Background: Radiopharmaceuticals have been considered a special group of medicines in Europe since 1989. The use of radiopharmaceuticals that have marketing authorization should always be the first option in clinical use, however due to their special properties the availability of approved radiopharmaceuticals is limited. For this reason, they can be produced on a small scale outside the marketing authorization process. Main body: The in-house radiopharmaceutical preparations represent an important source of these special medicines for routine nuclear medicine practice. However, a lack of harmonization in Member States' regulations leads to extreme differences in the use and availability of radiopharmaceuticals across Europe. The aim of this work is to provide an overview of the different national regulatory frameworks in which Directive 2001/83/UE is adopted on the preparation of radiopharmaceuticals outside the marketing authorization track in Europe. Nine different national regulations have been studied to describe how unlicensed radiopharmaceuticals are prepared. Special attention is paid to reflect the minimum standards that these preparations should meet as well as the educational requirements to be a radiopharmacist in charge of them. Conclusion: The rapid development of new radiopharmaceuticals used in radiometabolic therapy requires a common regulation that allows balance between the use and preparation of licensed and unlicensed radiopharmaceuticals. The absence of a harmonized regulation for the radiopharmaceutical small-scale preparation and the implementation of Good Manufacture Practices, leads to extreme differences in the use, quality assurance and availability of radiopharmaceuticals in Europe. Artificial intelligence (AI) demonstrates various opportunities and risks. Our study explores the trade-off of AI technology, including existential risks. We develop a theory and a Bayesian simulation model in order to explore what is at stake. The study reveals four tangible outcomes: (i) regulating existential risks has a boundary solution of either prohibiting the technology or allowing a laissez-faire regulation. (ii) the degree of 'normal' risks follows a trade-off and is dependent on AI-intensity. (iii) we estimate the probability of 'normal' risks to be between 0.002% to 0.006% over a century. Oxygen sensing is of paramount importance for maintaining cellular and systemic homeostasis. In response to diminished oxygen levels, the hypoxia-inducible factors (HIFs) orchestrate various biological processes. These pivotal transcription factors have been identified as key regulators of several biological events. Notably, extensive research from our group and others has demonstrated that HIF1α exerts an inverse regulatory effect on steroidogenesis, leading to the suppression of crucial steroidogenic enzyme expression and a subsequent decrease in steroid levels. These steroid hormones occupy pivotal roles in governing a myriad of physiological processes. Substantial or prolonged fluctuations in steroid levels carry detrimental consequences across multiple organ systems and underlie various pathological conditions, including metabolic and immune disorders. MicroRNAs serve as potent mediators of multifaceted gene regulatory mechanisms, acting as influential epigenetic regulators that modulate a broad spectrum of gene expressions. Concomitantly, phosphodiesterases (PDEs) play a crucial role in governing signal transduction. PDEs meticulously manage intracellular levels of both cAMP and cGMP, along with their respective signaling pathways and downstream targets. Intriguingly, an intricate interplay seems to exist between hypoxia signaling, microRNAs, and PDEs in the regulation of steroidogenesis. This review highlights recent advances in our understanding of the role of microRNAs during hypoxia-driven processes, including steroidogenesis, as well as the possibilities that exist in the application of HIF prolyl hydroxylase (PHD) inhibitors for the modulation of steroidogenesis. Background: The regulatory role of gut microbiota and gut-derived metabolites through the gut-liver axis in the development of cirrhotic portal hypertension (PH) has received increasing attention. Methods: The review summarized a series of investigations on effects of metabolites derived from microbiota and medicines targeting microbiome including rifaximin, VSL#3, statins, propranolol, FXR agonists as well as drugs derived from bile acids (BAs) on PH progression. Results: Patients with PH exhibit alterations in gut microbial richness and differential overall microbiota community, and several results clearly displayed the correlation of PH with enrichment of Veillonella dispar or depletion of Clostridiales, Peptostreptococcaceae, Alistipes putredinis, Roseburia faecis and Clostridium cluster IV. The gut-derived metabolites including hydrogen sulfide, tryptophan metabolites, butyric acid, secondary BAs and phenylacetic acid (PAA) participate in a range of pathophysiology process of PH through modulating intrahepatic vascular resistance and portal blood flow associated with the formation and progression of PH. Established and emerging drugs targeting on bacterial translocation and intestinal eubiosis are gradually identified as potential strategies for treatments of liver cirrhosis and PH by modulating intestinal inflammation, splanchnic arterial vasodilation and endothelial dysfunction. Conclusions: Future explorations should further characterize the alteration of the fecal microbiome and metabolite profiles in PH and elucidate the regulatory mechanism of the intestinal microbiome, gut-derived metabolites and gut microbiota targeted pharmaceutical treatments involved in PH. Anthocyanins are a class of natural water-soluble pigments found in plants, which are responsible for the varied colours of vegetative tissues and reproductive organs. The regulation of anthocyanin biosynthesis requires multiple factors, including enzymes, structural or regulatory genes, and transcriptional regulator proteins. While there has been notable advancement in comprehending anthocyanin biosynthesis, encompassing its structures and overarching regulation, there remains a gap in our understanding concerning the intricate interactions among various genes, molecular and biochemical mechanisms, and their feedback responses to anthocyanin regulatory networks. This article aims to provide an overview of the current understanding of the complex regulatory networks involved in the phenylpropanoid pathway, with a specific focus on anthocyanin biosynthesis. Due to their inherent properties, biocidal products might pose a risk to human and animal health and the environment. In risk management, there exists uncertainty about private users' comprehension of and willingness-to-adhere to use instructions that mitigate these risks (e.g., limit frequency of use or application area). This study aimed at providing insights into the users' perspective by focusing on their attention, comprehension, and the attitudinal predictors of protection motivation. In the online study (N = 957 participants from Germany) were introduced to a hypothetical purchase scenario featuring an insect spray and a realistic set of use instructions. Next, the participants' attention for the use instruction was measured in self-report and by tracking the time spent on the page with the use instruction, while Likert scale-type questions measured the comprehensibility, protection motivation, and predictors. Participants reported higher protection motivation if they spent more time with the use instruction, perceived it as comprehensible, rated the threat to humans, animals, and the environment as more severe, perceived themselves as responsible (i.e., internal locus of control) and capable (i.e., self-efficacy) of adhering to the use instructions, perceived adherence to the use instructions as effective (i.e., response efficacy) and did not perceive biocidal products as inherently safe (i.e., neutral locus of control). These results offer valuable information for an improved regulation of biocidal products and better