President of the American Sociological Society Louis Wirth is planning for a Section on Contributed Papers for the next annual meeting that is to be held in New York from December 28 to 30, December, 1947. Although this Section is particularly de- signed for those younger members of the Society, including graduate students, who have not yet had an opportunity to appear on the pro- gram in other sections, contributions from other members of the Society will be welcome. By vote of the executive committee of the American Sociological Society, the 1951 Annual Meeting will be held in Chicago on September 5, 6, and 7, 1951. This will overlap, on September 5, with the meeting in the same city of the American Psychological Association. The hotel which will serve as headquarters for the annual meeting has not yet been selected. Those who are interested in presenting papers at the 1951 meeting of the American Sociological Society are invited to make known their interest by following the procedure outlined below. The Committee on Contributed Papers will handle submitted papers in one of two ways. If a paper appears to fall in an area covered by one of the sections of the meeting, it will be forwarded to the chairman of that section for his consideration otherwise it will be considered for inclusion in one of the three sessions of this committee. In general, the Committee on Contributed Papers is interested in research reports which can be read in fifteen minutes.

This article presents information on the activities of various sociological organizations and departments of sociology in universities in the U.S. "Rural Sociology," a new journal to be published quarterly, is being established this year by the Section on Rural Sociology of the American Sociological Society. The annual meeting of the Eastern Sociological Conference will be held on April 18 and 19 in New Haven, Connecticut. The central topic of the Conference will be Social Theory and the Social Order. The annual Spring meeting of the Ohio Sociological Society will be held in Columbus, Ohio, April 24 and 25, 1936. The Pacific Sociological Society held its Seventh Conference, together with Coast Economists, at Mills College in Oakland, California, December 27-28. In September 1935, E. D. Tetreau, formerly analyst with the Federal Emergency Relief Administration and Associate Professor of Rural Sociology at Ohio State University, accepted a position at the University of Arizona as rural sociologist on The Experiment Station staff.

This paper studies the FASB's first eighty-five standards to determine if implementations are ad hoc, or if there is a structure underlying the FASB's implementation practices. The study finds, on balance, that there is a structure in the Board's use of alternative approaches but not a uniform approach and that there are inconsistencies. The article comments on the article "The Evolution of Unjust-Dismissal Legislation in the United States," by Alan B. Krueger. This article cites the claim of Krueger, wherein he said that employer groups in some states actually support and sponsor unjust-dismissal laws. Moreover, the differences between the original bill and the amended bill are enumerated in this paper. In addition, it criticizes Krueger for concluding that employers and employer organizations have generally supported or sponsored unjust-dismissal legislation.

This paper investigates the effects of association-style unionism on union membership. In a 1984 Harris poll examining workers' attitudes toward various forms of employee organization, nearly half of all nonunion workers indicated they would join an association, but most of these potential association members said they would not vote for a union to serve as a bargaining agent Analysis of census data on local government departments strongly suggests, however, that the substitution away from traditional bargaining representation attributable to associations would be followed by an increase in the membership of traditional unions. Specifically, the authors Find that in all local government, services, the presence of an association in 1977 was a strong predictor of the formation of a bargaining unit by 1982-holding constant other important determinants of public employee unionism, including the legal environment. This paper examines 143 union mergers that have occurred since the turn of the century, identifying the frequency and forms of mergers (106 absorptions and 37 amalgamations) and the affiliations of merger partners. The data for three broad time periods and for five-year intervals indicate, among other trends, a long-term decline in the proportion of amalgamations and an increase in merger activity since the formation of the AFL-CIO in 1955. The author also discusses the frequency and forms of mergers between affiliates of the AFL, CIO, AFL-CIO, and unaffiliated unions. [ABSTRACT FROM AUTHOR]

The article presents a reply to the comments made by Herbert Hill on the paper, Unions and the Negro Community, published in the January 1964 issue of the "Industrial and Labor Relations Review." According to the author of the paper, the commentary has taken issues with three points: First there is the issue of whether or not Hill was stopped by committee members from testifying before the U.S. House subcommittee. Second, whether or not the National Association for the Advancement of Colored People's effort to secure de-certification of anti-Negro trade unions failed. Third, whether or not the charge by Ernest Holmes that the International Ladies' Garment Workers' Union (ILGWU) barred him from membership and followed a policy of limiting the number of Negroes admitted to membership was withdrawn on the basis of a joint stipulation where the union agreed to continue its nondiscrimination policies. The author states that he has no disagreement with Hill on the question of decertifying criminatory unions. Hill claims that the stipulation ordered the ILGWU to do precisely what an investigation commissioner had ordered it to do earlier, but his quotation from the New York Times on July 2, 1962 does not support his contention.

