR) situation of marginalised young women in a developed state of India. Our findings, based on in-depth interviews with young women and frontline health providers, show that structural factors, such as economic and social stratifiers, gender norms and cultural beliefs, result in further marginalisation of young women. In turn, marginalisation adversely affects the realisation of SRHR through discriminatory practices around menstruation and lack of control in matters related to sexuality, contraception, pregnancy and safe abortion. Rights to the highest standards of sexual and reproductive health (SRH) care are compromised. Health system factors like providers' attitudes and knowledge, commodity supplies, and indifference to ensuring delivery of contraceptives and other services often result in unplanned pregnancies and affect the quality of young women's SRH care. Whatever information and support adolescents and young women get is from local community-based organisations. We conclude that structural determinants and violations of fundamental rights to education, equal opportunities and participation constitute a significant barrier to the enjoyment of SRHR by the marginalised young women in the study. Unless these are addressed, government policies and programmes to promote young people's SRHR will not benefit young women from disadvantaged communities. Partnership and complementarity between government programmes, adolescents and health rights civil society organisations are recommended to promote rights-based, equitable adolescent and youth-friendly services to this vulnerable population. The issue of bank erosion is very severe in the lower stretch of Bhagirathi River in West Bengal, India. During 1984–2012 the average annual rate of bank line shifting at the selected cross sections was computed to be oscillating around 10 m year−1. Micro-level socio-economic survey portrayed that greater than 45 per cent farmers lost about 90 per cent landed property in some villages during 1970–2012 transforming large as well as marginal farmers into landless refugees. The immediate shock of land loss is reflected through decrease in per capita income. Head count ratio, poverty gap index, and poverty severity index showed an increase of poverty by 10–15 per cent. Inverse Herfindahl-Hirschman index depicted a gradual rise in occupational diversification during 1970–2012 (e.g. 1970:1.47, 1990:1.85 and 2012:2.66 for Rukunpur). To reduce the disaster risk of bank erosion, various structural measures (e.g. dyking with geotextile) that were undertaken proved futile subsequently. Therefore, the present enquiry attempts to propose some social engineering methods as shock absorbing mechanism against the threats of land-based agrarian economy. These are the three in situ modes of economic adjustment using local available resources (non-land-based household manufacturing, common property resource management, development of indigenous small scale and cottage industry) and one ex situ economic adjustment by developing labour migration. In India, the "feminization of aging" is one of the areas in which prejudice most frequently occurs. Noticeably, poverty, isolation, changes in residential care, and weak institutional support push women into several vulnerabilities. This study demonstrates that elderly women are often denied basic rights and are compelled to reside in old-age homes; the situation is worse for elderly widowed women. We examine the claims that the lives of elderly women are more precarious due to their lower literacy, limited social exposure, and monetary dependence. Poverty-alleviation programmes aimed to improved mental well-being among persons living with HIV (PLWH) in low and middle income countries have underscored the importance of understanding how and why such programmes work. We present findings from a six-month ethnographic process evaluation of Kiran, an economic livelihood programme locally designed to improve mental well-being among women affected by HIV in Delhi, India. In addition to benefits of improved economic standing, we found that supportive relationships cultivated among participants (n = 9) and with providers (n = 3) provided respite from worry about their illness and reframed what was relationally and practically possible in the context of living with HIV. In acquiring marketable craft skills with peers, participants challenged internalized scripts of being socially devalued and regained agency about their abilities to contribute to their community and support their children's immediate and future needs. We found that the benefits of Kiran weighed less on the direct alleviation of mental distress and more on the instillation of hope for their children. Our findings exemplify the importance of re-visiting a priori theories that inform interventions for PLWH and highlight the methodological merits of ethnographic approaches that underscore how theory and intervention praxis are bidirectionally informed. In India, most healthcare expenses are patients' out-of-pocket payments to private sector providers. Catastrophic health expenditures drive millions of families deeper into poverty. To save poorer households, hundreds of government-funded health insurance schemes have been introduced since the 2000s. These "demand side" schemes suggest that treatments in the private sector will be fully reimbursed. Fieldwork in one of India's largest hospitals shows that GFHIs overpromise. GFHIs are designed to turn patients into co-creators of healthcare value, but instead they deepen individuals' lack