The Government of Ireland has published its plan to reorder the infrastructure it uses to accommodate and support migrants seeking International Protection (IP) in Ireland. This policy document - entitled The White Paper to End Direct Provision and Establish a New International Support Service - was published on 26th February, 2021. The White Paper proposes to replace Ireland's current but discredited system with a new IP accommodation and support process – to be entitled Ireland's International Protection Support Service. This new system is intended to "treat all applicants to the process with dignity and respect" (Government of Ireland, 2021: 7). Dissonances exist, however. The discursive framing of the IPSS and the spatialities inherent in the proposals suggest a potential rearticulation of state control rather that a diminution of same. I turn to the work of scholars inspired by Giorgio Agamben to help situate the spatialities of this shift, and suggest that the current 'white paper' should simply be seen as a mechanism deployed the Government of Ireland to ensure that its bio-political command and control processes can migrate from the spatially-defined set of control environments currently in effect to a diffuse construction of a spatially networked series of deterritorialised indistinctions. Pedestrian bridges are increasingly becoming landmark structures designed to promote a modern vibrant image of their surrounding landscape. Designs are becoming more daring; spans are increasing and becoming more slender and the use of lightweight materials is more prevalent. The net result is that it is often the serviceability limit state, rather than the ultimate limit state, that controls the bridge design. Sean O'Casey Bridge, Dublin, is the most recently constructed pedestrian bridge over the River Liffey. This articulated steel bridge, designed by O'Connor Sutton Cronin Consulting Engineers following an international design competition, is located in Dublin's docklands and spans approximately 88m across the river. This paper describes the pedestrian crossing tests, experimental modal analyses, and associated numerical modelling undertaken to assess vibration serviceability. In an attempt to facilitate greater voting participation in the Republic of Ireland, photographs of candidates have been placed on the ballot paper for local, national and European elections. Limited research undertaken in advance of the implementation of the photograph policy advised that the measure would assist people with literacy problems. However, social psychology research has long demonstrated that people are willing to make considerable judgements about a person when shown a photograph. The advent of ballot paper photographs allows candidates to be evaluated on the basis of their appearance. This article will explore how photographs could have become a factor in voter decision-making. Providing additional knowledge to encourage greater participation and engagement has introduced a possible new level of superficiality into the voter decision-making process. [ABSTRACT FROM AUTHOR]

State labour inspection has been relatively underresearched in economic and labour geography, despite its prospective role in tackling worker exploitation as part of national state regulatory strategies. This paper seeks to address this gap by critically examining state labour inspection as a government function capable of upholding labour standards within and across economic space. A key contribution of the paper is to make stronger connections between workers' spatial strategies and their ability to shape how labour inspection and standards enforcement is carried out. Focusing upon the UK and Ireland, we examine different ways in which some labour-friendly groups have sought to contest but also to support state labour inspection efforts with a view to protecting workers. Background: Simulations, ludic or otherwise, have so far struggled to gain a foothold in mainstream historiography. Some authors suggest there may be fundamental incompatibilities between history and the language of simulations and scholarly games. Others believe that designing, employing, and validating historical simulations may be simply too costly and/or labor-intensive to justify their widespread adoption. Intervention: This paper intends to identify points of friction between historiography and simulation-based research and suggest practical solutions to these issues. Methods: My discussion is based on the description and analysis of a case study, the ThomondSim/ The Triumphs of Turlough research project. The initiative consisted of the development and application of an agent-based computational model (ABM) and a scholarly board game to investigate the possible associations between economic, environmental, and military hazards in 13th and 14th centuries Ireland. Results and Discussion: Ensuring the simulations matched historical evidence to a standard deemed acceptable by the historiographical community limited their phase space, compromising their capacity to explore emergent phenomena. The intricacy of the underlying conceptual model suited the ABM better than the board game, which struggled to reconcile complexity with good game design practices. The board game, however, proved to be an effective validating tool for the ABM. Limitations and Suggestions for Further Research: The project espoused an overt simulation- and game-centric approach, paying little attention to unguided play. Recent literature suggests that fostering, rather than hindering, playful exploration could address some of the pitfalls identified by this project. Conclusion: Play could be a means of reconciliation between simulational, ludic, and historiographical practices. However, to ensure that projects adhere to epistemic standards, it is recommended that a methodology is developed to integrate it into research in ways that can be tested and evaluated. This paper provides an overview of Irish dalliances with basic income over the last 40 years in the context of social security reform. A government Green Paper on Basic Income was published in 2002, but the proposals were never progressed. Now, the current 2020 Programme for Government contains a commitment to pilot basic income within the lifetime of the Government. It has transpired that two basic income schemes are being developed – a universal basic income scheme by the Government's Low Pay Commission and a sectoral basic income scheme for artists. The arts proposal is being led by the Green Party Minister for the Arts, a long-time advocate of basic income. The work of the Low Pay Commission is overseen by the Fine Gael leader and Minister for Employment, who has not traditionally supported basic income. Public discourse claims that these are separate proposals with a lack of clarity on whether they will be progressed separately, one will inform the other, or they will become integrated. The work in Ireland has drawn upon other basic income experiments taking place in Europe, especially the Finnish experience. The work to date can make a unique contribution to understanding basic income experimentation in Europe, especially through a government-led, twin-track approach. [ABSTRACT FROM AUTHOR]