management of potential risks associated with their use. We use content analysis to show that the diagnosis of the financial crisis of 2007–2009 shifted significantly from a focus on the need for structural change in the banking industry to an emphasis on culture and reform at the organizational level. We consider four overlapping subsystems in which this shift in problem–solution clusters played out—political, regulatory, legal, and consulting—and show that the "structural reform agenda," which was initially strong and publicly prominent in the political arena, lost attention. Over time it was displaced by a neoliberal managerialist turn, which watered down or abandoned structural solutions and instead played up a new "culture and conduct reform agenda." We explain this shift in terms of the marketization of regulation, which—following Mautner (Language and the market society, 1st ed. Routledge, 2010)'s model of interdiscursive alignment—we detect in the shifting language of financial-services reform across the four subsystems in scope. We argue that a neoliberal turn took place with a discursive closure that made the structural reform alternative gradually unsayable and, in the end, unthinkable. At the same time, the discourse turned to embrace the neoliberal agenda, built on the myth of self-regulating actors and markets, manifest in the culture problematic. This managerialist turn was able to mobilise, and be operationalised by, an industry of consultants, whereas structural change came to be seen by regulators as too risky to implement. We claim that these dynamics reveal how a form of "collective strategic ignorance," based on powerful institutional myths, was systematically oriented to ignore and reject structural sources of crisis. Finally, we suggest that the observed pattern of displacement—whereby initial calls for structural change become later displaced by managerial and procedural solutions—is common to other social issues, such as audit reform and corporate social responsibility. Concerns about research’s environmental impacts have been articulated in the research arena, but questions remain about what types of role responsibilities are appropriate to place on researchers, if any. The research question of this paper is: what are the views of UK health researchers who use data-intensive methods on their responsibilities to consider the environmental impacts of their research? Twenty-six interviews were conducted with UK health researchers using data-intensive methods. Participants expressed a desire to take responsibility for the environmental impacts of their research, however, they were unable to consolidate this because there were often obstacles that prevented them from taking such role responsibilities. They suggested strategies to address this, predominantly related to the need for regulation to monitor their own behaviour. This article is about the critical role played by intermediate institutions, coined "meso-institutions," in the implementation of regulation. Building on recent theoretical contributions, it proposes a model that emphasizes the functions and tasks fulfilled by meso-institutions in bridging the gap between the macro-institutional layer at which general rules and norms are established and the micro-institutional layer within which transactions are organized. A comparative approach to the institutional settings designed to secure the safety of raw cow milk in Brazil, Canada and Italy substantiates the analysis. Beyond the variety of institutional "configurations" characterizing these cases, the investigation shows how crucial the implementation by meso-institutions is of otherwise similar norms and rules in determining their effectiveness. Meeting food safety regulations depends on the capacity of meso-institutions to fulfil specific functions, the accomplishment of which can be assessed only through related tasks. Lessons are drawn with respect to efficiency, the trade-off between centralized and decentralized solutions, the impact on the organization of supply chains, and the necessity for public policies to pay special attention to meso-institutions in the design and implementation of food safety regulation. Vibrio parahaemolyticus possesses two distinct type VI secretion systems (T6SS), namely T6SS1 and T6SS2. T6SS1 is predominantly responsible for adhesion to Caco-2 and HeLa cells and for the antibacterial activity of V. parahaemolyticus, while T6SS2 mainly contributes to HeLa cell adhesion. However, it remains unclear whether the T6SS systems have other physiological roles in V. parahaemolyticus. In this study, we demonstrated that the deletion of icmF2, a structural gene of T6SS2, reduced the biofilm formation capacity of V. parahaemolyticus under low salt conditions, which was also influenced by the incubation time. Nonetheless, the deletion of icmF2 did not affect the biofilm formation capacity in marine-like growth conditions, nor did it impact the flagella-driven swimming and swarming motility of V. parahaemolyticus. IcmF2 was found to promote the production of the main components of the biofilm matrix, including extracellular DNA (eDNA) and extracellular proteins, and cyclic di-GMP (c-di-GMP) in V. parahaemolyticus. Additionally, IcmF2 positively influenced the transcription of cpsA, mfpA, and several genes involved in c-di-GMP metabolism, including scrJ, scrL, vopY, tpdA, gefA, and scrG. Conversely, the transcription of scrA was negatively impacted by IcmF2. Therefore, IcmF2-dependent biofilm formation was mediated through its effects on the production of eDNA, extracellular proteins, and c-di-GMP, as well as its impact on the transcription of cpsA, mfpA, and genes associated with c-di-GMP metabolism. Cucumber is an important member of Cucurbitaceae family which is grown and consumed globally. It is consumed in the form of salads or pickles and has abundant supply of minerals and vitamins. It has been a focus of extensive research due to its publically available genome sequences. Marker assisted breeding has been employed to generate improved varieties of cucumber with resistance to various diseases besides desirable horticultural traits. One such trait is the production of parthenocarpic fruits i.e. seedless fruits developed in the absence of pollination. Naturally, parthenocarpy occurs under unfavourable environmental conditions. However, it is possible to artificially induce parthenocarpy by applying plant growth regulators. At molecular level, parthenocarpy is a result of complex role-play of genes and hormones with tight regulation. Many researchers aim at developing parthenocarpic varieties by either transferring the trait into existing varieties with resistance to specific diseases or by knocking off genes controlling parthenocarpy. A comprehensive knowledge of background and genetics of parthenocarpy is required in both cases. This review includes an-inclusive study of the molecular basis of parthenocarpy. FinTech and RegTech integration is essential for developing regulated digital currency (RDC) systems that are scalable and compliant. This paper proposes an unspent transaction output (UTXO)-based sharding method to address scalability challenges in RDCs. Results show UTXO-based sharding delivers linear throughput increase and consistently low latency by minimizing cross-shard transactions as the shard count grows. However, frequent user onboarding across shards under UTXO-based sharding models complicates know-your-customer (KYC) processes, highlighting regulatory inefficiencies. We demonstrate that zero-knowledge proofs seamlessly integrate with UTXO-based sharding to streamline customer onboarding and overcome regulatory burdens. Overall, this research pioneers FinTech-RegTech integration with practical implications for deploying high-performance, compliant RDC systems by synergistically combining UTXO-based sharding for scalability and zero-knowledge proofs for efficient regulation. Crocussativus is a valuable plant due to the presence of apocarotenoids in its stigma. Considerable work has been done in the past to understand the apocarotenoid biosynthetic