Ambient PM 2.5 (particles less than 2.5 μm in diameter) is monitored in many countries including Australia. Occasionally PM 2.5 instruments may report negative measurements, although in realty the ambient air can never contain negative amounts of particles. Some negative readings are caused by instrument faults or procedural errors, thus can be simply invalidated from air quality reporting. There are occasions, however, when negative readings occur due to other factors including technological or procedural limitations. Treatment of such negative data requires consideration of factors such as measurement uncertainty, instrument noise and risk for significant bias in air quality reporting. There is very limited documentation on handling negative PM 2.5 data in the literature. This paper demonstrates how a threshold is determined for controlling negative hourly PM 2.5 readings in the New South Wales (NSW) air quality data system. The investigation involved a review of thresholds used in different data systems and an assessment of instrument measurement uncertainties, zero air test data and impacts on key reporting statistics when applying different thresholds to historical datasets. The results show that a threshold of -10.0 μg/m 3 appears optimal for controlling negative PM 2.5 data in public reporting. This choice is consistent with the measurement uncertainty estimates and the zero air test data statistics calculated for the NSW Air Quality Monitoring Network, and is expected not to have significant impacts on key compliance reporting statistics such as data availability and annual average pollution levels. Monitoring is critical to gauge the effect of environmental management interventions as well as to measure the effects of human disturbances such as climate change. Recognition of the critical need for monitoring means that, at irregular intervals, recommendations are made for new government-instigated programs or to revamp existing ones. Using insights from past well-intentioned (but sadly also often failed) attempts to establish and maintain government-instigated monitoring programs in Australia, we outline eight things that should never be done in environmental monitoring programs (if they aim to be useful). These are the following: (1) Never commence a new environmental management initiative without also committing to a monitoring program. (2) Never start a monitoring program without clear questions. (3) Never implement a monitoring program without first doing a proper experimental design. (4) Never ignore the importance of matching the purpose and objectives of a monitoring program to the design of that program. (5) Never change the way you monitor something without ensuring new methods can be calibrated with the old ones. (6) Never try to monitor everything. (7) Never collect data without planning to curate and report on it. (8) If possible, avoid starting a monitoring program without the necessary resources secured. To balance our "nevers", we provide a checklist of actions that will increase the chances a monitoring program will actually measure the effectiveness of environmental management. Scientists and resource management practitioners need to be part of a stronger narrative for, and key participants in, well-designed, implemented, and maintained government-led monitoring programs. This paper presents a tiered assessment approach that enabled identification, triage, interrogation and confirmation of significantly contaminated areas of an urbanised West Australian estuary. The spatial distribution of organochlorine pesticides (OCPs), polycyclic aromatic hydrocarbons (PAHs) and bioavailable metals was determined in surficial sediments of the Swan-Canning Estuary through broad-scale screening (500 cores, 100 composite samples, 20 locations). The application of sediment quality guideline values (SQGVs) enabled ranking of locations through risk-based scoring and identification of contaminant hotspots. Subsequent targeted ecotoxicological and chemical assessment was undertaken at the highest scoring location in each tributary (80 cores, 16 composite samples, 3 locations, 16 sites). In the Canning tributary, Bull Creek sediments demonstrated the highest metal concentrations and greatest number of SQGVs exceeded. High-level toxicity was experienced in copepods and moderate toxicity in mussels (test sensitivity: copepod>mussel>amphipod). Toxicity-inducing contamination was attributable to two stormwater outfalls and limited to 300 m from points of discharge. In the Swan tributary, Claisebrook sediments demonstrated the highest concentrations of all PAHs, most OCPs and metals and the greatest number of SQGVs exceeded. High-level toxicity was reported in fish and mussels and moderate toxicity in copepods and amphipods (test sensitivity: fish>mussel>amphipod>copepod). Toxicity-inducing contamination included a stretch of estuary >1 km long, and two stormwater outfalls in the area were likely sources. The distribution and nature of PAH contamination suggested an additional source at Claisebrook. Hourly river flow pattern monitoring and simulation is the indispensable precautionary task for river engineering sustainability, water resource management, flood risk mitigation, and impact reduction. Reliable river flow forecasting is highly emphasized to support major decision-makers. This research paper adopts a new implementation approach for the application of a river flow prediction model for hourly prediction of the flow of Mary River in Australia; a novel data-intelligent model called emotional neural network (ENN) was used for this purpose. A historical dataset measured over a 4-year period (2011-2014) at hourly timescale was used in building the ENN-based predictive model. The results of the ENN model were validated against the existing approaches such as the minimax probability machine regression (MPMR), relevance vector machine (RVM), and multivariate adaptive regression splines (MARS) models. The developed models are evaluated against each other for validation purposes. Various numerical and graphical performance evaluators are conducted to assess the predictability of the proposed ENN and the competitive benchmark models. The ENN model, used as an objective simulation tool, revealed an outstanding performance when applied for hourly river flow prediction in comparison with the other benchmark models. However, the order of the model, performance wise, is ENN > MARS > RVM > MPMR. In general, the present results of the proposed ENN model reveal a promising modeling strategy for the hourly simulation of river flow, and such a model can be explored further for its ability to contribute to the state-of-the-art of river engineering and water resources monitoring and future prediction at near real-time forecast horizons.

