Executive Summary: This paper examines the staffing needs of the US Department of Justice's Executive Office for Immigration Review (EOIR), as it seeks to eliminate an immigration court backlog, which approached 2.5 million pending cases at the end of fiscal year (FY) 2023. A previous study by the Center for Migration Studies of New York (CMS) attributed the backlog to systemic, long-neglected problems in the broader US immigration system. This paper provides updated estimates of the number of immigration judges (IJs) and "judge teams" (IJ teams) needed to eliminate the backlog over ten and five years based on different case receipt and completion scenarios. It also introduces a data tool that will permit policymakers, administrators and researchers to make their own estimates of IJ team hiring needs based on changing case receipt and completion data. Finally, the paper outlines the pressing need for reform of the US immigration system, including a well-resourced, robust, and independent court system, particularly in light of record "encounters" of migrants at US borders in FY 2022 and 2023. Background: To guide and provide orientation to research on student suicide, this study aimed to analyze the research status on student suicide with the help of bibliometric analysis. Utilising bibliometric methodology, this study complements existing literature by giving a comprehensive, reliable thematic representation of this topic. Method: A Scopus search was done and all published research papers were reviewed. A total of 187 papers published between 1959 and 2021 were analyzed. We identified the most influential journals in this field, the most prolific nations and institutions, as well as the years with the most publications, the most cited papers, notable authors, and most researched areas, It was followed by use of the VOSviewer software (version 1.6.18) to construct and visualize the bibliometric networks like co-authorship network map, inter-country co-authorship network map, and keywords co-occurrences network maps. Results: The analysis reveals the current research trend where the number of publications on 'student suicide' reflects an overall upward trend over the years, suggesting that research on student suicidology is fast evolving but the pace is slow. The maximum publications were in the year 2020. The United States made the largest contribution (n = 85). The most productive institution was the University of Rochester, New York (n = 10). Allan J Schwartz was the most prolific author, with nine research papers. Journal of College Student Psychotherapy (n = 13) was the journal and Medicine (n = 118) was the discipline with the highest number of publications. Conclusion: The study potentially has important implications for designing more comprehensive screening and assessment tools for suicide risk. Future work should pay more attention to developing effective intervention programs for students. The results also highlight the need for more research work on student suicidology. Death and dying are woven throughout the work of home care aides, and yet the care they provide at the end of life (EOL) remains poorly understood. This is due in part to the multiple circumstances under which aides provide EOL care. In this paper, we elucidate the EOL care experiences of aides working in home care agencies in New York City. We conducted in-depth interviews with 29 home care aides, and we analyzed these data using inductive, team-based methods. Our findings show that aides may not be aware of or accept a client's EOL status, and they may avoid EOL care. These conditions shape EOL care, and we detail the committed forms of care aides provide when they are aware and accepting. We recommend improved training, support systems, and policy change to enhance aides' contributions to EOL care, while protecting aides' health and well-being. [ABSTRACT FROM AUTHOR]

Transition ecologies, namely ecotones, are where life started. Deltas, estuaries, bayous, and wetlands are places where different ecosystems merge and evolutionary processes take place. This paper explores three time periods in four coastal cities to look at the relationship between environmental values and urban expansionist paradigms through reclamation projects. It argues that these thresholds, occurring contemporaneously in expanding metropolitan regions, correspond to changing conceptualizations of urban–nature relationships, in other words urban core's changing relationships to fringe ecosystems. The metropolitan regions used as case studies for this piece are Mumbai, Amsterdam, New York, and Tokyo. Each has used reclamation as a grand expansion strategy during political or economic transitions. During each grand alteration attempt in these regions, the developers, reclamation enthusiasts, or urban planners revisited the city's immediate ecological fringe for expansion, and following these revisitations, a new geographical order formed in their subsequent regions. The urban fringe has become the socio-spatial zone where new and experimental ideas about urban development encounter complex natural systems. The land-use negotiations and reclamation's role in shaping the urban–nature relationships are missing pieces of the planning field. Any future looking climate resiliency plan today should build on the reading of this palimpsest and understand how these environmental values were traded and how global expansion narratives transformed the urban–nature gradient. The Center for Migration Studies of New York (CMS) initiated its "Democratizing Data" project in 2013 to make detailed demographic information widely available on the US undocumented, eligible to naturalize, and other non-citizen populations. The paper begins by outlining top-line findings and themes from the more than 30 CMS studies under this project. It then examines and