pathway in saffron. However, the reports on understanding the regulation of flowering at the post-transcriptional level are meagre. The study aimed to discover the candidate miRNAs, target genes, transcription factors (TFs), and apocarotenoid biosynthetic pathway genes associated with the regulation and transition of flowering in C. sativus. In the present investigation, miRNA profiling was performed in flowering and non-flowering corms of saffron, along with expression analysis of apocarotenoid genes and transcription factors involved in the synthesis of secondary metabolites. Significant modulation in the expression of miR156, miR159, miR166, miR172, miR395, miR396, miR399, and miR408 gene families was observed. We obtained 36 known miRNAs (26 in flowering and 10 in non-flowering) and 64 novel miRNAs (40 in flowering and 24 in non-flowering) unique to specific tissues in our analysis. TFs, including CsMADS and CsMYb, showed significant modulation in expression in flowering tissue, followed by CsHB. Additionally, the miRNAs were predicted to be involved in carbohydrate metabolism, phytohormone signalling, regulation of flower development, and response to stress, cold, and defence. The comprehensive study has enhanced our understanding of the regulatory machinery comprising factors like phytohormones, abiotic stress, apocarotenoid genes, transcription factors, and miRNAs responsible for the synthesis of apocarotenoids and developmental processes during and after flowering. States are in the process of creating controversial legislation aimed at subjecting 'harmful' online communication on social media and search engines to new regulatory regimes. Critics argue that these measures are serious threats to the right to freedom of expression and freedom from surveillance. This article first draws on elements of systems theory to reframe the right to freedom of expression in democracy as a means of protecting the value of generalised second-order observation. Taking the UK's Online Safety bill as the paradigm example of the new laws, the article analyses the concept of harmful communication at three levels: society, organisation, and subject. It identifies a shift in the law's epistemic approach to communication, by which individuals are reconfigured from agential subjects into contingent users, whose capacities are determined by the structure of online communication platforms. In this configuration, norms previously considered indispensible are relegated to second-order effects of the affordances of media. Arguing that it is insufficient to merely reaffirm subjective rights in light of this shift, the article suggests systems theoretical analysis as a means of identifying lines of critique. An increase in GDH activity has been established in the first six hours after plants are exposed to hypoxic conditions, which ensures the formation of an adaptive response of cellular metabolism to the lack of oxygen in the cell. A difference in the transcriptional activity of homologous GDH-1 genes in wheat leaves under stress conditions was shown. An increase in the mRNA content of the GDH-1(5A) gene in wheat leaves after plants are exposed to hypoxic conditions is observed in the first hours of the experiment, which correlates with a change in the catalytic activity of glutamate dehydrogenase. Regulation of this gene is carried out by the transcription factor HIF, the specific landing site of which is found in the transcription initiation site of the promoter of this gene. International portfolio management is influenced by the existence of "frictions", factors or events that interfere with trade, which are linked in financial literature to market-specific factors, such as available information, restrictions, investor protection, or market liquidity. Given the wide variety of factors that can be included in these categories, scientific studies typically focus on a reduced number of indicators at a time in order to offer an in depth analysis of their impact. We offer a consolidated view of the perspectives observed in financial literature by proposing a novel index for market frictions that includes all these four components and rank fifteen post-communist East European capital markets based on their index values. We then constructed various scenarios by assuming different levels of importance for the criteria used in index construction. By employing grey clustering analysis, we cluster these capital markets into three categories—strongly recommended, recommended with some reserve, and not recommended—based on the importance given by the decision maker to these factors. The results show that some of the studied markets are in the same cluster, irrespective of the chosen scenario. The only market always included in the "strongly recommended" category is Hungary, indicating that it is a good investment option for international participants. Bulgaria and Slovakia are always regarded as "recommended with reserve" markets, whereas the Republic of Moldova is part of the "not recommended" category. The other markets show a degree of variability that can be explained by different investor perspectives. This study contributes to the existing literature by combining the advantages of grey clustering and portfolio analysis. Over the past two decades, the Taiwan government promulgated some regulatory measures and promotional actions on energy efficiency promotion and renewable energy development. In March 2022, the "Taiwan's Pathway to Net-Zero Emissions in 2050" was announced to respond to the Paris Agreement. In order to achieve the goal, the Climate Change Response Act (CCRA) was passed on February 15, 2023, requiring the de-carbonization measures and adaptation strategies. The main aim of this paper was to analyze the changes in GHG emissions and renewable energy supply by using the updated data from the official statistics in connection with the trends of environmental and energy sustainability since 2000. The findings showed that total installed capacity of renewable power (especially in solar power and wind power) showed an amazing increase over the past decade, leading to the inclined GHG emissions and thus supporting the environmental and energy sustainability toward a low-carbon society. Furthermore, this paper summarized the development history and main differences concerning the carbon neutrality policy and legislation in Japan and South Korea. For achieving the staged targets of GHG emissions by 2030 and 2050, this paper finally addressed the technological approaches for achieving carbon neutrality by 2050 in Taiwan, focusing on the transformation of energy and industry, and the policy implications by all levels of government. Emotion regulation (ER) often is impaired in current or remitted major depression (MD), although the extent of the deficits is not fully understood. Recent studies suggest that frontal alpha asymmetry (FAA) could be a promising electrophysiological measure to investigate ER. The purpose of this study was to investigate ER differences between participants with lifetime major depression (lifetime MD) and healthy controls (HC) for the first time in an experimental task by using FAA. We compared lifetime MD (n = 34) and HC (n = 25) participants aged 18–24 years in (a) an active ER condition, in which participants were instructed to reappraise negative images and (b) a condition in which they attended to the images while an EEG was recorded. We also report FAA results from an independent sample of adolescents with current MD (n = 36) and HC adolescents (n = 38). In the main sample, both groups were able to decrease self-reported negative affect in response to negative images through ER, without significant group differences. We found no differences between groups or conditions in FAA, which was replicated within the independent adolescent sample. The lifetime MD group also reported less adaptive ER in daily life and higher difficulty of ER during the task. The lack of differences between in self-reported affect and FAA between lifetime MD and HC groups in the active ER task indicates that lifetime MD participants show