Scholars have been increasingly concerned with portrayals of terrorism in mainstream and alternative media outlets following the September I I and subsequent terrorist attacks in the United Kingdom and Spain. Communication researchers have examined public response and reaction to terrorist attacks, definitions of terrorism, policy questions, media portrayals of terrorism, and framing across different media and nations.This study undertakes a comparative framing analysis of media coverage of terrorism, as reported by prominent U.S. and U.K. newspapers, combining quantitative and qualitative methods. Findings revealed that the U.S. papers engaged in more episodic coverage and the U.K. papers in more thematic coverage of terrorism and terrorism-related events. The U.S. papers were consumed with presenting news associated with the military approach, whereas the U.K. papers were oriented toward diplomatic evaluations of terrorist events. This article maps and compares four universities' policies and procedures for addressing faculty and staff sexual misconduct in higher education in the UK and US. While universities have engaged in significant work to grapple with student-student sexual misconduct, attention to misconduct perpetrated, and experienced, by higher education employees is relatively nascent. In this paper, we explore the maze of institutional processes and actors that victimsurvivors of FASSM might encounter. We describe what is known about prevalence of FASSM in the US and UK and offer an overview of the policy landscape in both settings. Inspired by Patricia Yancey Martin, we analyze publicly available policy documents on FASSM from two US and two UK universities and map out visually the range of investigative, reporting, and sanctioning processes. We introduce an analytic distinction between an actor and a practitioner within the FASSM context, whereby actors are those tasked with administrative duties in handling sexual misconduct reports, while practitioners are those with specialized knowledge and training that enables them to prioritize victim-survivor needs. These illustrative diagrams suggest that while university employees are tasked to act on reports and disclosures of sexual misconduct, it is difficult to identify specialist practitioners with expertise to support victim-survivors of FASSM. Ultimately, this work provides a deeper understanding of what practice looks like in relation to higher education FASSM, and we outline implications for future research directions. This paper analyses the legal protection of the journalist–source relationship from both sides and the underlying interests involved. The paper begins by analysing why the relationship deserves protection. The position of journalists at common law is analysed with a discussion of the application of the principle established in Norwich Pharmacal v Customs and Excise to journalists. The development of immunity from contempt in s. 10 of the Contempt of Court Act 1981 is examined to illustrate the ideological clash between the judiciary and journalists. The impact of the Human Rights Act and decisions of the European Court of Human Rights are analysed to assess whether this will lead to a change in attitudes in the UK. Finally, the potential threat to journalists posed by compelled evidentiary disclosure in criminal cases is reviewed, with a particular look at ‘special procedure' material. The US section begins with an analysis of the law at federal level, the decisions of the Supreme Court, including the leading decision of Branzburg v Hayes, as well as the role the legislature has played. This paper critically examines the law of forum non conveniens, in particular the use of the ‘clearly inappropriate forum’ test in Australia, compared with the ‘more appropriate forum’ test applied in jurisdictions such as the UK and the US. It traces the development of the law in the UK in relation to forum non conveniens, including the English acceptance of the doctrine, and how it has been applied in various cases. Some criticism of the ‘more appropriate forum’ test is noted, and it is not recommended that the courts adopt the ‘laundry list’ approach evident in some US decisions, where up to 25 different factors are considered in assessing a forum non conveniens application. It considers the Australian ‘clearly inappropriate forum’ test, and concludes that the ‘clearly inappropriate forum’ test should no longer be followed in that it is unnecessarily parochial and is not consistent with other goals of the rules of private international law including comity. Links between Australia and the subject matter may well be tenuous. Confusion attends the application of the test in Australia at present, the court has rejected the English approach but claims to apply some of the factors mentioned in the English approach in the Australian test, and there is an undesirable schism between statutory rules applicable in domestic cases and the approach when the common law doctrine of forum non conveniens is used. The law regarding forum non conveniens should be harmonious with choice of law rules, and interest analysis can assist in formulating the desired approach to forum non conveniens applications. For-profit hospitals' market share has increased in many nations over recent decades. Previous studies suggest that their growth is not attributable to superior performance on access, quality of care, or efficiency. We analyzed other factors that we hypothesized may contribute to the increasing role of for-profit hospitals. We studied the historical development of the for-profit hospital sector across 4 nations with contrasting trends in for-profit hospital market share: the United States, the United Kingdom, Germany, and the Netherlands. We focused on 3 factors that we believed might help explain why the role of for-profits grew in some nations but not in others: (1) the treatment of for-profits by public reimbursement plans, (2) physicians' financial interests, and (3) the effect of the political environment. We conclude that access to subsidies and reimbursement under favorable terms from public health care payors is an important factor in the rise of for-profit hospitals. Arrangements that aligned financial incentives of physicians with the interests of for-profit hospitals were important in stimulating for-profit growth in an earlier era, but they