In recent years, more and more Chinese judges have resigned from courts, making the judicial profession less attractive. Many reasons shape judges' turnover intention, with organizational justice being one of the potentially important yet overlooked contributing factors. Based on survey data collected from 458 judges in a northern Chinese province, this study tests a theoretical framework linking supervisor, peer, and litigant justice directly to judges' intention to resign and indirectly through occupational stress and satisfaction. Structural equation modeling (SEM) results indicate that supervisor and litigant justice are directly related to lower turnover intention, but peer justice is connected to higher turnover intention among Chinese judges. The association between supervisor justice and judges' turnover intention is also mediated by occupational stress and job satisfaction, while the relationships between peer and litigant justice and judges' turnover intention are mainly mediated by job satisfaction. The coronavirus has stirred a wave of studies on policing the pandemic. Nonetheless, officers' intentions to enforce COVID-related rules and regulations remain under-researched. Drawing upon survey data from 600 police officers in a major Chinese city, this study explores the associations between organizational support, behavioral and psychological conditions, and perceived public compliance and officers' willingness to intervene in rule violations. Organizational support in providing supervisory instructions, training, and PPE increased the likelihood of officers issuing tickets, whereas minimizing COVID-19 risks to officers reduced the probability of officers not taking any action against rule violations. Officers who perceive community residents as compliant with pandemic regulations are less likely to take no action or use more punitive sanctions of ticket/fine and detention/arrest. Since procedural justice was proposed, this vein of research has gained much popularity in scholarship, empirical supports, and theoretical advancement. Yet, research on the procedural fairness within police organizations, particularly on the underlying and mediating mechanisms between internal and external procedural justice, remains understudied. Relying on survey data collected from Taiwanese police officers, this study expands the current literature by testing the direct relationships between supervisor, organizational, and social supports and external procedural justice and their indirect connections through supervisor trustworthiness and self-legitimacy. Supervisor and social supports were found to directly boost officers' commitment to external procedural justice. Perceived organizational support promotes external procedural justice through cultivating officer self-legitimacy. Recent literature on procedural justice has consistently shown positive organizational outcomes resulting from fair and just treatment by supervisors. This study expands the current literature by assessing the beneficial effect of being treated fairly and justly by supervisors in court settings. Based on survey data from Chinese judges, this study analyzes the direct linkage between supervisor procedural justice and judges' perceived tensions with litigants and their indirect relationship through trust in litigants and external procedural justice. The results of structural equation modeling indicate that supervisor justice is positively related to trust in litigants and external procedural justice and negatively associated with tensions with litigants. The indirect connection between supervisor justice and tensions with litigants is mainly through external procedural justice. China's massive rural to urban migration has created a vast number of left-behind children (LBC) whose parents moved to cities for work. Drawing upon data from LBC and non-left-behind children (NLBC) in three Chinese cities, this study tests the applicability of general strain theory in explaining deviant behavior among adolescents. The analysis results show that LBC status is directly related to lower involvement in deviant behavior, whereas it is also directly linked to academic difficulty and depression, leading to more deviant acts. Compared with NLBC, LBC have an overall lower risk of deviance. Male and middle school students and students experiencing parental abuse and family poverty are more inclined to express greater depression, subsequently promoting higher participation in deviance. This study assesses the influences of race and ethnicity on the presence of resistant behavior during deadly police contacts with people experiencing mental illness. Drawing upon information mainly from the Mapping Police Violence Database, regression analysis showed that race/ethnicity is not a consistent predictor of resistance among people with mental illness. Hispanics with mental illness were less likely than White counterparts to attack the police before being killed. Sexual violence severity has long been viewed as a critical factor of sex offending. However, the criminological viewpoints on sexual violence severity have not received much attention, especially in the Chinese context. By integrating general-criminogenic (inhibitory mechanisms) and specific sex offending (learning mechanisms and contextual factors) perspectives, the current study links the propositions of social control (bonds) theory, self-control theory, differential association theory, and the integrated theory of sex offending, proposing a general-specific model for sexual violence severity. Survey data was collected from 250 Chinese offenders who committed sexual offenses against adults. The mediation analysis found that deviant peer association fully mediates the effects of social control and low self-control on sexual violence severity. The moderation analysis showed that substance abuse exaggerates the impact of deviant peer association on sexual violence severity, while sex purchasing mitigates this relationship. The widespread