Decentralisation has frequently been sold as a means to increase well-being and development. Yet, questions remain as to whether decentralisation improves economic performance. This is possibly because decentralisation processes have often led to 'unfunded mandates', that is, a mismatch between the powers transferred to subnational tiers of government and the resources allocated to them. In this article, we analyse how unfunded mandates shape regional economic growth across 518 regions in 30 Organisation for Economic Co-operation and Development countries over the period 1997–2018. There is a negative, statistically significant, and robust impact of unfunded mandates on economic growth. This effect is higher in more politically and less fiscally decentralised regions and in regions with a higher level of wealth. Unfunded mandates thus represent a serious drag on the potential positive economic effect of political decentralisation. Solitude is a rising phenomenon in the western world. The share of people affected by solitude has been rising for some time and the Covid-19 pandemic has further brought this trend to the fore. Yet, we know next to nothing about the aggregate subnational economic impact of the rise in solitude. In this paper, we analyse the consequences of solitude on regional economic performance across Europe, distinguishing between two of its key dimensions: alone living, proxied by the regional share of single-person households and loneliness, proxied by the aggregate share of social interactions. We find that solitude has important implications for economic development, but that these go in different directions. While alone living is a substantial driver of economic growth across European regions, high shares of lonely people undermine it. The connection of loneliness with economic growth is, however, dependent on the frequency of in-person meetings, with large shares of the population meeting others socially on a weekly basis, alongside a small percentage of people who never meet others, yielding the best economic returns. Research on the impact of decentralisation has generally overlooked the fact that the economic returns of transferring powers and resources to subnational tiers of government greatly depend on the quality of the devolved government. Scholarly literature has also neglected that these returns may be similarly affected by the autonomy of neighbouring areas and their government quality. In this paper, we use panel data fixed effects analyses and spatial Durbin econometric models to assess the extent to which the economic returns of political and fiscal decentralisation in the European Union between 2000 and 2015 are mediated by local government quality and that of neighbouring regions. The results suggest that the economic benefits of regional autonomy are greater in regions with a better government quality, while regions with a low quality of government grow less, regardless of their level of decentralisation. The gains of decentralisation mainly accrue through indirect effects, as regions grow more if surrounded by other, more decentralised regions than through their own level of decentralisation. In all cases, local government quality is a powerful driver of growth, irrespective of whether a region is considered individually or in relationship to its neighbours. [ABSTRACT FROM AUTHOR]

Social capital is an important factor explaining differences in economic growth among regions. However, the key distinction between bonding social capital, which can lead to lock-in and myopia, and bridging social capital, which promotes knowledge flows across diverse groups, has been overlooked in growth research. In this paper, we address this shortcoming by examining how bonding and bridging social capital affect regional economic growth, using data for 190 regions in 21 EU countries, covering eight waves of the European Social Survey between 2002 and 2016. The findings confirm that bridging social capital is linked to higher levels of regional economic growth. Bonding social capital is highly correlated with bridging social capital and associated with lower growth when this is controlled for. We do not find significantly different effects of bonding social capital in regions with more or less bridging social capital, or vice versa. We examine the interaction between social and human capital, finding that bridging social capital is fundamental for stimulating economic growth, especially in low-skilled regions. Entrepreneurship is often seen as the cure-all solution for poverty reduction. Proponents argue that it leads to job creation, higher incomes and lower poverty rates in the cities in which it occurs. Others argue that many entrepreneurs are actually creating low-productivity firms serving local markets. Yet, despite this debate, little research has considered the impact of entrepreneurship on poverty in cities. This paper addresses this gap using a panel of US cities for the period between 2005 and 2015. We hypothesize that the impact of entrepreneurship will depend on whether it is in tradeable sectors, so likely to have positive local multiplier effects, or non-tradeable sectors, which may saturate local markets. We find that entrepreneurship in tradeables reduces poverty and increases incomes for non-entrepreneurs, a result we confirm using an instrumental variable approach, taking the inheritance of entrepreneurial traits as the instruments. This paper analyses the role of pork-barrel politics in the allocation of public investment expenditures in Greece. It proposes a model which explicitly relates the allocation of public investment to electoral results using a unique dataset covering the period from the restoration of democracy in 1974 until 2009, just before the Great Recession that radically transformed