The quality of educational research is often a subject of contention although debate is often obscure because the methods for assessing research have not been comprehensively investigated. Various studies, however, have thrown light on existing practices and the present paper will elaborate their relevance for educational research. Educational research is subject to a variety of quality assessment methods, including peer review. This process is not always visible and practices vary raising concerns about peer review as a quality assessment instrument. This paper addresses this gap by first reviewing the literature about editorial peer-review practices in English language journals within education and related fields covering the period 1970-2004. Then the paper maps the editorial policies of over 700 scholarly education journals published in the United Kingdom, the United States, Australia, New Zealand, and other English-speaking countries. It identifies the predominant practices of scholarly publication and manuscript assessment in this field and explores the commonality and variations in these practices. Neither in contemporary sociology nor in legal theory is much attention paid to the theoretical object of commands. This paper explores some features of commands that tend to remain largely invisible in social action, as well as largely under-theorized in the scholarly literature. The analysis draws on early reflection by Elias Canetti and tries to clarify the dynamics of the relationship between law and commands from a sociological perspective. The main claim is that command cannot be reduced to a linguistic entity, but has to be considered in the more complex frame of a direct relationship among subjects and their bodies within a shared space. Explanation of commands is made even more difficult by the fact that they take place in a space that is located ambiguously in between the realm of the subjective and that of the objective, in between passions and institutions. In 2017, the International Congress on Peer Review and Scientific Publication which is held every four years has revealed major problems, mostly ethical, in today's scientific publishing. At the above-mentioned Congress, the editors of I Annals of Internal Medicine i presented research on misuse of received manuscripts by peer reviewers (Taichman et al. [2]). This article presents a reflection on the manuscript review process. Implicitly and tacitly, a manuscript emits a language that a reviewer understands well. An editor of a major organizational behavior journal once commented that a significant number of articles are rejected not because they do not address important gaps in a literature or are not competently executed but because they are not well written. Poor writing makes it difficult to decipher an article's fundamental contribution. As a rule of measurement, a single item is highly unreliable. Individual studies, like single items, are fallible almost by rule or principle. This makes it easy to identify imperfections in a manuscript. It is a misperception that reviewers are the experts for a given manuscript. Rather, the authors are. The author's open and thoughtful response turned the review process into an authentic intellectual discourse. Cynics argue that, when 90 percent of submissions are rejected in the first round of reviewing, the hope for a trustful climate is futile. In this simple paradigm, a reviewer needs to be open to other reviewers' points of view and open to recognizing that the important intellectual discourse is not between authors and the individual reviewer, but among the authors and the reviewers.

There are three primary customers for a manuscript review: the journal editor, manuscript authors, and the marketing discipline. A reviewer can go to any of several articles for guidelines on how to serve the needs of an editor and authors. This article focuses on thoughts about the marketing discipline-as-customer for scholarly journal reviewers. The most important motivation for devoting time and energy to journal reviewing lies in the opportunity to meet the marketing discipline's need for growth in and usefulness of the body of marketing knowledge. The author believes that the discipline needs more effort devoted to generating its own theories of marketing phenomena. A second, more complicated example concerns the marketing discipline's need for rigorous research, regardless of the approach used in the research on which a manuscript reports. The most controversial example comes from reviewing manuscripts that rely on a literature-driven methodology to generate theory. Such manuscripts typically use literature references and logic to derive theoretical propositions or hypotheses about a phenomenon. When a reviewer believes that a discipline-as-customer issue is important, the review should comment on it.

The professional responsibilities of college professors are conventionally grouped into research, teaching and service roles. Influencing a discipline through research and writing can be accomplished through a variety of publication channels. The following are the primary conduits for channeling written contributions: broad-based scholarly journals that are the discipline's standard bearers; specialized scholarly journals that have a narrower scope in terms of content and/or methodology; scholarly books or book chapters; applied journals that are aimed primarily at practitioner audiences; textbooks, and business books. Influencing a discipline through written contributions involves two distinct tasks: knowledge creation and knowledge dissemination. To be effective, any single piece of written work that purports to contribute new knowledge has to do a good job of communicating--that is, disseminating--that contribution. The multiple means through which research and written contributions can influence a discipline imply a corresponding set of targets--namely, research scholars, Ph.D. students, thoughtful practitioners, managers in general, and non-Ph.D. students. It is important to have a well-thought-out publication strategy in order to maximize the probability of making a significant impact on the field and minimize the probability of mental anguish and wasted efforts.