use of digital technology and devices has fundamentally transformed people's social life in recent decades, particularly in interpersonal relationships. Two popular social phenomena elucidate how social connections and interactions have dramatically evolved due to technological advancement. Sexting has surfaced as a popular way of getting attention or flirting among young populations over the past decade. Online dating also has emerged as a viable avenue for people to seek interpersonal romantic and/or sexual relationships. Based on survey data collected from two Chinese universities and one U.S. university, this study links sexting and online dating by comparatively assessing the prevalence of sexting victimization and factors influencing such victimization among young online daters. Bivariate and multiple analyses reveal that American college students are more inclined than their Chinese counterparts to be victims of receiving sexts. Chinese students with higher degrees of rape myth acceptance are more likely to experience sexting victimization, but such an association does not exist among U.S. students. Internet-related activities were only weakly connected to sexting victimization among college students. LGBT young adults, regardless of their country affiliation, are at a higher risk for sexting misconduct. Female and younger American students were more likely to experience sexting victimization, whereas Chinese students in a romantic relationship were more inclined to experience sexting victimization. If possible, future research should employ a random sampling strategy to draw a larger number of college students from different types of universities in different regions. Although recent studies have found that organizational justice is instrumental in promoting beneficial outcomes within police agencies, relatively little is known about how organizational injustice may be linked to police officers' occupational attitudes and behaviors. We propose a theoretical framework linking disrespectful supervisors directly to officers' willingness to cooperate with supervisors and treat citizens with respect and indirectly through occupational stress, organizational commitment, and organizational identification. Based on survey data collected from 584 police officers in Taiwan, we tested the proposed direct and indirect relationships using structural equation modeling (SEM) approaches. We found that having disrespectful supervisors directly lowers officers' willingness to work with supervisors. The relationship between disrespectful supervisors and disrespectful officers is largely indirect, mediated by occupational stress, organizational commitment, and organizational identification. Although work stress, turnover intention, and work–family conflicts among police officers have been extensively investigated, no studies have explored these issues simultaneously under the context of the coronavirus pandemic. Clearly, both work and family domains have been drastically affected by this global health crisis, and it is likely that each domain has a distinctive impact on work outcomes. Using survey data based on a representative random sample of 335 police officers in Hong Kong, this study examines the impacts of resource losses and gains across family and work domains on occupational stress and turnover intention amid the pandemic. A multiple regression indicates that both family-to-work and work-to-family conflicts lead to work stress and turnover intention among police officers. Among officers, supervisory support is negatively associated with turnover intention and moderates the impact of work-to-family conflicts on turnover intention. Although domestic violence has long been identified as a serious social problem in China, little is known about police officers' attitudinal and behavioral tendencies toward such incidents. Drawing upon survey data collected from police officers in two Chinese provinces, this study assesses whether officer and organizational factors are correlated to police inaction and intervention in resolving family violence. More than a quarter of Chinese police officers often and sometime did not take any action when responding to domestic violence. Chinese officers favored most the least punitive approaches of mediation and separation, with the most punitive actions, written warning and criminal sanction as the least preferred interventions. We found that Chinese officers with low levels of knowledge about the domestic violence law, higher degrees of tolerance of violence and less supportive attitudes toward an active police role in handling domestic violence are less willing to take any action against the offenders. Chinese police officers who perceived stronger supervisory support and expressed better knowledge about China's new domestic violence law are more likely to intervene in domestic violence, whereas police officers who expressed greater degrees of tolerance of violence and believed in gender equality in society are less inclined to intervene. Policy makers and police administrators ought to pay greater attention to frontline supervisors' attitudes and behavior toward proper responses to family violence. If active intervention is preferred, then measures and programs should be put into place to improve police officers' legal knowledge and communication and problem-solving skills pertaining to conflict resolution. Organizational commitment is an imperative aspect of occupational attitudes as it signals employees' willingness to stay with their organization and effectively achieve collective goals. Although recent studies have assessed factors influencing police officers' organizational commitment, very little is known about the antecedents of police commitment in African countries. Based on a survey of Nigerian police officers, the study assesses the linkage between organizational justice and organizational commitment directly and indirectly through organizational trust and job satisfaction. Structural equation