refutes four persistent misconceptions that have inhibited public understanding and needed policy change: (1) migrants never leave the United States; (2) most undocumented migrants arrive by illegally crossing the US-Mexico border; (3) each Border Patrol apprehension translates into a new undocumented resident; and (4) immigrants are less skilled than US-born workers. The paper then offers new analyses in support of select policy recommendations drawn from a decade of democratizing data. This paper investigates urban governance empirically by applying social network analysis methods to data gathered through structured interviews in London and New York. We explore how decisions are made in complex institutional environments inhabited by various types of actors. Owing to the time-consuming data collection and treatment processes, the research zooms in on transport. The comparative approach enabled the detection of different structural features in the governance networks shaping transport strategies in both cities. The perceived relative power, influence, dependence and/or affinity between the actors involved is discussed based on network attributes. The evidence suggests that transport governance in London is more centralised (and, arguably, more technocratic and integrated), in the sense that a few prestigious entities are clearly more prominent. In New York the institutional environment is typified by many checks and balances (and, arguably, more democratic and fragmented), where central actors are less obvious. [ABSTRACT FROM AUTHOR]

This paper examines the contribution of Rose Laub Coser to sociological theory in the structural tradition. Laub Coser was one of the most successful women sociologists of her generation. She was born in Berlin in 1916 but left with her family in 1924 for Antwerp in Belgium, and went into exile in 1939 in New York. Thus, Laub Coser was familiar with many cultural worlds and languages. Although she primarily lived in the United States, the transnational influence of the metropolis of Berlin is manifest in her sociological work in several ways. Conceptually, this is relevant for Laub Coser's reception of Georg Simmel's Soziologie. In particular, her theory of the complexity of social roles as a seedbed of individual autonomy is founded on Simmel's theory of the importance of conflict and ambivalence for individualization. Her multiple experiences of emigration and exile influenced Laub Coser's work, including Women of Courage, an analysis of the social lives of Eastern European and Italian migrants in the metropolis of New York, and her internationally comparative studies on the family and women's rise in the labor market. Laub Coser investigated the social consequences of having multiple group affiliations and the conditions for such individuals in the cultural and social structure of modernity. In her transnationally comparative work of migrant cultures, she demonstrated the scope of her theory of role complexity. Contrary to images of migration bare of gender and culture, Laub Coser interprets the individuals she studied in Women of Courage as active agents of migration and provides insights on the influence that cultural definitions of situations have had toward creating the social structure of modern society. Starting from Robert K. Merton's role-set theory and integrating Simmel's analysis of forms of social differentiation, Laub Coser analyzed the conditions and consequences of multiple group affiliations, their observability, and the ambivalences in "cross-cutting social circles" (Simmel), which create conditions for developing individuality and individualism. The cultural mandate for women to be socialized toward the "greedy institution" of the family offers only restricted role-sets and opportunities for articulating social roles, constraining their social competencies as autonomous individuals. Despite the alienating and anomic consequences of role complexity, Laub Coser valued its liberating potential. Possibly this theoretical orientation was also influenced by her own experience as an immigrant, sociologist, and political activist in the socialist women's movement. The posthumously published study Women of Courage is based on a research project that began in the 1980s, comprising hundreds of qualitative interviews with women who had migrated to New York in the early 1920s, and who were at least 13 years old when they immigrated. The histories of these women demonstrate their role in enabling the social mobility of their families in the receiving society. Drawing from a network case study, this article traces enactments of a letter writing enquiry in one Kindergarten public school classroom in New York City, and in doing so, explores both the affordances and limitations of sociomaterial approaches employed by the researcher towards school literacies. Looking down at one morning meeting revealed rotting pumpkins, playdough, pocket charts and cheese sandwiches, doing the work of environmental nonprofits, DOE officials, and cafeteria staff, all becoming entangled with the teacher and students in solving the problem of food waste at lunch, and ultimately to students writing letters to their school administrators. Yet, in looking out from this same data, I reconsider how the curriculum was not only constituted by networks of circulating materials, but also by networks circulating students' bodies into unequal school spaces, fuelling changes in the school's enrolment and funding through neighbourhood gentrification. I propose ways in which sociomaterial accounts of literacy curriculums may contribute bridgework along with accounting for structural inequalities mobilized in and through schools. Since the late 1960's New York State's Urban Development Corporation (UDC), now operating as the Empire State Development Corporation (ESDC), has been