Background: The CELTIC ranges project aims to deliver a comprehensive range of reference intervals for commonly ordered laboratory investigations suitable for use in an Irish population as well as enabling comparison with relevant international studies. In this paper, we describe our methodology used throughout the entire project and present paediatric reference intervals for renal profile tests in plasma (sodium, potassium, urea and creatinine). Methods: 1023 children aged up to 17 years were recruited from our hospital's general practitioner paediatric phlebotomy clinic. Clinical chemistry analyses were performed on the Roche modular system and statistical analysis was completed in line with CLSI guideline EP28-A3c. Results: The plasma reference interval for sodium for ages 0.45–16.99 years was 137–143 mmol/L in 1000 subjects (combined genders). For plasma potassium, the corresponding ranges between 1 and 16.99 years (combined genders) were 3.6–4.8 mmol/L. Apart from neonates and in keeping with other studies, age partitioning for electrolytes was not required. Data for plasma creatinine (enzymatic methodology) and urea is also presented and, as anticipated, required partitioning for both age and gender. Conclusions: Our renal profile findings are broadly consistent with those of international studies, for example, CALIPER, HAPPI, NORDIC, PRINCE and KiGGs. Moreover, the CELTIC ranges study is also based on over 1000 subjects whose samples were analysed on the widely used Roche modular analytics system. This paper uses convent archive sources from five Irish Sisters of Mercy run industrial schools to examine the role of children's families at committal to the schools and explore how the sociocultural climate of Ireland at the time formed this experience. Such an analysis sheds light on the system's operation 'from below' and the variety of reasons, motivations, and emotions surrounding the committal process. It reveals the complicated nature of familial relations and facilitates a greater understanding of the behaviours, responses and protocols that arose from poverty and dependency. In doing so, it also progresses understandings of the power of those in control to influence such decisions as well as families' attempts to use the system as a strategy for survival. Introduction: Reminiscence therapy (RT), which engages individuals to evoke positive memories, has been shown to be effective in improving psychological well-being in older adults suffering from PTSD, depression, and anxiety. However, its impact on brain function has yet to be determined. This paper presents functional magnetic resonance imaging (fMRI) data to describe changes in autobiographical memory networks (AMN) in community-dwelling older adults. Methods: This pilot study used a within-subject design to measure changes in AMN activation in 11 older adults who underwent 6 weeks of RT. In the scanner, participants retrieved autobiographical memories which were either recent or remote, rehearsed or unrehearsed. Participants also underwent a clinical interview to assess changes in memory, quality of life, mental health, and affect. Findings: Compared to pretreatment, anxiety decreased (z = −2.014, p =.040) and activated significant areas within the AMN, including bilateral medial prefrontal cortex, left precuneus, right occipital cortex, and left anterior hippocampus. Conclusion: Although RT had subtle effects on psychological function in this sample with no evidence of impairments, including depression at baseline, the fMRI data support current thinking of the effect RT has on the AMN. This paper explores what anticipated futures of disadvantaged urban youth can reveal about the contemporary and future consequences of austerity. As austerity has disrupted several transitions associated with adulthood, such as finding work and moving out of the parental home, it affects how young adults imagine their future. Young adults living in neighbourhoods of concentrated deprivation were particularly vulnerable to such disruptions. Therefore, this paper builds on semi-structured interviews with youth from Knocknaheeny (Cork) and Ballymun (Dublin) in Ireland to present two vignettes reflecting dominant narratives on anticipated futures. First, a narrative that embraces neoliberal logic, where young adulthood is the basis for future success through dedicated hard work rather than a phase of exploration of possible futures. Second, a narrative of "acceptance" where youth imagines the future to "go on" from the present and becomes a source of anxiety or resignation. This paper shows that combining vignettes with interview data presents two benefits. First, they illuminate the complex and sometimes contradictory stories of youth making sense of their present, past and future. Second, comparing and contrasting the vignettes to multiple participant stories can disentangle roles of location, class, gender and other differentiations. In conclusion, the paper stresses the importance of imagined futures for understanding everyday geographies of austerity as anticipated futures surface in everyday practices, behaviour, and attitudes. The coronavirus pandemic has impacted health care, economies and societies in ways that are still being measured across the world. To control the spread of the virus, governments continue to appeal to citizens to alter their behaviours and act in the interests of the collective public good so as to protect the vulnerable. Demonstrations of collective solidarity are being consistently sought to control the spread of the virus. Catchphrases, soundbites and hashtags such as 'we're all in this together', 'stronger together' and other messages of unity are employed, invoking the sense of a collective struggle. However, this approach is fundamentally challenged as collectivist attitudes run contrary to the individualism of neoliberal ideology, to which citizens have been subjected. This paper argues that attempting to employ the concept of solidarity is inherently challenged by the deep impact of neoliberalism in health policies and draws on the work of Durkheim to examine the concept in a context in which health care has become established as an individual responsibility. The paper will argue that a dominant private-responsibility model and an underfunded public system have eroded solidarity weakening its effectiveness in generating concerns for the collective. Policies and services to support informal caregivers vary considerably across countries, This paper examines the role of caregivers and how perspectives on that role may influence the availability of benefits and services in three countries that differ considerably in their care systems - Sweden, Ireland and the United States. We developed a nine-dimensional framework for examining differences, including policies and how the role of caregiver is conceptualized. We found differences in the three countries in how services are organized, which reflected assumptions about the caregiver role. There were also similarities in the three countries. Caregivers held an ambiguous position within each social system and there was little concern for equity in the delivery of support services. Increased clarity about the role of caregivers may facilitate development of policies that more effectively meet their varied needs. [ABSTRACT FROM AUTHOR]