modeling (SEM) indicates that the relationship between organizational justice and organizational commitment is principally indirect through the mediating mechanisms of supervisory trustworthiness and job satisfaction. Officers who express greater organizational justice report higher trust in their management and supervisors and, subsequently, stronger job satisfaction, leading to higher organizational commitment. Bidirectional intimate partner violence (BIPV) refers to the co-occurrence of violence perpetration by both partners. BIPV has been analyzed using samples from different sociodemographic contexts but has yet to be fully explored in China. The present study employed a latent class approach to identify BIPV patterns, rates of prevalence, and associated risk factors among a sample of 1,301 heterosexual adult women in mainland China. Five distinct patterns of BIPV were identified, including (a) bidirectional psychological aggression, (b) bidirectional violence of all types, (c) multi-type victimization with psychological aggression, (d) minimal violence, and (e) bidirectional multi-types without physical violence. Marital status, education, employment status, acceptance of male dominance, and justification of intimate partner violence (IPV) were found to be predictive of different types of BIPV. Our findings suggest a need for a conceptual recognition of the heterogeneity and bidirectionality of IPV among Chinese women. Future research should extend to other diverse populations and sociocultural or clinical contexts in China. Public's willingness to assist the police in preventing and fighting crime forms one of the fundamental pillars for implementing effective policing strategies and reforms. Despite widely supported by research conducted around the world, the process-based model of policing has received little research attention in authoritarian settings. Based on survey data collected from Shanghai, China, this study assesses the roles of law and police legitimacy in mediating the relationships between police fairness and effectiveness and willingness to cooperate with the police. We found that Chinese people's greater senses of police fairness can lead to their higher levels of trust in and willingness to obey the police, but the total effect of police fairness on willingness to cooperate with the police is non-significant. Police effectiveness, meanwhile, directly promotes cooperation with the police. We also found that people who perceived the law as legitimate expressed greater willingness to cooperate with the police. Police legitimacy, compared to law legitimacy, is a more pronounced linking factor connecting police fairness to public cooperation. Implications for future research and policy are discussed. In both China and the United States, public attitudes toward intimate partner violence (IPV) have shifted from viewing IPV as a tolerable, private matter to viewing it as a matter of public concern that should be dealt with as a crime. Empirical and comparative examinations of the perceptions of why women stay in physically abusive relationships are lacking. Answering this question calls for comprehensive, methodologically rigorous research. Using survey data collected from approximately 1,000 college students from two Chinese and two U.S. universities, this study empirically compared and contrasted factors that impact U.S. and Chinese students' perceptions as to why women remain in physically abusive relationships. Utilizing a theoretical framework of social constructionism, two common reasons were assessed: Women stay in physically abusive relationships because of learned helplessness and positive beliefs in the relationship/hope for the future. The results show that viewing IPV as a crime, gender, and beliefs of the causes of IPV were robust predictors of college students' perceptions toward why women stay in physically abusive relationships. U.S. college students were more likely to express sympathy and understanding toward why women remain in abusive relationships than Chinese students. This study investigates the roles of trust in citizens and compliance with agency policies in mediating the direct and indirect relationships between internal procedural justice and external procedural justice among Chinese and Taiwanese police officers. Based on survey data collected from 1,253 police officers, this study comparatively analyzes whether supervisory treatment of officers is predictive of trust in citizens and willingness to follow agency policies, which in turn is linked to their willingness to act fairly and justly toward citizens on the street. The results indicate that officer trust in citizens mediates the relationship between internal and external procedural justice in both China and Taiwan, but compliance with agency policies does not. Internal procedural justice directly predicts external procedural justice among Taiwanese officers, but such a connection is not found among Chinese officers. Tolerance for intimate partner violence (IPV) is an important correlate of interpersonal violent behavior. Although a large amount of research on IPV has been conducted in the West and a growing amount of studies on IPV in Chinese societies has been observed in recent years, only a small number of studies have analyzed IPV-related attitudes from an international and comparative perspective. Drawing on survey data collected from 1,178 college students from two Chinese and two U.S. universities, this study empirically compared and contrasted factors influencing students' levels of tolerance for IPV. The results showed that Chinese college students had a higher level of tolerance for IPV than their U.S. counterparts. Regional variation was only detected in China with students in Beijing having a greater tolerance for IPV than students in Hong Kong. Both Chinese and U.S. students' tolerance for IPV was affected primarily by their attitudes toward gender roles and gender-based violence and perceptions of IPV causes. [ABSTRACT FROM AUTHOR]

