Microbial communities play a crucial role in ocean ecology and global biogeochemical processes. However, understanding the intricate interactions among diversity, taxonomical composition, functional traits, and how these factors respond to climate change remains a significant challenge. Here, we propose seven distinct ecological statuses by systematically considering the diversity, structure, and biogeochemical potential of the ocean microbiome to delineate their biogeography. Anthropogenic climate change is expected to alter the ecological status of the surface ocean by influencing environmental conditions, particularly nutrient and oxygen contents. Our predictive model, which utilizes machine learning, indicates that the ecological status of approximately 32.44% of the surface ocean may undergo changes from the present to the end of this century, assuming no policy interventions. These changes mainly include poleward shifts in the main taxa, increases in photosynthetic carbon fixation and decreases in nutrient metabolism. However, this proportion can decrease significantly with effective control of greenhouse gas emissions. Our study underscores the urgent necessity for implementing policies to mitigate climate change, particularly from an ecological perspective. Engineering biology (EngBio) is a dynamic field that uses gene editing, synthesis, assembly, and engineering to design new or modified biological systems. EngBio applications could make a significant contribution to achieving net zero greenhouse gas emissions. Yet, policy support will be needed if EngBio is to fulfil its climate mitigation potential. What form should such policies take, and what EngBio applications should they target? This paper reviews EngBio's potential climate contributions to assist policymakers shape regulations and target resources and, in so doing, to facilitate democratic deliberation on desirable futures. Tropical cyclones (TCs) can adversely affect economic development for more than a decade. Yet, these long-term effects are not accounted for in current estimates of the social cost of carbon (SCC), a key metric informing climate policy on the societal costs of greenhouse gas emissions. We here derive temperature-dependent damage functions for 41 TC-affected countries to quantify the country-level SCC induced by the persistent growth effects of damaging TCs. We find that accounting for TC impacts substantially increases the global SCC by more than 20%; median global SCC increases from US$ 173 to US$ 212 per tonne of CO2 under a middle-of-the-road future emission and socioeconomic development scenario. This increase is mainly driven by the strongly TC-affected major greenhouse gas emitting countries India, USA, China, Taiwan, and Japan. This suggests that the benefits of climate policies could currently be substantially underestimated. Adequately accounting for the damages of extreme weather events in policy evaluation may therefore help to prevent a critical lack of climate action. The estimates of the societal costs of carbon currently used for policy evaluations may be too low due to an insufficient representation of tropical cyclone damage. The EU aims at reaching carbon neutrality by 2050 and Finland by 2035. We integrated results of three spatially distributed model systems (FRES, PREBAS, Zonation) to evaluate the potential to reach this goal at both national and regional scale in Finland, by simultaneously considering protection targets of the EU biodiversity (BD) strategy. Modelling of both anthropogenic emissions and forestry measures were carried out, and forested areas important for BD protection were identified based on spatial prioritization. We used scenarios until 2050 based on mitigation measures of the national climate and energy strategy, forestry policies and predicted climate change, and evaluated how implementation of these scenarios would affect greenhouse gas fluxes, carbon storages, and the possibility to reach the carbon neutrality target. Potential new forested areas for BD protection according to the EU 10% protection target provided a significant carbon storage (426–452 TgC) and sequestration potential (− 12 to − 17.5 TgCO2eq a−1) by 2050, indicating complementarity of emission mitigation and conservation measures. The results of the study can be utilized for integrating climate and BD policies, accounting of ecosystem services for climate regulation, and delimitation of areas for conservation. Coal combustion is the largest source of power in India at the moment. This combustion also emits trace amounts of hazardous substances such as mercury. Mercury is a global pollutant with the potential for long-range transport and ability to persist in the environment, bioaccumulate and cause toxicity. Controlling emissions of mercury from coal-fired power plants (CFPPs) is recognized by the Minamata Convention on Mercury as an important step in curbing the harmful effects of mercury to the environment and humans. India has been identified as one of the top emitters of mercury to the atmosphere, and coal combustion contributes to more than half of these emissions. Here, we discuss the current state of regulations on mercury emissions from CFPPs in India, the current information on mercury from CFPP stacks, and the possible way forward. Present data suggest that mercury specific emission control technologies are not required to comply with the regulatory requirements. As such, any reduction in mercury emissions will rely on co-benefits obtained from technologies