In recent years, the mixed race family constellation has emerged as a persistent feature of Irish societal life. An increase in interracial partnering invariably leads to the presence of white women who are parenting children who are ascribed to another race. Yet, nationalist discourses and the incorporation of jus sanguinis principles in constitutional law have constructed a version of Irishness that 'others' and excludes the mixed race person. This paper focuses on the white Irish mother and her mixed race (i.e. black African/white Irish) child (ren), as the majority of mixed race families in the State. In fact, this article sets out to provide a novel perspective vis-à-vis the location of the mixed race family in the context of the exclusionary politics of Irish citizenship and how, through their mothering practices, these white women negotiate and challenge dominant ideologies of belonging on behalf of their children. More specifically, this paper examines the mothers' attempts to establish their children as equal claimants of rights in the Irish public sphere. By drawing on in-depth interviews with twelve white Irish mothers, this paper reveals that the women's efforts to publicly articulate their mixed race children as legitimate Irish citizens have been largely denied or even, de-politicized. Rather, at the level of citizenship, the racialized insider-outsider dynamic gets reproduced as the political autonomy of such citizens is constrained by notions of phenotype (and bloodline criteria). I further draw attention to the governmental production of these mixed race subjects as 'failed' citizens, who must live out their difference silently in the interstitial spaces of the national framework. Background: Multimorbidity has emerged as a major challenge facing health services globally, which will place a substantial burden on health systems going forward. This paper seeks to estimate the association between multimorbidity and direct healthcare costs among older people in Ireland from a healthcare system perspective. Methods: Cross-sectional analysis of data on 8,447 community-dwelling adults aged 50 and over collected between 2009 and 2011 as part of the Irish Longitudinal Study on Ageing. Multivariable generalised linear model regression, employing a log-link and Poisson family distribution, is used to assess the association between self-reported multimorbidity status and direct healthcare costs. Results: For the full sample, 21.20% reported having no chronic conditions, 27.39% had one chronic condition, and 51.40% had multimorbidity. After controlling for a range of socio-demographic and health status variables, we found that relative to those reporting no chronic conditions, one chronic condition was associated with additional average annual costs of €513 (95% CIs: 245, 781), increasing to €1277 (95% CIs: 942, 1612) for those with 6 or more chronic conditions. Relative to those reporting 2 chronic conditions, 4 chronic conditions were associated with additional costs of €411 (95% CIs: 106, 716), 5 chronic conditions with €591 (95% CIs: 214, 969), and 6 or more chronic conditions with additional average costs of €1006 (95% CIs: 641, 1371). Conclusion: This study finds positive and significant associations between the number of chronic conditions and direct healthcare costs and further highlights the potential economic benefits from preventing the onset and progression of multimorbidity [ABSTRACT FROM AUTHOR]

This paper uses the thick description of one recent experience – the closure of the Common Room Club at University College Dublin – to highlight the gap that exists between rhetoric and reality at institutions of higher education in Ireland and beyond. I argue that common rooms have always been part and parcel of the 'invisible university'. They provide the infrastructure to support what has been called the 'lifeworld', sustaining both the communicative experiences of their members and providing vital venues for visitors who are through them more readily drawn into the communicative life of colleagues. As unique spaces within much larger institutions, common rooms form both a protected shield and also a porous social community against the encroachment of the university system's instrumental action and reasoning. However, recent changes in higher education have accelerated the pace of change and the quest for top-down modernisation. As a reaction, and almost by default, the common room has taken on a new function for faculty, staff and visitors and turned into a place of encounter between people and ideas critical and often opposed to managerialism, bureaucratisation and the mindless emulation of higher education's fads and foibles. At University College Dublin, this new role did not remain unnoticed by the University management and triggered an extreme reaction – enforced closure. My paper closes by dwelling on an important question that points into an uncertain future: is it possible for any institution that purports to be a centre of higher learning to either quell or attempt to 'manage' lifeworld experiences and sceptical voices for any length of time? This paper focuses on qualitative findings on how young people in long-term foster care in Ireland interpret permanence and stability. We focus principally on subjective and relational permanence, emphasising the significance of these concepts for social work, while extending some conceptual approaches to permanence. Importantly, findings from this study highlight conceptual gaps in how permanence and stability are conceptualised in research and we outline an approach which more fully embraces the multi-dimensionality of young people's life experiences and emotions. Recent studies underline that permanence encompasses several elements (e.g. ecological, legal). However, this paper extends current research in illustrating how Irish young people in foster care experience permanence and stability every day, and how these experiences embrace discursive, emotional and temporal dimensions. This paper explores the symbiotic relationship between place and identity. On one hand, it asks what role place plays in the formation of identity. On the other hand, it asks how place itself is invested with meaning by actors. This