play little role at present. Background: Family caregivers of people at the end of life can face significant financial burden. While appropriate financial support can reduce the burden for family caregivers, little is known about the range and adequacy of financial support, welfare and benefits for family caregivers across countries with similarly developed health care systems. Aim: The aim is o identify and compare sources of financial support for family caregivers of people approaching the end of life, across six countries with similarly performing health care systems (Australia, Canada, Ireland, New Zealand, the United Kingdom and the United States). Design: A survey of financial support, welfare and benefits for end of life family caregivers was completed by 99 palliative care experts from the six countries. Grey literature searches and academic database searches were also conducted. Comparative analyses of all data sources documented financial support within and between each country. Results: Some form of financial support for family caregivers is available in all six countries; however the type, extent and reach of support vary. Financial support is administered by multiple agencies, eligibility criteria for receiving support are numerous and complex, and there is considerable inequity in the provision of support. Conclusion: Numerous barriers exist to the receipt of financial support, welfare and benefits. We identified several areas of concern, including a lack of clarity around eligibility, inconsistent implementation, complexity in process and limited support for working carers. Nonetheless, there is significant potential for policymakers to learn from other countries' experiences, particularly with regard to the scope and operationalisation of financial support. This comparative study examines survey data from 464 call centers in the United States, 167 in the United Kingdom, and 387 in Canada to explore two questions: whether institutional differences shape employers' choices of ways to improve work force flexibility, both numerical and functional; and whether strategies for numerical flexibility and functional flexibility are related. The results suggest that institutional differences across these liberal market economies--specifically, in dismissal regulations and union strength--did affect how employers chose to achieve work force flexibility. For example, the use of part-time workers was more common in countries with more stringent rules regulating dismissals. Organizational characteristics also mattered, with outsourced firms being more likely than in-house firms to use part-time workers. Evidence also suggests that managers used numerical flexibility and functional flexibility strategies as substitutes: higher employee job discretion was associated with both lower dismissal rates and a lower likelihood of temporary use. In an effort to better understand the roots of contemporary school punishment practices, this study compares policy discourse and practice of school punishment and security in the United States and England. American policy discourse is predominantly punitive, harsh punishment strategies are favored, and policy makers have centralized decision-making power outside of the classroom. Contrastingly, English policy discourse about and policy responses to student misbehaviour focus more on reducing social exclusion, improving student behaviour, and returning the locus of control over rule enforcement to teachers. However, despite these substantial differences, suspension and expulsion rates are fairly similar in the US and England. Several hypotheses to explain these findings are offered. Can the topic of a conversation, when heavily associated with a particular dialect region, influence how a speaker realizes a linguistic variable? We interviewed fans of English Premier League soccer at a pub in Columbus, Ohio. Nine speakers of British English and eleven speakers of American English were interviewed about their favorite American football and English soccer teams. We present evidence that the soccer fans in this speech community produce variants more consistent with Standard American English when talking about American football than English soccer. Specifically, speakers were overall more /r/-ful (F3 values were lower in rhotic environments) when talking about their favorite American football team. Numeric trends in the data also suggest that exposure to both American and British English, being a fan of both sports, and task may mediate these effects. [ABSTRACT FROM PUBLISHER]

The article examines the ways Islamic leaders have adapted to conditions in Britain, France, and the United States by taking one problem—how a Muslim woman can obtain a religious divorce—and identifying contrasts across those three countries. It emphasizes two contrasts among the three countries: the degree of residential concentration of Muslims and the social effects such concentration may have, and the legal legitimacy of religion in civil courts. Muslim leaders have crafted institutions accordingly: in Britain, shariah councils emerging from tight-knit communities and regarded by jurists as relatively benign; in France, Islamic leaders constrained to emphasize the Islamic legitimacy of civil institutions; and in the United States, leaders developing contractual instruments in response to relatively favorable judicial reactions. Based on recent work that suggests that voters in proportional representation (PR) systems have incentives to cast strategic votes, the authors hypothesize that levels of strategic voting are similar in both first-past-the-post (FPTP) and PR systems. Comparing vote intentions in majoritarian elections in the United States, Mexico, Britain, and Israel to PR elections in Israel and the Netherlands, the authors find that a substantial proportion of the voters desert their most preferred candidate or party and that patterns of strategic voting across FPTP and PR bear striking similarities. In every election, smaller parties tend to lose votes to major parties. Because there tend to be more small parties in PR systems, tactical voting is actually more common under PR than under FPTP. The findings suggest that whatever the electoral system, voters focus on the policy consequences of their behavior and which parties are likely to influence policy outcomes following the election.