Sanitary waste disposal and site selection for establishing landfills are challenging problems for environmental planners. This paper aims to take environmental, socio-economic, geological, geomorphological, hydrological and ecological factors into consideration to provide a decision support framework for landfill siting. Analytical hierarchy process (AHP) and Decision Making Trial and Evaluation Laboratory (DEMATEL) are coupled to develop an efficient multi-criteria decision-making method to be utilized in a Geographic Information System (GIS) environment for evaluating the suitability for landfill siting. As the first attempt to employ DEMATEL effectively in a landfill site selection problem, the proposed method is tested with landfill siting scenarios in New South Wales (NSW), Australia. Regional analysis is also performed to identify the potentially most suitable statistical divisions for landfill siting in NSW. The top two ranked zones covering 0.7% and 22% of the study area, respectively, are considered as the optimal areas for establishing landfills, while the bottom two ranked zones are not recommended for further consideration. Further detailed analysis is also conducted on the existing landfills, which shows that 1.0% and 37.0% of them are ranks 1 and 2, respectively. The scenario-based analysis implies that, among the contributing factors; geological and economic factors are highly important.

Environmental impact assessment (EIA) has evolved as an environmental management and sustainability tool. Despite common principles shared by EIA globally, there are considerable variations in EIA processes across countries. In this paper, we reviewed and compared EIA processes of China, Queensland State of Australia and Nepal considering five key steps (selection of consultants, report preparation, public participation, report review and approval, and monitoring and evaluations) of EIA. Our review indicated that the EIA is well recognised in legal instruments in all state and countries under consideration and there are both similarities and differences in key steps of EIA. Monitoring of EIA recommendations and the integration of feedbacks from the past and current practices are important in improving EIA processes. This study also found that there are elements for possible improvement in existing EIA processes by each state and country introducing the best practices from others' EIA system. Some of the practices that Nepal can follow from the EIA processes of Queensland and China are licensing and accreditation of individuals and firms to conduct EIA, establishment of separate monitoring unit within regulating department, development of clear guidelines for approvals and monitoring, and the use of independent third-party auditing in EIA monitoring. The findings of this paper are useful in revising and improving EIA policies, practices and processes in the selected state, countries and elsewhere.

Hydrodynamic modelling is a powerful tool to gain understanding of river conditions. However, as widely known, models vary in terms of how they respond to changes and uncertainty in their input parameters. A hydrodynamic river model (MIKE HYDRO River) was developed and calibrated for a flood-prone tidal river located in South East Queensland, Australia. The model was calibrated using Manning's roughness coefficient for the normal dry and flood periods. The model performance was assessed by comparing observed and simulated water level, and estimating performance indices. Results indicated a satisfactory agreement between the observed and simulated results. The hydrodynamic modelling results revealed that the calibrated Manning's roughness coefficient ranged between 0.011 and 0.013. The impacts of tidal variation at the river mouth and the river discharge from upstream are the major driving force for the hydrodynamic process. To investigate the impacts of the boundary conditions, a new sensitivity analysis approach, based on adding stochastic terms (random noise) to the time series of boundary conditions, was conducted. The main purpose of such new sensitivity analysis was to impose changes in magnitude and time of boundary conditions randomly, which is more similar to the real and natural water level variations compared to impose constant changes of water level. In this new approach, the possible number of variations in simulated results was separately evaluated for both downstream and upstream boundaries under 5%, 10%, and 15% perturbation. The sensitivity analysis results revealed that in the river under study, the middle parts of the river were shown to be more sensitive to downstream boundary condition as maximum water level variations can reach 8%, 12%, and 15% under 5%, 10%, and 15% changes in the downstream boundary, respectively. The outcomes of the present paper will benefit future modelling efforts through provision of a robust tool to enable prediction of water levels at ungauged points of the river under various scenarios of flooding and climate change for the purpose of city planning and decision-making.

