The paper mill “SCA GRAPHIC LAAKIRCHEN AG” is situated in Austria and produces 486,000 to of graphic paper per year. A yearly amount of 6,923,000 m3 of wastewater with a COD-load of 7,819,000 kg is treated on site (2005). The trend towards brighter paper grades requires more intense bleaching of mechanical pulp and increased usage of chelating agents and optical brighteners. These chemicals are difficult to degrade with biological waste water treatment. Higher bleaching dissolves more lignin, which is hard to degrade as well. As a result the COD removal efficiency in the biological stage of the wastewater treatment plant drops and additional measures for enhanced COD reduction have to be implemented in order to maintain given discharge limits. This article provides an overview of the selected papers of the 1st Joint European Stable Isotope Users Group Meeting (JESIUM) in Vienna, Austria from August 30 through September 3, 2004. The intention of JESIUM 2004 was to harness the spirit of the established national meetings and scale it up to a European level, to broaden the scope beyond national borders in order to discuss ideas and methodologies, foster new collaborations and provide a platform to air future ideas and applications in stable isotope research.

Strategic flood risk management of river catchments involves significant increases in the complexity both of the contents (e.g. the aims and measures) of a given strategy and also its social, spatial, and temporal scales. Conceptually, flood risk management research to date has underestimated the importance of time and temporality. This paper, which is based on ‘historical Institutionalism,’ introduces a temporal lens to focus on strategic flood risk management; it highlights issues of duration and timing as well as tempo and change in tempo with respect to the implementation of measures to reduce flood risk at catchment level. The application of a temporal lens is illustrated through empirical research into strategic flood risk management for the medium-sized Aist river catchment in Austria. The paper uses a longitudinal qualitative research design to analyze the changes in strategic flood risk management in the catchment. The analysis shows that strategy efforts in reaction to an extreme flood event in the catchment in August 2002 can be differentiated into three phases. Phase 1 is characterized by the design of ambitious catchment-wide management; Phase 2 by struggles to implement the strategy due to institutional conditions and protests by citizens; and Phase 3 by redesign of the initial strategic plan to make it less ambitious and by changes to the actor constellation supporting the plan. The present paper offers a process-oriented institutional explanation for this pattern of phases, and it highlights issues of timing and tempo. This paper briefly addresses the situation regarding early years and other teacher-training in Austria in order to clarify what is possible when there are reduced financial resources to offer regular small work discussion groups. The paper goes on to sketch out the author's attempts to give a group of 40 students the opportunity to learn from the experience of work discussion. The author uses extracts from case studies to show way in which students came to understand that unconscious meaning and connections could be made accessible to their conscious thinking in a complex way. This paper reports results from a quantitative curriculum study on literature modules in Austrian undergraduate teacher education programmes. In order to optimise course delivery in literature classes at the University College of Education Upper Austria (PHOÖ), reading habits and attitudes of 153 first-year EFL students for secondary school education were assessed in an online-questionnaire. The questionnaire examined students' exposure to literary texts, their self-assessment as avid readers, their performative literacy, and their preferred reading stance. Results show rather limited avid reading, a self-centred performative literacy as well as a profoundly pragmatic reading stance. Such habits and attitudes could not only jeopardise success within the current teacher education study programmes but also aggravate the well-known Peter Effect, rendering prospective EFL teachers incapable of inspiring enthusiasm for literary reading in their future students. Since its establishment, Islamic religious pedagogy at German-speaking universities has primarily faced basic questions like: What kind of methodological and didactic approaches can be employed in Islamic Religious Education (IRE) and how should the structural framework be designed? Analyses concerning these questions are often drafted via top-down approaches, which neither hypothesise from practice nor consider the perspectives of Muslim populations and parents. This paper gives a hearing to those voices from a practice-theoretical research perspective, which is built upon an evidence-based empirical analysis of everyday practical realities. The study of these realities was conducted in Austria, where IRE has been taught within the public education system nationwide since 1982/1983. This article evaluates the importance Muslim parents assign to religious questions among different concepts of education, and also deals with the question of which pedagogical approach they favour. Furthermore, the paper