Japan has a longstanding history of shadow education, which has evolved, transformed, and extended beyond its borders. Japanese shadow education institutions, known as juku, have expanded worldwide, including in Asia, the US, and Europe, offering offline and online tutoring services mainly for Japanese expatriates. This study examines the role and features of juku, specifically in Beijing, Hong Kong, and Shanghai. It identifies 20 different juku, analyzes their types, and explains a different type of juku, the "Japanese cultural supplementary school," that caters to expatriate parents aiming to nurture Japanese culture and traditions in their children. Although the Japanese juku phenomenon has previously attracted the attention of scholars, there is a gap in the literature when it comes to transnational juku and its operation outside Japan. This paper contributes to informing scholars, policymakers, and the public on the transnational movement of shadow education as a global phenomenon. [ABSTRACT FROM AUTHOR]

This article explores students' acquisition of cosmopolitanism through transnational education (TNE). It adopts a critical approach to educational cosmopolitanism, distinguishing 'ways of being' at the dispositional level and 'ways of doing' at the practice level, to unfold the contingency and multiplicity of cosmopolitanism as well as the underlying power dynamics between 'the West' and 'the rest' in a TNE context. Based on a case study of a British TNE institution in China, it examines students' predispositions in their decision-making stage, acquisition of cosmopolitanism during TNE experience and self-perceived changes and future aspirations afterwards. The findings show that TNE experience has largely facilitated their cosmopolitan 'ways of doing' in terms of language competence, foreign encounters and cultural taste, where both consistencies and inconsistencies with their previous 'ways of being' emerged. On the one hand, their performance of cosmopolitanism was situational and limited when it came to non-academic foreign encounters and seemed to be banal and strategic rather than reflexive and ethical. This was foreshadowed in their predispositions in which Western-centrism, consumerism and instrumentalism were more evident than cosmopolitanism. On the other hand, TNE experience enhanced their openness and adaptability, and also provoked cosmopolitan orientations in future aspirations, with potential ethical implications of bridging the boundaries between different social groups and ethnicities. This study thus recommends that TNE institutions further incorporate a more inclusive and ethical approach, moving beyond an essentialist, normative framework of cosmopolitanism and departing from narrowly defined 'Western' competencies that are instrumentally oriented towards global position-taking. This study takes a transformative learning lens to gain insights into Western foreign teachers' identity as educators and professional confidence in online teaching at a Sino-British university. The biographical narrative interpretive method was used for data collection and analysis. The researcher gathered critical incidents during the pandemic through in-depth interviews with six Western foreign teachers. Western foreign teachers encountered dual-dimensional challenges: one related to cultural differences in teaching and the other caused by a shift to online teaching. Western foreign teachers' belief in their professional identity as educators anchored by their pedagogical and curricular rationales helped them overcome workplace challenges. Through action-taking and critically reflecting on their experiences, Western foreign teachers gained skills and competencies that promoted their confidence in transnational education. This study developed a framework to explain teacher identity as educators and professional confidence development in teaching as an iterative process led by transformative learning. The reflective practice serves as a medium to help Western foreign teachers construct experiences in unfamiliar situations. In this article we conceive of the Open Master, a new form of Transnational Education, as a means of enhancing accessibility to specialist expertise in Quantum Technology. Through participatory action research conducted during the setup and operation of a pan-European pilot project, the QTEdu Open Master (QTOM), we examine the viability of this educational model to offer flexible learning opportunities to STEM Master's students through the setup and year-long operation of an online course exchange platform. A crucial lynchpin in the Open Master model are the mechanisms of local accreditation available for the awarding of credit, which we divide into distinct course types varying in formality and applicability. Furthermore, we have elucidated the strategies taken by staff to successfully implement the Open Master and benefit from its transformative value, building long-lasting communities within and between faculty, and scaling up educational offerings across Europe. This article examines enrolment trends in UK transnational higher education since the early 2000s. During the first phase, which lasted until the mid-2010s, TNE enrolments grew rapidly but thereafter, during the second phase, levelled off very significantly. A third phase of high enrolment growth coincides with the departure of the UK from the European Union and the start of the Covid pandemic. The article focuses on medium-longer-term supply and demand factors which, collectively, are resulting in a marked slowdown in TNE enrolments at British universities. [ABSTRACT FROM AUTHOR]