no impairments when instructed to apply an adaptive ER strategy. Wetlands provide ecosystem services such as flood protection, improved water quality, and wildlife habitat, but are under attack in urban land-use conflicts in the Global South. This article presents two cases of local wetlands governance conflicts in Colombia (Humedal la Conejera, Bogotá, Cundinamarca) and Argentina (Laguna de Rocha, Esteban Echeverría, Gran Buenos Aires) to illustrate divergent pathways toward improved environmental governance via citizen pressures: the collaborative method (Bogotá) and the adversarial method (Buenos Aires). While existing scholarship on citizen-led regulation stresses the importance of collaboration between community organizations and the state, this article argues that adversarial tactics are also a key component of environmental governance. In both cases, citizen-led pressures led to increased enforcement of regulatory measures to restore wetlands and gain protected-area status. Citizen-led governance involved adversarial strategies such as marches, litigation, and shaming and blaming in the media, as well as collaborative strategies such as creating broad-based educational forums, working inside city government, and partnering directly with public institutions to set new policies. Against the backdrop of extensive collusion between elected officials and land developers, citizen-led subnational environmental governance has become the regulatory regime of last resort in urban Latin America. Recently, the chemiluminescence (CL) induced by carbon nanodots (CDs) has intrigued researchers' extensive interests in various applications due to its special light emission principle. However, the difficulty of synthesizing chemiluminescent CDs with full-spectrum emission severely hinders the further regulation of the CL emission mechanism. Herein, the multi-color-emissive chemiluminescent CDs are rational designed and further synthesized by regulating the sp2-hybrid core and sp3-hybrid surface from the citrate-ammonia molecular in a single solvothermal reaction. More experimental characterizations and density functional theory calculations reveal that the higher temperature can promote the crosslinking polymerization/carbonization of carbon core and the higher protonation of solvent can determine the core size of final CDs, resulting in the variant CL emission from molecular-, crosslinking- and core-states. Thus, the CL emission of the CDs can be further synthesized by tuning the luminescence chromophores in the formation process via regulating the temperature and solvent, enabling the applications of the CL CDs in illumination and information encryption. Recent decades have brought significant worldwide expansion of private supplementary tutoring. Demand is especially driven by social competition, which has intensified in the context of globalization. The main suppliers of tutoring are serving teachers, commercial enterprises, and informal providers such as university students. Private tutoring has far-reaching implications for social inequalities, especially because higher-income households can easily secure more and better tutoring than their lower-income counterparts. While private tutoring can support low-achieving students, further stretch high achievers and provide employment, it can also have a backwash effect on schooling. Further, commercial enterprises and even teachers involved in tutoring may operate with questionable business practices. Yet comparative analysis shows wide variations in the governance and regulation of tutoring. While a few governments enact tight regulations, many others have laissez-faire attitudes toward private tutoring. Stronger multi-stakeholder focus on private tutoring and more robust regulations are needed to achieve the sorts of goals envisaged by UNESCO's International Commission on the Futures of Education. Banana is a premier fruit crop in many parts of the world especially Southeast Asia. The demand for banana has contributed to significant national income to primary banana producers in the SEA region such as the Philippines, Indonesia, Thailand, Vietnam, and Malaysia. However, the widely traded banana industry is plagued by numerous threats including pests and diseases, post-harvest issues and extreme climate vulnerability. To address these challenges, new breeding techniques such as gene editing have been explored for breeding programs to develop improved banana varieties. The first gene-edited non-browning banana has been deregulated in the Philippines recently, and more regulatory applications are expected to submit for approvals soon. Hence, it is timely to review the policy options for gene editing that have been adopted and discussed in the Southeast Asian countries and highlight the implications of differing regulatory approaches to gene editing for trading activities. Positive stakeholders' perceptions and public acceptance are key factors in allowing the benefits of gene editing and thus appropriate outreach strategies are important to gain acceptance and avoid the "GMO stigma" that may be associated with gene-edited products. We examine credit rating disagreements subsequent to the implementation of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank). We find that both the rate and magnitude of credit rating disagreements increase following the implementation of Dodd-Frank. Long-term issuer (new bond issue) ratings for non-financial firms in the Dodd-Frank era are 8.7% (12.3%) more likely to exhibit rating disagreement relative to the Regulation Fair Disclosure (Reg FD) era controlling for other factors. Additionally, the unconditional magnitude of disagreement increases 29.8% and 18.1% for issuer and issue ratings relative to those of the Reg FD era, respectively. Finally, we find that disagreements for firms that are more reliant on selective disclosure pre-Dodd-Frank are most pronounced following its passage. Changes in the protections governing the selective disclosure of material, non-public information to CRAs under Dodd-Frank may have unintentionally increased credit rating uncertainty. The discourse on microentrepreneurs and their involvement in the short stay market (SSM) was non-existent until 2008. While several concepts and constructs have been developed and empirically tested since 2009, many of them relate to economics, leaving the social, cultural, and environmental factors underdeveloped. Thus, this study aimed to fill the gap and identify and assess the social impact of the short-stay market (SSM) in a regional area. The study included 16 face-to-face interview sessions conducted with 18 participants, and the Leximancer software was employed to analyse the data. The study revealed that the social impact on SSM is not generic, rather pluralistic, multidimensional, and dynamic. The study also found that the limitation clause instituted by the council is a direct disconnect between the council and property owners/managers. Furthermore, despite ample opportunities provided by the short-stay market (SSM) in regional areas, encumbrances cannot be overlooked. This paper surveys the monopoly regulation literature with the Bayesian approach. The literature builds on Baron and Myerson's seminal 1982 paper, entitled "Regulating a Monopolist with Unknown Costs." After presenting their contributions to the regulation literature, the paper discusses the main criticisms of their model, relating to either informational or commitment assumptions about the Bayesian regulator. The paper also briefly reviews some non-Bayesian incentive schemes, price-cap regulation, and several extensions and applications of Baron and Myerson's regulatory model to highlight the evolution and scope of the new economics of regulation after 40 years. Governance theory in political science and international relations has to adapt to the onset of an increasingly digital society. However, until now, technological advancements and the increasing convergence of technologies outpace regulatory efforts and frustrate any efforts to apply ethical and legal frameworks to these domains. This is due to