analyses the parents' position concerning religious formation in mosques and schools, and points out their related expectations, aspirations and worries. Consequently, the paper breaks new ground by profoundly illuminating the realms of experience of Muslim students and by providing the basis for pupils to be systematically taken into account in religious pedagogical and religious didactic approaches. This paper analyzes the potential for natural gas in Austria, the Czech Republic, and Slovakia in order to develop a model that accurately describes the adequacy of transmission capacities in the region up until the year 2035. Two scenarios are created using the model. The first scenario is based on the situation prior to the Russian-Ukrainian conflict, while the second scenario considers the conflict, allowing to observe its impact. In the Original Scenario, gas was an indisputable part of the energy mix, and it was desirable to increase the transmission capacity. In contrast, the Reduction Scenario aims to reduce gas consumption and to diversify the portfolio of suppliers, which makes its role uncertain. Under this scenario the flow distribution significantly changes and neglects the transit role of the selected region. The surprising result was that the flow through Ukraine became the main gas flowing from Russia. Both scenarios also shared a common outcome - the importance of storage capacities. The Austrian case emphasizes that Gender-Responsive Budgeting (GRB) is most successful if underpinned by legislation; however, overly detailed and rigorous guidelines might constrain advancements in the framework. This paper shows the 'blank spots' where GRB analyses were not undertaken, indicating the importance of formal checks and (independent) policy assessments to ensure meaningful analysis and planning of actions. Political support is crucial for diffusion; however, it is not a guarantee to fully exploit GRB's potential. Finally, training strengthens the starting basis for implementation and needs to be extended in later periods of the implementation. The paper studies the adoption of Gender-Responsive Budgeting (GRB), drawing on Rogers' model for the diffusion of innovations, for two major elements of the Austrian approach to GRB—regulatory gender impact assessments and gender aspects in audits—through document analyses. The study analyses the significant impact of the implementation context (such as the constitutional anchoring, the preparation plan, capacity building and methodological guidelines) on the results of the implementation. The research demonstrates that 'implementation' and the ultimate 'confirmation' of GRB vary across governmental sectors and successful meaningful application require complementary implementation activities. The aim of this paper is to analyse the definition of the new 'buzzword' of Social Business in general, as well as to analyse its contribution to the refugee integration and touch upon their challenges and barriers they encounter. In the past few years, Austria has witnessed a massive increase in the number of asylum-seeking refugees, which has sparked a heated debate about the methods of their integration process. Politicians have proposed several measures, still problems such as social inclusion or effective and targeted integration into the labor market have remained untouched. In order to answer the research questions, this study applies the qualitative method and is based on both primary and secondary data. The data is gathered from 10 interviews of social businesses in the field of refugee integration in Austria. Based upon this finding, it is of the utmost importance that social businesses garner the attention of the government and policies which should support their creation and development. This paper analyzes the use of language in the construction of identity in the constitution of an anti-state group, which is a part of the sovereign citizen movement in Austria. The group, called 'Staatenbund Österreich' ('Austrian Commonwealth'), had been active for several years before the government charged them with high treason. The group believes that the government is illegitimate – an assumption which allows them to legitimize their behavior. The movement, which is spreading across the globe, has started in the US in the 1970s, and yet, it is still impossible to estimate the actual danger they pose, even though they have been reported to become increasingly violent. The present paper investigates the constitution of the 'Austrian Commonwealth' in order to find out how they manage to create an identity for their group, how they legitimize themselves and their claims, and how their language use compares to other extremist groups. In some countries, far-reaching 'lockdown' measures to contain the spread of coronavirus were implemented early in 2020. In Austria, these early measures were met with a high degree of compliance among the country's population. In this paper, we draw upon qualitative interviews, and ask how people made sense of the restrictions imposed during the first lockdown in April 2020 and what shaped their compliance. Empirical research has so far tried to explain compliance by means of people's disposition and motivations as well as demographic and social characteristics. Instead of focussing on who is compliant, we aim to understand how people practice