theoretical concept of "place-identity" is analyzed through the case of volunteer lifeboaters in the Republic of Ireland, to illustrate how place itself is socially constructed so as to acquire a range of social meanings which interact in a recursive relationship with identity over time. The particularity of dangerous maritime places is shown to shape identity, while those places are shown to be bound up with a mosaic of other factors (such as history, family, and community) which make them meaningful. The paper theorizes a more social, temporal, and dynamic relationship between place and identity than is offered by extant literature and offers refinements to the concept of place-identity. The moral and practical regulation of sexuality and associated risk has been in some ways traditionally bound by Catholic religious doctrine in the Republic of Ireland. Over the last century, however, the emergence of professional social work as a state risk management strategy around sexuality is evident. This tallies with the disrepute of the Church following high-profile abuse scandals and publicized tragedies tied to institutional segregation. This paper presents theoretically informed critical commentary, through uptake of the Foucauldian notion of discourse. It concludes that critique of the regulation of sexuality, should be qualified on three counts. Firstly, tensions between Catholicism and social work remain. Secondly, wariness towards the operation of power is requisite. Thirdly, both that which is said, and unsaid, enlightens present debates. [ABSTRACT FROM AUTHOR]

Imperfect information on future energy costs can lower the demand for more energy efficient technologies, with clear implications for energy supply, emissions and climate change. These hypotheses are explored using a randomised discrete choice experiment for property rental decisions. Results show that when energy consumption is expressed in physical units (as per the current EU labels) the willingness- to-pay for energy efficiency improvements is small and marginally significant. While bimonthly energy cost information displayed in monetary terms has no effect on the valuation of energy efficiency, annual monetary energy cost information led to a significant increase. This is the first paper to compare short and long-term point of sale energy cost information for household property decisions. There are clear implications for labelling policy for properties--framing energy consumption according to long-term monetary cost increases the demand for energy efficiency. [ABSTRACT FROM AUTHOR]

This paper is a response to Boddy's (2005) paper, published in the "International Journal of Market Research," 47, 3, which called for more evidence on projective techniques applied to a research problem. Specifically this paper will present research-based analysis and understanding of an investigation of owner-managers' perceptions of government support for e-business developments within knowledge-intensive business services in Ireland and New Zealand. It introduces the reader to the quasi-quantitative mapping technique (content analysis and a modified matrix) as a means of analysing data to help overcome issues of measurement and interpretability of the qualitative information gleaned from projective instruments. It also discusses the value derived from the methodology. The paper concludes that projective techniques are reliable, valid, trustworthy, significant, and appropriate research instruments that have provided insightful reality, not valueless subjectivity relative to the research problem. The advent of COVID-19 prompted the enforced isolation of elderly and vulnerable populations around the world, for their own safety. For people in prison, these restrictions risked compounding the isolation and harm they experienced. At the same time, the pandemic created barriers to prison oversight when it was most needed to ensure that the state upheld the rights and wellbeing of those in custody. This article reports findings from a unique collaboration in Ireland between the Office of the Inspector of Prisons – a national prison oversight body – and academic criminologists. Early in the pandemic, they cooperated to hear the voices of people 'cocooning' – isolated because of their advanced age or a medical vulnerability – in Irish prisons by providing journals to this cohort, analysing the data, and encouraging the Irish Prison Service to change practices accordingly. The findings indicated that 'cocooners' were initially ambivalent about these new restrictions, both experiencing them as a punishment akin to solitary confinement, and understanding the goal of protection. As time passed, however, participants reported a drastic impact on their mental and physical health, and implications for their (already limited) agency and relationships with others, experienced more or less severely depending on staff and management practices. The paper also discusses the implications for prison practices during and following the pandemic, understanding isolation in the penological context, and collaboration between prison oversight bodies and academics. As interlocutors in national level discourse with the power to influence public opinion and inform policy, the news media are an important data source in understanding the constitutive roles played by culture and discourse in shaping health experiences and outcomes. This paper reports on a critical discourse analysis of news media coverage of HIV in the Republic of Ireland between 2006 and 2016. This period is significant because of the considerable increase in new HIV diagnoses that occurred in Ireland after the 2008 recession. Analysis of articles (n = 103) demonstrated a pattern of dividing practices whereby people living with or affected by HIV were frequently positioned as somatically and morally deficient via discourses of risk and responsibility. Little focus was given over to examination of the structural drivers of HIV, occluding the social context of the epidemic. The findings suggest that media discourses on HIV have the potential to other people living with HIV and generate stigma by invoking a dynamic of blame and shame frequently implicated in the stigma process. In March 2007, when Cryptosporidium contaminated water supplies in Galway City, Ireland, political authorities responded quickly to upgrade water treatments plants. This response framed the crisis as a solely technical problem of infrastructural decay, obscuring legacies of urban and agricultural (over)development. In this paper, we examine dominant responses to infrastructural contamination that depoliticize and re-inscribe divisions among bodies, nature, infrastructure, rural and urban. The temporality of the Galway outbreak and the speedy response by the state is not replicated throughout Ireland. In parts of rural Roscommon, the neighbouring county to Galway, microbiological risks to the drinking water supply have