This paper makes a seminal contribution to the ethnic entrepreneurship literature by analyzing the journeys of a single migrant community across three ethnic enclaves in three host-nation contexts. Qualitative interviews were conducted with 52 immigrant Punjabi-Pakistani entrepreneurs who started businesses in immigrant enclaves in the UK, Denmark, and Norway. "Three waves" of migrant entrepreneurs were identified based on their demographics, periods of migration, levels of education, access to social and financial resources, and the impact of the host country's social and institutional structures. The typology presented distinguishes the first wave, the older generation, as "pushed-displaced," the second wave of the mid-aged generation as "pulled-transnational," and the third wave of recent graduates and mid-career professionals as "pushed-frustraters." The findings revealed the raison d'être for cross-national embeddedness variation in the host country's economic, social, and institutional contexts, and individuals' experiences of racial discrimination and exclusion. The results highlight that adopting an ethnic enclave strategy by lending the social capital and access to an "acquainted mentor," usually from the first-wave entrepreneurs, has been the key success factor for the start-up, survival, and growth of the second- and third-wave immigrant businesses. The paper provide guidelines to make the appropriate social and regulatory interventions needed to eradicate racial discrimination and institutional barriers to stimulate immigrant entrepreneurship in these countries. Plain English Summary: Understanding the importance of immigrant entrepreneurship in today's globalised world is crucial for economic, political, and social development. This study is one of the first in the field to explore one immigrant community's entrepreneurship experiences across three different countries. A typology of three different types of immigrant entrepreneurs is identified based on time and space: namely, the displaced, the transnational, and the frustrated. The results show that the UK presents more adverse and racialised experiences for immigrant business start-up in comparison to Denmark and especially., Norway. The international expansion of higher education has intensified in recent decades with a rapidly growing number of international branch campuses appearing on the scene. This study investigates the economic, cultural and institutional, and educational determinants of transnational higher education on both the extensive margin (number of international branch campuses), and the intensive margin (the total number of educational programmes offered). Using the gravity equation, we applied fixed-effect empirical methods to a panel dataset that combined and extended the raw data from campuses and master's programmes in 33 source countries and 76 host countries in the period from 1948 to 2016. Estimates reveal that although cultural, economic and institutional ties foster cross-border educational relationships, their effect differs significantly from one margin to another. Transnational education (TNE) occurs when higher education institutions traverse borders to provide educational experiences outside their home countries. Such mobility creates several research challenges, as such institutions exist between worlds. They must balance home and host country legal requirements, navigate home and branch administrative norms, adjust to differing cultural and learning expectations, and even serve different student populations. To understand this complexity, researchers must employ mixed-method approaches, which are currently limited in higher education studies. In this paper, we explore TNE as a unique setting for conducting research. We outline our design choices and the challenges we faced in conducting research on TNE institutions. For the paper’s central focus, we unpack a cross-cultural case study, which employs multi- and mixed-methods research, to assess the role of labor market outcomes at critical junctures of the student lifecycle at a binational university. By incorporating perspectives from the institution, alumni, and current and prospective students, we present a holistic view of perceived and actual graduate outcomes. This case vividly illustrates the limitations of mono-method studies. Furthermore, it demonstrates how mixed-method studies are useful for generating more meaningful outcomes in TNE research. Previous studies have identified the tendency among transnational higher education (TNHE) graduates to pursue master’s programmes, especially overseas degrees. Nonetheless, there is a lack of exploratory research on this ‘transnational’ group to understand the logic of practice behind this phenomenon. This article draws on interviews with 23 students at a Sino-US university to understand their perceptions of master’s study and explore the effect of TNHE experience on their decision-making about further study. Using Bourdieu’s theory of practice, we find students perceive pursuing master’s study as a natural progression and a remedy for failures in their educational backgrounds. This paper also argues that the ‘fit’ or ‘split’ between TNHE students’ habitus and the embedded field generates two distinct groups regarding choices of post-graduate study, international aspirants and returnees. While the acquisition of new habitus and capital through TNHE experiences steers most students towards international master’s study, the durability of old habitus and personal reflexivity lead a few to pursue domestic