Stakeholder engagement is increasingly common in health research, with protocols for engaging multiple stakeholder groups becoming normative in patient-centered outcomes research. Previous work has focused on identifying relevant stakeholder groups with whom to work and on working with stakeholders in evidence implementation. This paper draws on the expertise of a team from four countries-Canada, Australia, the UK, and the USA-to provide researchers with practical guidance for carrying out multi-stakeholder-engaged projects: we present a list of questions to assist in selecting appropriate roles and modes of engagement; we introduce a matrix to help summarize engagement activities; and we provide a list of online resources. This guidance, matrix, and list of resources can assist researchers to consider more systematically which stakeholder groups to involve, in what study roles, and by what modes of engagement. By documenting how stakeholders are paired up with specific roles, the matrix also provides a potential structure for evaluating the impact of stakeholder engagement.

The mental health of people in rural communities is influenced by the robustness of the mental health ecosystem within each community. Theoretical approaches such as social ecology and social capital are useful when applied to the practical context of promoting environmental conditions which maximise mental health helping capital to enhance resilience and reduce vulnerably as a buffer for mental illness. This paper explores the ecological conditions that affect the mental health and illness of people in rural communities. It proposes a new mental health social ecology framework that makes full use of the locally available unique social capital that is sufficiently flexible to facilitate mental health helping capital best suited to mental health service delivery for rural people in an Australian context.

Closing the gap between the health and well-being status of Indigenous people living in remote areas of northern Australia and non-Indigenous Australians has long been a major target of federal health policy. With climate projections suggesting large increases in hot spells in desert regions and more extremes in rainfall in other areas of the north, direct and indirect impacts resulting from these changes are likely to further entrench this health and well-being disparity. This paper argues that it is time to explicitly draw on Indigenous definitions of health, which directly address the need to connect individual and community health to the health of their country, in order to develop effective climate adaptation and health strategies. We detail how current health policies overlook this 'missing' dimension of Indigenous connection to country, and why that is likely to be detrimental to the health and well-being of people living in remote communities in a climate-changed future.

Teleradiology allows medical images to be transmitted over electronic networks for clinical interpretation and for improved healthcare access, delivery, and standards. Although such remote transmission of the images is raising various new and complex legal and ethical issues, including image retention and fraud, privacy, malpractice liability, etc., considerations of the security measures used in teleradiology remain unchanged. Addressing this problem naturally warrants investigations on the security measures for their relative functional limitations and for the scope of considering them further. In this paper, starting with various security and privacy standards, the security requirements of medical images as well as expected threats in teleradiology are reviewed. This will make it possible to determine the limitations of the conventional measures used against the expected threats. Furthermore, we thoroughly study the utilization of digital watermarking for teleradiology. Following the key attributes and roles of various watermarking parameters, justification for watermarking over conventional security measures is made in terms of their various objectives, properties, and requirements. We also outline the main objectives of medical image watermarking for teleradiology and provide recommendations on suitable watermarking techniques and their characterization. Finally, concluding remarks and directions for future research are presented.

Home country re-entry from cross-cultural missionary work abroad may be associated with psychological distress. Re-entrants experience multiple losses including loss of identity which may be associated with personal/relational identity gaps and depersonalization/dehumanization. However, research suggests that some re-entrants are resilient with good mental health, while others are fragile with poor mental health. The aims of this paper are to explore the nature and frequency of re-entering missionaries' identity gaps and their depersonalization/dehumanization in resilient and fragile re-entrants. Fifteen re-entering adult Australian cross-cultural missionary workers from four interdenominational Australian mission organizations completed semi-structured interviews. Results were analysed using modified Consensual Qualitative Research methods. Links were established between personal/relational identity gaps, depersonalization/dehumanization and resilience on re-entry. Implications for re-entrants' care are discussed with suggestions for further research.

Scholars studying the globalization of Australian trees have previously emphasized the rapid natural propagation of Australian trees outside of their native habitats, believing their success to be a reversal of "ecological imperialism" from the "new world" to the "old world." This article argues that the expansion of Australian trees should not be viewed as a biological phenomenon, but as the result of a long-term attempt by powerful states and state-sponsored scientists to select and breed Australian species that could grow in a variety of climates and ecological conditions. Five non-biological factors largely determined the success of these attempts to grow Australian trees: the abundance or paucity of natural forests, state power, the amount of scientific research directed to planting Australian trees, the cost of labor, and the ability to utilize hardwood timbers and bark. This paper compares the use of Australian trees in Australia, India, and South Africa to demonstrate that biology was not the determining factor in the long-term success of many Australian genera and species.

This paper presents the results of the largest Australian pastoral study concerning the perceptions of health care chaplains about their involvement on hospital research ethics committees (also known in some contexts as institutional ethics committees). Survey results from over 300 Australian health care chaplains indicated that nearly 90% of chaplains believed there was merit in chaplains serving on hospital research ethics committees, yet only a minority (22.7%) had ever participated on such committees. Data from in-depth interviews is also presented exploring the reasons for the lack of participation and the varying opinions regarding the role, appropriateness, and value of chaplains on ethics committees. Some implications of this study with respect to chaplaincy, hospital research ethics committees, health care institutions, ecclesiastical institutions, and government responsibilities are discussed.