This study aims to examine residents' attitude toward the police, with an empirical assessment of survey data collected from both urban and rural areas of Taiwan, a Chinese society that has successfully transformed from authoritarianism to democracy. Prior studies using samples from different Chinese societies tend to find that the assessment of the police is unidimensional. Using procedural justice as the guiding theoretical framework, the present study examines whether urban and rural residents express different levels of trust in police on procedural- and outcome-based measures. Findings revealed that urban residents had a lower level of trust in police on the outcome-based performance than their rural counterparts, while no difference was found in procedural-based dimension. In addition, Taiwanese attitudes toward the police were substantially influenced by media coverage of police misconducts and political ideology. Although a substantial number of studies have investigated factors that influenced intimate partner violence (IPV), very few have assessed the connection between the use of information and communication technology (ICT) and such violence. Using survey data collected from over 400 women in a large Chinese city, this study explored how the involvement of various ICT-related activities affects Chinese women's experiences with psychological, physical, and sexual abuse. We found that some forms of media usage and online activities, such as times spent on paper books and Internet and browsing entertainment and sports news as well as watching movies and TVs online, were linked to a higher or lower likelihood of being a victim of IPV. Feelings of loneliness and helplessness were associated with more IPV victimization experiences. Married women were less likely to experience IPV, whereas working women were subject to greater IPV. Notwithstanding the popularity of the process-based model of policing among social scientists, research on factors that encourage police officers to engage in procedurally fair behavior is relatively scarce. Based on the fair policing from the inside out framework and survey data collected from Taiwan police officers, this study explored the connection between internal procedural justice and external procedural justice through the mechanisms of moral alignment with both supervisors and citizens and perceived citizen trustworthiness. Fair supervision was found to build up moral alignment between officers and supervisors and between officers and citizens, which in turn led to stronger commitment to responsiveness and fair treatment of the public. Internal procedural justice and moral alignment also cultivated officers’ perceptions of public trustworthiness, which similarly strengthened officers’ response and fair treatment toward the public. Although a substantial number of studies have examined public attitudes toward the police, a relatively thin line of research has assessed police attitudes toward the citizenry in China. Using survey data collected from a sample of approximately 200 Chinese police officers, the current study examined the effects of police officers’ demographic characteristics, socialization and experience factors, and role orientations on officers’ attitudes toward citizen virtue, citizen cooperation with the police, and citizen input in police work. Results indicated that background and experience characteristics were ineffective in predicting the three aspects of officer attitudes toward citizens. Crime-fighting and service orientations were found to be related to officers’ attitudes toward the citizenry. Job burnout has long been recognized as a common occupational hazard among correctional workers. Although past studies have investigated the effects of job-related characteristics on correctional staff burnout in Western societies, this line of research has largely been absent from the literature on community corrections in China. Using data collected from 225 community correction workers in a Chinese province, this study assessed the effects of positive and negative job characteristics on occupational burnout. Positive job characteristics included job autonomy, procedural justice, and role clarity. Negative characteristics included role conflict, job stress, and job dangerousness. As expected, role clarity tended to reduce burnout, whereas role conflict, job stress, and job dangerousness were likely to produce greater burnout among Chinese community correction workers. Using a sample of 553 married and divorced women in a large city in southern China, this study tested the effects of demographic characteristics, risk behaviors, patriarchal ideology, and personal mentality and skills on women’s experience of physical violence, psychological violence, controlling behavior, and sexual abuse. Divorced women were more likely than married women to experience all types of IPV. Risk behaviors were consistently related to IPV incidents, whereas the impact of patriarchal ideology and personal mentality and skills was equivocal. Objectives: The principal objective of the current study is to test the applicability of Tom Tyler’s process-based model of policing in China. A secondary objective of this research is to examine the internal consistency and discriminant validity of key composite constructs in Tyler’s model. Methods: Using survey data collected from approximately 1,000 residents in a Chinese city, ordinary least squares regression was employed to assess the direct and indirect (through legitimacy) effects of procedural justice, specific distributive justice, and police effectiveness on willingness to cooperate with the police. Results: The internal consistency and discriminant validity of key composites in Tyler’s original model appear questionable with the Chinese data. Procedural justice, just like in the West, plays a significant role in predicting Chinese views on police legitimacy and willingness to cooperate with the police. Meanwhile, the strongest predictor of Chinese