The annual meeting of the American Sociological Society will be held in Denver, Colorado, from September 7-9, 1950. Over its 30 years of existence, Organization Studies has embodied three enduring themes, namely: a desire and respect for diverse theoretical perspectives and methodological approaches; a concern with the study of organizations, organizing, and the organized in and between societies; sustaining an interdisciplinary range. These three interrelated themes constitute the core identity of Organization Studies and EGOS–indeed, constituting the idea of a distinctive European identity. This article reports on various news briefs concerning the Council for Exceptional Children (CEC). The CEC's 1988 Special Education yearbook, edited by June B. Jordan, has recently been issued. This yearbook is the third volume in an annual series. It serves as a current resource on special education information including federal policy actions; state policy; important reports; statistical data on exceptional students served and personnel employed; and directory listings of key offices, officials. and organizations concerned with special education. Generally, the Yearbook covers reports issued during the period July 1, 1987, to June 30, 1988. This yearbook, reportedly, is organized into four main sections: first, General Information papers; second, U.S. Statistics on Exceptional Children Served; third, Annual Awards; and fourth, Directory Information. The information is based on a questionnaire survey of provincial officials. The CEC's new LRE Bulletin Board, reportedly, is designed to provide information on student placement in the least restrictive environment. Some of the categories of information included on this board are: events, products and materials, projects, regional resource centers, legal and regulatory practices, and issue exploration.

The article provides information about the services of the Council for Exceptional Children (CEC) in the U.S. The Information Services Program of the CEC is a comprehensive data base on handicapped and gifted children with a specialty in special education. The Council will provide customized information products and services including a topical mini library that focus on specific areas of concern such mainstreaming and right to education. A series of special interest papers was developed by the Council to focus on current issues or trend in the field of special education.

This article presents the annual report of the secretary of the American Sociological Society. The Administration Committee voted to make avail able to the Secretaries of the Societies affiliated with the American Council of Learned Societies the Report submitted by the Committee on Public Relations at 1943 meetings, voted its approval of the Sections as published in the February 1944, issue of the journal American Sociological Review for inclusion in the 1944 Program, and for a joint session with the American Anthropological Association, and voted to postpone the annual audit until November 30, 1944, in view of the vote of the Executive Committee at 1943 meetings which changed the fiscal year to December 1 through November 30. In June the Executive Committee voted on a list of 100 books for submission to the American Library Association's Board on International Relations. In October 1943 the Committee voted to cancel the 1944 Annual Meeting. It also voted publication of an enlarged issue of the Review to include most papers prepared for meetings.

The article presents a detailed description of the American Sociological Society along with information on its annual meeting to be held in September 1951 in the U.S. Article II of the society's constitution states that the objective of the society is to stimulate and improve research and encourage cooperative relations among people associated with the scientific study of the society. The Executive Committee of the American Sociological Society met with members Franklin Frazier, Kimball Young, Florian Znaniecki, Katharine Jocher, Robert Lynd, Robert LaPiere, Carl Taylor, Harold Kaufman, present, and president of the society, Louis Wirth presiding. The following actions were taken by the Executive Committee: James H.S. Bossard was re-elected a member of the Classification Committee and designated as the Chairman. The revised report of the Committee on Relationships with Sociologists in Other Countries was approved. The action of the President in appointing a Committee on Sociological Articles in the journal "Scientific Monthly" was ratified and the present committee continued. Approval was voted of a Resolutions Committee consisting of Franklin Frazier, Chairman. A motion was made and approved that the Executive Committee recommend that for the annual meeting of 1948 the Program Committee be instructed to formulate the program by calling upon the members of the American Sociological Society to submit in advance proposed papers or abstracts of same, from which papers, as far as possible, the final program be made up. To facilitate this selection, the Program Committee is further authorized to appoint a Committee on Contributed Papers.

The National Committee on Women's Issues (NCOWI), chaired by Patricia King, met twice in 1986 to discuss and outline various activities that significantly affect women. It acknowledged the accomplishment of the following noteworthy achievements in 1985 to 1986: the Institute on feminization of Poverty at the 1985 NASW Professional Symposium in Chicago; endorsement of and participation in the March 9 NOW March for Women's Lives, as well as lobbying for the Civil Rights Restoration Act on March 10; presentation of the findings of the PAF Feminist Practice Project at the NASW National Conference on Women's Issues; establishment of formal relationship with the Commission on the Role and Status of Women of the CSWE; a position statement opposing proposed antifemale revisions to DSM-III, which could result in discrimination against women; associate membership of the NASW in the National Committee on Pay Equity; the development by Barbara Shore of a position paper on research on the health of women for NIMH in which guidelines addressing gender bias in research are recommended.