education. In today's global economy, self-initiated expatriates (SIEs) and host country nationals (HCNs) both represent critical human resources for organizations operating globally. Yet, because these two groups of employees have been studied separately, little is known about how SIEs' and HCNs' perceptions of, and attitudes towards the organization compare and diverge (vs. converge) in terms of implications for human resource management. This study aims to contribute to fill this gap by examining psychological contract breach, organizational cynicism, and organizational commitment components (i.e., affective, normative, and continuance) among a sample of 156 SIEs and HCNs working in the Chinese and Malaysian transnational education sector. Using a one-year time-lagged study, we found that compared to HCNs, SIEs experienced more organizational cynicism and less affective, normative, and continuance commitment. Moreover, the breach-organizational cynicism relationship was stronger (i.e., more positive) among SIEs than HCNs. The indirect relationships between breach and affective and continuance commitment, as mediated by organizational cynicism, were also stronger (i.e., more negative) among SIEs than HCNs. There is a growing interest in employing telepresence robots in different educational contexts due to their great potentials to enhance and improve educational experiences for remote learners. However, there is little use of telepresence robots in virtual transnational education contexts in developing countries. There is a lack of knowledge about university academics' perceptions regarding the future use of telepresence robots to enhance virtual transnational education contexts. This exploratory research aims to fill this gap by seeking to have evidence-based information on whether telepresence robots as a new emerging technology is perceived among university academics as a useful tool for enhancing virtual transnational education or not. This study also seeks to better understand university academics' perceptions of obstacles that may hinder them from using telepresence robots and the support that they will need. A sample of 46 Egyptian university academics participated in this study. The results of the study revealed that the academics perceived telepresence robots to have a great potential to enhance virtual transnational education. The academics also perceived telepresence robotics to have positive effects on educational activities. Furthermore, the participants indicated a number of barriers regarding integrating telepresence robotics into the teaching and learning activities and identified the types of support they will need. The uptake of telepresence robots to enhance virtual transnational education could lead to a larger international learner population, better virtual transnational education, and more university revenue. The marked increase in transnational higher education third party arrangements in recent years represents globalizing forms of education. Third party arrangements involve a partner institution being approved to deliver the primary institution's government-accredited courses. The primary institute is accountable for monitoring and documenting quality assurance and the third party is responsible to the primary institute for meeting the required higher education standards. This arrangement is particularly attractive for students who want to undertake an accredited degree from overseas, while retaining close relational, industry and cultural links in the home country. There has been some recent examination of higher education third parties focused on equity, transcultural pedagogy, and quality assurance. However, little research has been done regarding the Australian context. Alphacrucis College is one of the largest non-university, faith-based independent higher education institutes in Australia with three onshore third party arrangements in Sydney and Melbourne, as well as two offshore in Finland and the Philippines. Based on a case study including participant observation and a staff survey, this research argues that the success of faith-based third parties is largely a result of shared values and collaborative relationships. These are outworked in professional development and mentoring in learning and teaching, joint research and scholarship projects, equity of student experience through resourcing, and effective governance and quality assurance built on trust. While other higher education institutes may not have faith-based approaches, these findings can serve to produce successful onshore and offshore third parties in a broad range of contexts. The present study investigates the motivations and outcomes of Indonesian civil servants and prospective civil servants who received Indonesian, Australian, and Japanese government scholarships to study for graduate dual-degrees domestically in Indonesia and internationally in either Australia or Japan. A survey was administered to 162 current and former dual-degree students, followed by ten semi-structured interviews. Survey data were analyzed using descriptive statistics, two factor analyses, and a multivariate analysis of variance, while interview data were analyzed utilizing two cycles of coding. The survey and interview findings both showed that participants were highly motivated by the opportunity to study abroad and experience personal growth more so than by career benefits. Further, interview findings indicated that some participants were motivated by the prestige of an overseas education and the opportunity to enhance one's social status. Regarding