been left unattended for more than eight years. The interplay of social, political, economic, and ecological factors produces uneven exposures to health risks that are situated within and mediated through water infrastructure. Drawing on postcolonial insights, the unevenness of infrastructural provision across Ireland does not just tell a story of exclusion and othering, but also provides space for different infrastructural projects to unfold. While the response to contamination within the public water supply replayed well-known technical fixes, the work of the National Federation of Group Water Schemes, the representative body of community managed water systems in rural Ireland, illustrates a different form of infrastructural practice that negotiates legacies of institutional abandonment and acknowledges the wider hydro-social cycle as part of, rather than ancillary to, water infrastructure. By blending political ecologies of health and postcolonial approaches to infrastructure, we analyse the unevenness of responses to infrastructural contamination and trace its relationship to legacies of uneven development and imaginaries of urban and rural Ireland. The understanding of what ethnography looks like, and its purpose, is continuously evolving. COVID-19 posed a significant challenge to ethnographers, particularly those working in health-related research. Researchers have developed alternative forms of ethnography to overcome some of these challenges; we developed the Mobile Instant Messaging Ethnography (MIME) adaptation to ethnography in 2021 to overcome restrictions to our own research with hospital doctors. However, for ethnographic innovations to make a substantial contribution to methodology, they should not simply be borne of necessity, but of a dedicated drive to expand paradigms of research, to empower participant groups and to produce change – in local systems, in participant-collaborators and in researchers and the research process itself. In this paper, we reflect on our experiences using MIME, involving collaborative remote observation and reflection with 28 hospital doctors in Ireland from June to December 2021. After reviewing literature on ethnography in COVID-19 and general epistemological developments in ethnography, we detail the MIME approach and illustrate how MIME presents an evolution of the ethnographic approach, not only practically but in terms of its reflexive shift, its connected and co-creative foundations, and its ability to drive change in research approaches, participant life-worlds and real-world improvement. The state capitalism literature emphasizes the new roles played by states in global politics and domestic economies through heightened intervention and ownership of key resources and sectors. In Ireland, we instead find a reluctant state capitalism evinced by antipathy towards state ownership, the accommodation of private sector failures and embrace of hybrid governance. Rather than something new and unprecedented, the Irish state has been a long-standing feature of domestic market development and an important institution supporting private enterprise today as in the past. Urging a more academically robust conceptualization of state capitalism, this paper relinquishes innate assumptions of obvious boundaries dividing liberalized capitalism from state capitalism in favour of engaging the domestic state and sectoral developments on their own terms and within their proper historical context. We find reluctant state capitalism in Ireland's telecommunications sector through a continuum of state–market involvement in four phases: commercial, devolving, evolving and partnership state capitalism. By identifying temporal phases of state capitalism, we move beyond the here-and-now of more contemporary 'new' state capitalism analyses that suggest rupture with an idealized, liberalized past. This paper compares the practice of holding prime ministers to account in four case studies: Australia, Canada, Ireland, and the United Kingdom. Using text analysis, as well as research on prime ministerial responsibilities, it investigates oral questions asked in parliamentary procedures where prime ministers are questioned together with ministers (Question Period in Canada and Question Time in Australia) versus procedures where they are questioned individually (PMQs in the United Kingdom and Oral Questions to the Taoiseach in Ireland), and explores the degree to which they are questioned for matters that are within their remit. It argues that the practice of prime ministerial accountability is decisively shaped by procedural features such as whether written notice is required for questions, as well as by the broader role of the questioning mechanism in the political system, and less by the collective or individualised nature of questioning. The recent attention focused on child sexual abuse (CSA) disclosure pathways has highlighted complex psychological processes that influence disclosure both for children and adults. Some authors have suggested that such processes may differ between children and adults yet few studies have examined distinct samples within the same study. This paper addresses this gap by exploring adolescent (n = 20) and adult (n = 10) experiences of disclosure of childhood sexual abuse. Interviews were conducted with both samples, using the same interview schedule and a comparative analysis was conducted of the key themes identified from a grounded theory analysis. Those themes that were found to be common to both samples included pressure cooker effect, telling would make it worse, and self-blame. Themes that were found to be more prevalent in the adolescent sample included police/court involvement, concern for other children, being asked, and peer influence. It is suggested that such potential differences reflect the changing social context over the past few decades which is characterised by increased awareness of sexual abuse as a crime and the risks of recidivism of offenders. The Health (Regulation of Termination of Pregnancy) Act 2018 was commenced on 01/01/2019 in Ireland. The Act provides for legal termination of pregnancy under defined circumstances including for any reason at < 12 weeks gestation; and where two doctors agree there is 'a condition affecting the foetus that is likely to lead to the death of the foetus either before, or within 28 days of, birth'. As such, abortion for congenital anomaly (CA) can occur at a number of time points, depending on the adjudged severity. Infants born with CAs frequently require significant medical intervention and account for a high proportion of admissions to paediatric intensive care units (PICUs). The purpose of this paper was to evaluate the number of infants with CAs admitted to an Irish PICU in the period before and after the implementation of the Act. All PICU admissions < 1 month of age to a single Irish paediatric hospital between 2012 and 2021 were analysed. CAs were