compliance. We do this by approaching compliance through the concepts of values and practice. First, our findings indicate that people assess whether measures are suitable and legitimate in relation to the values of science, the law, and morality. Second, people assign additional personal value to compliance by stressing its positive implications on their own lives. By adopting a nuanced perspective on compliance as inextricably linked to peoples' values and practices, our paper critically contributes to the political and scholarly discussion of pandemic public health measures. Understanding compliance through the lens of values shows how people make sense of the measures in the context of their everyday lives, helping us to move away from a binary understanding of (non-)compliance that has become morally charged. The Covid-19 pandemic and the intensified digitalization of life-worlds has especially affected younger generations, also in Austria. In this paper, we approach digital practices of 43 young adults between 16 and 18 years in a frame-analytical perspective to understand forms of politicization during the Covid-19 pandemic. We analyze memes in order to make sense of youth's life-worlds during the pandemic. The memes were created by youth as a result of a workshop series with the researchers. Our research shows that memes have provided a means for engaging and dealing digitally and emotionally with Covid-19-related problems. We show that the respective youth address educational, social and democratic issues by problematizing 'homeschooling as overburdening', a 'lack of planning' and 'social divisions'. Moreover, meme-creation offers a perspective on how youth express and create a 'sense of community' through digital practices. During the pandemic youth have increasingly come to understand and represent themselves as a group with shared experiences in digital space, going along with a positioning as 'younger generation' vis-à-vis older generations. We argue that the fact that the pandemic has affected youth heavily and the fact that they do not see their issues and needs represented by political representatives or media shows the potential and limits of digital spaces for younger generations to connect (politically). Recent years have seen increased interest in school-based whole-child development in the Austrian education system. Engaging with this context, the paper provides insights from a quantitative phase of analysis within a broader mixed-methods project that sought to ascertain teachers’ beliefs around character education in schools. An emphatic majority of respondents (94.6%) working in lower secondary schools believe that character education is more important for 10- to 14-year-olds in schools than good exam results. This confidence of educators in character education notwithstanding, the current education system in Austria presents numerous obstacles to the realization of holistic approaches to education which incorporate character development. In the Austrian context, a paradigm shift in education commencing in 2008 entailed a greater emphasis on evidence-based monitoring of learning outcomes, which many of our surveyed teachers see as detrimental to a holistic form of schooling. The supply of social housing has been marked by erosion and decline in most Western Europe countries since the 1990s, albeit with considerable variation in timing, speed and degree. Recently, it has been suggested that the sector has kept a more prominent position at the local level, at least in some cities. This paper scrutinizes this claim by comparing the development of social housing in two cities in two distinct national housing systems that have traditionally had a strong commitment to social housing: Vienna and Helsinki. To do so, we build a multi-dimensional framework that encompasses sector size, stock privatization, new housing production, and residualization. We empirically demonstrate a remarkable stability along these dimensions in both cases, albeit with some differences in degree. A number of factors need to be considered to explain this stability. This article examines the crises of post-war modernist housing estates in West Germany and Austria, illuminating the key differences that emerged despite the strong similarities in terms of urban design and share in overall housing stock. With an analysis of the different framing and narration in the professional discourse between 1960 and 1990, the paper reveals that the estates served as a battleground for negotiating broader socio-political questions, resulting in different politizations of the estates. By deciphering the complex and partly contingent entanglements between the built form and politics, the paper contributes to research on post-war modernist housing estates and to the reassessment of these urban structures. It also enhances our understanding of the varied perceptions and performances of the 'same' built structures, thereby opening up new perspectives for the ongoing discussions about the revival of mass housing. This paper is focused on the description and application of an extended version of the Interpolation Method for the damage localization where a statistical characterization of the indicator is proposed. The damage indicator is defined in terms of the probability of exceedance of a detection threshold corresponding to the accepted