outcomes, survey and interview data showed that participants perceived development in their professional knowledge and soft skills through their dual-degree programs. Moreover, the interviews highlighted potential organizational benefits via networking and knowledge sharing as well as the impact of organizational context and career field on participants' career advancement opportunities. Lastly, utilizing a multivariate analysis of variance, the survey findings showed that there was a relationship between study abroad location and student motivations and outcomes; participants might have been biased and perceived that studying in Australia provided greater personal and career benefits compared to studying in Japan. This article deals with internationalization in the field of higher education, focusing on the impact of transnational academic mobility on the university communities. Drawing on the results of a qualitative research study at different departments in a Norwegian university, this article explores the interaction between transnational academics and their Norwegian counterparts in an academic professional community. The key questions are the impact of internationalization on the working day at the departmental level, and how academics themselves experience working together with colleagues from all over the world. The topics are presented in the following four themes: informal interaction, cooperation, language practices, and internationalization. In the light of data gained through observation and informal dialogs in two departments that collectively consisted of 108 academic staff members, and formal interviews with 34 of them, both transnational and national, the paper concludes that the academics regard internationalization as a great source of professional knowledge. However, considerable institutional and personal adjustment is required to fully exploit the professional potential of diversity among the academic staff. [ABSTRACT FROM AUTHOR]

Little research addresses graduate transition issues faced by transnational education (TNE) stakeholders. This paper's conceptual framework situates alumni as central stakeholders and potential partners in developing crucial insights into TNE graduate transitions. We interviewed alumni of an Australian university campus in Vietnam (AUV) about their TNE education experience and how students might be successfully supported to transition to local careers. Alumni were satisfied with the AUV's role in developing skills, English ability, and confidence. They noted the value of work integrated learning (WIL) internships. However, they highlighted aspects of their experience where the university could provide greater employability support and cultural relevance. Moreover, they expressed a desire for greater ongoing connection with the university as their careers progressed. The findings ground the paper's proposals for institutional transnational campus graduate transition support at three stages of the transnational student experience: enrolled student, transitioning student and graduate alumnus. We examined Indonesian school teachers' perceptions and expectations about their professional learning, and their justifications for these, before they embarked on a transnational master's programme carried out in both Indonesia and Finland. The data were collected using the method of empathy-based stories. The findings showed that the teachers expected the programme content, execution and internationality to impact positively on their professional learning, while negative professional learning scenarios were framed as stemming from a lack of personal motivation or lack of support from the Indonesian community. Through expanding flows of labor and knowledge on a global scale, academics are increasingly mobile as higher education institutions compete for talent that transcends borders. However, talent often flows from the periphery to the core as scholars seek out employment in recognized institutions of higher learning in developed economies. This study examines faculty mobility in a reverse direction: from the core to Kazakhstan, the largest country in Central Asia. What factors persuade faculty members to relocate to Kazakhstan for full-time employment? What types of individuals pursue this relocation? Through interviews with international faculty members based in Kazakhstan, the study identifies push factors that trigger departure from one’s previous country of residence: job market, unsatisfactory work conditions, age, and marital status. Alternatively, Kazakhstan attracts scholars via pull factors that include salary, sense of adventure, and the opportunity to build new institutions and programs as well as conduct research. Unlike previous studies that highlight boundaryless mobility and individual agency, this study reveals constraints that mediate international faculty mobility. Furthermore, salary plays a limited role as a pull factor particularly among early career academics who are seeking research opportunities and meaningful contributions in building new academic programs and institutions. The growth in the number of international branch campuses (IBCs) has been one of the most striking developments in the internationalization of higher education in recent years. IBCs are overwhelmingly branches of universities in the developed ‘West’. The United States, the United Kingdom and Australia dominate provision. In contrast, IBCs are concentrated in the Middle-East and Asia. The cultural distance between the home and host countries of many IBCs is considerable. This distance poses a major