perceptions of police legitimacy is police effectiveness. The impact of both distributive justice and effectiveness on Chinese willingness to cooperate is mainly indirect through police legitimacy. Conclusions: Key arguments of Tyler’s model are largely supported by the Chinese data. Drawing upon the work of procedural justice and general strain theory, as well as officer survey data from Taiwan, this study proposes and tests a conceptual model that links the internal procedural justice officers receive from supervisors to the external procedural justice officers provide to the public. Results indicated that internal procedural justice affected external procedural justice both directly and indirectly through the mediating factors of job-related satisfaction and anger. Supervisory procedural justice also exerted an indirect influence on officer compliance with organizational rules through the mediating factor of anger and frustration. General strain theory (GST) has been one of the most frequently tested criminological theories. According to GST, strain tends to generate negative emotions, which create pressures for corrective action, such as crime and delinquency. Although GST has received strong empirical support, one under-addressed issue is the lack of diversity in sampling population in assessing the generalizability of the theory. Using survey data collected from 335 incarcerated women in four Chinese prisons, this study examined the impact of strain and negative emotions on the level of female criminality. The strain variable, physical abuse, and discrimination, exerted a positive effect on female inmates' levels of criminality, whereas negative emotions were not significantly related to female criminality. Two control variables, age of current offense and educational attainment, were predictive of female criminality, with younger and less-educated women having more serious criminality. Although a large number of studies have been conducted worldwide to examine various aspects of intimate partner violence (IPV), comparative study of people’s views on such violence in Chinese societies has been scarce. Using survey data collected from more than 850 college students in China, Hong Kong, and Taiwan, this study specifically assessed the impact of attitudes toward gender role and violence, personal and vicarious experience, demographic characteristics, and locality on students’ definitions of IPV. The Taiwanese students were most likely to define a broader range of abusive behavior as IPV, followed by Hong Kong and Beijing students. Gender role and violence attitudes appeared to be most important predictors of IPV definitions. College students who supported the notion of male dominance were more likely to have a narrower definition of IPV, whereas those who viewed domestic violence as crime were more inclined to have a broader definition of IPV. Although the September 11 attacks have drawn much law enforcement attention to Arab Americans, research on Arab Americans’ perceptions of police is almost nonexistent. Using survey data collected from 850 Arab Americans who resided in the Detroit metropolitan area, this study empirically examined the effects of demographic characteristics, personal experience, social attitudes and values, and social trust, of confidence in local police. The results indicated that the majority of Arab Americans had a great deal or a lot of confidence in police. Arab Americans’ confidence in police was significantly related to their social attitudes and trust, such as conservative outlook, confidence in the legal system, respect for authority, and trust in neighbors. Arab Americans’ background characteristics and experience had a weak effect on their confidence in police. Although there has been a growing research interest in examining factors associated with police arrest decisions and victims’ perceptions of the police in handling domestic violence, very few studies have empirically assessed female and male officers’ attitudes toward domestic violence. Using survey data collected from 272 male and female officers from two metropolitan police departments in Taiwan, this research compared male and female police officers’ reactive and proactive attitudes toward handling domestic violence incidents. The findings indicated that male officers were more likely than female officers to support minimum police involvement and to tolerate domestic violence. With regard to proactive attitudes, there was no significant gender difference in officers’ endorsement of proarrest policy and the importance of domestic violence in police work. This study provides a partial test of Klinger’s ecological theory of police behavior using hierarchical linear modeling on 1,677 suspects who had encounters with police within 24 beats. The current study used data from four sources originally collected by the Project on Policing Neighborhoods (POPN), including systematic social observation, in-person interviews with officers, census data, and police crime records. It investigates the effects of neighborhood violent crime rates and concentrated disadvantage on officer vigor, controlling for individual-level officer characteristics and situational factors. The analyses reveal that police vigor was significantly shaped by beat-level crime rates, with high–crime rate neighborhoods experiencing higher levels of police vigor in handling suspects. The findings are not consistent with the ecological propositions set forth by Klinger. Implications of these findings and suggestions for future research and theoretical development are discussed. This article compares the support expressed by Chinese and U.S. college students for the death penalty. It identifies factors that have similar or distinctive effects on attitudes of college students toward death penalty. It shows that Chinese students have a higher level of support for capital punishment. The impact of gender, victimization and criminal justice-oriented concerns on their attitudes are also stated.

