This book focuses on one of the two G20 tracks, the finance track. It examines the evolution of the finance track in G20, the organizational structure of the finance track, and the role of international organizations in reforming the financial architecture. It discusses how the agenda is formed and driven by the political economy of the host country as well as the imperative of the time. It also documents the finance track themes taken up by different G20 presidencies over the years. Some of the common threads between the G20 emerging economies'presidencies in terms of the finance track themes that the G20 leaders have considered include financial sector regulation and reform, reform of international financial institutions, global growth and macroeconomic policies, international taxation, and financial inclusion. The European Union (‘EU') is promoting a suite of innovations in international economic regulation—among them, reforms for secure and sustainable investment, a comprehensive approach to the mutual recognition of professional qualifications, a viable carbon border adjustment mechanism, heightened intellectual property rights protection, the arm's length principle in taxation, and an increased commitment to non-economic vales. Through a critical analysis of key regulations and policies, this volume explores the evolving architectures of international economic agreements in light of EU practice. A comprehensive analysis indicates that novelties are rooted in geoeconomic considerations, through which a fundamental shift is underway towards the adoption of comprehensive bilateral trade agreements. Whilst innovation has the potential to significantly harmonise cross-border regulatory frameworks, it can also trigger significant fractures, particularly when applied restrictively and asymmetrically. Arguably, the ‘Brussels effect'will to a certain extent foster a progressive development of international economic regulation, while in some respects being constrained by the status quo of the international economic regime. This volume is part of the Jean Monnet project Third Country Engagement with EU Trade Policy led by the ANU Centre for European Studies at the Australian National University, and supported by the European Commission under the Erasmus+ actions. The significance of social inclusivity and reduction of the inequality of the environmental economy under the conditions of climate change to support SDG 10 is noted.Part II elaborates on the sectoral specifics of the influence of climate change on the environmental economy: energetics, finance, industry, state management, and agriculture. Part III presents and discusses the international experience of development of the environmental economy under the conditions of climate change given the specifics of developed and developing countries and based on the case experience of Central Asia, the EAEU, and Russia.In Part IV, technological transition (Fourth Industrial Revolution) is offered as a perspective response of the global economic policy to climate change. Scenarios of the fight against climate change in the Decade of Action depending on the scale of the technological transition are described: digital economy vs Industry 4.0 and Society 5.0. The perspectives of the technological transition at the level of companies (creation of cyber-physical systems of Industry 4.0; green digital innovations and smart ESG finance) and regions (smart region as a socio-economic environment with large adaptability to climate change) are described.

This book focuses on global economic governance covering the following five areas: the theoretical and historical evolution of global economic governance, international financial governance, international trade and investment governance, global climate change and sustainable development governance, and international macroeconomic policy coordination. The thought-provoking book presents alternative viewpoints to mainstream macroeconomic theory, questions conventional policy wisdom and suggests a systematic re-orientation of current macroeconomic and financial regulatory policies in India.The New Consensus Macroeconomics (NCM), which established itself in the 1980s as mainstream macroeconomics, essentially represents an “uneasy truce” between two dominant schools of economic thought viz. This book provides a detailed examination of foreign direct investment (FDI) inflows in Central and Eastern Europe (CEE) after closer integration in the European Union. An important facet of European economic integration was the development of a free-trade area in Central and Eastern Europe, which improved market accessibility. However, to date these relations have been little explored theoretically.The book examines foreign investments in different transition countries from both a theoretical and an empirical perspective. It analyzes changes in the choice of location by foreign investors in nineteen CEE countries between 1992 and 2015, and shows that it is linked to the removal of intra-regional trade barriers. The findings suggest that regional integration increases the incentives for multinationals to invest in the participating countries, especially in those with larger markets and lower production costs.