challenge for the successful management of an IBC. Should it localize its curriculum and pedagogy to better meet the learning styles and educational needs of its students or should it provide an educational experience that is comparable to that enjoyed by students on the home campus? This paper takes as its theoretical framework the global integration-local responsiveness (I-R) paradigm. Using an exploratory research design, it finds that the I-R paradigm can be operationalized for IBCs, to predict how faculty, the curriculum and research are likely to be localized in response to pressure from an IBC’s main internal and external stakeholders. Judit Liwerant’s exploration of the “binomial” of the national and the transnational takes up one of the most significant shifts in history and the social sciences of the last few decades. Her focus on Latin American Jewry and how it is transformed by a transnational approach is consistent with a parallel focus in the study of North American Jewry. Liwerant’s analysis of the constantly shifting processes experienced by the Jews of the Americas underlines the constant negotiations involved in historical memories, networks, migration flows and cultural bonds that were and are never contained by national boundaries. This article analyzes how the emergence of transnational Islam with its global network has changed the face of Indonesian Islam. As part of transnational Islam, the Salafi movement has embellished its ideology through the educational sphere, so it is called transnational Islamic education. The Integrated Islamic School and the Institute of Islamic and Arabic Sciences show the ideological nuances in the education process of these two educational institutions. In this context, there is an ideological struggle between both the Egyptian and the Saudian model of Salafi education with the national education based on Pancasila. With the main agenda of the establishment of an Islamic state and putting the Shariah into practice, the Salafi education can pose a threat to global democratic order. Many cases indicate that perpetrators of global radicalism and terrorism are graduates of Salafi model schools. Transnational higher education (TNHE) is one of the most important, even if often neglected, aspects in the internationalisation of higher education. TNHE constitutes a strategy for universities to expand recruitment. Nonetheless, it is often argued that TNHE could constitute a way for the countries where it is implemented to retain their students and to become themselves destinations for students from abroad. Numerous questions about TNHE's potential to substitute traditional international student mobility currently feed the debate among scholars and stakeholders. The scarcity of data makes it difficult to answer these questions. This paper offers a macro-level panel data analysis of enrolment in Australian higher education within Australia, i.e. onshore, and abroad, i.e. offshore. Two goals are pursued: first, to investigate whether and to what extent the macro-determinants of traditional student mobility, as identified by the previous research, are also related to offshore enrolment and second, to examine the relation between the two phenomena in order to assess whether they could be considered substitutes. The results indicate that the macro-factors which influence onshore enrolment are also related to offshore enrolment, even if some of these relations occur in different ways and with different strengths. Studying abroad seems to be connected particularly with the lack of labour market opportunities in the home country. No substitutive linkage is found between offshore and onshore enrolment, confirming, as hypothesised by the previous research, that the two types of enrolment are absorbing different segments of international students. The last decade has witnessed the emergence of a new type of player in primary and secondary education in the Asia Pacific. This type is the transnational corporation (TNC) specializing in schools. I refer to these organizations as Education TNCs, which I define as private firms that operate for-profit schools in multiple countries. This paper examines the rise of Education TNCs that run international schools in Asian countries. While a great deal has been written about for-profit education in Western countries, edu-business in the Asia Pacific has received less attention. This paper works to fill that gap. I trace the rise of the region's major Education TNCs and analyze their efforts to expand. Against the expectation of 'school choice' advocates that for-profit schooling should bring diversity through competition, I find that the growth of Education TNCs in the Asia Pacific has been a story of a few large, marketing-oriented players offering similar packages. Educationists in the Asia Pacific should pay attention to Education TNCs for two reasons. First, the activities of Education TNCs in the international school sector can shed light on what for-profit schools would look like if governments in the region were to allow school choice reforms. Second, since these firms are large, influential, and motivated to succeed in the lucrative Asia Pacific market, they may have a greater and greater impact on the education landscape in the region. The acquisition of intercultural skills by studies abroad is often considered as desirable. But although we can observe a steady increase of studies abroad in the last two decades, the vast majority of students can, obviously, compete on the labor market also without study abroad experience. This leads to the consideration