leveraged by New York City government to pursue large-scale projects. This paper examines two cases from New York City in which the city borrowed a state-controlled public authority's power to accomplish projects initiated at the local level: the case of Queens West, a development in western Queens, proposed in the early 1980s, and the case of Columbia - Manhattanville, an expansion of the Columbia University campus into Harlem, announced in 2003. These cases highlight how cities might, at times, embrace state involvement rather than lament its restrictions or rue its indifference. One of the last works by celebrated New York artist David Wojnarowicz is a black-and-white photograph of the artist's face buried in the dirt. The photograph was staged in 1991, less than one year before the artist died of AIDS. Until now, Wojnarowicz's photograph has been interpreted as the image of a burial, a reference to the artist's impending death. This article compares Wojnarowicz's photo to one of the last scenes of Pier Paolo Pasolini's Teorema (1968). The case of (Untitled) Face in Dirt and Teorema indicates the existence of a potentially complex relationship between Wojnarowicz and Pasolini, two queer artists who used provocation and sexual transgression to criticize capitalist society through their work. In this article, this complex relationship is explored to show, on the one hand, the import of Pasolini's cinematographic and literary work in New York's underground art scene of the 1980s. This report shows estimates of the undocumented population residing in the United States from 2010 to 2020, by US state of residence and country of origin. The estimates are based primarily on data from the American Community Survey (ACS) collected annually by the US Census Bureau. 1 As it does each year, the Center for Migration Studies of New York (CMS) assessed the accuracy of the ACS data for 2020 for the noncitizen population from more than 150 countries or areas of origin. The CMS analysis determined that almost one million undocumented residents were omitted from the 2020 ACS. The recent history of urban public libraries reveals significant changes in the way librarians, city officials, and patrons understood the value of public institutions. Branch libraries in the South Bronx during New York City's financial crisis of the 1970s reveal both the dramatic and seemingly minute developments through which the city shifted toward neoliberalism. Research on the prison visitation context has recently grown, yet little is known about the overall composition of who visits. This paper describes visit groups using latent class analysis (LCA) separately for women and men incarcerated two or more years in New York State. In this context where policies support frequent in-person visits, many maintain large, diverse groups of external connections. Although theory suggests that some groups may be more beneficial than others (e.g., prosocial influence or social support), visitor classes did not predict recidivism, but recidivism was higher for those with no/few visits. Policies that restrict visitor types or amounts may diminish valuable external social ties that can be maintained and offer ongoing support in more visit-positive regimes. [ABSTRACT FROM AUTHOR]

This paper presents new estimates of the effects of the City University of New York's (CUNY 's) Accelerated Study in Associate Programs (ASAP) model, evaluated using a randomized controlled trial first in New York and later through a replication in Ohio. It presents longer-term effects of CUNY ASAP in New York, showing that the program's effect on associate's degree receipt persisted through 8 years and likely represents a permanent increase in degree receipt. It also presents an analysis from the pooled study samples in New York and Ohio. The findings indicate that the program had consistent effects on degree receipt across the two states but also for somewhat different levels of service contrast, such as the number of additional advising visits. As several US states have legalized recreational marijuana over the past decade, local approval of commercial marijuana activities has faced opposition in a non-negligible share of communities. A common provision in state laws often grants local governments the authority to prohibit marijuana businesses from locating within their jurisdictions. This paper analyzed determinants of local government policies in New York State following the legalization of recreational marijuana in 2021. A key feature of New York's law authorized municipal governments to pass an "opt-out" ordinance prohibiting marijuana retail stores, on-site consumption establishments, or both. Based on results from multilevel logistic regression models, the likelihood of allowing commercial marijuana activities was higher for local governments representing communities with larger Black populations, fewer evangelical Protestants, and lower levels of household income. While slightly more municipalities prohibited on-site consumption, determinants of opt-out decisions were similar for both retail and consumption businesses. [ABSTRACT FROM AUTHOR]

In this article, I analyze the emergence of New York City's infrastructure of homeless shelters dialectically, relationally, and historically. The members of Boogie Down Productions met in an incipient New York City homeless shelter in the mid-1980s. Their relationship and music is a window into a critical political consciousness of men living in homeless shelters because the artists gave expression to an emergent structure of feeling of resistance taking hold during intense changes to New York's political economy and its institutions. The paper first analyzes homeless policy and infrastructural change through a reading of archival sources and government reports and documents. The second section understands oral histories conducted with men living in a New York City homeless shelter as blues geographies—insurgent, critical explanations of these institutional spaces. Shelter residents actively challenge the material conditions, relations, and values that produce homeless shelters as essential instruments of the carceral state. I argue that they activate this resistance to the naturalization of shelters, and themselves as homeless, by narrating carceral spaces as abolitionist spaces. [ABSTRACT FROM AUTHOR]

