This paper explores the evolution of the policy agenda of the EU-South Korea strategic partnership, based on key pillars of cooperation: politics, security, and economics. In the political arena, the Framework Agreement has provided a major platform for promoting EU-Korea political dialogue and developing a common stance toward a shared global agenda. When it comes to security, the main agenda involves North Korea's missiles, nuclear program, and the challenge of nonproliferation; the two parties have coordinated sanctions against North Korea. South Korea has enacted a Crisis Management Participation Agreement (FPA) with the EU and begun to participate in the EU common security and defence policy. The changing security environment on the Korean Peninsula, as a consequence of recent inter-Korean and US-North Korea dialogues, may offer the EU new opportunities for constructive engagement. In the economic arena, the EU-Korea FTA has established solid trade and investment relations. While these pillars of the strategic partnership have led to stable and mature bilateral relations, both the EU and South Korea need to find new momentum for an enhanced partnership to deal with the ongoing challenge of global security instability and the backlash against the liberal international order. The EU-South Korea strategic partnership also needs a global agenda that covers climate change, technology, education, and culture. This study assesses the development of each pillar of the strategic partnership, addressing key challenges, tasks, and future diplomatic developments between the EU and South Korea. Prevailing narratives of security in the Pacific have been framed as a contest between the so-called Indo-Pacific security narrative with its China-threat focus and the human-security and environment focus of the so-called Blue Pacific narrative. The main purpose of this article is to explore areas of convergence as well as divergence in these regional security narratives. The question posed is how the Pacific's regional security priorities on climate change can be advanced alongside the geopolitical and geostrategic priorities of the region's major external powers. Past examples of security cooperation in the Pacific point to the way different security narratives and agendas can come together to deliver outcomes probably acceptable to all parties. With this background, the possibilities of cooperation arising from the Boe Declaration on regional security, adopted by the Pacific Islands Forum in 2018, are examined. The article suggests that the current geopolitical environment provides opportunities for Pacific states to drive their agenda by leveraging the complementary security interests of major external powers in the region. However strategic competition between the major powers could in the long term be counterproductive to achieving the region's climate change goals and ambitions. [ABSTRACT FROM AUTHOR]

Observations are reported on (i) groundwater recharge rates under various types of vegetation as measured with megalysimeters in the dunes, (ii) freshwater lenses along the Dutch North Sea coast in the early 1900s, and (iii) rainwater lenses that develop on top of laterally migrating, artificially recharged riverwater. Subsequently analytical methods are presented to estimate annual natural groundwater recharge as function of rainfall and vegetation, and to calculate the size, shape and transition zone of freshwater lenses on saline groundwater and rainwater lenses on infiltrated riverwater. An empirical correction factor, based on the hydraulic resistance of an aquitard within the freshwater lens, is proposed to account for the frequently observed reduction of the Ghyben-Herzberg ratio of 40. This factor raises the groundwater table, reduces the depth of the fresh/salt interface and increases the lens formation time. The suite of methods offers a tool box for knowledge based water management of dune systems, by rapidly predicting: (i) more or less autonomous changes due to sealevel rise, climate change and vegetation development; and (ii) the potential (side) effects of interventions. Knowing what happened or will happen to the fresh water lens or a rainwater lens is important, because changes impact on important natural habitat parameters such as salinity, depth to groundwater table, decalcification rate (and thus on pH, Ca/Al, PO, NH) and nutrient availability, and on drinking water supply. The analytical models are applied to predict effects of sealevel rise, coastal progradation, vegetation changes, and increased temperature of coastal air and river water to be infiltrated. Decision-making for climate adaptation operates in an uncertain environment. Formal processes to decision-making under uncertainty weigh the ability of a decision rule to achieve multiple and sometimes conflicting objectives in an evaluation procedure. Increasingly, computer simulation models are being applied for this reason, so that the effectiveness of decisions can be evaluated before actually implementing them in reality. In this paper, we develop a simple stochastic simulation model of beach recession under climate change in Australia and evaluate decision rules for beach replenishment in the context of three management objectives: (i) to reduce beach recession, (ii) reduce variation in beach recession, and (iii) do so cost-effectively. Results indicate that a decision to intervene and replenish the beach based on a trigger level would be effective at maintaining shoreline position, with relatively little variation, but did so at a relatively high cost of multiple interventions. A decision procedure to intervene at a fixed period resulted in greater shoreline position variation but constrained management efforts and costs. This structured approach offers an evidence-based process to decision-making that lays bare the assumptions upon which decisions are made. Coastal risk management has received increasing attention from policy-makers and practitioners over the last 20 years. The introduction by the Department of Environment, Food and Rural Affairs (Defra), of a new approach to coastal risk management in England, led to the Environment Agency being given overall responsibility for the management of coastal risks in 2007. The establishment of a framework for coastal management, together with appropriate policy guidance, is particularly important on account of the increasing influence that predicted climate change may have on coastal economies, infrastructure, communities and conservation interests over the next century. Within this framework, the issue of coastal land instability is now being considered alongside the hazards of coastal erosion and flooding. In developing coastal management policies, and in deciding on whether coastal change should be adapted to rather than prevented, the availability of funding for coastal risk management projects and schemes is often an overriding consideration. This is encouraging new and innovative approaches for the avoidance of risks, through the implementation of adaptation strategies and the publication of improved advice and guidance. This paper describes recent policy guidance for coastal cliffs introduced in England and Wales, as well as the testing of new approaches in the field, and provides examples of updated tools to support engagement with stakeholders. The Intergovernmental Panel on Climate Change (IPCC) considers