that it could be increasingly a socially expected and thus normative behavior to study abroad, which develops only in specific social and professional contexts. In this paper, both the conditions and effects of a social norm to study abroad are discussed theoretically and empirically. Data of a cross-sectional survey among students of economics and engineering at a German university are used. The direct mobility experience is the strongest predictor of a social norm to study abroad and this norm, in turn, determines the intention to study abroad most, compared to expected personality development and career success. Transnational education (TNE) has been a growth area for UK universities over the last decade. The standard typology classifies TNE by the nature of the activity (i.e., distance learning, international branch campus, franchise, and validation). By analysing a large number of TNE partnerships around the world, this study reveals that the current typology has declining value because partnerships are becoming multidimensional and blurring the boundaries between one type and another. It draws on partnership theory and transaction cost analysis to develop a new risk-based typology, using six dimensions of a TNE partnership. This paper discusses some of the academic integrity violation and education corruption issues that transnational faculty members and administrators may face in teaching and administering higher education provision in a foreign country. It attempts to provide and share some academic and management practices that are already implemented in an international branch campus in Uzbekistan. This article examines how and why the Chinese second-generation middle class, who are unable to obtain admission in China's premier universities, turn their back on other public universities and instead attend private universities in their country. It finds that their parents capitalize on their privileged guanxi (connections) to send their children to private universities and then study abroad to secure a generational reproduction of their class status and mobility. The Chinese new middle class families look upon joint-partnership private universities as the stepping stone for overseas study. In addition, this article examines how extant Western class theories, including Weberian, Neo-Weberian, and Bourdieuian theories, cannot provide an adequate account of class formation and the generational stratification in present-day China. To explain this reproduction of class in contemporary China, this paper explores how and why the Maoist social institutions of danwei (work unit) and hukou (household registration) still matter in post-reform China in determining middle class's life chance. This essay studies the University of Nottingham Ningbo China and Xi'an Jiaotong-Liverpool University-the two Chinese campuses established respectively by the University of Nottingham and the University of Liverpool. They represent successful models of globalization of higher education in China; however their rationale, strategies, curricula, partnership, and orientation are very different. Through a comparative analysis, the paper reveals their unique development and offers a template for studies of globalization of higher education in China and elsewhere through branch campuses. The fundamental logic of transnational education programmes is a one-to-one transfer of institutional capital across space and an unimportance of place. This article interrogates these presumptions and argues that space and place play an important role in transnational education. Drawing on research that examines the experiences of students and graduates of British degree programmes offered in Hong Kong, we conclude that institutional capital does not always travel wholly and smoothly due to a combination of policy-related, social, cultural and economic factors. Our findings also underline the importance of place in students' experiences, which are not sufficiently recognised by the providers. This, in turn, affects the ability of students to cultivate institutional and other forms of social capital, with implications for subsequent employment opportunities and social mobility. The article analyzes processes and objectives of transnational higher-education partnerships (THEPs) devoted to research and sustainable development by applying concepts and insights from chaos theory, Rosenau's work on turbulence, Farazmand's contributions on institutionalized chaos and the management of cascading crises, and the transnational-competence framework. The bifurcation of research and development activity into asymmetrical and symmetrical processes and objectives provides the focus for analysis. Building on Farazmand's insight regarding the positive possibilities of transformative change, the conclusion explores possibilities for amplifying the symmetrical trajectory. Given the structural forces of global capitalism and local political constraints, the range of symmetrical process- and outcome-path possibilities for THEPs is now bounded by the strange attractors of resource inequalities and collaborative decision making. Globalisation, transnational policies and adult education - This paper examines policy documents produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the European Union (EU) in the field of adult education and learning. Both these entities address adult education as an explicit object of policy. This paper investigates how globalisation processes are constructed as policy problems when these transnational political agents propose adult education as a response. The