Blood spilling into the streets in Charlottesville in August 2017 during a "Unite the Right" white supremacist rally, an August 2019 murderous rampage targeting Latinos at a Walmart in El Paso, Texas, and the most recent January 2021 storming of the U.S. Capitol represent only a few of the violent events that have occurred in the past 5 years initiated by far-right white supremacists. Fringe and violent behaviors do not exist in a vacuum. Every day, privileged white folks adhere to hegemonic ideals and engage in racist transgressions that stoke the fires of extreme violence. Significantly, however, some members of the privileged class eventually reject racist ideology and emerge as activists for marginalized populations. Drawing on the theoretical frameworks of Pedagogy for the Privileged, Pedagogy of the Oppressed, Transformative Learning Theory, and Critical Whiteness Studies, this paper asks the question: What facilitates a significant ideological shift? The paper uses primary and secondary sources to analyse the El Paso-Ciudad Juárez binational monorail project from 1964 to 1976 within the overall context of the growth of the cities as urban centres and the development of cross-border public transit links. The most significant of the earlier ties was the international streetcar line, which functioned for over 90 years and was a predecessor to the monorail project. The paper examines the complexities of negotiating and building an international transport project of this nature as well as the principal business and political directors of the El Paso International Monorail Corporation (IMC) and its Juárez counterpart, Monorriel Internacional (MI). It concludes with an assessment of the current outlook for cross-border mass transit projects in the light of the notable increment in USA border security and inspection controls of recent decades. Executive Summary: The United States is no stranger to migration across its borders. In 2020, its Southwestern border saw a drastic increase in apprehensions by the Border Patrol. While imperfect and an undercount of the true number of migration events, apprehension data is often used as a proxy to understand migration patterns. The rise in migration was coupled with an increased but unknown number of deaths along migration routes. This article focuses on the New Mexico portion of the El Paso Border Patrol Sector and the increased migrant caseload at New Mexico's Office of the Medical Investigator (OMI) over the last few years. To the best of our knowledge, this article is the first academic study to examine migrant deaths in detail in southern New Mexico. We begin by contextualizing the changing pattern of migrant deaths in New Mexico within the broader framework of border policing strategies that have intentionally pushed migration routes to remote areas. We describe the work of the OMI, highlighting its very recent initiatives to track migrant deaths in its database. We then discuss the changes seen by the OMI in its migrant caseload from fiscal year (FY) 2009 to 2023, with the most drastic increase in cases occurring from 2022 to 2023. For instance, the data indicate that most of the identified migrants that have died in New Mexico were recovered in June and July (45 percent), crossed through Doña Ana County (66 percent), were male (60 percent), and among those identified, were from Mexico (65 percent) and between 20 and 39 years of age (69 percent). Of the 248 cases of migrant deaths, 87 percent have been identified. The most common causes of death were undetermined (46 percent) and environmental exposure (41 percent). We then explore the effects of changing governmental policies and state initiatives to curb/reduce migration in the US on OMI's increased caseload. We discuss the impact that the rapid shift in migration deaths is having on the OMI and how OMI is working to respond and adjust to the dynamic situation. This work highlights the collateral damage of border security measures, underscored by the increasing number of deaths and challenges faced by the OMI. We consider the need for new and amended policies aimed at mitigating the humanitarian crisis that continues to unfold, emphasizing the need for the humane treatment of migrants. Finally, we suggest allocating resources to death investigating agencies. These resources would provide essential support to find, identify, and repatriate migrants, improve agencies' abilities to collaborate with governmental agencies and programs such as Border Patrol's Missing Migrant Program, and improve our understanding of the circumstances along the Southwestern border. This essay contributes to literature on the intersections of white settler colonialisms, racial capitalism, and U.S.