The article presents information for authors regarding submission of manuscripts for the journal "Language Policy." Publishing company Kluwer Academic Publishers request the submission of manuscripts and figures in electronic form, preferably as e-mail attachments. The journal "Language Policy" follows a double-blind reviewing procedure. Authors are therefore requested to place their name and affiliation on a separate page. Self-identifying citations and references in the article text should either be avoided or left blank when manuscripts are first submitted. To determine the interest of academic general internists and family physicians in specific features of electronic journal publications, we surveyed 350 physicians, 175 randomly selected from each of 2 medical societies: the Society of General Internal Medicine, and the Society of Teachers of Family Medicine. The response rate was 70%. Most general internists and family physicians used online journals sometimes or often. Most general internists and family physicians reported moderate to high interest in having links from original articles, reviews, or editorials to listed references (77% to 89% of internists and 65% to 81% of family physicians) and electronic medical reference texts (73% to 78% of internists and 65% to 83% of family physicians). Less than 25% of both groups reported moderate to high interest in having links to initiate dialog with other readers or to communicate comments to the author or editor. General internists were more likely than were family physicians to have moderate to high interest in having links to appendices and supportive material (e.g., 66% of general internists versus 46% of family physicians for original articles; P < .05) and less likely to have moderate to high interest in links to health-related web sites (44% of general internists versus 69% of family physicians for original articles; P < .05). We conclude that academic general internists and family physicians have strong but not identical interests in specific features of electronic publication that primary care-oriented journals should consider. Although the amount and type of international content varies by journal, it appears that many management journals are increasing their international content while others are not. This is an introduction to a special issue of Research in Science Education that focuses on peer review in science education. We introduce each of the articles in the special issue and highlight some of the issues that are addressed and the methods employed in the articles that follow. In this paper, I explore the peer review process in electronic and print science education journals. The topics I address include how to submit manuscripts, criteria for reviews, reviewer qualifications, blind reviews, the qualifications and role of editors and associate editors, time lines, the most common reasons why manuscripts are rejected, writing to the journal audience and, how to interpret letters from editors. I include recommendations for responding to reviewers' comments when revising manuscripts and how to show editors that appropriate changes have been made to a manuscript. Peer review - processes of quality control and certification - is well established in most sciences. In this contribution we limit ourselves to peer review in scientific journals. The main idea of peer review - to keep science free from individuals' and groups' interests and impact, and to select and publish only what is the best in a special field of research - is briefly summarized. Though peer review has a significant impact in the sciences, it is obviously hard to realize its objects. Highly publicized cases of fraud, large amounts of time necessary for the review process, the continued power of old boys' networks, and so forth - such factors led to many debates, and while some demanded to abolish peer review completely, others looked for possibilities to revise the review process. The Internet appears to provide tools to improve the organisation of peer review and to afford the transparency of the review process and its results. But even if the use of the Internet leads to significant changes in peer review there is no value-free scientific knowledge and evaluation that are separate from (predominant and/or competing) paradigms and their proponents. The paper examines the history of the Austrian Journal of Sociology (ÖZS) and emphasizes some particularities of its coming to life in the middle of the 1970s. The choice for a national sociologically journal must be understood against the background of a fragmented development of sociology as a distinct academic discipline in Austria. Only after the cultural separation of Austria as a nation of its own after the defeat of the Nazis and the formation of sociology as a university study the number of potential contributors was large enough to establish a specialized journal. Created during the reform oriented period of the Social Democratic government the journal established itself as the organ of the opposition to the professorate. Due to its devotion to German as the language in use and the decision to function as a national journal the impact factor of the ÖZS is still comparatively insignificant. A comparison of the first and the last two volumes demonstrates some changes in the composition of its authorship. Whereas in the early years young Austrians of lower academic status built the core of its contributors nowadays the majority of its contributors are older, more established, primarily male sociologists, half of them working outside the boundaries of Austria. They write more essayist texts and evade analyses of the Austrian society instead of paper about theory, methods and the history of sociology. Only seldom they criticise each other.
