Abstract

The article discusses the changing relationship between the central Soviet government under the leadership of Soviet Premier Leonid Brezhnev and the Soviet republic's governments through an analysis of the appointment of First Secretary of the Central Committee of the Lithuanian Communist Party Petras Griškevičius (LCP) in 1974. Primary focus is given to the role played by LCP Second Secretary Valerii Khazarov and political patronage in the appointment process.