to control emissions of other pollutants such as flue gas desulphurization, or methods to increase the efficiencies of CFPP such as coal washing. Additional reductions may be made from a business-as-usual scenario if the energy mix of India changes to renewable non-fossil fuel-based energy at an accelerated pace. As addressed by many studies, greenhouse gas has a significant impact on the different aspects of life and more importantly on the whole environment. The excessive emission of green gas leads to climate change which is regarded as one of the most significant challenges of 21 century. Hence, in this regard, this paper has addressed the changing greenhouse gas (GHG) emissions in 18 countries of the MENA region. For this purpose, ten different scenarios of this disease's future status and its restrictions were considered in an input–output modelling framework. The empirical results indicated that the emission of greenhouse gas is reduced under all scenarios. However, some countries experience more reduction due to the restriction because of COVID-19 like Syria, Iran, Yemen and Lebenon. Based on the ninth scenario, Iran and Syria have the highest reduction in emission of greenhouse gas by 13.1 and 13.8 per cent, and based on the tenth scenario, Lebenan and Syria will experience the highest reduction in emission by about 13.1 and 17.9 per cent. The results show that according to scenario 10 (explosive intensification of the pandemic without the wave subsiding over a while) and scenario 9 (the pandemic worsens step by step without subsiding over a while), Syria and Iran have the highest reduction in greenhouse gas emissions, respectively. According to scenario 1 (rapid and complete control of disease), Bahrain, Qatar, and Kuwait have the lowest reduction in GHG emissions. Besides, the study draws several fruitful implications regarding environmental concerns as sectoral analysis such as Hotels and Restaurants, Retail Trade, Fishing, Wholesale Trade, and Transport sectors. Moreover, policymakers should be alert that notwithstanding all limitations, Private Households and Public Administration develop their emissions during the pandemic since quarantine intensifies the supply of these services. Surprisingly, none of the policy restrictions have a significant impact on GHG emissions from Education, Health, and Other Services, Petroleum,Chemical, and Non-Metallic Mineral Products, Textiles and Wearing Apparel, and Re-export & Re-import, demonstrating the robust and established nature of these sectors' activities. To control the emissions of the quarantine-neutral sectors, long- and mid-term structural and environmental policies should be considered. Justice and responsibility are central notions shaping the international climate negotiations. However, countries have different perspectives on how to translate these concepts into solutions for climate change. In this process, actors such as the European Union (EU) play a central role, by trying to persuade other large greenhouse gas (GHG) emitters to take on their (historical) responsibilities and by supporting developing countries. At the same time, China and India have become central actors in international climate negotiations. Due to their rapid economic growth and rising GHG emissions, their climate action is crucial for achieving global goals, while their historical emissions are very different from those of Western countries. To shed light on the EU's perspective on climate justice, and the particular role of China and India therein, this article analyses Members of European Parliament's (MEPs) narratives in plenary debates on foreign climate policy between 1996 and 2019. MEPs' views contribute to shaping the EU's position on the topic, but also provide useful insights into the political dynamics of the debate. The paper finds that climate justice is mentioned in less than half of the MEPs' speeches, but that its salience increased over time and became more diverse in terms of different dimensions of climate justice. We also uncover that MEPs' positions on China and India evolved with the rise in their emissions, becoming increasingly critical over time. Over the past couple of decades, the world has witnessed a rise in greenhouse gas (GHG) emissions and rising income inequality that threatens human well-being. Addressing these challenges and ensuring sustainable development become a pressing issue for policymakers. This paper investigates the impact of GHG emissions on income inequality in Africa. The study uses a panel data set from 49 countries from 1981 to 2015 and shows that GHG emission widens income inequality. The result is robust for alternative emission indicators. A direct implication is that climate change policy should be designed to narrow income inequality. It is emphasized that mitigation actions should focus on the agriculture sector. Hence, intervention towards energy-smart agriculture, land conservation practices, exploiting the job creation potential, and strengthening value addition in the agricultural sector is decisive. Negative emissions techniques (NETs) promise to capture greenhouse gases from the atmosphere and sequester them. Since decarbonisation efforts have been slow, and the climate crisis is intensifying, it is increasingly likely that removing greenhouse gases from the atmosphere will be necessary to meet internationally-agreed targets. Yet there are fears that pursuing NETs might undermine other mitigation efforts, primarily the reduction (rather than removal) of greenhouse