This article shows how the existence of a community of European practitioners in the Jerusalem area gives substance to the European stance on the Israeli–Palestinian conflict. The often-stated European Union (EU) support for a two-state solution could appear meaningless in the absence of peace negotiations. However, European diplomats (i.e. diplomats of EU member states and EU officials) in the East Jerusalem–Ramallah area are committed to specific practices of political resistance to Israeli occupation and recognition of Palestinian institutions. These practices have led not only to a specific political geography of diplomacy, but also to a community of practice, composed of European diplomats and based on their daily experience of resisting occupation and bestowing recognition. European security is at a critical juncture and many have called for a more coherent and efficient response, involving both the EU and NATO. However, the primary tool for EU–NATO cooperation, “Berlin Plus”, has been stuck in a political quagmire since the mid-2000s, making a lot of scholars to conclude that this cooperation is obsolete and outdated. This article is challenging this view by analysing a range of informal but regular interaction patterns that have emerged. Using practice theory, it sheds new light on and explores how EU and NATO staff at all levels engage in informal practices on various sites in headquarters in Brussels and in field operations. A study of EU–NATO cooperation as practice focuses on the everyday, patterned production of security as well as what makes action possible, such as (tacit) practical knowledge and shared “background” knowledge (education, training, and experience). The article also discusses the extent to which shared repertoires of practice may evolve into loose communities of practice that cut across organisational and professional boundaries. Using the test cases of Afghanistan and Iraq, this study illustrates how alliances work to mitigate the conflicting frames that party structure and media access provide in the Global War on Terror, which leads to more cohesiveness in the North Atlantic Treaty Organization (NATO)–led coalition in Afghanistan as opposed to the U.S.-led coalition in Iraq. The approach utilized here extends the theory on alliance capability and uncertainty by arguing that alliances reduce uncertainty among member states on a strategic objective. This is particularly relevant when examining asymmetric, limited conflicts, where party structures and media access can work to disseminate conflicting frames to a domestic populace, who then can pressure their leader to withdraw from a coalition. In early 2012, NATO's then-Secretary General, Anders Fogh Rasmussen, unveiled the Connected Forces Initiative (CFI), an effort designed to increase allied interoperability and readiness. Through three lines of effort – training and education, exercises, and better use of technology – the CFI is intended to help the alliance maintain the operational and tactical interoperability it developed in Afghanistan. At first glance, the CFI appears to represent an example of the claims of some neo-institutionalist scholars that there is a shift in the locus of governance from member states to NATO. However, this article takes a deeper look and concludes that in fact the locus of security governance is not shifting, at least not in this instance. Member states of the alliance retain several means of controlling and influencing NATO, thereby preventing it from developing a significant degree of autonomy, in contrast to the European Union or United Nations. This article seeks to explain the basic dynamics of the development of the German military approach in Afghanistan between 2003 and 2010 by looking at the impact of the Bundeswehr’s established uses of historical experience. First, the German military approach in Afghanistan has slowly evolved from a peacebuilding and mediation mission towards a full-fledged combat deployment. Second, the Bundeswehr’s exclusive focus on the World War II experience has contributed to the emergence of the Balkans experience as a formative experience that shaped initial operational thinking in Afghanistan. Third, because a thorough debate on the historical foundation of counterinsurgency remained absent, the operational shift in 2009 was perceived as a return to ‘classical’ military tasks and thus led to an almost exclusive focus on training for combat. This study seeks to identify and explain the key factors supporting the bid of Taiwan [Taipei] to host the 2017 Summer Universiade. In tackling this subject, this study employs content analysis to elucidate how and to what extent the issues associated with this successful bid are portrayed by investigating a collection of material, including nine interviews and a review of published and unpublished documentary materials derived from government reports, parliamentary debates, academic journals, and media commentaries, among other sources. The study concludes that the experience of having hosted international sporting events, having existing facilities and venues, and having tacit consent and support from China were all important contributing factors to Taiwan's success. This article critically examines the lethal and growing threat posed by the Nigeria-based Islamist terrorist group Boko Haram or People Committed to the Propagation of the Prophet's Teachings and Jihad. Specifically, the article explores the group's emergence and grievances, as well as its increasing links to the global jihad as spearheaded by al-Qaeda in the Islamic Maghreb and its affiliates like the Somalia-based al-Shabaab. The article then evaluates how the Nigerian state and countries fighting terror abroad, like the USA, have responded to the Boko Haram threat. The complex relationship between democracy and development has been extensively discussed in academic literature. However, we do not have much knowledge of how this translates into donor practices. How does the European Commission (ec) deal with tensions arising from promoting democracy and development? To answer this question, this article operationalises the distinction between ‘democracy promoters’ and ‘developmental donors’, focusing specifically on budget support and governance incentive tranches. Empirically we examine the implementation of the ec’s budget support and Governance Incentive Tranche in Ethiopia (2005–10), a case where the dilemma between democracy promotion and development cooperation is particularly strong. Investigating the position of the ec along the democracy promoter versus developmental donor continuum, we conclude that the ec’s position lies between these extremes. However, in the case of budget support, a shift has been made away from the Commission being a democracy promoter and towards the role of developmental donor. [ABSTRACT FROM PUBLISHER]