recorded, and the periods before and after the commencement of the Act compared. We found a difference in admissions involving CAs, particularly those related to congenital heart disease involving single ventricle anatomy. It is plausible that this difference was as a result of improved access to abortion services following the implementation of the Act. This article explores the legal conditions related to the abortion of a foetus with a CA in Ireland, and the possible impact of the Independent Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018. The English conquest and colonisation of Ireland, which began in the years around 1170 was accompanied by the introduction of an administrative system based on English models. From the point of view of the crown, perhaps the most important of the new offices of government that it established was the exchequer, which coordinated the financial exploitation of its Irish lordship. The exchequer generated a vast quantity of written documents recording its operations. This paper subjects one such document, detailing the sums received at the exchequer for the year 1301–2, to data science techniques in order to gain added insight into the routine functioning of the financial arm of English government in its oldest colony. It thereby also reveals previously unrecognised patterns in the nature of English power in Ireland. The purpose of the paper is not to assess the state of Irish finances in the early fourteenth century, but rather to argue that a deep reading of a single document produced by an elaborate bureaucratic system, combined with data science visualizations, can help to generate new research questions in relation to a substantial body of financial records which are soon to become more widely available to both scholars and the general public. This paper compares the debate quality in the plenary sessions of an Irish Citizens' Assembly and an Irish parliamentary committee to assess the epistemic effects of public deliberation on a contentious subject: abortion. The unusual occurrence of a similar process of detailed discussion on the same topic in different institutions at around the same time (in 2016–2017) allows us to compare the deliberative capacities of these institutions and thus contribute to discussions on the appropriateness of an increasingly debated democratic reform: assigning political offices by lot. We suggest that the epistemic effect of deliberation on abortion should facilitate nuanced multi-layered discussion that is both 'deeper' in being based on multi-faceted arguments and 'wider' in terms of a more accommodative view. We anticipate that these effects should be more pronounced in the more deliberative, less polarized, environment of a citizens' assembly rather than in a parliamentary committee. The analysis deploys the psychological concept of 'cognitive complexity'. We find that members of the Citizens' Assembly demonstrate a deeper cognitively complex grasp of the subject matter. In contrast, experts and parliamentarians tend to adjust their mode of delivery at a parliamentary committee reflecting the conflictual and strategic aspects of political debates in such a forum. On the 25 March 2017, leaders of the EU27 and European Union (EU) institutions ratified the Rome Declaration. They committed to invite citizens to discuss Europe's future and to provide recommendations that would facilitate their decision-makers in shaping their national positions on Europe. In response, citizens' dialogues on the future of Europe were instituted across the Union to facilitate public participation in shaping Europe. This paper explores Ireland's set of dialogues which took place during 2018. Although event organisers in Ireland applied a relatively atypical and more systematic and participatory approach to their dialogues, evidence suggests that Irelands' dialogues were reminiscent of a public relations exercise which showcased the country's commitment to incorporating citizens into the debate on Europe while avoiding a deliberative design which could have strengthened the quality of public discourse and the quality of public recommendations. Due to an absence of elite political will for a deliberative process, as well as structural weaknesses in design, participants' recommendations lacked any clear and prescriptive direction which could shape Ireland's national position on the future of Europe in any constructive or meaningful way. The key aim of this paper is to consider how young professionals, who left Ireland since the economic recession, define their migration project -- not just individually but also as a shared experience across their generation. Using narrative analysis and the concept of 'speech acts', I explore how these young people working in England talk about and make sense of recent Irish migration. In particular, the paper explores the extent to which the participants construct a sense of 'cohorts' to articulate their shared experiences and expectations as a 'group', 'wave' or 'generation' of recent migrants and, in so doing, contrast themselves with previous waves of migrants from Ireland. I highlight their emphasis on 'choice', 'opportunities' and 'mobility' in contrast to their image of the older Irish migrants as 'forced', disadvantaged and 'stuck'. I suggest that this is not just an over-simplification of the past, but more importantly represents a device for making sense of the present. The paper also adopts a reflexive approach and situates myself as a researcher and an Irish migrant in the research process. In this way, I consider how my questions and comments may have influenced how narratives were constructed and shared as well as how I may have approached the analysis of the data through a specific socio-temporal mind set. This paper explores the role of imagination in the lives of Nigerian transnational children and their migrant parent in Ireland. Migration of a parent is a rupture in a child's life that triggers imaginary processes that are real in their developmental consequences. Following Zittoun and Gillespie, imagination is a process that generates a disjunction from the person's experience of the "real" world, and uncouples and loops out before it eventually comes back to the actual experience. In a previous paper, 'The Playing a Blinder Myth and why we must not forget shortcomings in unprecedented times', it was argued that acting Taoiseach, Leo Varadkar's response to the pandemic was one of opportunism rather than one of competency. By adopting a similar method to the previous article, this piece will provide an updated discussion and commentary, based on newspaper articles covering the newly formed Irish (Republic of Ireland) government's response to the pandemic to date. This paper discusses the governance of the coalition of Fine Gael, Fianna Fáil and The Green Party to examine whether the context of the pandemic deflected the Irish public's attention from what