Knowledge is an essential ingredient for economic development, growth and gaining a competitive advantage. In order to produce novel and valuable knowledge, it is advantageous, perhaps vital, to rely on insights gained from prior research efforts. Those knowledge spillovers (KS) provide the rationale for sustained economic growth and produce unique place-based knowledge spaces. Due to the spatial embeddedness and stickiness of knowledge, most investigations mainly pay attention to the localized nature of KS, but what about those spillovers from other jurisdictions, or perhaps even from across the globe? To analyse the role played by international KS, the present study investigates to what extent international KS shape the evolution of the UK science and technology space. The first step involves creating knowledge spaces following the methodology outlined by Kogler et al. (2013; 2017) for the period 2006-15. Subsequently, we are following the paper trail of publications and patents developed by UK authors and inventors to depict to what degree international KS in specific science and technology domains have contributed to the production of novel knowledge in the UK. The results indicate that four out of five citations made in publications and patents in the UK are the works of authors and inventors residing elsewhere. This has important policy implications considering recent tendencies to curtail trade and the free movement of labour, all of which contribute to the diffusion of knowledge. [ABSTRACT FROM AUTHOR]

The article focuses on the papers of the 19th-century British art connoisseur and curator George Scharf. The author notes that the papers, which are housed at the National Portrait Gallery in London, England, represent a remarkable repository of unpublished information regarding hundreds of old master paintings. Particular focus is paid to a series of papers relating to the art collections of the industrialist Abraham Darby IV and the art dealer John Watkins Brett. The paintings, which toured the U.S. in the 1830s, are related to early efforts to establish the first American national gallery. In addition, the author comments on the display of the paintings at the "Art Treasures of the United Kingdom" exhibition held in Manchester, England in 1857.

The November 1997 White Paper (WP) Eliminating world poverty: a challenge for the 21st century is only the third ever substantive WP on Britain's aid policy. It offers a focus on poverty, emphasises partnerships for sustainable development and ranges over far wider issues than just aid. It makes some significant departures from previous White Papers by Labour governments, partly reflecting a changed Labour Party but also following an evolution that is taking place in international development cooperation more generally. The 1997 White Paper also displays some continuities with the past, however. Policy effectiveness will depend inter alia on circumstances external to the UK and on the Department for International Development's political effectiveness in central government. London goldsmith-bankers' development of paper credit-money in the seventeenth century ushered in the era of modern banking. This essay argues that this innovation of paper credit-money by goldsmith-bankers was the institutionalisation of the double-ownership scheme known as trust. This trust scheme was at the centre of the custom or morality that underlay the political struggle between the Crown, landowners, and the bourgeoisie in early modern England, the struggle from which goldsmith-banking and, later, joint-stock banking developed. This double ownership remains a central feature of the present banking system. Also during the financial boom of the late twentieth century, which ended in the present world financial crisis, the trust scheme was used extensively by many financial firms, such as mutual funds, pension funds, and asset-securitisation trusts. The relative economic decline of Britain since the last quarter of the nineteenth century has often been attributed to its firms' continued prediction for small-scale batch production and highly skilled labor. Britain's loss of leadership in paper making in the second half of the nineteenth century was most apparent in the level of output it and its main competitor, the U.S., produced. While in 1860 both the U.S. and Britain shared the honor of the being the world's biggest paper producers, each with around 100,000 long tons of paper and board per annum, by 1914 the United States had shot out ahead; in that year manufacturing some 4,705,400 tons to Britain's 1,110,000. This changing fortune of the British industry in the late nineteenth century was clearly recognized by contemporaries. Many of these observers noted that, in addition to the advantages that nature had bestowed on the American industry in terms of cheap and accessible supplies of wood and energy. The idea that the U.S. had established a lead in paper-machine technology by 1900 also appears to be supported by the different types of data available from the period.

This article synthesizes ideas that emerged over the course of a 10-week symposium titled "Teaching Reproducible Research: Educational Outcomes" https://www.projecttier.org/fellowships-and-workshops/2021-spring-symposium that took place in the spring of 2021. The speakers included one linguist, three political scientists, seven psychologists, and three statisticians; about half of them were based in the United States and about half in the United Kingdom. The symposium focused on a particular form of reproducibility--namely computational reproducibility--and the paper begins with an exposition of what computational reproducibility is and how it can be achieved. Drawing on talks by the speakers and comments from participants, the paper then enumerates several reasons for which learning reproducible research methods enhance the education of college and university students; the benefits have partly to do with developing computational skills that prepare students for future education and employment, but they also have to do with their intellectual development more broadly. The article also distills insights from the symposium about practical strategies instructors can adopt to integrate reproducibility into their teaching, as well as to promote the practice among colleagues and throughout departmental curricula. The conceptual framework about the meaning and purposes of teaching reproducibility, and the practical guidance about how to get started, add up to an invitation to instructors to explore the potential for introducing reproducibility in their classes and research supervision. The article focuses on developments relevant to education in Great Britain as of October 1973. Nigel Grant, reader in education at the University of Edinburgh, joined the Editorial Board of "Comparative Education" magazine. The eight session of the Standing Conference of European Ministers of Education was held in June 1973, which focused on "The Educational Needs of the 16-19 Age Group." UNESCO released its latest publication "Present Problems in the Democratization of Secondary and Higher Education." The Schools Council and the Standing Conference on University Entrance published the Working Paper 46, entitled "16-19: Growth and Response, 2. Examination Structure" and Working Paper 47, "Preparation for Degree Courses."