This book focuses on the Asia-Pacific region, delineating the evolving dynamics of foreign investment in the region. It examines the relationship between efforts to increase foreign direct investment (FDI) and efforts to improve governance and inclusive growth and development. Against a background of rapidly developing international investment law, it emphasises the need to strike a balance between these domestic and international legal frameworks, seeking to promote both foreign investment and the laws and policies necessary to regulate investments and investor conduct. Foreign investments play a pivotal role in most countries'political economies, and in order to encourage cross-border capital flows, countries have taken various steps, such as revising their domestic legal frameworks, liberalising rules on inward and outward investment, and creating special regimes that provide incentives and protections for foreign investment. Alongside the developments in domestic laws, countries have also taken bilateral and multilateral action, including entering into trade and/or investment agreements. Further, the book explores regional investment trends, highlights specific features of Asia-Pacific investment laws and treaties, and analyses policy implications. Accordingly the work is organized as two-books­ in-one by distributing the material between text and appendices. The treatment in the body of this book is directed to undergraduate students and is mainly confined to graphic analysis and to some elementary algebra, but it is assumed that the reader will have a good knowledge of basic microeconomics and macroeconomics (so that the usual review material on production functions, indifference curves, standard Keynesian model, etc., etc. has been omitted). Agriculture seems to be a difficult sector to manage for most governments. Developing countries face tough dilemmas in deciding on appropriate price poli­ eies to stimulate food production and maintain stable, preferably low, prices for poor consumers. Governments in developed countries face similar difficult deci­ sions. They are called upon to give income guarantees to farmers whose incomes are unstable and relatively low when compared to those in the nonagricultural sector. These guarantees often lead to ever-increasing budgetary outlays and unwanted agricultural surpluses. High prices make new investments and the application of new technologies more attractive than world prices warrant, and a process is set in motion where technological innovation attains amomenturn of its own, in turn requiring price policies that maintain their rates of return. Surpluses are disposed of with subsidies in domestic markets or in the international market. Price competition reduces the market share of other exporters, who may be efficient producers, unless they are willing to engage in subsidy competition. This lowers export earnings and farm incomes or depletes the public resources of developing countries that export competing products. Retaliatory measures have led to frictions and further distortions of world prices. Every so orten the major agricultural exporters - the USA, the EC, Aus­ tralia, or Canada - accuse one another of unfair intervention. Though they have agreed to discuss agricultural trade liberalization under GATT negotiations, if anything, the expenditure on farm support has continued to increase in both the EC and the USA.

Monetary union has dawned in Europe. Now that the common currency is a reality, questions concerning the practical conduct of monetary policy in the European Monetary Union (EMU) are moving to the forefront of the policy debate. Among these, one of the most critical is how the new monetary union will cope with the large heterogeneity of its member economies. Given the large differences in economic and financial structures among the EMU member states, monetary policy is likely to affect different member economies in different ways. Regional Aspects of Monetary Policy in Europe collects the proceedings of an international conference held at the Center for European Integration Studies of the University of Bonn, dedicated to this issue. The contributions to this conference fall into two parts. The first part consists of empirical and theoretical studies of the regional effects of monetary policy in heterogeneous monetary unions. The second part consists of papers analyzing the political economy of monetary policy in a monetary union of heterogeneous regions or member states. The papers all support the conclusion that regional differences in the responses to a common monetary policy will make European monetary policy especially difficult in the years to come. Such differences arise from a variety of sources, and they cannot be expected to be mere teething troubles that will disappear after a while. Even if they were ignored in the run-up to the EMU, Europe's central bankers and economic policy makers will have to learn how to cope with such differences in the future.

MALKIEL Chemical Bank Chairman's Professor of Economics Princeton University Central bankers have often believed that they are the Rodney Dangerfields of public officials-they seldom receive respect from the public or from elected officials. Particularly in the days of high infla­ tion and substantial unemployment, they were held responsible for everything that ailed the world's economies. And monetarists often suggested that nations would be far better off if central bankers were replaced by robots who would do nothing more than ensure that the money supply was increased at a fixed percent each year. Our views have changed considerably over the past two decades. The main reason is that, thanks in substantial part to the efforts of central bankers, inflation has generally been contained. With the re­ duction in inflation and the recent relative stability of price levels in most developed nations, risk premiums have tended to decline sharply. Moreover, unemployment rates, at least in the Western Hemisphere, have decreased substantially. Finally, even many economists who con­ sider themselves monetarists now tend to be less certain of the stabil­ ity of the link between the money supply and economic activity. Thus, there is greater appreciation of the critical role of judgment in the conduct of monetary policy and a general belief that the judgments central bankers have made have generally been sound.