Gender differences in policing have drawn some research attention over the past three decades. Very little, however, is known about the possible attitudinal distinctions between female and male police officers in non--English-speaking countries. This study seeks to make a contribution to this line of research by analyzing attitudinal differences between male and female officers in Slovakia. Using survey data collected from 250 police officers in several Slovak police regions, this research empirically assesses male and female officers' attitudes toward police role, community policing, and work obstacles. The results indicate that Slovak female and male officers do not differ much in their attitudes toward police roles and community policing. Slovak female officers are more likely to report having limited promotion opportunity but less likely to express higher levels of work--family conflict than their male counterparts. This article examines the development of policing in China over several historical periods. It consists of three major parts. The first section provides a brief historical review of Chinese policing before 1949 and between 1949 and 1977 with the emphasis on mass-line policing. The second section, which is the core of the study, discusses several broad dimensions associated with the so-called strike-hard policing and community policing adopted by the Chinese police since 1978. These pivotal areas include policies and laws, organizational structure and development, field practices and effectiveness, and police accountability and reform. While a substantial amount of research has examined the motivation for individuals to become police officers, very little is known about why Chinese citizens choose this profession. Using survey data collected from cadets in a Chinese police college, this study attempts to answer three questions: (1) who are the people that decide to become police cadets in China; (2) what are the factors that motivate cadets to choose the police profession, and (3) how do personal characteristics influence cadets' motivations to join the force? The results indicate that Chinese cadets in the sample are largely single, young males from middle-class families. They tended to have some college education while their parents were likely to have attained a lower educational level. Job security and benefits, the opportunity to help people, the desire to enforce the law, and parental influences were important factors that motivated police cadets at this institution to join the force. This study examines attitudinal differences between rural and urban police officers in Taiwan. Data used in this research were collected from a rural Taiwanese county, Hualien, and a metropolitan department, Taipei. Officers' occupational attitudes are assessed along four dimensions: group cohesion, citizen cooperation, aggressive enforcement, and order maintenance. The results indicate that, compared to their urban counterparts, rural officers are more likely to show higher levels of group cohesion and favour citizen cooperation. Rural and urban officers, however, do not differ significantly in their attitudes towards aggressive enforcement and order maintenance. Implications for future research and policy are discussed. This study assesses the extent to which Chinese citizens trust their police and explores factors that account for variation in public trust in police. Very few studies have empirically examined Chinese attitudes toward police. Using conflict theory as the guiding theoretical framework and interview data collected from eight Chinese cities, the study tests the effects of conflict variables, including gender, age, education, income, employment, and perceived political influence, and relevant control variables on Chinese public trust in police. The results show that conflict variables only have a modest explanatory power of Chinese attitudes toward police. Younger Chinese and Chinese with lower levels of perceived political power tend to have lower levels of trust in police. Chinese attitudes toward police are also influenced by satisfaction with public safety, governmental capability of dealing with crime, quality of life, and corruption among government officials. This study examines attitudinal differences between Taiwanese and American police officers. Data used in this research were collected from two Taiwanese cities, Taipei and Kaohsiung, and two American cities, Indianapolis and St Petersburg. Occupational attitudes are assessed along four dimensions: order maintenance, community building, selective enforcement and distrust of citizens. The results indicate that, compared with their American counterparts, Taiwanese officers are more likely to support community building and distrust of citizens and less likely to favour selective enforcement. Research has repeatedly showed that males aged between 16 and 24 years old account for a disproportionately large volume of crime. Armed forces are major employers of young males in their crime-prone ages and thus could play an essential role in crime prevention. The military is a highly structured and regimented total institution in which rigid behavioral norms and very close monitoring are imposed both on soldiers and on officers. Using data from 65 countries for the period of 1995 to 1999, this study assesses the crime-reduction function of the military by testing the influence of the relative size of the armed forces and the existence of conscription on national rates of homicide. The findings show that the size of the military and the existence of conscription are significantly related to homicide rates. Implications for future research are discussed. [ABSTRACT FROM AUTHOR]