gas emissions. This paper discusses the risk of this phenomenon, named 'mitigation deterrence'. Some of us have previously argued that a cultural political economy framework is needed for analysing NETs. Such a framework explains how promises of future NETs deployment, understood as defensive spatio-temporal fixes, are depoliticised and help defend an existing neoliberal political regime, and its inadequate climate policy. Thus they risk deterring necessary emissions reductions. Here we build on that framework, arguing that to understand such risks, we need to understand them as the result of historically situated, evolving, lived practices. We identify key contributing practices, focussing in particular but not exclusively on climate modelling, and discuss how they have been reproduced and co-evolved, here likened to having dug a hole for ourselves as a society. We argue that understanding and reducing deterrence risks requires phronetic knowledge practices, involving not just disembodied, dispassionate technoeconomic knowledge-making, but also strategic attention to political and normative issues, as well as emotional labour. Background: With a lack of United States federal policy to address climate change, cities, the private sector, and universities have shouldered much of the work to reduce carbon dioxide (CO2) and other greenhouse gas emissions. This study aims to determine how landcover characteristics influence the amount of carbon (C) sequestered and respired via biological processes, evaluating the role of land management on the overall C budget of an urban university. Boston University published a comprehensive Climate Action Plan in 2017 with the goal of achieving C neutrality by 2040. In this study, we digitized and discretized each of Boston University's three urban campuses into landcover types, with C sequestration and respiration rates measured and scaled to provide a University-wide estimate of biogenic C fluxes within the broader context of total University emissions. Results: Each of Boston University's three highly urban campuses were net sources of biogenic C to the atmosphere. While trees were estimated to sequester 0.6 ± 0.2 kg C m−2 canopy cover year−1, mulch and lawn areas in 2018 emitted C at rates of 1.7 ± 0.4 kg C m−2 year−1 and 1.4 ± 0.4 kg C m−2 year−1, respectively. C uptake by tree canopy cover, which can spatially overlap lawn and mulched landcovers, was not large enough to offset biogenic emissions. The proportion of biogenic emissions to Scope 1 anthropogenic emissions on each campus varied from 0.5% to 2%, and depended primarily on the total anthropogenic emissions on each campus. Conclusions: Our study quantifies the role of urban landcover in local C budgets, offering insights on how landscaping management strategies—such as decreasing mulch application rates and expanding tree canopy extent—can assist universities in minimizing biogenic C emissions and even potentially creating a small biogenic C sink. Although biogenic C fluxes represent a small fraction of overall anthropogenic emissions on urban university campuses, these biogenic fluxes are under active management by the university and should be included in climate action plans. This paper analyzes the possibility to reduce the carbon footprint of exported products by implementing forest climate offset projects amid the introduction of the carbon tax on imports of high-carbon products, including those exported from Russia, by the European Union. The role of forests as absorbers of greenhouse gas (GHG) emissions differs significantly in Russia and in the EU. It is suggested that the EU's climate neutrality policy aimed primarily at the reduction of direct CO2 emissions by sectors such as power, industry, and agriculture is a consequence of the insignificant role of European forests in greenhouse gas absorption. By contrast, Russia can achieve climate neutrality not only by reducing greenhouse gas emissions, but also by increasing their absorption by forests and implementing forest climate projects (FCPs). Taking into consideration the UNFCCC baseline and additionality requirements, three FCP types can be proposed for implementation in the Russian Federation. In 2021, extreme weather and climate events caused preventable injuries, illnesses and deaths. A clear imperative exists to reduce greenhouse gas emissions and increase the sustainability and climate resilience of health systems. Countries and communities must implement strategies to mitigate climate change and invest in health systems to protect their populations. This article analyzes governmental responses for the climate change challenge in China and Brazil. Both countries have a central role in the climate change debate since they are major greenhouse gases emitters, thus contributing to the aggravation of the problem, each with differentiated participation. At the same time, policy measures aimed at climate issues in these countries may lead to the reconfiguration of international negotiations on the topic. The methodological aspects include three main points of analysis: the trajectory of greenhouse gas emissions in both countries; political and institutional structures mobilized to the climate issue and focusing on mitigation and policy responses related to climate change. In climate policy, substitutions metrics are used to determine exchange ratios for different greenhouse gases as part of a multi-gas strategy. The suitability of the metric depends on the policy goals and considerations regarding its practical