the convergence of multiple, sometimes incompatible governance frameworks that accompany the integration of technologies on different platforms. This theoretical claim will be illustrated by examples such as the integration of technologies on the “human platform” as it is referred to in the case of enhanced soldiers. Hence, successful governance might require new approaches borrowed from a distant relative, namely cybernetics. Insights gained from cybernetics for governance theories might be able to give guidance for a more efficient and adaptive governance approach that is able to deal with increasing complexity caused by technology and governance convergence. While cybernetics itself might be considered a governance approach, it has had surprisingly little reception in the wider field of governance within the area of social and political sciences. This article will develop cybernetic governance as a set of expandable governance principles that are applicable to an increasingly complex digital and smart society. It thereby tries to further galvanise what could be termed cybernetic governance theory as a subject of worthwhile insights from the combination of otherwise largely the disjoined fields of cybernetics and governance. This paper analyzes whether repealing net neutrality (NN) improves or decreases the capacity of a regulator to make internet service providers (ISPs) extend broadband coverage through universal service obligations (USOs). We model a two-sided market where a monopolistic ISP links content providers (CPs) to end users with a broadband network of a given bandwidth. A regulator determines whether to subject the ISP to NN or to allow it to supply paid priority (P) services to CPs. She can also impose a broadband USO to the ISP: She can mandate the broadband market coverage. We show that the greater is the network bandwidth, the more likely is the repeal of NN to increase ISP profits and social welfare. Regulation can still be necessary, however, as there are bandwidth ranges for which the ISP would benefit from a repeal of NN while such a repeal is detrimental to society. [ABSTRACT FROM AUTHOR]

Brazil is a major food exporter and consequently a major consumer of pesticides. In the environmental legislation for soil quality maintenance, there are maximum limits allowed for only 8 organochlorine pesticides. In this sense, the aim of the study was to evaluate the potential risk to human health of the regulation limits to agricultural, residential, and industrial soils for the eight organochlorines listed in the legislation. The risk assessment model proposed by the USEPA was used, considering the oral and dermal routes for the non-carcinogenic risk and oral, dermal, and inhalation routes for the carcinogenic risk. The Hazard Index (HI) and the total carcinogenic risk (TCR) were evaluated for the organochlorines individually and their sum. The HI for children of dichloro-diphenyl-dichloroethane (DDD) and the sum of the eight organochlorines were greater than 1, when considering the regulation limits for residential and industrial soils. There was no potential non-carcinogenic and carcinogenic risk for adults, nor risk using limits for agricultural soils. These results demonstrate that the limits provided for in the legislation must be revised for some chemical substances (e.g., DDD), and those studies must be stimulated to predict the toxicological effects of the mixture of contaminants. Civilian drones are becoming more functionally independent from human involvement which sets them on a path towards “autonomous” status. When defining “autonomy,” the European Union (EU) regulations, among other jurisdictions, employ an all-or-nothing approach, according to which a drone is either able to operate fully autonomously or not at all. This dichotomous approach disregards the various levels of drone autonomy and fails to capture the complexity of civilian drone operation. Within the EU, this has regulatory implications, such as regulatory lag, hindrance in better safety regulation, and incoherence with the Union’s regulatory approach towards Artificial Intelligence (AI). This article argues that understanding autonomy as a spectrum, rather than in a dichotomous way, would be more coherent with the technical functioning of drone and would avoid potential regulatory problems caused by the current dichotomous approach. In delineating this spectral approach, this article (1) analyses manifestations of autonomy in drone operations, (2) delineates efforts in the technical literatures and drone standardization to conceptualize “autonomy”, and (3) explores definitional attempts for autonomy made in three other technologies: self-driving cars, autonomous weapon systems, and autonomous maritime ships. Floral scent emission of petunia flowers is regulated by light conditions, circadian rhythms, ambient temperature and the phytohormones GA and ethylene, but the mechanisms underlying sensitivity to these factors remain obscure. PHYTOCHROME INTERACTING FACTORs (PIFs) have been well studied as components of the regulatory machinery for numerous physiological processes. Acting redundantly, they serve as transmitters of light, circadian, metabolic, thermal and hormonal signals. Here we identified and characterized the phylogenetics of petunia PIF family members (PhPIFs). PhPIF4/5 was revealed as a positive regulator of floral scent: TRV-based transient suppression of PhPIF4/5 in petunia petals reduced emission of volatiles, whereas transient overexpression increased scent emission. The mechanism of PhPIF4/5-mediated regulation of volatile production includes activation of the expression of genes encoding biosynthetic enzymes and a key positive regulator of the pathway, EMISSION OF BENZENOIDS II (EOBII). The PIF-binding motif on the EOBII promoter (G-box) was shown to be needed for this activation. As PhPIF4/5 homologues are sensors of dawn and expression of EOBII also peaks at dawn, the prior is proposed to be part of the diurnal control of the volatile biosynthetic machinery. PhPIF4/5 was also found to transcriptionally activate PhDELLAs; a similar positive effect of PIFs on DELLA expression was further confirmed in Arabidopsis seedlings. Antimicrobial resistance (AMR) has become one of the defining challenges of the twenty-first century. Food production and farming are a key if troubling component of that challenge. Livestock production accounts for well over half of annual global consumption of antimicrobials, though the contribution of the sector to drug resistance is less clear. As a result, there is an injunction to act in advance of incontrovertible evidence for change. In this paper we engage with the role of market actors in the precautionary regulation of farming practices and AMR threats. The paper takes the UK poultry sector as exemplary of an audit-led process that has, in recent years, achieved impressive reductions in antimicrobial use. Using qualitative interview data with farmers and veterinarians we chart the changing practices that have accompanied this reduction in treatments. We use this analysis to raise some cautions around audit-led systems of regulation. Audits can lock farms and animals into particular versions of farming and animal health; they can elevate harmful compensatory practices (including disinfectant uses); and they can reproduce an actuarial approach to an issue that does not fit the conventions of risk management. The paper presents the considerable successes that have been achieved over a short period of time in a livestock sector, while generating notes of caution concerning the audit-led management of livestock-related AMR threats. Gear shafts are commonly manufactured by machining of gear teeth and shaft separately. This kind of approach entails quite some problems, such as long processing time, large die, and low production efficiency. To tackle these problems, this paper innovatively proposes a new process of cross wedge rolling (CWR) that is specifically tailored to the manufacturing of gear shafts, with which the shaft and teeth are formed at one go. The finite element model of CWR