This paper presents an in-person and digital ethnography of people in New York State who use drugs and seek treatment for opioid use disorder (OUD) using phone or video connection to receive healthcare (telecare) including interviews prior to and during the COVID-19 pandemic. This article leverages a Feminist and Science and Technology Studies (STS) approach to elucidate how the framing of the opioid crisis shapes the interconnections that are discernable, providing a heuristic to understand the increased rates of deaths due to drug overdose during the pandemic. The narratives of people seeking treatment are analyzed through the theoretical lenses of Nelly Oudshoorn's concept of the technogeography of care, Nancy Campbell's concept of technologies of suspicion, and Nancy Fraser's analysis of the US juridical-administrative-therapeutic in/justice system. This paper traces and problematizes how telecare contributes to redefining the experience of familiar places, such as home, into spaces of both care and surveillance, and how the technology of telecare presents both affordances and foreclosures to accessing care as people struggle to conform with its requirements in order to receive care. Key findings are, (1) the significance of hugs and tactile connection that is sorely missed by people using telecare for group therapy, (2) the critical importance of proximity to in-person services even while using telecare, (3) the resistance strategies of telecare users to surveillance mechanisms, and (4) the continued stigmatization of drug use and treatment acts as a key barrier to people who are striving to produce the identity of a patient who is clinically stable for take-home medication. The paper examines the work of groups established by chapters of the American Association of Social Workers in the 1920s to develop a systematic and empirically based understanding of the interactional dynamics of the interview in social casework. Now largely forgotten, this work had influence beyond social work. The paper goes on to explore the call by the Chicago sociologist Ernest Burgess to use the ‘verbatim interview’ as a focus of common interest by sociologists and social workers. This paper first describes in a relatively nontechnical fashion several econometric techniques that the authors believe should be useful to industrial relations researchers. Those techniques are then applied to an analysis of whether public sector impasse procedures create a "narcotic effect," that is, a tendency for the bargaining parties, once they use the procedures, to become increasingly reliant on them in future negotiations. The authors reanalyze data from Thomas Kochan and Jean Baderschneider's study of the impasse experience of police and fire fighters under New York State's Taylor Law during the 1968-76 period and find that while a narcotic effect did exist, as Kochan and Baderschneider argued, that relationship lasted only during the early years of the period and was actually reversed in later years. The authors conclude by explaining how such a pattern of results could occur, tracing the implications of their findings for public policy, and suggesting other research questions that could be analyzed by the econometric methods they have described. This case study focuses on the use of visual elements - and the criticism over such use - in 1920s newspapers in New York, applying Jay David Bolter's concept of `denial of ekphrasis'. The pioneering Jazz Age papers, acting as early `multimedia screens', used photographic elements to communicate information in novel ways, contributing to the undermining of the analytical power of the written word. Elite criticism of these papers evinces nothing more than a class-based contempt for popular cultural forms, while examination of the contemporary New York Times shows that, by the mid-1920s, that paper was already paralleling many of the visual and content-based choices selected by its jazz journalism counterparts. Even so, this study finds that, in line with Bolter's theories, the underlying traditions of the press were not fundamentally altered by technological developments and the spread of the visual form. The immigrant labor force in the United States has been under extreme pressure since the new administration took office in January 2017 and immediately began implementing policies designed to encourage deportation, negatively incent immigrants to return to their home countries, and dramatically reduce legal and unauthorized entry into the United States. This paper examines the efforts of organizations that support immigrants in their desire to gain and maintain a productive role in the U.S. workforce in the current tumultuous environment. Representatives on the front lines narrate their uphill battle to lift immigrant workers out of fear. Interviews and surveys with agencies in four counties located in the Mid-Hudson Valley region of upstate New York tell the story of an advocacy movement that has breathed new energy into the organizations and empowered workers. Key findings include the positive impact collaborations can have in providing practical support and advocating for policy change, as well as the importance of establishing trust between agencies and immigrants. This paper asks how the logics of globalized supply chains—particularly through fixes, risk, speed