of market transparency. Poverty is now widely recognised as multidimensional, with indicators including healthcare, housing and sanitation. Yet, relational approaches that foreground political-cultural processes remain marginalised in policy discourses. Focusing on India, we review a wide range of relational approaches to rural poverty. Beginning with early approaches that focus on structural reproduction of class, caste and to a lesser extent gender inequality, we examine new relational approaches developed in the last two decades. The new approaches examine diverse ways in which poverty is experienced and shapes mobilisations against deprivation. They draw attention to poor people's own articulations of deprivation and alternate conceptions of well-being. They also show how intersecting inequalities of class, caste and gender shape governance practices and political movements. Despite these important contributions, the new relational approaches pay limited attention to technologies and ecologies in shaping the experience of poverty. Reviewing studies on the Green Revolution and wider agrarian transformations in India, we then sketch the outlines of a hybrid relational approach to poverty that combines socio-technical and -ecological dynamics. We argue that such an approach is crucial to challenge narrow economising discourses on poverty and to bridge the policy silos of poverty alleviation and (environmentally) sustainable development. The COVID-19 pandemic has led to major learning about the social and economic losses that an external shock to the system can cause. In this paper, we examine some sustainability issues focusing on three key focal points of sustainable development – economic growth, poverty and inequality in the context of climate change. We focus on the inter-relationship between economic growth, investment, labour force participation, energy consumption, poverty and inequality under alternative scenarios using the global framing of Shared Socio-Economic Pathways (SSPs). An econometric model is used for estimating the relationship between GDP and its determinants along with fitting a General Quadratic and/or Beta Lorenz curve using the World Bank's Povcal software for determining the relationship between income, poverty and inequality. Alternative GDP growth paths, redistribution assumptions and poverty lines are used for simulations which reveal the extent of sensitivity of the developmental targets to scenarios up to 2030. The outbreak of the COVID-19 pandemic was an entirely new challenge for the entire nation of India. As black clouds of poverty and unemployment hovered over the marginalized sections of the society, the faulty criminal justice system totally neglected its vulnerable under-trial prisoners. This story is about how one group – Ambedkar Group, endeavored to assist the highly stigmatized and silenced under-trial prisoners, who had been released on bail prior to the pandemic and nationwide lockdown. In India, many people living with HIV (PLHIV) do not successfully initiate antiretroviral therapy (ART) after diagnosis. We conducted a clinic-based qualitative study at the Y.R. Gaitonde Centre for AIDS Research in Chennai, Tamil Nadu to explore factors that influence ART non-initiation. We interviewed 22 men and 15 women; median age was 42 (IQR, 36-48) and median CD4+ was 395 (IQR, 227-601). Participants were distrustful of HIV care freely available at nearby government facilities. Faced with the perceived need to access the private sector and therefore pay for medications and transportation costs, non-initiators with high CD4+ counts often decided to postpone ART until they experienced symptoms whereas non-initiators with low CD4+ counts often started ART but defaulted quickly after experiencing financial stressors or side effects. Improving perceptions of quality of care in the public sector, encouraging safe serostatus disclosure to facilitate stronger social support, and alleviating economic hardship may be important in encouraging ART initiation in India. Assessment of regional (sub-national) impacts of climate change has gained increasing attention in the literature. This study uses four decades of district-level information and variations in regional rice growing season window to estimate region-specific crop yield–weather response functions for Southern and Eastern India. The study finds that estimated sensitivity of rice yield to intra-seasonal changes in weather parameters vary across regions. Comparison of simulated impacts suggests that using an all-India response function, which ignores key region-specific characteristics influencing regional weather-sensitivity, tends to significantly overestimate regional impacts and undermines the spatial distribution of impacts within each region. Simulated impacts using region-specific response functions suggest that average yield losses due to past changes in climate for the Southern and the Eastern regions could be about ∼8% and ∼5%, respectively. With increase in lifestyle diseases such as diabetes, hypertension and heart disease in emerging economies, it is important to understand the impact of acquiring these health issues on household income and consumption. Using a panel data of Indian households, we show that acquiring diabetes, hypertension or heart disease results in increased medical and non-medical expenses for high-income households. However, affected low-income households, to meet their increased medical expenses, had to divert resources from non-medical expenses. This paper investigates whether aspirations