was simply a continuation of the Government's normal approach to welfare, housing and healthcare. Therefore, this paper will focus on the coalition's decision to screen and tax recipients of the Pandemic Unemployment Payment, the enactment of housing strategies that have not met the existing issues within the housing market and how previous measures have not provided adequate protection for the healthcare system during the pandemic. In this short article, the Republic of Ireland's government response to the pandemic is revisited after a year of living with coronavirus within the context of welfare, housing and healthcare. Objective: This paper presents the key findings from the Northern Ireland Youth Wellbeing Prevalence Survey (NIYWS), specifically the prevalence of common mental health disorders and their association with personal, familial and socio-economic risk factors. Methods: The Northern Ireland Youth Wellbeing Survey (NIYWS) is a large nationally representative household survey of young people aged 2–19 years (N = 3074) and their parents (N = 2816). Data collection was by means of a stratified random probability household survey. Children and young people were eligible to take part if they were aged 2 to 19 and lived in Northern Ireland. Mood and anxiety disorders were measured using the Revised Children's Anxiety and Depression Scale (RCADS: Chorpita et al., 2000). Results: Based on the cut-off scores for the RCADS 11.5% of the sample met the criteria for any mental health disorder. The most prevalent disorder was panic disorder (6.76%) and the least common was generalised anxiety disorder (2.69%). Poor child health, special educational needs, parental separation, living in a household in receipt of benefits, living in an area of deprivation and living in an urban area were all significant predictors of any mood or anxiety disorder. Conclusions: The results indicate somewhat elevated prevalence rates of mood and anxiety disorders in children and young people in Northern Ireland compared to England and other international countries. This paper draws on a case study of Achill Henge, County Mayo, Ireland, to examine the interplay between economic crisis, rebel creativity and shifting geographies of commemoration. Built in 2011 in a remote part of the west of Ireland, Achill Henge is a highly contested monument. Unfinished and under perennial threat of demolition, the Stonehenge-like structure was originally conceived as a 'tomb of the Celtic Tiger', in reference to Ireland's ill-fated economic 'miracle' of the 1990s and 2000s. This paper examines this economic context before adopting two perspectives. Firstly, drawing on critical ideas about commemoration, we identify how the Henge remembers economic and political failure, materialising a unique site of subaltern memory. Situating it within memorial landscapes in Ireland, we explore how it can serve to critically analyse practices of traditional and contemporary commemoration. Secondly, we examine how its unsanctioned liminality produces a valuable, exemplary site at which numerous unregulated, playful, performative and political practices can be carried out, away from mainstream convention and commercial banality. Deliberative democracy is for many the most significant development in democratic theory in the last 50 years and it has been used in some places to solve real-world policy problems. However, measuring the impact of deliberative methods is not clearly achievable because several independent variables are manipulated simultaneously. One of the main goals of deliberation is opinion change and thus it is important to understand why opinions change. This paper utilises comparison groups in order to isolate the impact of deliberation from information in the deliberative process. We outline the results of a quasi-experiment in which deliberation took place in a citizens' assembly (CA) in Ireland. As part of this we measured the impact using pre- and post-test controls, including a group given the information the CA participants received, but without the deliberation. In December 2019, in Wuhan in China an outbreak of Coronavirus (COVID-19) was reported. In late February 2020, the first cases of the virus were recorded in Ireland. By 11th March, the World Health Organisation had declared the outbreak a pandemic and on 12th March, An Taoiseach, Leo Varadkar announced that all schools would close with effect from 6pm that day. The schools remained closed until September. This paper considers the impact of the closure of primary schools on both principals' and teachers' wellbeing. A mixed-methods, longitudinal research methodology was undertaken. There were two phases to the research. Phase one was undertaken in June and July 2020 when teachers and principals participated in a semi-structured interview and completed two questionnaires: the Emotional Regulation questionnaire and the Copenhagen Burnout Inventory. Phase 2 of data collection was completed in December/January 2021/2021 when the teachers participated in a further interview and completed the questionnaires again. The overall aim of the study was to provide an opportunity for principals and teachers to reflect on how the pandemic impacted on their wellbeing and by inference, the impact of the increased emotional labour of teaching during COVID. Arthur Griffith founded Sinn Féin. From 1899 onwards, through detailed articles in his weekly papers and otherwise, he strongly advocated the economic development of Ireland and the adoption of qualified protectionism to achieve it. As minister for foreign affairs in the revolutionary government of Ireland in 1921, he chaired the Irish delegation that negotiated with Lloyd George's government articles of agreement for an Anglo-Irish Treaty. In January 1922 he was elected president of Dáil Éireann, the revolutionary Irish parliament, but died suddenly in August 1922 before the new Irish Free State formally came into existence. This essay underlines the importance that he attached to economic affairs, not least in making fiscal autonomy a central ambition of his negotiations with the British. Little is known about the current state of research on the involvement of young people in hate speech. Thus, this systematic review presents findings on a) the prevalence of hate speech among children and adolescents and on hate speech definitions that guide prevalence assessments for this population; and b) the theoretical and empirical overlap of hate speech with related concepts. This review was guided by the Cochrane approach. To be included, publications were required to deal with real-life experiences of hate speech, to provide empirical data on prevalence for samples aged 5 to 21 years and they had to be published in academic formats. Included publications were full-text coded using two raters (κ =.80) and their quality was assessed. The string-guided electronic search (ERIC, SocInfo, Psycinfo, Psyndex) yielded 