Bipolar disorder is an important and serious mental illness associated with significant morbidity and mortality. However, unfortunately, the evidence base regarding treatment is less than satisfactory. In such circumstances clinicians often resort to reputable sets of guidelines. A number of these currently exist; in the United Kingdom the most prominent being that produced by the British Association of Psychopharmacology (BAP). This paper reviews the methodology of this guideline and its recommendations regarding the long-term treatment of bipolar disorder and compares this with guidelines produced by the American Psychiatric Association (APA), the Canadian Network for Mood and Anxiety Treatments (CANMAT) and the Texas Implementation of Medication Algorithms (TIMA) for bipolar I disorder. It is concluded that the BAP guidelines continue to be a reasonable set of recommendations, though there are new data available since their publication. All the guidelines reviewed place lithium and valproate at the top of the list of options for long-term treatment. There is a trend to increasingly recognize atypical antipsychotics, particularly olanzapine, as an additional alternative and an increasing prominence of lamotrigine for prevention of depressive relapses. All other treatment options currently have an extremely limited evidence base and do not feature consistently in the published guidelines. [ABSTRACT FROM AUTHOR]

Objectives: The present paper aims to: (i) describe how the Mental Health Commission in New Zealand works and has contributed to the substantial enhancement of mental health resources and services; (ii) determine whether mental health reform policies will ever be implemented properly without an independent monitor with official influence at the highest levels of government; and (iii) demonstrate how variants on this model work in other Western countries and how it can be adapted to the Federated system in Australia.Conclusions: It is recommended that the Australian National Mental Health Plan 2003-2008 should be complemented by a long-standing national mental health commission (or similarly constituted body), which is also able to report independently from and to the government, with direct access to the Prime Minister, Premiers and Australian Health Ministers. Its aims would be to monitor service effectiveness and identify gaps in service provision, training and performance of the work force, management and government. It would be informed by consumer, carer and provider experience, and by reviews of evidence-based research regarding health needs and cost-effective services. It should accurately cost such service gaps, and advise government on a strategy for implementing them. It could also promote and advise formally on enhancing community awareness, decreasing stigma and discrimination and improving workforce recruitment and retention. [ABSTRACT FROM AUTHOR]

A number of industrial unions have found it increasingly necessary to make internal adjustments in their governmental, machinery for the purpose of accommodating the special problems and desires of their skilled craft members. This article describes the various degrees to which different industrial unions have made formal and informal provision for the separate representation of craft interests. The influence on this development of such factors as union membership composition, wage comparisons, and bargaining structure is assessed. It is concluded that craft-dissatisfaction with compression of wage differentials, resulting in a "dramatic incident" of attempted disaffiliation is the likely cause of a political adjustment within the union affected. This article discusses the reasons for the growth of the Knights of Labor in the U.S. from 1885 to 1886. The growth of the labor union is attributed to their winning of two strikes on the Wabash Co. and other railroads which were owned by capitalist Jay Gould. However, the union claimed that the increase in membership was due to the interest of men to the needs of the organization and not because of their success against Gould. In the "Journal of United Labor," the Knights of Labor commented that they stood together and deserve the support of the whole Order.

This article provides an overview of the evaluation of the National Community Care Network Demonstration Program, which began with 25 public-private partnerships selected from a diverse range of communities across the United States to address problems of lack of insurance, limited access to health care, and the health status of their most disadvantaged residents. The 25 public-private partnerships included an array of individual organizations representing health care providers, public health and human service agencies, local governments, community-based organizations, and religious and educational institutions. The specific findings of the evaluation are the focus of the articles in this issue. This overview article supplies the underpinnings of the evaluation, including the conceptual framework, methodological challenges, and a brief discussion of each of the papers and how they are linked. The paper examines the impact and possible unintended side effects of the privately sponsored Partnership for a Drug-Free America (PDFA) media campaign to reduce illicit drug abuse. The paper describes the history, goals, organization, production processes, and process and outcome evaluations of the PDFA advertising campaign. It also reviews major criticisms that have been leveled at the PDFA campaign, including its dissemination of false information, the narrow scope of its message, a number of unintended iatrogenic side-effects, potential conflicts of interest arising from the sources of its funding, and the agenda-setting function of the PDFA campaign in defining which drugs are dangerous and how the attendant problems should be addressed. The multidivisional (M-form) structure has been variously characterized as the most significant organizational innovation in the twentieth century (Williamson, 1985) and as an organizational fossil that is increasingly irrelevant in the modern world (Bettis, 1991). Against this background, the purpose of this paper is threefold. First, to critically evaluate three perspecitvies, including transaction cost, strategic management and sociological, relating to the M-form firm. Second, to examine what the empirical evidence finds about relationships proposed by these perspecitves. Finally, to develop a model that summarizes the relationships proposed among tyhese perspectives and make suggesting about future theory building and areas where further empirical work is needed. The article reports on the Council for Exceptional Children (CEC) Policy Statements approved by the Delegate Assembly in the U.S. The Organization and Administration for Special Education policy statement is prepared by the CEC Policies Commission and is originally derived from a paper by Ernest Willenberg. Such statements suggest some of the major principles on which a special education administrative organization should be based. Special education shares with regular education the basic responsibility of public educational systems to fulfill their right to education for every child.