-Mexico borderlands history by tracing the web of spatial, temporal, and legal power relations that produced El Paso, Texas' seemingly legitimate possession of stolen Mexican territory known as "El Chamizal" in the El Paso-Cd. Juárez borderlands. This land theft became the Chamizal Dispute: an international land and boundary conflict between the U.S. and Mexico caused by the meandering Río Grande that defines the "fixed" international border between El Paso, Texas and Cd. Juárez, Chihuahua. In the 1860s, multiple shifts in the Rio Grande "relocated" El Chamizal north of this river/boundary. Soon thereafter, and despite Mexico's sustained claim to and jurisdiction over this land, recently arrived Anglo American settlers incorporated El Chamizal into the nascent City of El Paso. In 1964, the U.S. and Mexico finally agreed to resolve this conflict by virtue of the landmark Chamizal Treaty, which ceded 630-acres of El Paso to Cd. Juárez as El Chamizal. Contrary to what dominant state accounts and the mainstream historical literature on this settlement would have us believe, however, this ceded land includes only a fraction of the original contested terrain. El Chamizal therefore remains a stolen tract of land nestled within the heart of El Paso. Drawing on oral histories, court testimonies and affidavits, and an array of binational records, this essay demonstrates that this ongoing theft is not a finite or complete project. Rather, the process hinges on a fragile web of spatial, white settler temporal, and legal practices of concealment/denial anchored to a colonial rumor that refuses to open this region to the mystery and wonder of the Río Grande's "wayward life, beautiful experiment in how to live." The sister cities of El Paso, Texas and Ciudad Juárez, Chihuahua form one of the largest manufacturing complexes in the world, and provide a unique context in which to examine transnational patterns of environmental injustice. In this paper, we explore residential patterns of environmental injustice related to the location of industrial facilities (ie maquiladoras and facilities regulated by the Toxics Release Inventory) in the El Paso - Juárez metropolis, taking a comparative approach. Our results indicate a striking injustice in the raw level of industrial hazard confronted by residents on the Mexican side of the border compared with those on the US side—a direct result of location within the global economy. In terms of multivariate spatial regression results, patterns of exposure to residential hazards diverged between the two cities. In Mexico, generally marginal neighborhoods (based on low social class and higher proportions of migrants to the city) were located farther away from industry, whereas they were located closer in the US. We explain these findings on the basis of sociospatial differences in urbanization, social marginality, and industrial development between El Paso and Juárez, which reflect the two cities' juxtaposition vis-à-vis global political-economic dynamics. Future research is needed to test relationships between social marginality and industrial hazards in transnational and Southern contexts to determine if similar or divergent patterns exist. Prior research on the impacts of public capital stocks on economic growth has generally used either national macroeconomic or multijurisdictional regional data. This study attempts to contribute to this area of the discipline by using time series data for a single metropolitan economy. To allow for both short-run and long-run effects, an error-correction modeling framework is used for the empirical analysis. Because comprehensive public infrastructure stocks are not published for El Paso, Texas, estimates for those variables are calculated using information regarding annual public capital investment data. Estimation results indicate that physical infrastructure investment may disrupt short-run economic growth but does improve long-run metropolitan economic performance. [ABSTRACT FROM AUTHOR]

Journalists at the El Paso Times routinely cover violence in neighboring Ciudad Juarez, where thousands of men, women, and children have been murdered in recent years. Utilizing border theory and research involving journalists and trauma, this qualitative newsroom study examines how journalists at the El Paso Times are dramatically affected by their daily exposure to the unrelenting violence in this border region. This report compiles a great deal of qualitative data concerning the policy-making and decision climate in El Paso which have undergirded the consolidation debate up to the present time. Contained within the report are the following areas; Monitoring, which will demonstrate policy outcome; Evaluation, which will establish policy performance; Problem Structuring, which will outline policy problems; Forecasting, which will predict policy futures; and Recommendation, which will substantiate policy actions. It is the hope of this report that current and future city-county policy-making will implement the following decision-making instruments to transcend existing limitations and create a new vision for a consolidated metro government. The counseling role of clergy has been seen as threatened by the professionalization of mental health care. There are two reasons to reject this view. First, a theologically and psychologically sound program for training pastors in counseling has been growing for more than 50 years. Second, research findings, spanning a period of more than 20 years, consistently show that the clergy is the most frequently sought source of help for psychological distress. Findings reported in this study are based on a sample of 806 respondents selected from El Paso, Texas. As in past research, the clergy continue to be by far the most popular source of help for a personal problem. Popularity of the clergy as a help resource is not significantly affected by religious affiliation, but is affected by ethnicity, church attendance, and socioeconomic status. Among Other conclusions, it is suggested that an intensive community mental health care orientation be promoted among clergy, practitioners of family medicine, psychiatrists/psychologists, and psychiatric social workers.
