Abstract

This paper describes a possible agenda for changing the teaching and conduct of policy analysis to better reflect the centrality of complex adaptive systems and the potential role of new analytic methods, including computational social science (CSS). The agenda identifies desirable changes in four categories: (1) world view when conceiving and posing problems, (2) the basis for reasoning and inference, (3) analytic style, and (4) the character of models and model-based analysis. The paper’s intent is to obtain reactions and suggestions from others in the CSS community to help refine the ideas.

Abstract

An understanding of the effects of cancer therapy on the heart has become increasingly important for cardiologists in recent years. As the efficacy of cancer therapies improves, the population of cancer survivors increases, creating a new population of patients at risk for late toxicity of cancer treatment. Moreover, many targeted cancer therapies are associated with cardiovascular toxicity through on-target or off-target effects, and the rapid expansion of this exciting field has seen a parallel growth in new cardiotoxicities. Cancer therapies may be associated with QT prolongation, atrial fibrillation, myocardial ischemia, hypertension, or the metabolic syndrome, but heart failure and left ventricular (LV) dysfunction still account for a majority of patients seen in many cardio-oncology clinics. An understanding of the indications for various cancer treatments, the mechanisms by which they cause myocardial damage, and appropriate screening and management strategies is essential for general cardiologists and heart failure specialists who provide care to this complex population.

Abstract

The iconic landscapes of the Mediterranean Basin have long stimulated the imaginations of artists, writers, and scientists. They have primarily been portrayed as degraded, an interpretation absorbed into the developing discipline of ecology. The core concepts of Mediterranean vegetation ecology, though, are based largely on the work of Louis Emberger, a French colonial botanist. This chapter analyzes Emberger’s problematic approach and its use as the foundation of a great deal of scientific work on the ecology of the Basin. It concludes that Mediterranean vegetation ecology would benefit from “knowledge decolonization” that demonstrates the complex messiness of knowledge politics, material landscape change, and social dynamics together in order to avoid the ecologically and socially problematic outcomes that have been common in the Basin for a century.

Abstract

This chapter explores the contribution diplomacy has made to the EU’s external environmental and climate policies. By studying the EU’s activities in the area of environmental diplomacy, we can elaborate upon the factors that influence the effectiveness or otherwise of the EU’s external environmental policies. The chapter traces the development of the EU’s key institutional mechanism for coordinating environmental diplomacy, the Green Diplomacy Network. It also uses the case of the EU’s involvement in the COP21 climate conference to illustrate how diplomacy matters for effectiveness of EU external environmental relations. Climate change is a special case of environmental diplomacy because it has attracted very high global attention compared with other environmental issues.

Abstract

Simple cognitive models of the adversary are useful in a variety of domains, including national security analysis. Having alternative models can temper the tendency to base strategy on the best-estimate understanding of the adversary, and can encourage building a strategy that is better hedged and more adaptive. Best estimates of adversary thinking have often been wrong historically. Good cognitive models must avoid mirror-imaging, which implies recognizing ways in which the adversary’s reasoning may be affected by history, culture, personalities, and imperfect information, as well as by objective circumstances. This paper describes a series of research efforts over three decades to build such cognitive models, some as complex computer programs and some exceptionally simple. These have been used to represent Cold-War Soviet leaders, Saddam Hussein, Kim Jong Il, and modern-day leaders of al Qaeda. Building such models has been a mixture of art and science, but has yielded useful insights, including insights about the sometimes-subtle influence of leaders’ decision-making culture.

Abstract

Previous scholarly work has explored how religion influences behavior at both the macro and micro level. Specific attention has been given to the role Islam plays as a variable in the behavior of entrepreneurs and entrepreneurship as experienced within the context of the Islamic faith. This chapter extends the previous researches in the field by drawing on exemplars that would allow further research on what effective leadership within an Islamic context looks like. Meritocracy, honesty, tolerance, personal courage, and compassion for others were essential underpinnings of the expansion of Islam from the borders of China to the Atlantic coast of Spain. A model for a conceptualization and examination of Islamic Leadership has been developed. The model involves a refinement of previously proposed, but not fully conceptualized, frameworks of Islamic Leadership.

Abstract

In the nineteenth century, most people in the Maghreb and Afghanistan were pastoralists. They possessed a sophisticated body of ecological knowledge complemented by indigenous veterinary knowledge. Transformations of the Maghreb political economy under French colonialism had deleterious effects on indigenous ways of life. The French state appropriated land and forests, banned common management techniques like firing for pasture regeneration, and, later, criminalized traditional veterinary medicine. These changes and those in trading systems with the imposition of western veterinary medicine and land-management techniques reduced indigenous knowledge and practice. These trends have continued in the postcolonial Maghreb and have been exacerbated by many “development” projects, especially under neoliberalism. Similar development projects in Afghanistan threaten to destroy the sophisticated indigenous veterinary knowledge of Koochi nomads, especially among women. This knowledge, highly valued by Koochi women, is being eroded and their position marginalized by the implementation of patriarchal, western-led development projects operating in a conservative religious climate during reconstruction.

Abstract

Social science knowledge is best approached qualitatively, and efforts to force research into quantitative form (as with statistical analysis of, say, terrorist incidents versus alleged determinants) are often counterproductive because the data analysis of historical events is intellectually flawed, with problems of hidden variables, uncontrolled variables, and poor proxy variables. This chapter demonstrates that qualitative causal models can be more informative even if they cannot be used to make predictions as one would use a weather model or a model of whether precision-guided munitions would be able to destroy some particular target. They can be valuable for structuring issues, explaining what happens, and planning under uncertainty. Although the causal-loop or influence-diagram methods of system dynamics are powerful qualitatively, the uncertainties in dynamics are significantly worse even than those in a static situation. The chapter focuses on the static depiction and then discusses dynamics qualitatively.