Between 2002 and 2008, the European Union simultaneously applied interventionism and the promotion of local ownership as policy approaches in its peacebuilding efforts in Bosnia and Herzegovina. This article introduces an analytical framework to evaluate the coherence of the EU's policies and applies this framework to two case studies involving the police sector: the EU's support to the fight against organized crime and to negotiations on a police reform. The article concludes that the two policy approaches applied by the EU were incoherent and that this incoherence contributed to the failure to achieve police restructuring in Bosnia. The increasing privatization of military and stability operations has received considerable scholarly attention. Existing scholarship, however, has largely focused on the privatization of state foreign policy, overlooking the empirical analysis of international organizations' use of commercial actors in the conduct of crisis management operations. The present study fills this gap by investigating the role of commercial contractors in supporting European Common Security and Defence civilian and military missions. By doing so, the article intends to advance the empirical knowledge of the privatization of foreign policy activities and the scope, determinants and future prospects of EU reliance on commercial actors for CSDP crisis management operations. Asymmetric growth in foreign policy dynamics and power posture between China and India at the regional level is the new contour of current Asian politics. One vital aspect of it is the multilateral power politics or engagement through which rising powers connect and integrate with regional vis-à-vis global conditions in order to contend and compete with each other's strategic interests and primacy. This Asian rendezvous is part and parcel of the rhetoric of liberalist sentiments, which realistically do not work in favor of the developing countries' relationships. The history of the China–India bilateral discourse suggests that. In today's context, the increasing multilateral engagement between the two countries is a potential medium for denying space and holding an edge over each other's priority of acquiring assorted global resources, forming an Asian and a global identity, and notably in securing respective national strategic objectives. Current foreign policy contours of both countries are quite different from the previous order and politics. The boundary will continue to be the fundamental problem in their bilateral discourse, while the Asian discourse of Sino–Indian multilateral politics will be decided by their competition and power rivalry in resources and identity. Security Sector Reform (SSR) has developed into a key component of international peacebuilding agendas. However, there is a lack of sufficient knowledge of the advantages and drawbacks of different reform processes. This study offers a comparative analysis of two post-war states with diverse approaches to the reconstruction of the national armed forces after a civil war: Sierra Leone after the 1999 Lomé Peace Accord, where the competing warring parties were integrated into a single force; and Liberia following the 2003 Accra Peace Agreement, where the old army was disbanded and a new force was recruited and built from scratch. The findings show that each approach was associated with distinct benefits and risks during the implementation process. Abyei was one of the most contested areas of Sudan's Comprehensive Peace Agreement (CPA) of January 2005. Drawing on direct experience, the article examines the agreement and the experience of trying to support its implementation. It analyses the relationship between this and the overall problems of the CPA, and of peacekeeping in the newly independent South Sudan. Drawing on relevant literature, it examines the wider issues for the negotiation of peace agreements; for UN mandates, including the protection of civilians; for the limitations of peacekeeping; and for the importance of continuing political engagement. Following more than a decade of NATO's intervention in Afghanistan, it is often argued that the UN, alongside its international partners and the Afghan government, has failed to facilitate good governance and a stable democratic political order. In charting the evolving UN role in ‘democratizing’ Afghanistan, this article analyses why this is so. The UN Assistance Mission in Afghanistan (UNAMA), facing considerable historical and institutional constraints, has had neither the will nor the capacity to implement its ambitious democratization mandate. Instead of aiming for a system of governance along ‘Western’ lines, it should focus primarily on promoting an appropriate, institutionalized, workable political order, regional consensus, and national reconciliation as the necessary foundations for bringing peace and stability to the country. The article discusses the importance of appropriate importation and effective utilization of superior-quality foreign higher education resources for Sino-Foreign cooperation in running schools in China. The said resources are the keys to enhance the quality of international school administration cooperation of the country. An overview of the major problems that hinder the historic introduction of the foreign higher education resources are presented. It is mentioned that the Sino-foreign cooperation in higher education programs must be introduced into the foreign countries to broaden its understanding about the Chinese high-quality domestic resources. The move will enable foreign institutions to forge partnerships with Chinese schools.