the political panorama of the country. The analysis includes 10 legislative periods marked by governments of the two parties that dominated the political arena in Greece: the Liberal and the Socialist Party. The results show that Socialist and re-elected governments applied more expansionary fiscal policies relative to Liberals. The two main parties also used different tactics when it came to pork-barrelling: while the Socialists when in government rewarded/groomed their electoral fiefs, the Liberals invested in areas controlled by the opposition to win over new votes or seats. British regions are becoming increasingly culturally diverse, with migration as the main driver. Does this diversity benefit local economies? This research examines the impact of cultural diversity on the entrepreneurial performance of UK regions. We focus on two largely overlooked factors: the measurement of diversity and the skills composition of diverse populations. First, more than demonstrating the importance of cultural diversity for entrepreneurship, we show that the type of cultural diversity measured is a decisive factor. Second, the skill composition of diverse populations is also key. Diversity amongst highly skilled workers exerts the strongest impact upon start-up intensities. The empirical investigation employs spatial regression techniques and carries out several robustness checks, including instrumental variables specifications, to corroborate our findings. Economic and social cohesion at a regional level is one of the main objectives of the European Union (EU). The European regional development policy aims to promote a harmonious, balanced, and sustainable development through inclusive growth. Yet, while economic cohesion, proxied by gross domestic product (GDP) per capita, has attracted significant attention with most studies finding little regional convergence since 1985, social cohesion has been virtually ignored. This article tries to cover this gap by asking the question of whether regional convergence in social welfare, measured by Amartya Sen’s welfare index, has taken place across regions of the EU-15. Using panel data models with or without spatial interaction effects, we find that the absence of convergence in GDP per capita is not matched in terms of social welfare. Welfare levels have converged significantly across European regions and this convergence has been built on a series of structural and institutional factors, among which female participation in the labor force is the most relevant. This paper examines the relationship between government quality and spatial inequality across forty-six countries over the period 1996-2006. The results of the analysis point to the existence of a negative and significant association between government quality and the magnitude of regional disparities. Countries with better quality of government register lower levels of spatial inequality. This finding is robust to the inclusion in the analysis of additional explanatory variables that may affect both regional disparities and governance outcomes. The creative industries have long been seen as an innovative sector. More recent research posits that creative occupations are also a fundamental, but overlooked, driver of innovation. Theory also suggests cities are important for both creative industries and occupations, with urban environments helping firms innovate. Yet little empirical work has considered the links between creative industries, occupations, cities, and innovation at the firm level. This paper addresses this gap using a sample of over 9000 UK SMEs. Our results stress that creative industries firms are more likely to introduce original product innovations, but not those learnt from elsewhere. Creative occupations, however, appear a more robust general driver of innovation. We find no support for the hypothesis that urban creative industries firms are particularly innovative. However, creative occupations are used in cities to introduce product innovations learnt elsewhere. This paper examines whether differences in welfare regimes shape the incentives to work and get educated. Using microeconomic data for more than 100 000 European individuals, we show that welfare regimes make a difference for wages and education. First, people-based and household-based effects (internal returns to education, and household wage and education externalities) generate socioeconomic incentives for people to get an education and work which are stronger in countries with the weakest welfare systems, that is, those with what is known as 'residual' welfare regimes (Greece, Italy, Spain and Portugal). Second, place-based effects and, more specifically, differences in regional wage per capita and educational endowment and in regional interpersonal income and educational inequality, also influence wages and education in different ways across welfare regimes. Place-based effects have the greatest impact in the Nordic social-democratic welfare systems. The results are robust to the inclusion of a large number of people-based and place-based controls. The geography of education, especially at subnational level, is a huge black box. Little is known about the distribution of educational attainment and inequality across regions in Europe. This paper addresses this gap in the literature by mapping educational attainment and inequality in 102 regions in Western Europe, using data extracted from the European Community Household Panel (ECHP) covering more than 100,000 individuals over the period 1995–2000. The results of this Exploratory Spatial Data Analysis (ESDA) reveal a strong correlation between levels of educational attainment and inequality across regions in Europe. Regions with similar educational conditions tend to cluster, often within national borders. In