Internationally, research comparing education systems across countries and jurisdictions is valuable and can elicit nuanced insights into how particular systems operate. This paper's interest lies in considering the scope and content of research comparing education systems across the four UK nations (England, Northern Ireland, Scotland and Wales). This study sought to determine the coverage of UK cross-national comparative education research ('home international' research) between 2000 and 2022. We chose this time period as 1999 marks the devolution of education policy to each UK nation. We aimed to investigate what educational issues had been discussed in the literature and identify any gaps in the content covered by the research. An exploratory, high-level review of 'home international' education research was conducted, based on the review of abstracts. We searched several research databases using a variety of keyword combinations to identify relevant literature published since 2000. Our search identified 53 studies that met our selection criteria. Using a meta-synthesis approach, we coded the content of each abstract to build a picture of the range and thematic coverage of research involving comparisons between at least two of the four UK nations. The analysis of abstracts identified that, over the last two decades, UK 'home international' research has tended to include comparisons of all four nations, coverage of multiple educational phases and a focus on national education policy reviews. Furthermore, we pinpointed a number of gaps in coverage that might not have been anticipated (e.g. relatively little cross-national research focusing on assessment). This high-level review uncovers the landscape of recent 'home international' research, allowing us to view issues that are driving the cross-national research agenda in the UK and recognise implications relevant to education systems that may resonate with jurisdictions beyond these four UK nations. The present article explores the structure of and recent developments in research activities in the polar regions. Based on a bibliographic study of published papers indexed in the ISI Web of Science during the period 1981-2007, we have analyzed trends in publication, scientific disciplines and subdisciplines, coauthorship, and international collaboration within the field of polar research. We have uncovered several rather striking trends. Scientific output in terms of refereed publications has increased far more rapidly in polar research compared to science in general, quadrupling rather than doubling over the surveyed period. There is a nearly 1:1 ratio between papers covering the Arctic relative to the Antarctic, with the vast majority within either the geosciences (40%) or biology (33%). There has been particularly a steep rise in the number of climate-related papers. The U.S.A. is by far the largest contributor to polar research on both the Arctic and the Antarctic, followed by Canada, the U.K., Germany, Norway, and Russia. The number of coauthored papers has grown markedly, reflecting geopolitical shifts and changing national and international funding priorities during the period. We believe our publication-based survey reveals interesting developments in scientific activities and international cooperation in general, and in polar science strategies and priorities in particular. Hospitality management provision in higher education in the UK is well established, though most courses are overly concerned with developing "how to do" skills in graduates. This paper argues that this "how to do" culture is reinforced by student learning needs, as well as the industrial experiences and learning preferences of staff. This "how to do" agenda is also reflected in much research output. The paper reports briefly on the 2018 Council for Hospitality Management Education (CHME) research conference, and confirms that much research is practitioner linked and overly reliant on a narrow band of research methods. A more research-active academic culture would lead to more critical thinking in research methods as well as in course delivery and assessment. The inclusion of increased social science content in hospitality management programmes would also create a scientific underpinning to these courses that engage critical thinking. Finally, the paper suggests that programmes might benefit from the deliberate inclusion of topics that are purposely not relevant to the vocational mission. [ABSTRACT FROM AUTHOR]