The expanding size of organizations gives rise to increasing subdivision of responsibilities, facilitates supervision and widens the span of control of supervisors, and simultaneously creates structural differentiation and Problems of coordination that require supervisory attention. Large size, therefore, has opposite effects on the administrative component, reducing it because of an economy of scale in supervision, and raising it indirectly because of the differentiation in large organizations. The administrative costs of differentiation have feedback effects, which reduce the savings in administrative overhead large size effects, on the one band, and stem the influence of size on differentiation, on the other. These inferences are derived from quantitative research on the employment security agencies in the United States and their subunits. The endeavor in this paper is to construct a systematic theory of differentiation in organizations consisting of two basic generalizations and nine Propositions derivable from them, which can account for a considerable number of empirical findings. The two basic generalizations are: (1) increasing organizational size generates differentiation along various lines at decelerating rates; and (2) differentiation enlarges the administrative component in organizations to effect coordination. The article presents information on the activities of several educational societies related to sociology in the U.S. The Annual Meeting of the National Society for the Study of Educational Sociology was held in Washington, D.C., at Hotel Raleigh, on Thursday, December 29, 1927. The meeting was in joint session with the section on Educational Sociology of the American Sociological Society, holding its 22d annual meeting. Several interesting papers were presented. One of the paper was "Science, Sociology, and Education," by Robert C. Angell of the University of Michigan which provoked considerable discussion as to the meaning of educational sociology. In an address at the annual dinner of the American Sociological Society, Professor Fails took the occasion to call the attention of the members present to the importance of the field of educational sociology and asked their support in directing the attention of sociologists to the various problems presented in this field. The article also informs that Professor Charlee C. Peters of Pennsylvania State College spent the week, December 19th to 23rd, in Florida and Alabama, lecturing to the faculties of the Florida Agricultural and Mechanical College at Tallahassee and Tuskegee Institute, Tuskegee Alabama, on the set-up of the college curriculum.

The article focuses on the proposed policy statements by the Council for Exceptional Children on the organization and administration of special education in the U.S. It informs that the statements were developed from a paper by Ernest Willenberg, in collaboration with Evelyn Deno, Paul Voelker, Paul Mckinnon and Willard Abraham. The statements were first published in the February 1971 issue of "Exceptional Children." The article outlines the major policies on which a special education administrative organization should be based.

The article presents the text of the position paper entitled "Basic Commitments and Responsibilities to Exceptional Children," a statement prepared by the Council for Exceptional Children Policies Commission and approved by the 1971 Delegate Assembly in the U.S. The contents of the statement include: the goal and commitment of special education; implementation of universal education; special education within the schools; the school and the family; the responsibility of higher education; and the levels of government responsibility for the support of special education.

The report of the membership committee of the American Sociological Society as of December 1950 is divided into two parts first, a record of organization and operations since the annual meeting in New York last December. Second, policy considerations calling for directives. The work of the committee was organized around three points. The planning and direction was centralized in a headquarters committee consisting of the chairman and the executive office of the society in New York. The implementation, including extensive correspondence and clerical work, was performed by the staff of the national office. National coverage was provided by a field committee consisting of regional and state members of the membership committee and committee representatives appointed for the larger institutions. More than anything else, the effectiveness of this work is due to the cooperative and efficient implementation of plans by the executive officer and the staff of the national office. In the field twenty-five members of the society served to promote the program regionally and more than one hundred institutional representatives combed the larger local markets. The response of these field members and representatives was frequently excellent and indicates the extent of the society's resources in this and other matters when adequate directives and materials are provided centrally.