forming of gear shaft is established to simulate and analyze the CWR forming process. A three-factor and three-level response surface test is designed to optimize the processing parameters, where the friction coefficient, rolling temperature, and die movement speed are chosen as three factors, and inhomogeneous deformation is set as the response. The optimal parameters are obtained as follows: the rolling temperature is 1240 ℃, the speed of the die movement is 336 mm/s, and the friction coefficient is 0.8. This result is subsequently verified by experiments. Further on, the microstructure evolution of the characteristic points of the CWR forming process of gear shaft is analyzed. It is found that the grains at the gear teeth section are continuously refined and grown from the boundary at the early section of deformation, and the final grains grown are much smaller than the original ones. In addition, the grains appear to grow in a short range of time in the process of deformation, but the overall trend is towards refinement. In the shaft section, the evolutions of the grains in the two stepped shaft segments are almost the same; the grain deformation shows cyclic changes; the degree of grain refinement in the shaft is higher than that in the teeth; and the degree of grain refinement in the shaft center is higher than that in the shaft edge. The placing of plant protection products (PPPs) on the market in the European Union is governed by numerous regulations. These regulations are among the most stringent in the world, however they have been the subject of criticisms especially because of the decline in biodiversity. The objectives of this work were to review (1) the functioning and actors involved in the PPP framework processes, (2) the construction of the environmental risk assessment focused on biodiversity, and (3) the suggested ways to respond to the identified limits. Both literature from social sciences and ecotoxicology were examined. Despite the protective nature of the European regulation on PPPs, the very imperfect consideration of biodiversity in the evaluation process was underlined. The main limits are the multiplicity of applicable rules, the routinization of the evaluation procedures, the lack of consideration of social data, and the lack of independence of the evaluation. Strengths of the regulation are the decision to integrate a systemic approach in the evaluation of PPPs, the development of modeling tools, and the phytopharmacovigilance systems. The avenues for improvement concern the realism of the risk assessment (species used, cocktail effects...), a greater transparency and independence in the conduct of evaluations, and the opening of the evaluation and decision-making processes to actors such as beekeepers or NGOs. Truly interdisciplinary reflections crossing the functioning of the living world, its alteration by PPPs, and how these elements question the users of PPPs would allow to specify social actions, public policies, and their regulation to better protect biodiversity. Bacterial azoreductases are enzymes that catalyze the reduction of ingested or industrial azo dyes. Although azoreductase genes have been well identified and characterized, the regulation of their expression has not been systematically investigated. To determine how different factors affect the expression of azoR, we extracted and analyzed transcriptional data from the Gene Expression Omnibus (GEO) resource, then confirmed computational predictions by quantitative reverse transcription polymerase chain reaction (qRT-PCR). Results showed that azoR expression was lower with higher glucose concentration, agitation speed, and incubation temperature, but higher at higher culture densities. Co-expression and clustering analysis indicated ten genes with similar expression patterns to azoR: melA, tpx, yhbW, yciK, fdnG, fpr, nfsA, nfsB, rutF, and chrR (yieF). In parallel, constructing a random transposon library in E. coli K-12 and screening 4320 of its colonies for altered methyl red (MR)-decolorizing activity identified another set of seven genes potentially involved in azoR regulation. Among these genes, arsC, relA, plsY, and trmM were confirmed as potential azoR regulators based on the phenotypic decolorization activity of their transposon mutants, and the expression of arsC and relA was confirmed, by qRT-PCR, to significantly increase in E. coli K-12 in response to different MR concentrations. Finally, the significant decrease in azoR transcription upon transposon insertion in arsC and relA (as compared to its expression in wild-type E. coli) suggests their probable involvement in azoR regulation. Fire testing enables an individual or an organisation to make a claim about how a material, product, or system will perform in operational use. This paper describes and analyses the various reaction-to-fire tests that have used over the last 100 years in the UK. By analysing the commonalities and differences between these tests we propose a 'taxonomy of testing'. We suggest that tests may be classified by the degree to which users may unthinkingly apply the results—without leading to negative fire safety outcomes. We propose three categories: unrepresentative tests; model tests; and technological proof tests. Unrepresentative tests are those which do not mimic building fire scenarios, but have thresholds so conservative that users need not consider whether the test was applicable to their intended application. Model tests are those based on 'models' of expected fire scenarios—users must therefore be confident that the model is sufficiently similar to their application. Technological proof tests are those which provide a more realistic test of a real building system—users must carefully analyse the similarities between their test and the real building before applying the results. From this we conclude that where user competence is low, policymakers should cite only unrepresentative (and conservative tests) within their guidance. Conversely where user competence is high, policy makers may more safety cite model or technological proof tests. Biobanking—the storage of human biological samples, including tissue, blood, urine, and genetic data—raises many ethical, legal, and social issues, including confidentiality and privacy. Pediatric biobanking is more complicated, with difficulties arising because children lack capacity to consent and acquire this capacity upon maturity when the research is still ongoing. Yet given the limited availability of pediatric samples, the translational nature of biobanking presents a unique opportunity to share samples and produce clinically necessary information about pediatric development and diseases. Guidance on navigating these legal and ethical difficulties is needed for those involved in pediatric biobanking—including researchers, participants, and families, and those involved in biobank governance. This paper seeks to map the current regulatory framework governing pediatric biobanking to determine what guidance is currently offered. Regulatory mapping of current international and national guidelines on pediatric biobanking addressing the ethical, legal, and social nuances of pediatric biobanking was undertaken. This paper finds that international guidelines around biobanking are mostly for adults, and even when pediatric-specific, documents are non-binding, inconsistent, or only limited guidance is offered on a range of important issues specific to pediatric biobanks. Conclusion: This paper shows a need for consistent, comprehensive, and clear regulation on pediatric biobanking so that research can more quickly, efficiently, and ethically be translated to useful information and treatment in pediatric care. Cells in the brain are surrounded by extracellular space (ECS), which forms porous nets and interconnected routes for molecule transportation. Our view of brain ECS has changed from a largely static compartment to dynamic and diverse structures that actively regulate neural activity and brain states. Emerging evidence supports that dysregulation of brain ECS contributes to the pathogenesis and development