In 2005 Rev. Michael Roden, the vicar at Church of England church of St Mary's in Hitchin (a small town about 30 miles north of London) was invited to India to give a series of sermons to Indian Church of England congregations. He was struck during his visit by the scars in Indian society that he thought were the remnants of Partition's aftermath. His visit set him thinking about the ways in which Partition has shaped British as well as Indian and Pakistani society, and about how little people in the UK know about the calamitous results of British policy at the time of decolonization. In particular, he wondered about why it was the case that Partition had never been taught in schools in the UK, and why children were coming out of school with no understanding of the forces which had created a multi-cultural society in the UK over the course of the twentieth century. Reverend Roden contacted the University of Cambridge's Centre of South Asian Studies and set in train a series of events that would lead to Partition being included in the curriculum of all Church of England schools in England and Wales. This process was to engage politicians, academics, playwrights, television companies and members of the general public. It would lead to more than teaching in the classroom – a swathe of television documentaries, for example, were broadcast around he 70th anniversary of Partition in 2017, providing information about a part of the shared UK/South Asian past which has been largely neglected in Britain. Alongside this process, the Centre of South Asian Studies also prepared an exhibition of materials from its own archive collections which ran from August 2017 and drew in thousands of visitors. This paper will examine the ways in which the process of presenting Partition to the people of the UK was fashioned and followed, and the nature of the output which resulted from it, looking at the ways in which academe can interact with public opinion and public knowledge in meaningful and positive ways. Soils have the potential to sequester and store significant amounts of carbon, contributing towards climate change mitigation. Soil carbon markets are emerging to pay farmers for management changes that absorb atmospheric carbon, governed by codes that ensure eligibility, additionality and permanence whilst protecting against leakage and reversals. This paper presents the first global comparative analysis of farmland soil carbon codes, providing new insights into the range of approaches governing this global marketplace. To do this, the paper developed an analytical framework for the systematic comparison of codes which was used to identify commonalities and differences in approaches, methods, administration, commercialisation and operations for 12 publicly available codes from around the world. Codes used a range of mechanisms to manage additionality, uncertainty and risks, baselines, measurement, reporting and verification, auditing, resale of carbon units, bundling and stacking, stakeholder engagement and market integrity. The paper concludes by discussing existing approaches and codes that could be adapted for use in the UK and evaluates the need for an over-arching standard for soil carbon codes in the UK and internationally, to which existing codes and other schemes already generating soil carbon credits could be assessed and benchmarked. In early 2022, the UK government published its White Paper on Levelling Up the UK, arguably the most important spatial policy document for more than 80 years. There is much that is innovative in the White Paper, but also some key limitations and weaknesses. At a time of economic and political upheaval in the UK, it is imperative that the levelling up agenda in the White Paper is not de-prioritized or submerged by other challenges, but is used as the foundation for a truly radical approach to reducing geographical economic inequalities across the country. Our focus in this article, therefore, is one of constructive criticism, to argue how some of the fundamental aspects of the White Paper need to be reinforced and emboldened if the policy is not to fail. Background: Global health research partnerships, which promote the exchange of ideas, knowledge and expertise across countries, are considered key to addressing complex challenges facing health systems. Yet, many studies report inequalities in these partnerships, particularly in those between high and low-and-middle-income countries (LMICs). Objective: This paper examines global research collaborations on community health worker (CHW) programmes, specifically analysing the structures of authorship teams and networks in publications reporting research on CHW programmes in low-income countries (LICs). Methods: A sub-set of 206 indexed journal articles reporting on CHW programmes in LICs was purposefully selected from a prior review of research authorship on CHW programmes in all LMICs over a five year period (2012–2016). Data on country and primary organisational affiliation and number of publications for all individual authors, programme area (e.g. maternal child health) and total citations per paper were extracted and coded in excel spreadsheets. Data were then exported and analysed in Stata/ICV.14 and Gephi. Results: The 206 papers were authored by 1045 authors from 299 institutions, based in 43 countries. Half (50.1%) the authors came from LIC-based institutions, 43.8% from high-income country (HIC) institutions, 2.9% from middle-income country (MIC) institutions and 3.2% had different first affiliations in different publications. Authors based in the USA (302) and UK (68) accounted for just over a third (35.4%) of all authors. Partnership patterns revealed a primary mode of North–South collaboration with authors from the US, and to a lesser extent the UK, playing central bridging roles between institutions. Strong network clusters of multiple-affiliated authors were evident in research on MCH and HIV/TB aspects of CHW programmes. Conclusion: Knowledge production on CHW programmes in LICs flows predominantly through a pool of connected HIC authors and North–South collaborations. The December 2008 special issue of the Oxford Review of Education provided a review of education policy during Tony Blair's tenure as Prime Minister. This paper forms a response to the ten contributions to that special issue and discusses some of the issues raised in them. While a few positive aspects of education under New Labour were identified in the special edition, it focused more on the failures of New Labour than its achievements. A common theme to emerge from the papers included the government's pursuit of neo-liberal market policies at the expense of its professed commitment to social justice. While accepting that the government's failure to tackle the differences in educational outcomes between advantaged and disadvantaged pupils constitutes a major failing, the present author argues that significant achievements, such as early years provision, were neglected in the special issue. He also discusses the electoral considerations facing New Labour and the personal role of Tony Blair in determining policy. The paper goes on to consider whether New Labour's education policy has changed since the departure of Blair and identifies some hints of a potentially more progressive approach developing under Brown. It concludes by suggesting that contributing towards a debate about alternatives to Blairite policies should now become a priority for the 'educational establishment'. [ABSTRACT FROM AUTHOR]

The article reports on issues related to the decision to produce hydrogen weapon and the recently issued Statement on Defense which have sparked a series of parliamentary debates on atomic weapons and their social effects in Great Britain. The Statement on Defense in 1955, which was published as White Paper, has laid out the government's views and policy on nuclear and conventional forces. The said Defense White Paper has brought the differences in the Labour party. A large minority, led by Aneurin Bevan, insists that hydrogen bomb should be used only as a last resource, and objects to the implications in the White Paper. The rest of the party are seen to have split among extreme pacifists. The Conservative party, on the other hand, accept the hydrogen bomb as a deterrent.