addition, a North–South and an urban–rural dimension are evident. Northern regions and large European metropoli have not only the most-educated labour force but also the lowest levels of inequality. Educational inequality seems to be, in any case, a fundamentally within-region phenomenon: 90 percent of the educational inequality in Europe occurs among individuals living in the same region. Human geography is in a unique position to understand how local structural factors shape social, political, and ultimately economic outcomes. Indeed, the discipline has had much to say about the interaction between local institutions and the economy in general, and about how the broader institutions of society influence local economic development. Yet, to date, geographers have for the most part avoided debates on more generalized theories of economic growth and development. With the increasing recognition — among sociologists, political scientists and even economists — that explaining economic growth robustly requires taking into account the role of both formal society-wide institutions and local and sometimes informal institutions, geographers are in a position to make an important contribution. In order to do so, however, they will need to take greater account of the theories and developments that are taking place outside the discipline. Using the framework of community and society as complementary structural forces shaping development trajectories, this paper presents a broad overview of the principal theoretical and empirical developments in the institutionalist approaches to economic development and identifies areas in which geographical research could contribute to them. In this article, the author reflects on the impact of neoliberalism on local and regional development during economic crisis. The author notes that neoliberalism has contributed of relatively rapid, but geographically uneven economic development in the 2008-2009 global financial crisis (GFC). According to the author, local and regional development is where strategy making should start.

Much of the recent worldwide trend towards devolution has been driven by the belief that fiscal decentralisation is likely to have a positive effect on government efficiency and economic growth. It is generally assumed that the transfer of powers and resources to lower tiers of government allows for a better matching of public policies to local needs and thus for a better allocation of resources. These factors, in turn, are expected to lead to an improvement in regional economic performance, if subnational authorities shift resources from current to capital expenditures in search of a better response to local needs. In this paper we test these assumptions empirically by analysing the evolution of subnational expenditure categories and regional growth in Germany, India, Mexico, Spain, and the USA. We find that, contrary to expectations, decentralisation has coincided in the sample countries with a relative increase in current expenditures at the expense of capital expenditures, which has been associated with lower levels of economic growth in countries where devolution has been driven from above (India and Mexico), but not in Spain, where it has been driven from below. We hypothesise that the differences in legitimacy between the central or federal government and subnational governments in top-down and bottom-up processes of devolution may be at the origin of the diverse capacity to deliver greater allocative and productive efficiency and, eventually, greater economic growth by devolved governments. The article presents comments on Anglo-American domination in human geography and its potential impact on other traditions. People perceive the Anglo-American domination to be destroying some of its richness and diversity. Evidence about the existence of this supposed Anglo-American ascendancy over human geography is based on simple indicators. One indicator is the origin of prize winners and the second is the publication and citation patterns of some of the top journals in human geography.

The widespread unease of researchers outside English-speaking countries with the increasing hegemony of Anglo-American geography and with the use of English as the vehicle of this dominance was recently exposed. The growing hegemony of English as a global language privileges the geographical discourse of the Anglophone world to the detriment of other rich scholarly traditions. As language is the epitome and articulation of a way of thinking, the prevalent use of English in academic fora not only privileges native English-speakers, who are thus increasingly capable of setting the agenda in geographical thought, but also discourages others from entering academic debates and communicating their findings to an international audience.

Small and medium-sized firms (SMEs) are increasingly regarded as engines of innovative activity, especially in some of the most dynamic local areas in Western Europe. However, most SMEs lack the adequate resources to conduct research and development (R&D), which is traditionally considered as the main source of innovation. This apparent contradiction has induced several researchers to try to answer the question of where SMEs get their knowledge inputs. This literature, which has tended to use patents as a proxy for public research, has found that SMEs are particularly sensitive to spillovers from university and public research. In this paper the authors readdress this question by using a bibliometric indicator of public research output, instead of patents, for 100 Italian provinces during the 1990s. The results highlight that there is a strong geographical connection between the territorial concentration of SMEs and public research and that this connection is sensitive to firm size.