author's main argument is that while UNESCO presents the provision of adult education as a means for governments worldwide to overcome disadvantages experienced by their own citizenry, the EU institutionalises learning experiences as a means for governments to sustain regional economic growth and political expansion. After reviewing the literature on globalisation to elucidate the theories that inform current understanding of contemporary economic, political, cultural and ecological changes as political problems, she presents the conceptual and methodological framework of her analysis. The author then examines the active role played by UNESCO and the EU in promoting adult education as a policy objective at transnational level, and unpacks the specific problem 'representations' that are substantiated by these organisations. She argues that UNESCO and EU processes assign specific values and meanings to globalisation, and that these reflect a limited understanding of the complexity of globalisation. The international branch campus is a phenomenon on the rise, but we still have limited knowledge of the strategic choices underlying the start of these ventures. The objective of this paper is to shed light on the motivations and decisions of universities to engage (or not) with the establishment of international branch campuses. As a point of departure, institutional theory has been selected to frame the potential motives for starting an international branch campus. Secondary literature, including professional journals and university reports and websites, has been analysed to obtain information that alludes to the motivations of universities for adopting particular strategies. It was found that university managements' considerations can be explained by the concepts of legitimacy, status, institutional distance, risk-taking, risk-avoidance and the desire to secure new sources of revenue. We argue that universities should avoid decisions that are based largely on a single dimension, such as legitimacy, but rather consider a broad spectrum of motivations and considerations. Despite substantial efforts across postsecondary education to increase minority participation in study abroad, the homogeneity of study abroad participants remains largely unchanged (Dessoff in Int Educ 15(2):20-27, ; Shih in , ). This study applies an adaptation of an integrated student choice model (Perna in Higher education: Handbook of theory and research, ; Salisbury et al. in Research in Higher Education 50:119-143, ) to identify differences between white and minority (African-American, Hispanic, and Asian-American) students across measures of human, financial, social, and cultural capital previously shown to influence aspirations to study abroad (Salisbury et al.). Analysis of data from 6,828 students at 53 institutions participating in the Wabash National Study on Liberal Arts Education suggests numerous differences between racial groups with considerable implications for institutions, scholars, and policymakers. The internationalization of higher education systems has become critical to the educational success of a country. The purpose of this research is to carry out a study of the growing pace of internationalization in Chinese higher education in the contemporary period. The research focuses on the cooperation between China and Europe, especially the management of transnational projects related to improving collaboration between Chinese and European institutions of higher education. The move to mass higher education in the Chinese context and its implications stand as the starting point of the investigation. The project aims to analyze the main national policies for enhancing the internationalization of higher education both in China and Europe. Then, taking as examples some projects of particular relevance, it will consider the objectives and the consequences of these forms of cooperation and collaboration, especially for the development of the Chinese higher education system. Finally, a concise historical overview of the relations in higher education between China and Europe in the last 20 years will facilitate understanding of the changing role played by Europe in the Chinese context. This paper traces attempts by two ‘brand-name’ research universities to transnationalise: the US-based Johns Hopkins University, and the University of New South Wales from Australia. Both endeavours were located in, and supported by, Singapore, a city–state with knowledge economy aspirations. The paper explores the globalisation of the research university, and offers insights into the regimes of value that are being assembled in, and through knowledge economies. Both institutions examined in this study failed in their attempts ostensibly because of a lack of fit in goals and commitment. The paper also highlights the ethical issues that frame the globalizing rationalities of research-intensive universities and developmental states seeking competitive advantage in a neoliberalising environment. It is a widely accepted maxim that, like business generally, higher education is globalising. For many countries, higher education is now an important export sector, with university campuses attracting international students from around the world. Licensing production, in the form of franchising degree provision to international partners, is beginning to mutate into foreign direct investment as many universities set up campuses in other countries. While there are clearly parallels between the globalisation of business and higher education, this paper examines the supply- and demand-side