The wntmgs by Japanese and Gennan economists presented here originated against the backdrop of ongoing globalization processes and notable fluctuations in regional economic dynamics observable at the same time, primarily in the East and South East Asian area. They provided the occasion for these writers to come to tenns with globalization processes, and in particular with the stabilizing and destabilizing elements at work in them. This is the basis for their investigation of the options provided by economics and economic policy for stabilizing an ever more tightly interwoven world economy. The regional focal points of the contributions are the East Asian realm and the European Union, and the points of view are in every case both from the Japanese and the Gennan side. Questions of international competition and mechanisms of the spread of the crisis in the wake of globalization processes lie at the centre of the analyses by Hisashi Watanabe and Willy Kraus. Hisashi Watanabe focusses on the relationship, an especially important one from the Japanese perspective, between Japan and South Korea and takes up the problem of South Korea's demand that Japan should energetically promote its own transition to a service-sector-oriented society and withdraw from certain areas of manufacturing. This, it is argued, will grant Japan's Asian neighbours better chances for development and make a positive contribution to the economic stabilization of the region.

The relative prosperity in U.S. agriculture that attended the passage of the Federal Agriculture Improvement and Reform Act of 1996 was followed by a general decline in U.S. agricultural prices from 1998 to 2000. This trend in declining prices continues through the year 2001, despite the movement toward more liberalized agricultural trade. Trade liberalization has been the result of a variety of factors, including the implementation of the Uruguay Round Agreement, and the establishment of a variety of regional trade agreements, such as the North America Free Trade Agreement. Needless to say, in the face of falling agricultural prices and increasingly liberalized ag­ ricultural trade, the agricultural policy scene is an extremely complex one, both locally and globally. The chapters in this volume look to understand this complexity by ad­ dressing the interaction between trade, the economic well-being of the farm sector, and the possibilities for future policy reform. The chapters collected here explore a number of different issues, including the operation of the tar­ iff-rate quotas established under the Uruguay Round Agreement, the impli­ cations of sanitary and phytosanitary restrictions on trade, and the growing controversy over genetically modified organisms. In addition, several chap­ ters analyze the interaction between agricultural trade and environmental concerns.

Paul J.J. Welfens and Holger C. Wolf While the economies of Asia and, more recently, South as well as North America have enjoyed sustained high growth, the growth performance of western Europe and in particular continental Europe has been rather modest. Coupled with sizable improvements in labor productivity and - at best - steady capital productivity, growth proved insufficient to sustain employment levels, much less to replicate the US job creation success. Relative inflation performance has been much better: in the run-up to European Monetary Union inflation rates have dramatically converged towards the lower end of the distribution while risk premia on formerly high inflation economies have fallen. Yet, looking forward, the undoubted success in achieving price stability is mitigated by the lackluster growth -and in particular employment -performance. Indeed, the relative little attention paid to initiatives directed at raising economic growth is startling, not only in the light of the US policy record but also in light of the remarkable rebound of those European economies which have aggressively tackled the structural problems, most prominently the UK and Ireland.