use. Here, we present a multi-model comparison study to look at the impact of different metrics on the mitigation strategies and global climate policy costs. The study looks into different Global Warming Potentials (GWP) and the Global Temperature change Potential (GTP). The study shows that for all the models, varying between GWPs - from different IPCC reports, with different integration periods: 20 or 100 years - has a relatively small influence on policy costs (< 2.2 % spread across scenarios with a 2.8 W/m target) and climate outcomes. Metrics with a constant low substitution value for methane (effectively reducing its abatement), in contrast, lead to higher-cost mitigation pathways (with an average cost increase of 32.8 % in a 2.8 W/m scenario). If implemented efficiently, a time-varying GTP leads to a limited cost reduction compared to GWP. However, under imperfect foresight in combination with inertia of CH abatement options, or if implemented sub-optimally, time-varying GTP can result in higher costs than a 100-year GWP. At the same time, given a long-term radiative forcing target, a time-varying GTP results in slightly higher maximum global temperature change rates. [ABSTRACT FROM AUTHOR]

There has been extensive debate about whether the sustainable use of forests (forest management aimed at producing a sustainable yield of timber or other products) results in superior climate outcomes to conservation (maintenance or enhancement of conservation values without commercial harvesting). Most of the relevant research has relied on consequential life-cycle assessment (LCA), with the results tending to show that sustainable use has lower net greenhouse-gas (GHG) emissions than conservation in the long term. However, the literature cautions that results are sensitive to forest- and market-related contextual factors: the carbon density of the forests, silvicultural and wood processing practices, and the extent to which wood products and forest bioenergy displace carbon-intensive alternatives. Depending on these issues, conservation can be better for the climate than sustainable use. Policy institutions are another key contextual factor but, so far, they have largely been ignored. Using a case study on the Southern Forestry Region (SFR) of New South Wales (NSW), Australia, we show how policy institutions can affect the assessed outcomes from alternative forest management strategies. This paper summarizes the main characteristics of the RCP8.5 scenario. The RCP8.5 combines assumptions about high population and relatively slow income growth with modest rates of technological change and energy intensity improvements, leading in the long term to high energy demand and GHG emissions in absence of climate change policies. Compared to the total set of Representative Concentration Pathways (RCPs), RCP8.5 thus corresponds to the pathway with the highest greenhouse gas emissions. Using the IIASA Integrated Assessment Framework and the MESSAGE model for the development of the RCP8.5, we focus in this paper on two important extensions compared to earlier scenarios: 1) the development of spatially explicit air pollution projections, and 2) enhancements in the land-use and land-cover change projections. In addition, we explore scenario variants that use RCP8.5 as a baseline, and assume different degrees of greenhouse gas mitigation policies to reduce radiative forcing. Based on our modeling framework, we find it technically possible to limit forcing from RCP8.5 to lower levels comparable to the other RCPs (2.6 to 6 W/m). Our scenario analysis further indicates that climate policy-induced changes of global energy supply and demand may lead to significant co-benefits for other policy priorities, such as local air pollution. The design of climate policy architectures depends on how its multiple designers identify the climate problem, on the principles they adhere to, and on the criteria they apply for assessing the performance of the constructed agreements. This article presents five core features of the climate policy problem, five principles demanding respect when designing policy, and a particular specification of the four general criteria: efficacy, efficiency, equity, and institutional feasibility. The central policy problem of climate change is the phasing out of non-sustainable energy use by orchestrating trillions of decisions by billions of people. Principles like universality, realism, and transparency are important, but when balancing a global agreement, taking into account diversity and sovereignty are outstanding. For addressing the climate change challenges, the equity criterion should be taken more seriously by the negotiating countries than at present. In a diverse world, equity conflicts are likely to be further exacerbated by attempts to impose uniform approaches like global carbon trading or a harmonized global carbon tax rate. Developing economy greenhouse gas emissions are growing rapidly relative to developed economy emissions (Boden et al. ) and developing economies as a group have greater emissions than developed economies. These developments are expected to continue (U.S. Energy Information Administration ), which has led some to question the effectiveness of emissions mitigation in developed economies without a commitment to extensive mitigation action from developing economies. One often heard argument against proposed U.S. legislation to limit carbon emissions to mitigate climate change is that, without participation from large developing economies like