probability of false alarm. The verification of the accuracy of the novel indicator is carried out with reference to a real case study of a typical example of a European highway pre-stressed concrete road bridge, the S101 Flyover Reibersdorf Bridge built in Austria in the early 1960. Responses to ambient vibration have been recorded on the bridge both in the undamaged and in several different damage scenarios artificially inflicted. In the paper data recorded on the S101 have been used to check the accuracy of damage indicator for the several damage scenarios and its sensitivity to the statistic model assumed to describe the variability of the damage feature. This paper considers how many of the Communist refugees — German, Austrian and German-speaking Czechs — who were in exile in Britain during the Second World War, followed the dictates of the Party and returned home after the war to help rebuild their war-torn countries physically, politically, economically and socially. While the British authorities permitted the Czechs, as 'friendly aliens', to leave without too much delay, obstacles were put in the way of the German and Austrian refugees who frequently could not leave Britain until late 1946 or thereafter. The paper examines the relations between frustrated refugees and British officialdom as well as the reception the refugees received from their compatriots on their eventual 'homecoming'. Generally speaking, the returning Communists did not fare well. In Austria, the returnees, many of whom were of course Jewish, were met with continuing antisemitism as well as anti-communism; in Czechoslovakia, as the Cold War set in, some were arrested while others fled once again; and in the GDR, the preferred destination of the returning German Communists, the label of 'Westemigrant' could prove a considerable handicap. Previous research has repeatedly confirmed that students with special educational needs (SEN) are generally less accepted by their peers. Although inclusive teaching strategies and classroom characteristics are frequently hypothesised to improve students' social participation, empirical evidence is scarce. Therefore, the purpose of this paper is to investigate classroom characteristics and teaching practices that can help foster social participation, in general, and reduce the effect of lower social participation among students with SEN, in particular. The sample includes 518 students in 31 Grade 4 and 7 classes from Austria, of whom 99 are students with SEN. The results show that students with SEN receive fewer peer nominations and perceive their social participation to be lower compared to their peers without SEN. However, the association between SEN and self-perceived social participation is moderated by the social classroom climate, i.e. the difference becomes smaller when the social classroom climate is more positive. Furthermore, the higher the personalised instruction was rated by a student, the higher was his or her social status. The results suggest that interventions should focus not only on the improvement of individual students (with SEN) but also on changing the whole classroom environment. [ABSTRACT FROM AUTHOR]

While the multiliteracies framework proposed two decades ago has had a considerable effect on the field of second language (L2) teaching and learning, its successful implementation has been found challenging, both on the conceptual and practical levels. In this paper, we discuss the main hurdles of putting the approach into practice and argue for the use of the genre-based instruction in combination with key constructs of systemic functional linguistics (SFL) as a framework that can help address these challenges. Connecting the multiliteracies pedagogy with the genre-based approach, we delineate specifically how the literacy pedagogy moves and knowledge processes that constitute them can be implemented in content- and language-integrated L2 instruction. We illustrate the approach by reporting on the materials development project that focuses on a particular public discourse theme (banning the burka in Austria) and advanced literacy genre (Argumentative Discussion). The project serves as an example of formulating the advanced L2 learning goals and designing activity types that can be used for developing the multiliteracies curricula in other instructional and thematic contexts. Scholars increasingly highlight the role of individual agency for economic development in areas facing socioeconomic transformations. Based on an analytical framework of governance entrepreneurship, this paper explores how entrepreneurial individuals influence local decision-making and alter governance arrangements when implementing new economic development projects. It provides a case study analysis of two peripheral towns in Austria in order to gain a deeper understanding of individual relevancies and behaviour in regional economic development. The findings demonstrate how entrepreneurial individuals (re)arrange governance by (re)combining horizontal and vertical pipelines, mixing informal and formal practices, seeking individual legitimization, and promoting regional rescaling. The analysis also reveals the temporal nature of governance entrepreneurship and suggests differentiating between a long-term governance transition and a temporary governance shift. Overall, the paper provides a middle-range theory of governance entrepreneurship that might contribute to a deeper understanding of agency in regional economic development. [ABSTRACT FROM AUTHOR]

