This article draws on the findings of the qualitative phase of a New Zealand longitudinal study on vulnerable young people’s transitions to adulthood. The young people were aged between 12 and 17 years at the time of the first interview. The paper focuses on one key finding, how youth enact agency through their relationships with significant others: families, social workers, teachers and care workers. These youth had experienced sustained exposure to harm including abuse, violence, addictions, disengagement from school and mental health issues. The qualitative interviews focused on young people’s experiences with services (child welfare, juvenile justice, mental health and education support services) their key transitions, and the strategies they used to locate support and resources. The thematic analysis of the interviews indicated that a search for agency was a central motif in young people’s experiences. The New Zealand state developed from a treaty between the British Crown and hapū (sub-tribes) in 1840. The te Reo (Māori language) text and the English version of the agreement are fundamentally different. Breaches of this treaty and tension over how the political relationship between Māori and the Crown should proceed are ongoing. In 2019, the Cabinet Office issued a Circular instructing bureaucratic advisers of the questions they should address when providing advice to ministers on the agreement's contemporary application. In this article, we use Critical Tiriti Analysis (CTA) – an analytical framework applied to public policies – to suggest additional and alternative questions to inform bureaucratic advice. The article defines CTA in detail and shows how using it in this way could protect Māori rights to tino rangatiratanga (a sovereignty and authority that is not subservient to others) and substantive engagement, as citizens, in the formation of public policy. This article's central argument is that the Circular reflects an important evolution in government policy thought. However, in showing how the Circular privileges the English version (the Treaty of Waitangi) over the Māori text (Te Tiriti o Waitangi), the article demonstrates how Māori political authority remains subservient to the Crown in ways that Te Tiriti did not intend. We show through the conceptual illustration of the care and protection of Māori children, despite the significant evolution in government thought that it represents, these rights are not fully protected by the Circular. This is significant because it was Te Tiriti, with its protection of extant Māori authority and sovereignty, that was signed by all but 39 of the more than 500 chiefs who agreed to the British Crown establishing government over their own people, but who did not agree to the colonial relationship which may be read into the English version. Social workers in New Zealand other schools work with other school professionals to respond to potential child maltreatment in the school setting, but little is reported about their experience of interprofessional collaboration. An exploratory qualitative study focused on school professionals' process when responding to child maltreatment. The author conducted 20 semi-structured telephone interviews with social workers to explore their interprofessional work with teaching professionals. Many challenges were reported including power imbalances; resource issues, especially inadequate time given their placement in multiple schools; marginalisation, and teachers' inconsistent understanding of the social work role. Social workers reported relationship-based strategies to manage these challenges, and a sense of pride and identity was apparent in these accounts. Patient relationship building was a key strategy to build respect and understanding of social work knowledge and skills. A reading of Bourdieu's discussion of social distinction suggests social work is often perceived as a profession lacking the confidence of the "distinguished possessor" of capital and more of the uncertainty of the "pretentious challenger". A professional capital framework, that positions school-based social workers as 'guests' in a host setting, is useful in understanding these dynamics and how social workers choose to respond. This study suggests that preparation for school social work might usefully focus on interprofessional working and in particular support the development of conscious, principled yet pragmatic relationship-building skills to bridge the gap between the teaching and social work professions and improve the welfare of children. Purpose: This article reports on an examination of the psychometric properties of the 28-item Child and Youth Resilience Measure (CYRM-28). Methods: Exploratory factor analysis, confirmatory factor analysis, Cronbach's a, t-tests, correlations, and multivariate analysis of variance were applied to data collected via interviews from 593 at-risk adolescents (12-17 years) to identify the factor structure, internal consistency, test-retest reliability, construct validity, and floor and ceiling effects of the CYRM-28. Results: A four-factor structure was identified comprising two contextual factors, individual and family factors. The CYRM-28 and its factors show good internal reliability, stable test-retest properties, and no floor or ceiling effects. The measure also showed good construct validity. Discussion: The CYRM-28 shows good overall validity on this group of New Zealand youth, and researchers and social workers can have some confidence in its usefulness as a measure that can be used to assess resilience in youth from a range of ethnic backgrounds. Child welfare data collected for administrative purposes are often used as a source of information for understanding the population impact of child abuse and neglect (CA/N). This study used administrative data linked at the individual level for a cohort of Aotearoa New Zealand (NZ) children to follow and extend a model developed by Drake et al. In this investigation, we aimed to build an understanding of the high representation of indigenous NZ children in administratively sourced measures of CA/N. Variation in rate ratios (RRs) within infant mortality and birth outcomes considered as possible proxies for actual CA/N RRs leaves open a range of interpretations. Our findings indicate that a more nuanced interpretation of the overrepresentation of indigenous children in administratively recorded maltreatment statistics is required. Rather than considering risk and bias as competing explanations, we suggest an acknowledgment of the impact of colonization and the existence of systemic bias generating increased risk as key drivers. As linked administrative data are increasingly used for research and evaluation, and considered for use in supporting decision making, there is a need for a deeper understanding of the drivers of administratively recorded CA/N in order to effectively address the needs of indigenous populations. While the practices of social workers have been extensively researched, qualitative researchers have paid less attention to how child protection work is accomplished through networks that bridge the human and non-human worlds of assessment and intervention work for ‘at risk’ children and families. Drawing on the work of Actor Network theorists, we argue that child protection social work can be tracked as multiple partially connected networks that are organized around children and families, while at the same time incorporating hierarchical occupational group practices. The circulation, prioritization and hierarchical ordering of professional reports, case notes, court reports and assessment documents that organize particular sets of action by social workers has seldom been analysed. This article examines child protection social work as sets of associations between human and non-human actants with significant outcomes for individuals, whanau and families. It draws on detailed interviews with child protection social workers throughout New Zealand who spoke about their experience of particular cases, their interactions with other human service professionals and the documents they accessed, analysed and created as they assessed whether children were ‘at risk’.