Competition, Efficiency and Welfare contains a collection of papers in honor of Manfred Neumann. This collection was prepared as a tribute to a teacher and scholar, whose accomplishments have enriched various fields of economics. The magnitude of his interests is reflected in the breadth of topics covered in this volume: industrial economics, competition policy and related topics. However, if one unifying principle runs through Manfred Neumann's work, it is the belief in the power of competition. Born on May 16, 1933, Manfred Neumann studied economics at the University of Cologne. He graduated in 1960. In 1969 Manfred Neumann was appointed Professor of Economics at Nürnberg University. He was Dean of the Faculty of Economics and Social Sciences of the University of Erlangen-Nürnberg, President of the European Association for Research in Industrial Economics (EARIE) and Chairman of Industrial Organization Study Group of the Verein für Sozialpolitik. Most of his professional career has been spent at Nürnberg, where he has helped to make the Economic Institute one of the leading research centers in Industrial Organization. He has also been involved in various advisory activities. The volume contains 18 essays. The first twelve are grouped into four categories: Innovation and R&D (Part I), Cartels (Part II), Mergers and Merger Policy (Part III), and Methodological Issues in Industrial Organization (Part IV). These papers fall within the bounds of industrial economics, which has been Manfred Neumann's primary research interest throughout his career. Part V includes two papers on theories of international trade, which has been a recurring topic of interest for Manfred Neumann through the years. Is the East Asian growth record replicable today? This book answers: yes. It places the common East Asian theme in the theoretic context of product cycles, globalization and convergence and the historical perspective of the'German Miracle'after World War II, also the more recent Irish growth; it identifies the effective policies for sustained, rapid growth by structured comparisons among different economies; it evaluates the strengths and weaknesses of the alternative policy packages of Korea, Taiwan, Hong Kong, and Singapore, in the light of such recent events like global trend for liberalization, and the Crises of 1997 and 2001. Economic Development in a Globalized Environment also scrutinizes the major debates in development economics, using documented cases, and analytic reasoning for support.

Economic globalization has intensified on the basis of new international links, especially in the field of foreign direct investment, financial capital flows and telecommunications liberalization. These and other developments have reinforced international interdependence and raise new issues for international organizations as well as for strategic behavior of major actors. Based on historical perspectives of evolution of major organizations and the latest developments in the 1990s the analysis focus on financial market dynamics, monetary issues and labor market aspects. Reform options for selected international organizations are discussed including aspects of trade, foreign investment and international externalities. Game theoretic concepts are also applied.

Part two contains treatises of recent regional integration developments taking place in the major regions of the world. Part three covers the legal and political developments in the major international organizations and fora dealing with international economic policy making. Part four contains book reviews of recent works in the field of International Economic Law.

After leading the world during most of the 20th century in economic, political, technological, military, and even social terms, America's role is now being challenged. Its values questioned, and its methods often disparaged, America had become the clear example to be followed or even copied, yet its more recent strategic and political decisions gained little international support and a lot of outright opposition. The quality of its national planning and decision making has been severely compromised, and risk management appears to be largely absent. India and China are now emerging as new economic powers, with advancing technological prowess. Their focus is on socioeconomic development, but their capabilities and potentials are much broader and may challenge America's leadership before long, unless it recognizes the changing demands of the new wide open globalized world.

Since 1990, major banking and current crises have occurred in many countries throughout the world - including Mexico and Latin America in 1994-95, East Asia in 1997-98, and Russia and Brazil in 1998 - with large costs both to the individual countries experiencing the crises and to other nations. As a result, considerable effort has been expended by economists and policymakers to identify the causes of these crises and to design programs with the aim both of preventing similar crises from occurring in the future, and of minimizing the costs when these do occur. These studies have cut across national boundaries, being undertaken by individual researchers and organizations in particular countries, as well as by international institutions. This book collects the papers and discussants'comments presented at a conference co-sponsored by the Federal Reserve Bank of Chicago and the Bank for International Settlements in Basel, Switzerland, and held in Chicago, in early October 1999. The purpose of the conference was to identify and discuss the lessons to be learned from these crises. Topics discussed included reviews of the crises in the individual countries and regions; analyses of the policy responses, both by the affected countries and by official international institutions; what has been learned from these crises; deposit insurance reform; the design of bank capital regulation; the role of bank supervision and regulation; and the future of official international financial institutions, such as the International Monetary Fund and the World Bank. The conference participants included a broad range of academic, industry, and regulatory experts from more than twenty-five countries. Because of the timeliness of the conference and the wide-ranging expertise of the participants, the papers in this book should be of significant interest both to students of financial crises and to domestic and international policymakers.