China and India, stabilizing temperature at 2 degrees Celsius above preindustrial (United Nations ), or even reducing global emissions levels, would be impossible (Driessen ; RPC Energy Facts ) or prohibitively expensive (Clarke et al. ). Here we show that significantly delayed action by rapidly developing countries is not a reason to forgo mitigation efforts in developed economies. This letter examines the effect of a scenario with no explicit international climate policy and two policy scenarios, full global action and a developing economy delay, on the probability of exceeding various global average temperature changes by 2100. This letter demonstrates that even when developing economies delay any mitigation efforts until 2050 the effect of action by developed economies will appreciably reduce the probability of more extreme levels of temperature change. This paper concludes that early carbon mitigation efforts by developed economies will considerably affect the distribution over future climate change, whether or not developing countries begin mitigation efforts in the near term. Uncertainty is an obstacle for commitments under cap and trade schemes for emission permits. We assess how well intensity targets, where each country’s permit allocation is indexed to its future realized GDP, can cope with uncertainties in international greenhouse emissions trading. We present some empirical foundations for intensity targets and derive a simple rule for the optimal degree of indexation to GDP. Using an 18-region simulation model of a cooperative, global cap-and-trade treaty in 2020 under multiple uncertainties and endogenous commitments, we show that optimal intensity targets could reduce the cost of uncertainty and achieve significant increases in global abatement. The optimal degree of indexation to GDP would vary greatly between countries, including super-indexation in some advanced countries, and partial indexation for most developing countries. Standard intensity targets (with one-to-one indexation) would also improve the overall outcome, but to a lesser degree and not in all individual cases. Although target indexation is no magic wand for a future global climate treaty, gains from reduced cost uncertainty and the potential for more stringent environmental commitments could justify the increased complexity and other potential downsides of intensity targets. There is substantial uncertainty regarding baseline greenhouse gas (GHG) emissions forecasts--i.e., how GHG emissions will grow over time in the absence of policy intervention. Thus baseline uncertainty should be a key consideration in setting GHG emissions targets as a mitigation strategy to respond to global climate change. At a minimum, the emissions target must be less than the baseline level to induce changing behavior and new investment. Despite this fundamental policy criterion, baseline considerations have played only a minor role in target setting under international climate policy. Baseline uncertainty applies to both absolute and intensity based emissions targets. It is demonstrated that one advantage of intensity targets is reduced uncertainty in the projected baseline, however there will always be some residual uncertainty in model projections. To illustrate the importance of considering baseline uncertainty in GHG target setting, the Bush Climate Change Initiative is analyzed against its projected baseline as a case study of a modest intensity target. Based on comparison with historical data, the range of projections by major energy-economic models, past discrepancies in the accuracy of model projections and the added complexity of sector-specific drivers for non-CO2 GHGs, it is shown that the Bush Initiative cannot be guaranteed or even expected to deliver actual reductions against an uncertain baseline. Background: The Parties to the United Nations Framework Convention on Climate Change (UNFCCC) are required to develop and report a national inventory of greenhouse gases not controlled by the Montreal Protocol. In the Asia region, "Workshops on Greenhouse Gas Inventories in Asia (WGIA)" have been organised annually since 2003 under the support of the government of Japan. WGIAs promote information exchange in the region to support countries' efforts to improve the quality of greenhouse gas inventories. This paper reports the major outcomes of the WGIAs and discusses the key aspects of information exchange in the region for the improvement of inventories. Results: The major outcomes of WGIAs intended to help countries improve GHG inventories, can be summarised as follows: (1) identification of common issues and possible solutions by sector, (2) reporting country inventory practices, and (3) verification of the UNFCCC reporting requirements. Conclusion: The workshops provided the opportunity for countries to share common issues and constraints pertinent to GHG inventories and to exchange information regarding possible solutions for those issues based on their own experience. The relevance of information exchange is determined due to emission sources, emitting mechanisms from sources, and technologies used. Information exchange about emission sources that are unique to Asia, like those of the agriculture sector, contributes significantly to the accumulation of knowledge at the regional and global levels. Enabling countries to verify their national circumstances with the reporting requirements under UNFCCC is also an essential part of the WGIA information exchange activities. [ABSTRACT FROM AUTHOR]