matter for education, which offers a common route out of poverty. We find that mother aspirations are strongly related to the child's grade achieved at age 18. The relation is nonlinear, suggesting there is a threshold, and depends on caste, household income and the village setting. The coefficients remain large and significant when applying control function estimation, using first born son as instrument. A similar strong relation is observed with learning outcomes, including local language, English and maths test results, and with attending school, but not with attending private education. These results are confirmed for outcomes at age 15. The findings provide direct evidence on the contribution of mother aspirations to children's education outcomes and point to aspirations as a channel of intergenerational mobility. They suggest that education outcomes can be improved more rapidly by taking aspirations into account when targeting education programmes, and through interventions that shape aspirations. Until recently, the only way for the population of developing countries to access the Internet was through expensive smartphones, designed in and for developed countries. In the past few years, however, a major new innovation has emerged, the smart feature phone with Internet connectivity, which was specifically designed for those with low incomes in developing countries. This paper explains the development process for the smart feature phone, how this has influenced the nature and extent of adoption, and its use by low-income groups, including their demonstrated preference for uses related to entertainment rather than more traditional "work-related" goals. This study focuses on repayment risk associated with microfinance institution (MFI) lending in India. While identifying the determinants of loan delinquency, it divulges features that tend to create repayment differences between the low and high income client households. Primary data of 498 households collected from two Indian states are analyzed using descriptive statistics and logistic regression. The study examines the role of household characteristics, loan characteristics, moral hazard features, and the regional attributes in loan delinquency behavior. The findings ascertain that the households having low incomes, high indebtedness and greater loan diversion, and experiencing high costs of borrowing are prone to greater default probabilities. Contrarily, those having higher financial literacy with a feeling of social cohesiveness and joint liability are likely to be less delinquent. Absence of MFI supervision is a critical factor for loan delinquency. However, MFIs' biases against poverty lending are possibly over-emphasized. This paper offers an evaluation of a supported women's self-help programme with over 1.5 million participants in one of the poorest rural regions of the world (Uttar Pradesh, India). Methodologically, it shows how indicators from the direct capability measurement literature can be adapted for programme evaluation in a low-income country setting. Unique data on capabilities across a range of dimensions are then developed for some 6000 women and used to estimate a number of propensity score matching models. The substantive empirical results of these models indicate that many of the capability indicators are higher for programme members, that the difference appears robust, and that there are significant benefits for those from scheduled tribes and lower castes. The discussion highlights two points. First, human development improvements offered by multi-strand programmes can help to explain the paradox as to why nearly 100 million women (in India alone) have participated in self-help programmes despite modest global research evidence for micro-finance impacts on nominal incomes. Second, results argue strongly for the use of capability measures over agency measures focused solely on household decision-making to assess women's empowerment when structural causes of disempowerment, external to the household, are present and significant. What factors underlie the exclusion of some poor households from welfare programmes? This article analyses the question through a comparative examination of households' demographic characteristics, social capital and communities' spatial (dis)advantage as determinants of enrolment in three social programmes in Andhra Pradesh, India. The main findings indicate that traditionally marginalised demographic groups do not experience programme exclusion significantly more than other groups, but that households' social-network capital and communities' spatial advantage increase households' programme inclusion. Defining and measuring poverty drives substantial part of the poverty research. However, poverty is not just a latent concept, but a lived experience-occurring in contexts and with others. This study empirically finds how the Indian urban-dwelling individuals, who self-identify with middle class, construct poverty. It uses the Social Representations Theory to identify themes within and observe interactions of knowledge. For the first time, Q-methodology is employed to study social representations, integrating it with semi-structured interviews. Factor analysis was performed on Q data using PQMethod and the qualitative interview data were analyzed using thematic analysis with Nvivo. Both the analyses report plurality in how poverty is constructed visually, in metaphors and in rationalities. Textual data demonstrate how individuals organize representations for their purpose and how the process