of many neurological disorders, highlighting the importance of therapeutic modulation of brain ECS function. Here, we aim to provide an overview of the regulation and dysfunction of ECS in healthy and pathological brains, as well as advanced tools to investigate properties of brain ECS. This review emphasizes modulation methods to manipulate ECS with implications to restore their function in brain diseases. Background: Drug approval lag is the time difference for new medicine to obtain marketing authorization approval in the study country compared to the first global approval. Drug approval lag delays the availability of innovative medicine to patients. This may lead to delay in treatment and severe public health implications. The study aimed to determine drug approval lag in Malaysia, the factors associated with drug approval lag (drug characteristics, regulatory factors and applicant type) and the association of the submission lag and review time with the regulation change. Methods: All new pharmaceutical products approved between January 2015 and March 2021 were examined (n = 136) using publicly available information. Factors associated with drug approval lag were determined using multiple linear regression. Results: The median drug approval lag was 855 days. Drug approval lag was associated with drug characteristics and regulatory factors. Median submission lag and median review time for products which fulfilled the requirement for the new regulations (Conditional Registration/ Facilitated Registration Pathway) were shorter compared to products which did not fulfil the requirement. Conclusion: Drug approval lag may delay the access of innovative medicine to patients, and this may lead to an increase in morbidity, mortality and healthcare costs. Good Regulatory Practices ensure efficient and transparent regulatory system which support the public health policy objectives in the most efficient way. The new regulations in Malaysia reduced the median submission lag and review time. The findings may be useful for regulators to consider for future policy development for medication access. This paper focuses on sovereign green bonds issued in Europe. By issuing green bonds, European governments commit themselves to realizing environmentally friendly projects and encourage other entities, including private-sector ones, to do the same, thus increasing further domestic investments in addressing climate change. However, considering that governments could pursue their sustainable goals by also issuing conventional bonds, this begs the question of why governments should prefer green bonds. A dataset of European sovereign green bonds was retrieved from the Bloomberg Fixed Income database to answer this question. The data cover all European sovereign green bonds issued until the end of 2023. Quantitative analysis confirms the existence of a small green premium for the issuers, representing an incentive to increase the issuances of sovereign green bonds. Furthermore, the government's carbon emissions reduction, the power sector decarbonization, and good climate policies, measured by the Government Climate Risk Score, contribute to further reducing a country's climate risk and consequently the costs of the issuance, thus triggering a virtuous circle which could, in turn, accelerate the transition to net-zero emissions. Despite these benefits, hurdles still exist, and have curbed the development of the market. Examples include divergence between the use of funds raised through green bonds, which should be earmarked exclusively for climate and environmental projects, and the fungibility requirements for proceeds from sovereign debt and fiscal revenues. Purpose: National recognition of the medical physicist profession in Indonesia was initiated by the Ministry of Health Decree in 2007, followed by the Nuclear Regulatory Agency regulation in 2011. A seven-year survey was conducted to examine the impact of the government's recognition of new job positions for medical physicists in Indonesia. Methods: The data were divided into two groups: medical physicist positions in the government and those in private sectors for the three specialisms of radiation oncology, diagnostic radiology, and nuclear medicine. Result: The results showed the delayed impact of national recognition on new job positions for medical physicists, which increased rapidly after eight years of implementation. The regulation of the Nuclear Regulatory Agency has also supported increasing public recognition. The data show a significant impact of the national recognition of medical physicists on new job positions in Indonesia. The Streptomyces genus comprises Gram-positive bacteria known to produce over two-thirds of the antibiotics used in medical practice. The biosynthesis of these secondary metabolites is highly regulated and influenced by a range of nutrients present in the growth medium. In Streptomyces coelicolor, glucose inhibits the production of actinorhodin (ACT) and undecylprodigiosin (RED) by a process known as carbon catabolite repression (CCR). However, the mechanism mediated by this carbon source still needs to be understood. It has been observed that glucose alters the transcriptomic profile of this actinobacteria, modifying different transcriptional regulators, including some of the one- and two-component systems (TCSs). Under glucose repression, the expression of one of these TCSs SCO6162/SCO6163 was negatively affected. We aimed to study the role of this TCS on secondary metabolite formation to define its influence in this general regulatory process and likely establish its relationship with other transcriptional regulators affecting antibiotic biosynthesis in the Streptomyces genus. In this work, in silico predictions suggested that this TCS can regulate the production of the secondary metabolites ACT and RED by transcriptional regulation and protein–protein interactions of the transcriptional factors (TFs) with other TCSs. These predictions were supported by experimental procedures such as deletion and complementation of the TFs and qPCR experiments. Our results suggest that in the presence of glucose, the TCS SCO6162/SCO6163, named GarR/GarS, is an important negative regulator of the ACT and RED production in S. coelicolor. The fast pace of blockchain technology and cryptocurrencies' evolution makes people vulnerable to financial fraud and provides a relatively straightforward monetisation mechanism for cybercriminals, in particular ransomware groups which exploit crypto's pseudo-anonymity properties. At the same time, regulatory efforts for addressing crimes related to crypto assets are emerging worldwide. In this work, we shed light on the current state of practice of ransomware monetisation to provide evidence of their payment traceability, explore future trends, and—above all—showcase that over-regulating cryptocurrencies is not the best way to mitigate their risks. For that purpose, first, we provide an overview of the legislative initiatives currently taken by the USA, the EU, and the OECD to regulate cryptocurrencies, showing that strict laws and the divergences between the regulatory regimes can hardly efficiently regulate the global phenomenon of cryptocurrency, which transcends borders and states. Next, we focus on illicit payments in bitcoin to ransomware groups, illustrating how these payments are siphoned off and how criminals cash out the ransom, often leaving traceable evidence behind. To this end, we leverage a publicly available dataset and a set of state-of-the-art blockchain analysis tools to identify payment patterns, trends, and transaction trails, which are provided in an anonymised form. Our work reveals that a significant amount of illicit bitcoin transactions can be easily traced, and consequently, many cyber crimes like ransomware can actually be tracked down and investigated with existing tools and laws, thus providing fertile ground for better and fairer legislation on crypto. Vitamin C, also known as ascorbic acid, is an essential nutrient that plays a critical role in many physiological processes in plants and animals. In