In the past decade, Public Rental Housing (PRH) has become the program of providing affordable rental housing to low- and middle-income households in China. Even though descriptions of the governance results are numerous, the previous studies are not underpinned by a theoretical foundation from a governance perspective, nor have they empirically examined whether PRH governance works on the ground. This explorative and empirical paper aims to fill this gap of an outcome-oriented evaluation of the impacts of governance as perceived by the final user. Central government formulated the objective for PRH governance as maintaining stability in the society. Whether the tenants perceive the goal of social stability as achieved was measured along three governance outcome dimensions: satisfaction with housing quality, satisfaction with housing quantity, and willingness to communicate with the government about PRH governance. Data were collected from questionnaires to PRH-tenants in Chongqing, the most important pilot city of PRH provision in China. The findings show that the perceived governance outcomes were quite mixed as tenants were moderately satisfied with PRH housing quantity, but less satisfied with housing quality, and thought they could relatively easily communicate with local government. In view of these mixed outcomes, to strengthen the effectiveness of PRH governance in the eyes of the tenants, this study suggests local governments: (1) to rethink and redevelop the performance evaluation; (2) to rethink the relations with non-governmental actors and organise a monitoring system that will assist in optimizing housing quality; and (3) to facilitate tenants' communication with local government. Energy costs have been rising as well as rents, both in the Netherlands and elsewhere, leading to situations commonly described as 'housing poverty' and 'fuel or energy poverty'. A dwelling may be unaffordable on at least two counts: rents or energy costs that are 'too high' in relation to income (excluding cases of 'too low' income). This paper measures comprehensively for the first time housing affordability of tenants in the Netherlands with respect to rent and fuel in order to gain insight in the ways this ongoing budgetary commitment can be calculated. Starting point is the expenditure-to-income ratio, which is usually used in the Netherlands to represent the affordability of housing consumption. For 2012 its components-incomes, rents and fuel costs-are separated out. The absence of a socially acceptable benchmark for 'affordable' versus 'unaffordable' housing and the fact that lower-income households pay relatively more on rent and energy than those with a higher income (Engel's Law) call for an alternative method to measure affordability. The residual income approach is shown to be useful in identifying households with housing and energy affordability problems, once social norms have been established for the relationship between income, rent and energy expenses. In this article, the methodological strengths and weaknesses of two common housing affordability indicators-the expenditure-to-income ratio and the residual income-are discussed, using data for the Belgian region of Flanders and the Netherlands. Affordability standards are used in order to distinguish the group facing affordability problems. In case of residual income, we use minimum budget standards-excluding housing-that allow for decent participation in society. For the expenditure-to-income ratio, we apply the internationally frequently used 30 % benchmark. Our comparison of the two methods results in a preference for the budget approach. Consequently, we explore the possibilities of applying the budget approach in a comparative context. We conclude by making recommendations for future research. [ABSTRACT FROM AUTHOR]

Housing policies in many countries have become more market orientated as the role of governments has shifted from the direct supply and funding of non-market housing towards the role of a regulator and facilitator. Central to this development is the notion that providers of social housing have to become more competitive. Arguably, these social housing changes have important implications for the relationship between social and market rented housing and thus the rental market as a whole. Conceptual frameworks that facilitate the understanding of this relationship are sparse commodities. This paper seeks to develop a theoretical framework that can be used to shed light on the conditions, processes, and effects of the new relation between the two rental tenures from an economic competition viewpoint. Therefore, this paper adapts the structure-conduct-performance paradigm to rented housing and discusses the framework's applicability and value on a theoretical level. [ABSTRACT FROM AUTHOR]

This article analyzes the function, design, and effects of a method to assess the performance of housing associations in the Netherlands. First, the roles of performance assessment are discussed from three perspectives: the association as an agent for the central government; the association as a facilitator of local stakeholders’ needs; and the association as an autonomous social entrepreneur. From each of these stereotypical perspectives, we derive the approaches to and functions of performance assessment. The resulting theoretical archetypes of performance assessment are then employed to analyze the method that was in place in 2005 in the Netherlands. The performance assessment system is also analyzed using the director, detector, and effector elements drawn from cybernetic theory. Furthermore, the Dutch performance assessment method is briefly compared with the English inspection system. This provides a better understanding of the types of performance assessment. In light of the identified perspectives on housing associations, we conclude that the Dutch method performs poorly on the director and effector element and that the English method performs relatively well on all elements. Nevertheless, in both countries adjustments in the performance assessment system can increase learning and improve the performance of housing associations. [ABSTRACT FROM AUTHOR]

Urban renewal in the Netherlands has become a matter of ‘networking’. Housing associations, Dutch social landlords, became financially independent in the 1990s and have a responsibility in urban renewal. It is a joint responsibility in which local authority, social landlord and tenants are dependent on each other. This situation is rather new and needs some getting used to, as the two case studies show. The paper concludes that taking account of the complexity of networks could improve the chances of gaining support for problem definitions and solutions. Residential mortgage securitization on the secondary mortgage market in the United States has grown enormously since 1970. This contribution describes the growth, especially the growth of the large special circuit housing finance system within the secondary mortgage market. Fannie Mae and Freddie Mac are at the heart of it. Different housing finance systems are introduced first in order to position the system of securitization. The technicalities of securitization are then briefly covered, before the focus shifts to the development of residential mortgage securitization in the United States. The reasons for expansion of the secondary mortgage market are traced, and especially of Fannie Mae and Freddie Mac and the benefits they offer to homeowners and the buyers of securities. The success of securitization by Fannie Mae and Freddie Mac does not seem to be based on a miracle of competition in the housing finance market, but largely on regulation and subsidization of these organizations. This article formulates an answer to the followingquestion: Which concept is most suitable to compare the levels ofhousing costs and fiscal subsidies among owner-occupiers and how canthis concept be applied? First, the concepts of housing expenditure anduser costs of capital are evaluated. The preference for the latter conceptis then explained and the notion of subsidy is defined within the usercost framework. This contribution depicts therecent development of the housing expenditure quotefor various income groups in the social and privaterented sector in six West European countries. Thedevelopment reflects the similar policy efforts inthese countries, not only to reduce the regulatoryand subsidizing role of government but also topromote market mechanisms within the housing system.The analysis shows a recent rise in the gross aswell as the net rent quote in both rental sectors ofthe six countries. The one exception is the privaterented sector in Belgium. Despite the application ofhousing allowances, the lower-income groups have hadthe biggest increase in net rent quote. In addition,all six countries have recently seen an increase inthe concentration of low-income groups in the socialrented sector, where their presence was alreadystrong. If this trend persists, it will affect theposition of the social rented sector, the sociallandlords, but especially the low-income groups inboth the private and the social rented sector.