Data merge as a result of mergers between organizations that hold valuable data sets can create significant competitive advantage. The existing regime of Chinese merger control is based on turnover thresholds and might not be efficient for capturing data-driven mergers raising anti-competitive concerns. Also, the existing notion of relevant market definition and market power which form the backbone of the merger review might be of little use for assessing data-driven mergers. This paper analyses whether the Chinese lawmakers should introduce the transaction value-based thresholds to block data-driven mergers that might have serious anti-competitive consequence. Comparison is made with merger notification thresholds in Austria and Germany as they are the more active European member states when it comes to competition law enforcement in the data-driven era. Besides, both Austria and Germany have reformed their competition laws in 2017 to adapt the laws to the data-driven economy era. The new Austrian and German competition laws may well serve as inspiration for China. In addition, the paper also examines the definition of product market for data and what constitutes market power for that market. This paper argues that turnover-based thresholds can be inadequate to tackle competition law concerns due to data. Thus, transaction value-based threshold as an additional threshold of merger control would be a good option. The paper also argues that the existing notion of relevant market definition should be adjusted. Furthermore, the SAMR can no longer rely solely on market shares to evaluate market power. AbstractTenants all over the globe face the challenges of increasing rents and even forced evictions, particularly in the private urban rental sector. Affordable housing shortage and displacement have become severe societal problems for the lower- and middle-income segments. Certain legal institutions, including tenancy law, provide a decommodifying capacity for more tenure security and stability. This paper studies this capacity of tenancy law by comparatively examining the tenants’ and landlords’ rights in Austria, Germany, and Switzerland through the lens of decommodification. The focus is (1) on the rules of access to housing for new residents entering the housing market and (2) the rules of exit that govern the ability of the occupants to continue living in their apartments. Findings show that while tenants’ rights in Switzerland are weakly protected by law, tenants in Austria and Germany receive robust protection. Austrian and German tenants cannot be evicted at short notice, nor are landlords allowed to dismiss them unless they declare legitimate self-usage. Also, tenants remain protected from arbitrary rent increases in case of rental upgrading. Conclusions help practitioners to consider tenancy law as an influential way to counteract the market-driven dynamics in housing and to enhance the protective capacity within renting property. The main concern of this paper is providing a flexible discrete model that captures every kind of dispersion (equi-, over- and under-dispersion). Based on the balanced discretization method, a new discrete version of Burr–Hatke distribution is introduced with the partial moment-preserving property. Some statistical properties of the new distribution are introduced, and the applicability of proposed model is evaluated by considering counting series. A new integer-valued autoregressive (INAR) process based on the mixing Pegram and binomial thinning operators with discrete Burr–Hatke innovations is introduced, which can model contagious data properly. The different estimation approaches of parameters of the new process are provided and compared through the Monte Carlo simulation scheme. The performance of the proposed process is evaluated by four data sets of the daily death counts of the COVID-19 in Austria, Switzerland, Nigeria and Slovenia in comparison with some competitor INAR(1) models, along with the Pearson residual analysis of the assessing model. The goodness of fit measures affirm the adequacy of the proposed process in modeling all COVID-19 data sets. The fundamental prediction procedures are considered for new process by classic, modified Sieve bootstrap and Bayesian forecasting methods for all COVID-19 data sets, which is concluded that the Bayesian forecasting approach provides more reliable results. This paper examines the micro-determinants of unemployment durations and exits in Czechia, Poland and Austria. Our hazard estimates utilize EU-SILC data and identify national specificities in which individual, household and regional characteristics affect labor market outcomes. This concerns particularly the effects of education on job-finding probability, which are nearly absent in Poland, as opposed to Austria and, even more so, Czechia. However, the key results are common across countries: Unemployed women are less employable than unemployed men, even after controlling for explanatory covariates and the disproportionally high female selection to inactivity. Hanne Wassermann's contributions to teaching gymnastics and body culture during Vienna's interwar period took place within the rich contexts of ongoing