and stoppages, and motility—are articulated in carceral space. We employ critical logistics in conversation with carceral geographies and critical mobilities to examine prison transfers, the routine movement of incarcerated people between carceral sites, as a logistical system designed to fix carceral crises; which is to say, to make prisons viable. This work emerges from preliminary research on prison transfers, conducted from 2018 to 2019, including interviews with advocates and formerly incarcerated people and analysis of data and administrative documents obtained from the New York Department of Corrections, among others. First, we locate the emergence of contemporary practices of logistical transfer management ("transfer logistics") in the prison boom of the 1980s–1990s. We then examine the present-day transfer system to consider how risk calculation and carceral fixes inform movement throughout prison constellations as well as how transfers disrupt the fragile worlding that happens in prisons. Finally, we turn to how these logics are being reshaped and reiterated in the era of neoliberal urban planning through "justice hubs." [ABSTRACT FROM AUTHOR]

Participatory research methodologies have expanded the opportunities for critical, emancipatory and democratic health and social work research. However, their practical application in research with vulnerable participants has historically been challenging due to ethical, practical and theoretical concerns. Individuals who are homeless are typically seen as 'hard-to-reach', transient, 'hidden' and even chaotic participant populations. Unsurprisingly, examples of the use of innovative participatory research techniques with those groups have been relatively scarce. This paper aimed to address this gap by discussing the application of one such technique – the mobile phone diary in research with multiply disadvantaged homeless adults. Diary methods are situated within the qualitative research on health, illness and social marginality, and the enhanced capabilities of the mobile phone diary are highlighted. The author illustrates the application of the mobile phone diary in his participatory research on the everyday life narratives of adults with serious mental illness (SMI) who were homeless. The process of designing the mobile phone diary is detailed. Following this, participant testimonies of their use of the mobile phone diary are presented. They demonstrate the participatory and inclusive nature, as well as the cathartic and empowering potential, of this technique. The methodological contributions and challenges and the theoretical generativity of the mobile phone diary method are discussed. The mobile phone diary is a feasible approach for eliciting evocative, contextualised and nuanced accounts of the lived experience of homelessness, social isolation, coping and recovery. A conference paper that discusses the results of a research study conducted to classify and differentiate between the processes that result in teeth lacking dental pulp is presented. The paper was read at a meeting of the First District Dental Society of the State of New York held in New York City on February 2, 1920.

Conventional wisdom frames scholar and activist Jane Jacobs as a skeptical housewife, heterodox/dissident critic, or common-sense neighborhood resident. Yet a comprehensive archival review of Jacobs' professional engagement with philanthropy and urban-development organizations reveals instead an activist scholar-leader in a larger, well-funded movement that must be understood in its time and place. Institutional partnerships shaped and informed Jacobs' most noted projects, and her counsel, in turn, shaped urban-development grantmaking. An historical assessment of Jacobs' ideas, and of social change more broadly, should examine not just individuals, but also supporters, organizations, and paradigms. [ABSTRACT FROM AUTHOR]

Criminal justice system fines and fees are a source of revenue for courts, district attorneys, probation departments, and other actors both inside and outside of the justice system. Because these departments rely on fine and fee revenue to partially fund their budgets, they may be incentivized to oppose reforms that would reduce fine and fee collections. Using budget documents from counties and a sample of municipalities in Florida and New York, the authors find that budget reports provide more detailed data on fines and fees than are available from other data sources, including information on which types of fines and fees are collected and how much revenue criminal justice fines and fees provide, both on a per-capita basis and as a share of the total jurisdiction budget. This paper presents a replicable methodology for future research in how to use local government budget documents to evaluate fine and fee collections. In April 2018, a statue commemorating J Marion Sims was removed from Central Park, New York, and relocated to Green-Wood Cemetery in Brooklyn, where he is buried. In 1849, Sims developed a repeatable surgical solution for obstetric fistula, a debilitating condition caused by prolonged, obstructed labour, which damages the vaginal wall, resulting in permanent leakage via the vagina from either the bowel or bladder and sometimes both. Initially, Sims appears worthy of widespread adulation. There are several commemorative statues of him, he has been afforded the title of the 'father of modern gynaecology', and for 37 years, the American Urogynecological Society held an annual eponymous lecture, among other honours. Obstetric fistula rendered women social pariahs, unable to engage fully in either domestic or public life. Sims was able to create a reliably repeatable surgical solution but did so through ongoing experimentation on enslaved women. One of these women, Anarcha, was operated on at least 30 times