The article focuses on the organizational changes brought about in the American state and local law enforcement agencies after September 11, 2001, terrorist attacks on the U.S. The authors inform that changes in departmental procedures of federal agencies for sharing information and intelligence have affected the way they deal with state and local law enforcement agencies. They state how policy changes in federal agencies have affected state and local police organizations externally.

This article compares attitudinal differences between Taiwanese and American police supervisors. Although a growing number of cross-national studies of police have been conducted, very few have empirically assessed attitudinal distinctions among officers across countries. Using interview and survey data collected from two American and two Taiwanese police departments, this research assessed police supervisors' role orientations and their attitudes toward aggressive law enforcement, legal restrictions, and citizens. The findings show that Taiwanese police supervisors differ significantly from their American counterparts in all attitudinal scales. Compared to American supervisors, Taiwanese supervisors tended to have a broad role orientation, positive attitudes toward aggressive law enforcement and legal restrictions, and negative attitudes toward citizens. The research assesses whether police respond differently to victims of domestic and non-domestic interpersonal conflicts. Though many laws and policies have been introduced since the 1980s to enhance police responses to and protection of victims of domestic violence, very few studies have empirically examined police assistance or support toward victims of both domestic and non-domestic conflicts. Using data collected by a large-scale observational project, this research analyzes officer-initiated assistances and police responses to victim requests during conflict resolution. Findings show that police are more likely to provide assistances on their own initiative to victims of domestic violence than victims of non-domestic violence. Police, however, do not differ significantly in their responses to requests made by victims of domestic and non-domestic conflicts. Implications for policy and future research are discussed. This study examined the behavioral differences between Black and White police officers in handling interpersonal conflicts. Observational and survey data from the Project on Policing Neighborhoods and the 1990 census data were used. Actions taken by officers are examined along two behavioral dimensions: coercion and support. Findings show that Black officers are more coercive than their White counterparts in responding to conflicts. Black officers are also more likely than White officers to conduct supportive activities in predominantly Black neighborhoods, whereas they do not differ in initiating supportive actions in racially diverse communities. While the systemic model that today's theories of social disorganization are based on acknowledges that neighborhood-based institutions may vary in their ability to contribute to effective social control, relatively little attention has been given to their role in understanding neighborhood rates of crime. At the same time, there is contradictory evidence about the role of social networks, which have been the focus of much research attention. This article builds upon past work to present a model of neighborhood-based institutional social control to address this lack of attention. The model centers on a conceptualization of institutional strength that distinguishes between the dimensions of institutional strength, and the causes and effects of variation in institutional strength. Analyzing survey data from 1037 college students in China, a country with the world’s largest number of Internet users and the world’s largest e-commerce market, the current study demonstrates that consistent with previous research, some routine telecom/cyber activities of Chinese college students predict higher odds of being targeted for telecom/cyber fraud, but online routines do not seem to predict the odds of completed victimization resulting in a financial loss. In contrast, the perceived presence of effective formal guardianship and target suitability exert a greater influence. These findings suggest that those previously and commonly used measures of routine activity theory are better suited for explaining attempted telecom/cyber fraud victimization, whereas completed victimization is chiefly predicted by target suitability such as risky/deviant online behaviors and low self-control.