drivers within the university sector. It argues that an alignment of special factors, rather than an inexorable trend towards commercialisation, has caused the recent internationalisation of higher education and concludes that current trends are unsustainable in the medium-term. If, as some have argued, private higher education is now the most dynamic segment of higher education, it is also the case that its growth, partly in response to the increasing mismatch between spiralling demand and limited state capacity, is often ad hoc. The article examines the contours of this trend in Indonesia, where the balance of public and private higher education has shifted sharply over the last two decades. While the private sector has been responsible for much of the expansion in higher education, its role in relation to quality is more questionable. Indonesia’s economic burdens, sharply exacerbated by the effects of the Asian financial crisis of the late 1990s, make it likely that the trend towards privatisation, including of its public institutions, will continue. Together with the current rise of trans-national higher education, however, this is only likely to sharpen existing difficulties around longstanding issues of quality, equality, and regulatory capacity. This essay juxtaposes concepts created by Gilles Deleuze and Félix Guattari with worlds imagined by Ursula Le Guin in a performance of ‘rhizosemiotic play’ that explores some possible ways of generating and sustaining what William Pinar calls ‘complicated conversation’ within the regime of signs that constitutes an increasingly internationalized curriculum field. Deleuze and Guattari analyze thinking as flows or movements across space. They argue, for example, that every mode of intellectual inquiry needs to account for the plane of immanence upon which it operates—the preconceptual field presupposed by the concepts that inquiry creates. Curriculum inquiry currently operates on numerous nationally distinctive planes of immanence. I argue that the internationalization of curriculum studies should not presume a singular transnational plane of immanence but, rather, envisage a process performed by curriculum scholars with the capacities and competencies to change planes—to move between one plane of immanence and another and/or to transform their own planes. My essay is a ‘narrative experiment’ that takes seriously Deleuze’s argument that a work of philosophy should be, in part, a kind of science fiction, and also takes inspiration from Le Guin’s science fictional stories of ‘changing planes’ to generate productive and disruptive transnational agendas in curriculum inquiry. This article describes the adaptation and validation of the Constructivist OnLine Learning Environment Survey (COLLES) for use in the transnational higher education context. As higher education becomes a more global phenomenon, ‘borderless’ education, either online or by distance education, is becoming a reality and there is a need for remote evaluation of course delivery and student learning. Curtin University of Technology is managing supported online delivery of Business Studies Degree and Diploma courses to four partner institutions of the African Virtual University, an initiative based in Nairobi, Kenya. Evaluation of students’ learning has included an online survey about the provision of resources and the quality of the learning environment in the various computer-based classrooms. Embedded in this instrument has been the adapted COLLES, providing a concomitant opportunity to test the properties and usefulness of the learning environment instrument. Problematic issues surrounding adaptation of the instrument have included the consequences of modifying the wording and establishing or confirming the meaning of the latent constructs in partially online courses and for transnational students. A huge array of new providers of transnational higher education is proliferating around the world, almost outside any forms of regulation or quality control, raising many concerns on consumer protection. The paper provides a conceptual framework regarding basic definitions and a mapping of developments in Europe concerning the situation and trends of transnational education, the regulatory mechanisms in place or under consideration, the problems arising and examples of good practice in dealing with them. The millennium round of the General Agreement on Trade in Services (GATS) underlines issues relating to the regulation of education as an internationally traded service. Transnational education is a key component of such trade. Southeast Asia is something of a laboratory in the development and regulation of transnational education. The region combines high demand, keen competition among providers, and host country regulatory regimes ranging from relatively laissez faire to strongly interventionist. This paper examines the approaches of three Southeast Asian governments – Hong Kong, Malaysia and Australia – to the regulation of transnational education within their borders. In each case the authors provide background on the higher education system, describe the regulatory approaches to transnational education, and analyse the motivations behind regulation. Both the neoliberal approach of the WTO to trade in educational services, and critiques of this approach, are outlined. The authors conclude that any attempts to promote global standards or quality principles for transnational education must address the myriad concerns of governments, including consumer protection, advancing national goals and protecting the local system.