During times of pre-European Australia, indigenous people utilized methods of food procurement that resulted in toxic phytochemicals from plants entering their waterholes. This paper focuses on three of these plants, namely the leaves of Acacia colei and Duboisia hopwoodii, which were used by hunters to poison water holes to stun fish or a drinking animal, and the seeds of Castanospermum australe, which were eaten following the leaching of toxins into a running stream. If consumed by humans, the main toxins from these plants--saponins/sesquiterpenes, nicotine/nornicotine, and australine/castanospermine--are fatal. However, it is undetermined whether populations of Cyanobacteria also can be affected. During this study, the previously mentioned plants were administered to populations of the species Anabaena circinalis, Microcystis aeruginosa, and Nodularia spumigena, while mimicking the traditional applications of these plants as closely as possible. Results varied with treatments and species; however, cell chlorosis manifested in nearly all treatments, concomitantly with thylakoid membrane disorganization. Cell dormancy typically manifested, along with destruction of populations at higher treatments. The results indicated that populations of Cyanobacteria could have been destroyed or inhibited by indigenous people during traditional applications of these plants. Findings presented herein indicate a more sophisticated and complex traditional Australian resource management scheme than is currently understood, contributing to the growing awareness of the plight of earlier indigenous Australians. The reintroduction of traditional water management techniques may have potential as a suitable small-scale water resource management strategy.

This paper summarizes the perspectives of 327 Australian health care chaplains concerning their interaction with physicians within the clinical context. In general terms the findings indicated that nearly 90% of chaplains believed that it was part of their professional role to consult with physicians regarding patient/family issues. Differences of involvement between volunteer and staff chaplains, Catholic and Protestant, male and female chaplains and the type of chaplaincy training are noted, as are the perspectives of chaplaincy informants regarding their role in relation to physicians. Some implications of this study with respect to chaplaincy utility and training are noted.

The absence of universally available language services is a national healthcare system failure, the burden of which is suffered by patients with limited English proficiency and their healthcare providers. Conceptualizing mandatory provision of language access as an unfair, unfunded mandate ignores massive and fundamental social changes taking place. Overcoming language barriers is essential to safe, quality health care. This paper, informed by the experience of Hablamos Juntos, a national demonstration project funded by the Robert Wood Johnson Foundation, argues that national and health industry investments are needed to develop population-based approaches supported by communication and information technology, and that these investments may prove useful to improving healthcare communication for English-speaking patients as well.

Many studies have shown that potential partners are less likely to be chosen for mating if they are infected with parasites, although most of those studies have considered short-term choices. This paper shows that the Australian sleepy lizard, Tiliqua rugosa (Scincoidea), retains long-term pair fidelity for up to 21 years. However, in some cases pairs separate, and abandoned males have significantly higher tick loads in their last year with their previous female partner than did males that retained their partners from 1 year to the next. These data are consistent with the hypothesis that pair bonds are retained because individuals, both with low infection levels, are less likely to become infected if they remain with the same sexual partner.

The processes determining where seeds fall relative to their parent plant influence the spatial structure and dynamics of plant populations and communities. For animal dispersed species the factors influencing seed shadows are poorly understood. In this paper we test the hypothesis that the daily temporal distribution of disperser behaviours, for example, foraging and movement, influences dispersal outcomes, in particular the shape and scale of dispersal curves. To do this, we describe frugivory and the dispersal curves produced by the southern cassowary, Casuarius casuarius, the only large-bodied disperser in Australia's rainforests. We found C. casuarius consumed fruits of 238 species and of all fleshy-fruit types. In feeding trials, seeds of 11 species were retained on average for 309 min (+/-256 SD). Sampling radio-telemetry data randomly, that is, assuming foraging occurs at random times during the day, gives an estimated average dispersal distance of 239 m (+/-207 SD) for seeds consumed by C. casuarius. Approximately 4% of seeds were dispersed further than 1,000 m. However, observation of wild birds indicated that foraging and movement occur more frequently early and late in the day. Seeds consumed early in the day were estimated to receive dispersal distances 1.4 times the 'random' average estimate, while afternoon consumed seeds received estimated mean dispersal distances of 0.46 times the 'random' estimate. Sampling movement data according to the daily distribution of C. casuarius foraging gives an estimated mean dispersal distance of 337 m (+/-194 SD). Most animals' behaviour has a non-random temporal distribution. Consequently such effects should be common and need to be incorporated into seed shadow estimation. Our results point to dispersal curves being an emergent property of the plant-disperser interaction rather than being a property of a plant or species.