humans, vitamin C is an antioxidant, reducing agent, and cofactor in diverse chemical processes. The established role of vitamin C as an antioxidant in plants is well recognized. It neutralizes reactive oxygen species (ROS) that can cause damage to cells. Also, it plays an important role in recycling other antioxidants, such as vitamin E, which helps maintain the overall balance of the plant's antioxidant system. However, unlike plants, humans cannot synthesize ascorbic acid or vitamin C in their bodies due to the absence of an enzyme called gulonolactone oxidase. This is why humans need to obtain vitamin C through their diet. Different fruits and vegetables contain varying levels of vitamin C. The biosynthesis of vitamin C in plants occurs primarily in the chloroplasts and the endoplasmic reticulum (ER). The biosynthesis of vitamin C is a complex process regulated by various factors such as light, temperature, and plant hormones. Recent research has identified several key genes that regulate vitamin C biosynthesis, including the GLDH and GLDH genes. The expression of these genes is known to be regulated by various factors such as light, temperature, and plant hormones. Recent studies highlight vitamin C's crucial role in regulating plant stress response pathways, encompassing drought, high salinity, and oxidative stress. The key enzymes in vitamin C biosynthesis are L-galactose dehydrogenase (GLDH) and L-galactono-1, 4-lactone dehydrogenase (GLDH). Genetic studies reveal key genes like GLDH and GLDH in Vitamin C biosynthesis, offering potential for crop improvement. Genetic variations influence nutritional content through their impact on vitamin C levels. Investigating the roles of genes in stress responses provides insights for developing resilient techniques in crop growth. Some fruits and vegetables, such as oranges, lemons, and grapefruits, along with strawberries and kiwi, are rich in vitamin C. Guava. Papaya provides a boost of vitamin C and dietary fiber. At the same time, red and yellow bell peppers, broccoli, pineapple, mangoes, and kale are additional sources of this essential nutrient, promoting overall health. In this review, we will discuss a brief history of Vitamin C and its signaling and biosynthesis pathway and summarize the regulation of its content in various fruits and vegetables. This study focuses on the analysis of cryptocurrency regulatory developments in Europe. The aim is to review national crypto-legislation in Europe and the EU's latest initiative to create designated regulatory instruments for the crypto-economy. This study assessed whether the European Union's Regulation on Markets in Crypto-Assets (MiCA) would have the intended effect. Drawing on the results of a survey of crypto experts from five European countries, this study evaluated the effectiveness of current regulation across Europe and how it can be improved to reduce financial crimes. The findings show that a unified national legal framework for regulating transactions with crypto assets does not exist in European countries. Current crypto regulations are dictated by anti-money laundering recommendations. This study provides suggestions for improving MiCA regulation. The article offers recommendations for an international regulatory standard for crypto assets and insights for increasing efficiency in regulating DeFi, NFTs, and smart contracts. Data portability (the ability to transfer data without affecting its content) and interoperability (the ability to integrate two or more datasets) significantly affect the use of data, with important implications for antitrust policy. Allowing for improved data portability can facilitate interoperability, which, in turn, will enable consumers to switch services, thereby substantially increasing competition. However, barriers to data portability and interoperability can increase market power and be a major source of social inefficiency. In 2009, the Federal Reserve subjected nonbank mortgage-originating subsidiaries of bank holding companies (BHCs), but not independent nonbank (INB) mortgage originators, to consumer compliance supervision. We examine the effects of this regulatory change on the pricing and performance of nonbank originations using a sample of conventional, first-lien, amortizing mortgages originated between 2000 and 2015. We find that subsidiary nonbank (SNB) loans, which had a higher probability of default than INB mortgages prior to the policy change, had a lower probability of default following the change. In addition, we identify small but statistically significant decreases in loan interest rates and loan-to-value ratios for SNB mortgages relative to INB mortgages. When we split our sample into prime and subprime mortgages, we find those effects hold for prime mortgages. For subprime mortgages, after the policy change SNB originations had higher interest rates and lower LTV ratios than INB mortgages, with only weakly significant differences in probabilities of default. The findings are robust to several potential confounding effects, including those due to firm entries and exits. Our findings are consistent with BHCs reducing risk shifting in mortgage lending across subsidiaries following their heightened regulatory scrutiny. [ABSTRACT FROM AUTHOR]

Concern about residential long-term care quality and safety is a critical issue in developed countries internationally, often fueled by media scandals exposing riveting accounts of resident-to-resident aggression/responsive behaviours. These scandals raise questions about standards of care set through long-term care regulation. Using a participatory action research approach and document analysis method, we analyzed incidents related to responsive behaviours documented in three types of public version inspection reports posted for 535 Ontario, Canada long-term care homes from 2016 through 2018. Creation of an Individual Home Data Collection and Analysis Tool facilitated data collation and descriptive statistical analysis of seven long-term care service areas in the province of Ontario. Results highlight several combined service areas differences between for-profit and not-for-profit home documentation related to responsive behaviours in (a) resident quality inspection means; (b) total complaint and critical incident proportions and means; (c) total enforcement actions proportions; and (d) enforcement penalties. We discovered that documented evidence of incidents related to responsive behaviours was instead represented by other sections of the legislation. The highest proportion of enforcement actions related to responsive behaviours involved no follow-up by inspectors and only four enforcement penalties over three years. Recommendations include revision of the inspection report judgement matrix tool to produce separate enforcement actions specific to responsive behaviours. We submit that attending to this will contribute to protecting long-term care residents from harm and improving their quality of care through more effective connection of long-term care regulation to responsive behaviour care management. This article provides an overview of the background knowledge of ferroptosis in the nervous system, as well as the key role of nuclear factor E2-related factor 2 (Nrf2) in regulating ferroptosis. The article takes Alzheimer's disease (AD), Parkinson's disease (PD), Huntington's disease (HD), and amyotrophic lateral sclerosis (ALS) as the starting point to explore the close association between Nrf2 and ferroptosis, which is of clear and significant importance for understanding the mechanism of neurodegenerative diseases (NDs) based on oxidative stress (OS). Accumulating evidence links ferroptosis to the pathogenesis of NDs. As the disease progresses, damage to the antioxidant system, excessive OS, and altered Nrf2 expression levels, especially the inhibition of ferroptosis by lipid peroxidation inhibitors and adaptive enhancement of Nrf2 signaling, demonstrate the potential clinical significance of Nrf2 in detecting and identifying ferroptosis, as well as targeted therapy for neuronal loss and mitochondrial dysfunction.
