This paper considers the search for the best papers by the editors of an academic journal. At each period, each editor receives a set of submissions and has to decide which paper to accept. Some editors being more demanding than others, researchers choose the quality level of their papers taking as given the composition of the editorial board. According to the specific structures of the editorial board, various equilibria may appear. We show that the journal will publish a high number of high quality papers only when the editorial board is composed by a homogeneous set of very demanding editors. [ABSTRACT FROM AUTHOR]

In order to study the prevalence, nature (direction), and causes of reporting errors in psychology, we checked the consistency of reported test statistics, degrees of freedom, and p values in a random sample of high- and low-impact psychology journals. In a second study, we established the generality of reporting errors in a random sample of recent psychological articles. Our results, on the basis of 281 articles, indicate that around 18% of statistical results in the psychological literature are incorrectly reported. Inconsistencies were more common in low-impact journals than in high-impact journals. Moreover, around 15% of the articles contained at least one statistical conclusion that proved, upon recalculation, to be incorrect; that is, recalculation rendered the previously significant result insignificant, or vice versa. These errors were often in line with researchers' expectations. We classified the most common errors and contacted authors to shed light on the origins of the errors. [ABSTRACT FROM AUTHOR]

This article presents a reflection on the manuscript review process. Implicitly and tacitly, a manuscript emits a language that a reviewer understands well. An editor of a major organizational behavior journal once commented that a significant number of articles are rejected not because they do not address important gaps in a literature or are not competently executed but because they are not well written. Poor writing makes it difficult to decipher an article's fundamental contribution. As a rule of measurement, a single item is highly unreliable. Individual studies, like single items, are fallible almost by rule or principle. This makes it easy to identify imperfections in a manuscript. It is a misperception that reviewers are the experts for a given manuscript. Rather, the authors are. The author's open and thoughtful response turned the review process into an authentic intellectual discourse. Cynics argue that, when 90 percent of submissions are rejected in the first round of reviewing, the hope for a trustful climate is futile. In this simple paradigm, a reviewer needs to be open to other reviewers' points of view and open to recognizing that the important intellectual discourse is not between authors and the individual reviewer, but among the authors and the reviewers.

Two separate functions are quite clearly associated with the publication of articles. In their information function they are intended to contain a high informative value for the reader as well as serving the purpose of rapidly disseminating new knowledge. At the same time they are intended, in their selection function, to contribute to the assessment of scientists, institutions and journals themselves. Here it is frequency of citation which is used as the common indicator. Increasing growth in the number of articles published coupled with declining returns to scale of the readership calls into question the journals' information value. Various empirical studies cast considerable doubt on the reliability of the review procedure for manuscripts. There exist several indications that reputation, professional contacts to the editor as well as a self-perpetuating tendency among members of a given school of thought all lead to distortions in the manuscript selection procedure. Similarly the citation frequency must also be viewed as a highly questionable demand-side quality indicator due to the evidence of circular citations, citing oneself and the like. The present critique leads to an investigation of a market failure. Central problem areas are to be found in the nature of the journal as a quasi-public good as well as in inadequate conventions of what constitutes quality. Submission fees, pecuniary incentives for the referees and the possibility of an open discussion forum on review articles accessible via the Internet are all considered as pragmatic ways of achieving improvements. Some proposals for change (to which the author is not dogmatically committed) are presented to stimulate discussion and provide impetus toward reform. The newly adopted multiple submissions policy of the ASA is criticized as ambiguous, illogical and oppressive. Two lines of reasoning used by the ASA to support the policy are examined and found faulty. The impact of multiple submissions is analyzed and found to benefit authors and small, lesser-known journals. Finally, it is suggested that the policy functions to protect the major sociological journals from competition from other publications and to preserve the present prestige distribution among sociological periodicals. Sociology journals have serious economic and structural problems, and many of them may fail in the next decade. Sociology's information system is highly inefficient and needs re-thinking. The most serious structural problem is the lack of coordination and cooperation among journals. Recently some sociology and social science editors have initiated discussions, and have proposed a council of social science editors. A council might serve as a middle range strategy to mitigate some of the most urgent problems, but it also could serve as a catalyst in the planning that must be done to preserve an effective and efficient scholarly communication system. This article presents a report of the editor of Sociology of Education, a scholarly journal published by the American Sociological Association, as of August 1972. During the 1971-1972, there was little change of editorial policy of activities. Although the larger number of pages in the current volume are devoted to research reports, these are complemented by critical reviews of research, theoretical articles, and bibliographic essays. A symposium on the state of the field will appear shortly, and work is well advanced on a special issue about university faculty, for which Donald Light of Princeton University serves as editorial consultant. Although it has been our intention to publish occasional discussions of education policy or practice, few such manuscripts are sent to the journal, and none has appeared in the current volume. Since June 1, 1971, 236 papers have been received, in comparison with 266 in the preceding year. Of these, 30 were accepted, 13 without revision, 13 with one revision, and four with two or more revisions. One hundred fifty-three manuscripts were rejected and three were withdrawn. As of May 31, 50 papers were awaiting decision. Thus for the current year, the acceptance rate, articles still must wait about twelve months to be published. Because of the hardworking editorial board, editorial action has been quite fast. The modal, and mean, decision time during the year was eight weeks; and for about a quarter of the papers on which action was taken, decision were reached in three to five weeks.