of communicating about a phenomenon becomes a personal project of constructing the self. In an examination of the relationships between imbalanced gender ratios and the growth–health–poverty nexus, a simultaneous equation model (based on panel data) identifies an adverse impact of poor health conditions on the gender ratio. Better health services and health outcomes can raise the survival rate of girl children and women, while a higher gender ratio (a greater presence of women) is associated with an increased survival rate of girl children. Economic growth alone is not sufficient to curb gender inequality, but the female labour force participation rate does have favourable effects on the gender ratio, indicating the wide social and economic implications of women's access to resources. This essay critically examines the discourse of participation in development finance directed at the poor in the Global South from national and international development agencies. This discourse, often termed financial inclusion, posits the ability of development actors to reach the poor involving them in important economic decisions affecting their lives, provides access to products that improve their material conditions, and ensures their credit worthiness through highly nuanced information technology and social media tools. The paper presents evidence from two ethnographically inspired studies undertaken by the author in India and Kenya to ascertain the ways in which the participatory discourse in finance is understood among societal participants themselves. The paper presents relevant epistemes for analyzing what 'grassroots' actors understand as their participation in development-oriented financial inclusion projects. The study forwards two major conclusions: (1) 'habits of authority' among various development actors thwart effective participation; (2) technology platforms that allow for successive innovations and interconnections from businesses and other organizations encourage financial inclusion. From research in central Chhattisgarh, this paper interprets the bearing that healthcare beliefs and practices may have in shaping maternal and child nutrition both in the light of biomedical recommendations and within the context and constraints of a rural village setting. It contends that health beliefs and practices that are at variance from biomedical recommendations appear to have few consequences for gestational nutrition and for child health in relation to pregnancy. In the postpartum however, health ideas at variance from biomedical recommendations appear to have an important bearing on maternal nutrition and infant feeding, and may put mothers and children at risk of nutritional deficiency. Maternal 'eating down' following a surgical procedure such as a caesarean delivery or tubectomy is especially noteworthy, since food intake quantity is reduced over an extended time frame. Previous studies have suggested a trait-like association between neighborhood deprivation and alcohol consumption. However, it is not known whether temporarily manipulating poverty and affluence states by exposure to stimuli signifying resource-scarcity or resource-wealth would influence alcohol-seeking behavior. Here, we aimed to investigate whether implicit exposure to affluence and poverty-related pictures would influence beer consumption. Participants in a "poverty" group viewed pictures depicting impoverished environments, and participants in an "affluence" group viewed images of wealthy environments. After priming, participants were provided with nonalcoholic beer (which they were told was alcohol-containing beer) and orange juice under the guise of a bogus taste test, to measure their alcohol-seeking behavior. Results showed that priming participants with a resource-scarce environment led to an increase in beer consumption (as a percentage of total fluid consumed), compared to priming with a resource-rich environment. The same pattern of results was obtained in both a Western European sample (Experiment 1) and a West Indian sample (Experiment 2). In Experiment 2, we also tested whether risk-taking behavior, measured by the Balloon Analogue Risk Task, was influenced by the environmental priming; no differences between groups were observed. These results provide the first experimental evidence that manipulation of poverty-affluence state, by brief exposure to pictures of impoverished or wealthy neighborhoods, can influence alcohol-seeking behavior in adult social drinkers. Having a bank account is widely regarded as the first step toward financial inclusion of the poor. Funds deposited in a bank account are also observed to lead to higher savings. Exploiting special features of the National Rural Employment Guarantee Scheme (NREGS) of India, our estimates indicate that households that receive NREGS wages through a bank do not appear to spend more on education than other comparable households that receive cash payment. The district level intention to treat specification produces similar results. The paper highlights the complex relationship between development and language and argues that poverty as a condition of underdevelopment is materialized in representation. Instead of limiting the scope of the topic to the rhetorical aspects of development thought, it is proposed that development language produces a specific reality of poverty while writing about it. Using a post-structuralist framework and drawing from various Planning Commission reports on poverty lines, the paper goes on to implicate these reports in the production of