developments in radium research, psychology, physiology and anatomy, and gynecology. This paper explores the movement theories she developed for her classes as well as the ways in which she distinguished her teaching from other renowned female physical culturalists of the time. In 'Tägliche Gymnastik', a workbook on daily gymnastics that Hanne co-edited with Jewish gynecologist Oskar Frankl in 1934, and other published and unpublished manuscripts, she described the psychological theories supporting her 'Gymnastik Methode'—mainly the principles of Gestalt psychology learned from psychologists Karl and Charlotte Bühler at the Vienna Institute of Psychology. She was able to tap into a remarkable network of associates and acquaintances, including celebrated physicians, scientists, movie stars, multi-millionaires, and royalty—and use their influence and status to popularize and begin to commercialize her 'Gymnastik Methode', as well as to assist her escape from Vienna following the Anschluß Österreichs (Annexation of Austria) and develop a successful career in massage and remedial gymnastics in North America. In this exploratory paper, we discuss local cultural political tensions in Austria's three largest cities (Vienna, Graz, and Linz). Against the backdrop of COVID-19, which hampered, yet also created new opportunities to host cultural events in public space, we analyze large-scale cultural events (Vienna and Graz), and a newly emerging cultural policy theme (Linz). Drawing on 30 qualitative interviews with cultural politicians, administrators, cultural producers, and artists (2020–2022), situational mapping, and the analysis of media coverage, we unpack (1) agential conflicts that manifest in unequal access to funding and decision-making; (2) symbolic conflicts that variously instrumentalize culture; (3) procedural conflicts that problematize lack of transparency and collaboration; and (4) spatial conflicts that materialize in diverging views about safety, cleanliness, and ownership of public space between state and self-organized cultural actors. Ultimately, we argue for a conflict-oriented approach to cultural policy to grasp the interrelations between power, agency, and space in cultural politics. [ABSTRACT FROM AUTHOR]

This article investigates the formation of a transnational secret police corps in the Habsburg Empire in post-Napoleonic Europe. It shows that widespread anxieties in imperigal Austria following several nineteenth-century revolutions (1830, 1848) led to the recruitment of secret police agents, who operated across Europe. These agents were used to keep track of revolutionaries and radical organizations beyond the empire's borders, who – in the authorities' perception – might be detrimental for state security. The article uses a microhistorical approach to analyse this state institution and follows closely the lives and careers of several such agents. It thus delivers a transnational and 'from below' perspective on nineteenth-century Austrian state formation. Before the onset of COVID-19, the political mood in Europe shifted to the right. This is indicated, for example, by efforts to close the borders to migrants, an undermining of legislative and executive democratic structures as well as restrictions on free speech. Such anti-democratic developments have also impacted gender equality – at the level of policy and in daily life. Our paper aims to examine the policies on gender equality of the center-right Austrian government from 2017 to 2019 and their influence on feminist organizing. Applying a participatory, action-based research approach in the context of a neoliberal conservative nation state, the data shows a clear backtrack from a pluralist perspective of gender equality policies and regression towards heteronormativity, complemented by a focus on the gender binary that discounts the social construction of gender. Spatial CGE models rely on detailed multiregional input–output (MRIO) tables. This paper compares two different approaches to compiling MRIO tables for Austria – an algorithm-based approach that regionalizes national input–output tables (IOT) and generates trade estimates using a predefined set of regional variables (i.e. Horridge's algorithm), and a hybrid approach that uses as much regional and interregional data as possible. We investigate whether we observe differences in CGE simulation results that use them. Results from an aggregate simulation are surprisingly similar. So the algorithmic approach is, in fact, effective in making an MRIO from a national IOT. But noticeable differences appear at the sectoral level. How distancing requirements in the COVID-19 pandemic transformed intimate relationships is under-researched. Against the backdrop of research on the HIV pandemic, the paper departs from the assumption that decreased legitimacy of intimate arrangements and subjective worry about the likeliness of infection may reduce the frequency of multiple sexual contact and intimate well-being during the pandemic. Based on findings from a quantitative study which included measures of risk perception, frequency of contact with sexual partners and communities, concealment, as well as relationship quality in Austria and Germany, this paper examines sexual behaviour in association with relationship status and sexual identity. Analysing data from a convenience sample of 4,709 