eustatic sea level rise to be a major impact driven by climate change. Relative sea level change, whether positive or negative, will affect industries, communities and ecology along the world's coastlines and estuaries. Estimates of global eustatic sea level rise between 1961 and 2003 are 1.8 ± 0.5 mm a, reflecting results from validated global tide gauge records. Over the last two decades, several studies have used automatic tide gauge records with at least 80 years of data to generate global prediction models. The IPCC recognises that global change is not uniform, therefore local policy for flood management and coastal protection should rely on local change models that incorporate glacio-isostatic adjustment (GIA) and apply accurate data correction techniques. Some of the longest tidal records are held within the Northern Hemisphere, e.g. Cascais, Amsterdam, Aberdeen, Sheerness and Newlyn. The UK provides several important case studies highlighting changes in relative sea level between the north and the south, primarily due to variations in GIA rates of land uplift and subsidence. Tide gauge records are held by a variety of governmental, non-governmental and private organisations. However, each source may typically compile data in different ways, relying on diverse equipment and recording techniques, often with variations in frequency, length, quality and corrections applied. Even within a single organisation there may be differences in dataset quality. This paper examines some of the key sources of error when working with historical tidal datasets in local geographic areas and aims to identify the limitations of locally derived data thereby assisting in the determination of relative sea level trends that are of widespread value to infrastructure and policy makers. In the Netherlands the current dike design policy is to design flood defence structures corresponding to an agreed flooding probability with an extra safety board of at least 0.5 m. For river dikes a return period of 1,250 years is used to determine the design water levels. A problem with this strategy is that it builds on assumptions with regard to the intrinsically uncertain probability distributions for the peak discharges. The uncertainty is considerable and due to (1) the measuring records that are limited to about 100 years and (2) the changing natural variability as a result of climate change. Although the probability distributions are regularly updated based on new discharge data the nature of the statistics is such that a change in the natural variability of the peak discharge affects the probability distribution only long after the actual change has happened. Here we compare the performance of the probabilistic dike design strategy with the older strategy, referred to as the ‘self-learning dike’. The basic principle of the latter strategy is that the dike height is kept at a level equal to the highest recorded water level plus a certain safety margin. The two flood prevention strategies are compared on the basis of the flooding safety over a 100-year period. The Rhine gauge station at Lobith serves as case study. The results indicate that the self-learning dike performs better than the probabilistic design in terms of safety and costs, both under current and climate change conditions. [ABSTRACT FROM AUTHOR]

In recent years, through the availability of remotely sensed data and other national datasets, it has become possible to conduct national-scale flood risk assessment in England and Wales. The results of this type of risk analysis can be used to inform policy-making and prioritisation of resources for flood management. It can form the starting point for more detailed strategic and local-scale flood risk assessments. The national-scale risk assessment methodology outlined in this paper makes use of information on the location, standard of protection and condition of flood defences in England and Wales, together with datasets of floodplain extent, topography, occupancy and asset values. The flood risk assessment was applied to all of England and Wales in 2002 at which point the expected annual damage from flooding was estimated to be approximately £1 billion. This figure is comparable with records of recent flood damage. The methodology has subsequently been applied to examine the effects of climate and socio-economic change 50 and 80 years in the future. The analysis predicts increasing flood risk unless current flood management policies, practices and investment levels are changed – up to 20-fold increase in real terms economic risk by the 2080s in the scenario with highest economic growth. The increase is attributable primarily to a combination of climate change (in particular sea level rise and increasing precipitation in parts of the UK) and increasing economic vulnerability. Abstract The ‘Regional Climate Change Impact and Response Studies in East Anglia and North West England’ (RegIS) integrated assessment (IA) investigated climate and socio-economic impacts and adaptation options, and cross-sectoral interactions between four major sectors driving landscape change (agriculture, biodiversity, coastal zones and water resources). The baseline and two contrasting climate change scenarios (with and without regional socio-economic change scenarios) were investigated. RegIS showed that climate change, without policy adaptation, could lead to severe flood impacts in East Anglia, and significant agricultural abandonment. Despite yield changes, cropping is generally insensitive to climate, but very sensitive to socio-economic change. There is increased seasonality to river flows, compounded by increased urbanisation and irrigation demand. The responses of biodiversity to climate change are regional, habitat and species-specific, but much of the future of biodiversity in these regions will depend on planned adaptation in the other sectors. Numerous examples of public engagement with the global change sphere represent the real outward value of RegIS, due to the significant uncertainties and limitations to knowledge in this first regional IA which prevented results of the detail, specificity and confidence that decision-makers required. This paper evaluates the IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptations with respect to the guidance offered for coastal-adaptation assessment. It appears that the IPCC Technical Guidelines focus strongly on implementation. This paper uses both conceptual and empirical information is used in this paper to show that coastal adaptation embraces more than selecting one of the 'technical' options to respond to sea-level rise (retreat, accommodate or protect). Coastal adaptation is a more complex and iterative process with a series of policy cycles. To be effective, an expanded adaptation framework involving four steps is suggested, including (i) information collection and awareness raising; (ii) planning and design; (iii) implementation; and (iv) monitoring and evaluation. The incomplete coverage of these four steps in existing coastal-adaptation assessments constrains the development of adaptation strategies that are supported by the relevant actors and integrated into existing management. Researchers and policy-makers are recommended to work together to establish a framework for adaptation that is integrated within current coastal management processes and practices and takes a broader view onthe subject.