authoritative knowledge and the elision of the poor. Through the identification of the cut-off line, which distinguishes the poor from the non-poor, these reports control our ways of knowing and suspend our ability to imagine poverty in any non-institutional manner. Such representation not only omits poor’s everyday experience and converts poverty as experience to poverty as knowledge, but also predicates its objectivity on such elision. The paper also highlights the slippages and contradictions in these reports, and shows how in the seeming inevitability of poverty knowledge, people find innovative ways to appropriate and disrupt it. We characterized the impact of a Private-Public Partnership (PPP) on the continuum of HIV care (e.g., treatment initiation, ART effectiveness and loss to follow-up) among adults enrolled at a private hospital/ART link center in the southern state of Karnataka, India from 2007 through 2012. Data on 2326 adults in care were compiled using an electronic database supplemented with medical chart abstraction. Survival methods with staggered entries were used to analyze time to ART initiation and loss to follow-up as well as associated factors. Mixed effects linear regression models were used to assess ART effectiveness. The mean age of adults in care was 36 years; 40% were male. The majority were married, had less than primary education, and less than 45 US dollars (3000 Indian Rupee) monthly income. The mean CD4 at presentation was 527 cells/mm3. The median time from ART eligibility to initiation was 5 and 2 months for before and after the PPP, respectively (p < 0.001). Becoming eligible after PPP was associated with more rapid treatment initiation (Hazard Ratio: [95% Confidence Interval] 1.49 [1.11, 1.99]). Moreover, among the 1639 persons lost to follow-up, more rapid loss was observed before the PPP (12.77 months) vs. after (13.37 months) (p = 0.25) and there was a significant interaction between ART status and calendar time before and after the PPP (p < 0.001). Being on treatment was associated with a lower likelihood of becoming lost before the PPP (HR: [95% CI] 0.33 [0.27, 0.42]), but this association was reversed after the PPP (HR: [95% CI] 1.77 [1.54, 2.04]), p-value for interaction <0.001. Treatment response measured by CD4 was comparable before and after the PPP (p = 0.088). Our findings suggest that PPP models of ART delivery may improve HIV treatment initiation and loss to follow-up without compromising the effectiveness of treatment. This article aims to assess the impact of microfinance through a government-sponsored SHG–bank linkage programme (SBLP) of the National Bank for Agriculture and Rural Development (NABARD) in India, on poverty alleviation, employment, and achievement of financial inclusion in the Bodoland area of Assam. Empirical results from an impact evaluation showed that the programme had a positive and statistically significant impact on the monthly income, employment days, and financial inclusion level of participants of the SHG programme, compared to a control group of non-participants. In this first paper, we explain why traditional knowledge is an important theme in the study of Indian agriculture, especially given the crises routinely facing poor, smallholder farmers. We begin with an overview of some of the key authors who have written about the problems facing small farmers both within and outside India. Different authors have focused on different aspects of the benefits that can be derived from the local knowledge and skills of farmers, but these do not always pertain to organic farming. Our interest in organic farming is specifically about 'traditional' knowledge. With the industrialisation of agriculture in India and elsewhere, many poor, small farmers have been deskilled and placed into vulnerable positions. Traditional knowledge has been undermined, overwhelmed or has survived only in fragments. How 'traditional knowledge' might be retrieved, reinvented, reintroduced and modified so as to create a farmer-driven, sustainable and biodiverse agriculture is our concern. In the final section of this paper, we analyse the four situations we have been working on as examples of the possibilities and challenges facing the revival of 'traditional knowledge' in the villages of Kolkata, central India and Sikkim. Comparative studies often highlight the negative effects of federalism for welfare state expansion. We examine Brazil and India, which have both enhanced their welfare effort despite political fragmentation. We argue that federalism’s effects must be seen together with degrees of party system nationalisation. In Brazil, new social policies have reinforced a move towards greater party system nationalisation. Control over anti-poverty programmes has been recentralised leading to more even outcomes. In India, while the central government also introduced new social policies, expansion has been filtered by political regionalisation. This introductory essay reviews the scholarship on the politics of social policy, and shows the contribution of the special issue to explaining expanded welfare commitments in Brazil, China, India and South Africa in the twenty-first century. Much literature on welfare expansion in lower- and middle-income contexts views it primarily as a policy corrective to the economic dislocations produced by global economic integration. This special issue focuses on the political factors that are critical to understanding the shape social policies have taken and their effectiveness in ameliorating poverty and inequality.