respondents, of whom 24 per cent identified as LGBQA+, 2 per cent as non-binary, and 6 per cent as consensually non-monogamous, bivariate analysis found significant differences in social distancing, frequency of contact with sexual communities and satisfaction with current sex life. Text analysis of the survey's open-ended responses indicates monogamisation due to declined legitimacy of less conventional intimate arrangements during the pandemic. Findings point to the importance of the sexual morality that defined pandemic experiences in times of HIV for understanding normative pressure on intimate life during COVID-19. The EU's identity is said to shape its role as a 'normative actor' promoting universal democratic values, including to its neighbourhood. Yet a competing civilizationist version of European identity – increasingly invoked on the radical right – frames Europe as representing 'Judeo-Christian' values in opposition to non-European cultures, especially Islam. This paper argues that these identity variations shape divergent responses to foreign policy challenges, by showing the growing influence of civilizationist discourse on European attitudes towards the Israeli-Palestinian arena. The paper focuses on Austria's 2017–2019 ÖVP-FPÖ coalition to identity links between rising civilizationist politics and significant policy shifts regarding the Israeli-Palestinian arena. Since the 1990s, sub-federal units have become increasingly active in trade politics, a domain that is usually an exclusive jurisdiction of the federal level. Conceptualizing this process of institutional change as federalization, this paper adopts a most similar case design to examine how four factors interact to generate different patterns of trade policy engagement in Switzerland, Austria and Germany. The study suggests that institutional resources and preference intensity are crucial to explain long-term variation in all three federations, while the role of party politics and social mobilization are contextual rather than causal factors. This commentary describes how a grassroot-led partnership initiated by members of the organisations World Federation of NeuroRehabilitation and Collaboration of Aphasia Trialists is addressing the marginalisation of people with aphasia, through education and knowledge exchange related to communication partner training of health professionals. A partnership between academics and healthcare professionals across Austria, Denmark, Egypt, Ireland, Greece, India, Serbia and the United Kingdom was established in 2020. Through bimonthly online sessions in 2021–2022 a Danish communication partner training program was introduced while six teams adapted and translated the training and its materials to their local contexts. A collaborative partnership enabled multiple translations of an existing communication partner training program for healthcare professionals working with people with aphasia to support a sustainable delivery model that is linguistic and culturally sensitive. Year-end spend-downs have received a lot of attention in public policy and public administration, and a number of budgeting and accounting reforms have been made to tackle this issue. While carry-overs have been thought to be a remedy, their effect remains empirically under-investigated. This paper applies a mixed-method approach to provide empirical evidence for year-end spending surges, and to analyse the effect of changing carry-over rules in Austria. The authors uncover the reasons behind spend-downs: uncertainty about carry-overs and their use, and the risk of losing unspent appropriations and efficiency savings seem to explain year-end spend-downs. The findings offer support for prior calls in the academic literature to take time and volume limitations into account when designing and implementing carry-over rules. The evidence presented here has important implications for policy-makers and managers. Using the case of Austria, this paper investigates year-end spend-downs in government, and one of the most common 'remedies'—carry-overs. Unrestricted carry-overs are likely to jeopardize aggregate fiscal targets, and highly restrictive rules about carry-over can lead to a loss of trust between central government entities and the ministry of finance. Surprisingly, carry-over rules themselves have led to year-end spend-downs. The authors explain the criteria/limitations that policy-makers, treasury officials, and financial directors and managers in central government departments and agencies need to consider when designing and implementing carry-over rules. To investigate determinants of willingness to adopt telerehabilitation, willingness of technology use, core affect regarding using telerehabilitation, and digital competencies in rehabilitation professionals in Austria and Germany before and during the COVID-19 pandemic. A cross-sectional paper-based and online survey was conducted before and during COVID-19, respectively, with three cohorts of rehabilitation professionals. Outcomes were the willingness to adopt telerehabilitation evaluated using the extended Unified Theory of Acceptance and Use of Technology; willingness of technology use using the short scale for assessing the willingness of technology use; digital competencies and core affect using the Digital Competence Framework and semantic differential, respectively. Multivariate