without the use of anaesthesia over a four-year period, despite the availability of anaesthesia for the majority of the experimentation period. Over 170 years later, Sims' story retains its relevance because it represents a clear point at which race, gender and class intersect with medicine. This paper will use Sims' own account to drive the narrative, then examine matters of agency, ethics and consent that come from it, to show that his work, and subsequent renown, were only possible because of the inherent violence of chattel slavery and other systemic forms of oppression. Contracting-out of government services is an important issue facing government entities in the twenty-first century. This paper is a case study that examines this issue in New York City after major revisions were enacted to the City's Charter in 1989 to improve governance, deter corruption and promote efficiency in contracting. The paper examines who controls the contracting process; is this function solely under the purview of the chief executive or the function is shared with other elected officials, including the legislature; do checks and balances in the procurement system exist and how control of the contracting process affects the potential for corruption. Efficiency in the contracting process is reflected in the details of the policy and practices that determine the effectiveness of contracting. The most important of these practices are: standardization of contracting rules, timeliness in awarding contracts, promotion of competition, use of technology, training and professionalism of government staff. The overall success or failure of these efforts is significantly affected by the leadership of the chief executive and the administrators of the agencies of government. The paper shows that major change in public organizations is an extremely complex issue involving the chief executive, government administrators and other elected officials in the political process. Improvements in New York City's contracting process occurred in the Mayoral administrations of David Dinkins, Rudolph Giuliani and Michael Bloomberg. However, if the new efforts to simplify the contracting process on the part of the Bloomberg administration do not result in significant reductions in processing times, then only incremental change has taken place in the contracting process in New York City. Major changes in the contracting process have eluded both the mayors and government administrators. Previous work has established that gender, age, and self-control can predict Death Anxiety (DA), the distress that centers around thoughts of one's mortality. However, it has not been determined if DA is associated with Delay of Gratification (DG; a tendency to forgo immediate rewards to receive a more favorable outcome in the future), attitudes toward gender roles (as compared to gender identity itself), and Death Reflections (DR; positive goals that occur when contemplating death). To examine these relations, 131 adults (45% women; aged 23–67 years) completed questionnaires that assess these constructs. We found that greater DG, egalitarian gender role attitudes, and engagement with DR were all associated with reduced DA. Gender identity was not associated with any variable, including DA. Age correlated independently with DA, but not when included in the regression models. These results demonstrate that elements of self-regulation and prosocial attitudes may predict baseline DA. Healthcare Professionals Working in Schools (HPWS) are responsible for providing health services to students and play a role in providing education to prevent illnesses, including tickborne diseases (TBD). Providing TBD education to children has been shown to increase prevention behaviors and knowledge of TBD symptoms, but little is known regarding the current state of TBD awareness among HPWS. In spring 2019 we conducted a cross-sectional knowledge, attitudes, and practices (KAP) survey of HPWS in two states with a high incidence of Lyme disease (LD) to inform design of TBD prevention programs. The survey queried general knowledge of TBDs, school practices regarding TBDs, and availability of TBD resources. Overall, higher confidence, experience, risk perception, prior training on TBD, and more years employed as a HPWS were independently associated with knowledge of LD transmission, symptoms, and correct tick removal practices. State and local health departments should consider prioritizing engagement with HPWS to provide educational opportunities about tickborne diseases. [ABSTRACT FROM AUTHOR]

This paper explores the relevance of social capital in shaping Irish immigrants' reconstructions of their attachment to New York City (NYC) as place. Using extracts from Irish immigrants' previously unpublished oral histories, I make the case for situational capital, a multi-faceted and dynamic place-based resource which connects people in situ by virtue of their literal and metaphorical positionality. The coalescence of individual and collective memories, including childhood memories, underpinned the network of social relationships which fuelled interviewees' quest to recreate and reimagine a sense of 'home' both in NYC and Ireland. The resultant situational capital created by these relationships fostered a reflexive and sustained attachment to place which served to advance the cumulative economic, cultural, political and social prosperity of Irish men and women individually and collectively over time and space. Situational capital was also instrumental in advancing opportunities for Irish men and women and altering the physical characteristics of neighbourhoods. It shaped the genius loci of NYC as reconstructed by those interviewed pivoting around the fluid and ambiguous notion of real and imagined 'home.' [ABSTRACT FROM AUTHOR]

