This paper presents an analysis of the influence of the implementation of programs under the European Social Fund on the continuous vocational training market in Romania in the post-accession period, 2007-2018. They mainly focused on continuing vocational training projects to increase human resources adaptation to the changing needs of the labor market and increase employment. After 15 years of formation of an educational market in this area, made up of thousands of private trainers, profound mutants have grown through European funds. Courses have been offered free of charge by those who have accessed European funded programs. This has led to the destruction of the competitive market because, after 2016 when these projects were completed, no one was willing to pay for qualifying courses. Simultaneously with the massive migration of the Romanian labor force to other European countries, (more than 4 mil. people) an unprecedented human resources crisis has now emerged, which has led to the search for new strategies for attracting and retaining human resources from internal or external sources mainly Asian countries and the Republic of Moldavia.