ordinal regression analysis was performed to determine predictors. Included were 603 rehabilitation professionals. Analysis revealed differences between Austria and Germany and before and during the pandemic for most outcomes. German residency, the pandemic, and a higher educational level were most important predictors of higher willingness to adopt telerehabilitation, willingness of technology use, digital competencies, and positive core affect. The pandemic increased most aspects of willingness to adopt telerehabilitation, willingness of technology use, digital competencies, and positive core affect. Results confirm that rehabilitation professionals with higher degrees are more prone to adopt innovations in healthcare.Registration: German Clinical Trials Register (DRKS00021464) The willingness to adopt telerehabilitation is associated with external factors increasing the need for alternative rehabilitation delivery, such as COVID-19, and with financial facilitators, such as reimbursement. As the willingness to adopt telerehabilitation is higher among speech and language therapists and dietitians, efforts are necessary to enhance its use in physiotherapists and occupational therapists. As a higher willingness to adopt telerehabilitation was observed in younger rehabilitation professionals and those with higher education, increasing the importance of telerehabilitation in education curricula and further knowledge transfer into practice for those already working in the field seems necessary. The Intergovernmental Committee for European Migration (ICEM) played a key role in handling the Hungarian refugee crisis of 1956. It was this body, established in 1951, that organised the registration and transport of some 200,000 Hungarian refugees in Austria and Yugoslavia. This paper examines this international migration organisation in the 1950s based on the archives of the ICEM and the UN Secretariat, as well as on US, British and French foreign policy documents. It focuses on the workings of the ICEM concerning the Hungarian refugee crisis and its influence upon the subsequent history of the organisation. [ABSTRACT FROM AUTHOR]

Decision making in pavement management relies on current road condition and the condition forecast. In this study, it is shown that both the condition forecast as well as the condition measurements are affected by uncertainties as demonstrated in a literature review and in preliminary studies of road condition data. If these uncertainties are to be considered in forecast models, the need for a probabilistic approach is evident. In this study a methodology based on an Extended Kalman filter (EKF) was developed and tested, which allows combining both empirical models and collected condition data for the development of section-based pavement forecast models. The model has been validated to predict the condition state effectively for all selected condition indicators. All relevant steps for the condition forecast have been implemented into a prototype to evaluate the applicability of the methodology using collected data on road networks from Germany, Austria, and Switzerland. The spillover of racism towards welfare opinions has previously been studied in several countries. This paper analyses how racism and welfare are formed intertwined in Austria. This remains an important topic, as the welfare state not only distributes material resources but is also seen as a site of socialization – at least within the German-speaking literature. Besides identifying a potential spillover effect within survey data for Austria, the article also discusses how the topics of the racialized, especially in the form of the migrant "other" and welfare state and support, are rhetorically linked within newspaper articles. Four rhetorical strategies are distinguished within the empirical material using the notion of the undeserving "other" to argue, among others, for general welfare state cutbacks. These strategies also introduce arguments for extreme cases of social exclusion within the welfare state that affect existing views on, and possibly also, society and social life itself. General education of visually impaired individuals is a significant challenge for educators, policymakers, and researchers. This study investigates the specificity with which people with blindness or ultra-low vision (acronym PU is used for the purpose of this paper) perceive the characteristics of reproductive plant parts (spore-bearing parts of mosses and ferns and seed-bearing parts of conifers and flowering plants) during their multisensory exploration. One hundred participants with visual acuity worse than 3/60 from Austria and Montenegro participated in the research. This research uses descriptive and mixed methods of content analysis. The results of this study have shown that PU can perceive the characteristics of reproductive plant parts, which is necessary for both their primary and secondary biological education. There is a discrepancy in the sequencing of the learning content in the biological textbooks from which PU are taught about plants and the sequencing of the descriptions based on the multisensory exploration of the participants. The descriptions of reproductive plant parts in learning material for students with visual impairment should be aligned to their multisensory perceptions through both macro and micro adaptation.