The objective of this article is to analyze the system benefits of distributed storage at different locations on a grid that has a high penetration of renewable generation. The chosen type of distributed storage modeled is deferrable demand (e.g., thermal storage) because it is relatively inexpensive to install compared to batteries and could potentially form a large component of the peak system load. The advantage of owning deferrable demand is that the purchase of energy from the grid can be decoupled from the delivery of an energy service to customers. Consequently, these customers can reduce costs by shifting their purchases from expensive peak periods to off-peak periods when electricity prices are low. In addition, deferrable demand can provide ramping services to the grid to mitigate the uncertainty of renewable generation. The primary economic issue addressed in this paper is to determine how the storage capacity is allocated between shifting load and providing ramping services. The basic economic tradeoff is between the benefit from shifting more load from peak periods to less expensive periods, and reserving some storage capacity for ramping to reduce the amount of conventional reserve capacity purchased. Our approach uses a new form of stochastic, multi-period Security Constrained Optimal Power Flow (SCOPF) that minimizes the expected system costs for energy and ancillary services over a 24-hour horizon. For each hour, five different levels of wind generation may be realized and these are treated as different system states with known probabilities of occurring. This model is applied to a reduction of the grid in New York State and New England and simulates the hourly load on a hot summer day, treating potential wind generation at different sites as stochastic inputs. The results determine the expected amount and location of conventional generating capacity dispatched, the reserve capacity committed to maintain operating reliability, the charging/discharging of storage capacity, and the amount of potential wind generation spilled. The results show there are major differences in how the deferrable demand at two large load centers, Boston and New York City, is managed, and we provide an explanation for these differences. This paper examines an anti-homeless visual campaign which appeared in New York City in the summer of 2015, in the midst of a resurgence of public concern over the visibility of homeless New Yorkers. The campaign, produced by a police union and titled “Peek-A-Boo, We See You Too” encouraged police officers and allies concerned with a perceived decline in “quality of life” to photograph homeless people on the street, tagging their locations and uploading the photographs to a website. Using the photographs, concurrent discourses, and evidence from surveys conducted by a homeless-led organization, I argue that this campaign represents more than simply an instance of revenge upon and against the homeless. Rather, I suggest that it represents a moment of what philosopher Kristie Dotson calls “epistemic backgrounding” a case in which the people visually displayed at the center of the pictures are “backgrounded” in the knowledge produced off of their images. Connecting this singular campaign with a broader conception of anti-homeless actions, I suggest that we might understand the relationship of visuality and homelessness as one which relies on revanchism for its political logic but produces the simultaneous absence and presence of homeless people through epistemic backgrounding. In analyzing the 1979 strike by nearly all of the prison guards in New York State, this paper focuses on the social organization of the prison environment and the guards' changing occupational role as critical causes of the strike. Many guards believe that in recent years they have lost status and much of their authority; in addition, racial tension has mounted within the guard force as well as between guards and inmates. The authors argue that collective bargaining is not well suited to resolving those problems, and in fact the bargaining system may have aggravated them. The authors also analyze the strike's resolution, concluding that it was the state's use of National Guard troops and the application of Taylor Law sanctions, rather than any bargaining strategy by either party, that brought the guards back to work. Finally, the authors suggest that these strike penalties may have intensified the worker anger and discontent that were major causes of the strike. [ABSTRACT FROM AUTHOR]

This paper analyzes the emergence and development of two-tier coalition bargaining in the municipal government of New York City from the late 1960s through the 1980 negotiations. The reduction of interunion rivalries, growth of pattern bargaining, and enactment of the city's Collective Bargaining Law in 1967 were important precedents to formal coalition bargaining, but it was the fiscal crisis of the mid 1970s that provided a major thrust to the adoption of this type of bargaining structure. Through it, management and union officials were able not only to reach master and subsidiary agreements covering wages and conditions of employment, but to bargain broader fiscal rescue agreements with representatives of the federal and state governments who, in the wake of the fiscal crisis, acquired greater political control over the nation's largest city. The empirical findings are linked to theories of bargaining structure and provide the basis for predicting the continuance of coalition bargaining in New York City during the 1980s but only limited adoption of this bargaining format elsewhere in the American public sector. In this paper, we focus on two of the children and their distinctive paths as they develop language and literacy. Objective: New York City's automated mortality syndromic surveillance system monitors temporal and spatial patterns in mortality. To describe the use of the syndromic surveillance system, we used the system to find mortality patterns for the 15 leading causes of death and for deaths from rare and reportable diseases in New York City from February 2015 through June 2020. We used results to find aberrations that indicate threats to public health. Methods: We used unobserved components models to analyze time series of mortality counts for leading causes of death, historical limits methods for rare and reportable diseases, and SaTScan for temporal–spatial cluster analysis. We obtained data on the number of deaths from the electronic death registry system maintained by the city's Bureau of Vital Statistics. Results: The mortality syndromic surveillance system detected an increase in the number of deaths from heart disease by April 1, 2020, when 75.0 deaths occurred on March 24, 2020, instead of an expected 45.8 deaths (95% upper prediction limit of 61.0) and an increase in the number of deaths from all causes on March 20, 2020, when 194.0 deaths were observed while 150.1 deaths were expected (95% upper prediction limit of 178.0). The number of deaths from all causes returned to normal the week beginning June 14, 2020, when 990.0 deaths were observed and 998.8 deaths were expected. Practice Implications: When compared with efforts from New York City to provide yearly vital statistics, the automated mortality syndromic surveillance system can provide timely mortality data with fewer resources and raise the capacity to detect anomalous increases in mortality. Participatory budgeting (PB) fosters community engagement in the allocation of public funds. Although its popularity has diminished in general-purpose governments, it is gaining traction in school districts. Yet research on PB's managerial implications remains scarce. This study analyzes a PB process in a New York school district, examining key stages, participants, and engagement dynamics using quantitative and qualitative data. This research turns the spotlight to the deregulation of once publicly funded affordable housing. Through a microsimulation that follows the conversion from affordable to market-rate units on Roosevelt Island New York, we estimate the expected demographic changes each year between 1976 and 2070. The simulation combines information from the American Community Survey, the island's masterplan, the privatization agreements, and interviews with residents, to produce interactive graphs at three urban scales: the neighborhood, the project, and the building. We found that while the households of market-rate units are gradually becoming younger and more affluent, the households of affordable units are becoming older and more impoverished. Despite an individual agreement for each building, the demographic changes are similar, and that, those changes will affect low-income buildings first. Moreover, upon expiration, 30 percent of the existing protected tenants will be over 65 and at risk of being displaced. The simulation is available at http://ridigitaltwin.pythonanywhere.com/. The visibility of populations, policies, and the state matters greatly for questions of power, inequality, and democratic life. This article builds on existing scholarship by examining how visibility operates as a lever and effect of social control in a racially and economically stratified society. By doing so, the article identifies a paradox. Race- and class-empowered groups often pressure state actors to implement punitive policies or otherwise visibly contain and control disadvantaged populations. But they also tend to decry and disavow the necessary public costs of these disciplinary interventions. This creates a conundrum for authorities: how to satisfy popular demands for social control while concealing resource commitments. We use the term disciplinary tensions to describe the contradictory political desires that state actors must navigate to maintain legitimacy with privileged constituents. We examine two state projects that, in different ways, crystallize this dilemma: the expansion of low-income housing development in New York in the 1960s and 1970s and state prison construction in California in the 1980s and 1990s. In both episodes, officials responded to disciplinary tensions by turning to covert public finance options: specifically, revenue bonds, which seemingly detach policy from conventional tax-and-spend public finance. We argue that these cases shed light on the shifting nature of power as finance has come to pervade all aspects of government and covert governing tactics supplement and supplant society's more direct practices of social control. Revenue bonds, in particular, allow governing actors to appease and placate the populace by reconfiguring the state's disciplinary power so that social control appears to pay for itself. This paper traces the institutional, social, and physical design forces that shaped the ideology of Clarence A. Perry and influenced his development of the "neighborhood unit" concept. Officially introduced in 1929 as a part of the published Regional Plan of New York and Its Environs, the neighborhood unit, as conceived by Perry, has strongly influenced local planning and subdivision design since its inception. In addition, this paper investigates controversy surrounding attitudes toward the neighborhood unit and the purported "determinism" and reformist intents of the concept. It investigates the wide-spread influence of the model on residential design, investigates current attitudes of usefulness of the model, and considers New Urbanism as an opportune tweaking of the design elements of the neighborhood unit. It concludes that the neighborhood unit, while having social influences in residential life, is more accurately termed a physical design model that weaves neighborhood layout and opportunities for interaction.