1,850 publications. Eighteen publications based on 10 studies met the inclusion criteria and their findings were systematized. Twelve publications were of medium quality due to minor deficiencies in their theoretical or methodological foundations. All studies used samples of adolescents and none of younger children. Nine out of 10 studies applied quantitative methodologies. Eighteen publications based on 10 studies were included. Results showed that frequencies for hate speech exposure were higher than those related to victimization and perpetration. Definitions of hate speech and assessment instruments were heterogeneous. Empirical evidence for an often theorized overlap between hate speech and bullying was found. This paper explores how young people (aged 18–24 years) in Ireland attribute young men's sexual harassment and violence against women both to the situational demands of what we call 'heteromasculine homosociality' and young men's negotiation of role taking with women. Interpreting young people's explanations for sexual violence, the paper argues that through different forms of sexual harassment and violence, women are (ab)used to cement the heterosexual bonds between men. The argument is explored by drawing on young people's explanations of three forms of sexual harassment and violence: verbal violence, unwanted sexual touching and assault and image-based sexual abuse. The data comes from 28 interviews with young people as part of a European-funded research study that aims to explore both the discourses that young people use in their understandings of gender and violence against women and how young men may be supported in combatting violence against women. Among other implications, we suggest that as well as deconstructing attitudes towards women, prevention work and interventions with men must also focus on men's beliefs about the normative basis for masculine status and belonging between men. Social housing policy in Ireland has evolved over several decades into a significantly marketized tenure which relies on, supports and expands the private housing market. In this paper we argue that it does so in ways that contribute to the financialization of housing by embedding housing in volatile financial market cycles. Although the majority of the literature on financialization, both in Ireland and internationally, has tended to focus on home ownership and mortgage markets, we argue that the retrenchment of social housing and the shift towards subsidized private rental accommodation have been key features of the process of financialization and of Ireland's experience of boom and bust. The neoliberal turn in social housing policy, however, did not take shape in the form of either a coherent ideological project or a coherent suite of policy measures, but rather through the kind of piecemeal, ad hoc and typically 'pragmatic' processes identified by Kitchin et al. It is by examining the unfolding of these ad hoc processes that we identify both the neoliberalization of social housing policy and the interfaces between this process and that of financialization, particularly by highlighting how the former has enabled and facilitated the latter. What is the role of national identities in doing antiracism? In social psychology, much research on racism has examined processes and practices of exclusion. Scant research however has examined practices of inclusion. In this paper, I examine practices of national majority group members doing antiracism in response to complaints by ethnic minority members about facing racism on Twitter about their national belonging. I examine these instances and responses to these in the Irish context, as in Ireland, being "Irish" can mean both ethnic and national identity. Findings show that respondents' national identification was central to practices of inclusion, such as that of affirming the Irishness of those facing exclusion. For respondents' national belonging was oriented to as significant for those complaining about inclusion, for themselves, and for those who were engaging in racist exclusion of ethnic minority members. Together the findings show that while national identities allow for antiracism, these problematically suppress the relevance of race in favor of nations and nationalisms. [ABSTRACT FROM AUTHOR]

Acquisition and enhancement of social capital is a continuous process of negotiation and interaction between self and social context. While the concept of social capital has been dealt with extensively in international research, relatively few studies have explored social capital among young people, particularly in the school context. This paper considers access of first-year students (age twelve to thirteen years) to school-based social capital in secondary schools in the Republic of Ireland. Drawing on several theories dealing with social capital, the paper describes factors that are likely to have an impact on the acquisition process. It is argued in the paper that access to teacher- and peer-based social capital may provide valuable resources that ease the transition process for students as they move from primary schools to secondary level. This paper will outline the extent to which local police governance is provided for in Ireland. It will argue that, in a country that has of late been plagued by policing scandals, reform agenda as yet have not been preoccupied by this issue and so formal police governance has not emerged. On the other hand, however, the paper analyses reform trends that tend towards such developments. These are analysed and it is argued, firstly, that these developments have been substantially shaped by the post-colonial nature of the state and, secondly, that through these examples we can question the virtues and vices of local police governance. What role do organizations play in the enactment of large-scale violence against a specific group of people? In this paper, I depart from existing literature that focuses on violence within organizations, and instead emphasize the influence of external actors. Specifically, I examine the ways in which supporting organizations can first legitimate, and then actively maintain, violence against a group of vulnerable people. Drawing upon a unique, recently-published archive of data, these ideas are developed through an analysis of a case study in which large-scale violence was carried out on a vulnerable group: Ireland’s industrial school children. I draw on Kristeva’s notion of abjection to show how an excluded, distasteful ‘other’ is discursively co-constructed such that violence is seen as acceptable, and then actively maintained in the abject position as a boundary object that encompasses shared meanings across different organizations. Contributions include a framework for understanding the role of organizations in the perpetration of large-scale violence, which highlights how violence can be legitimated via the construction of subjects as abject boundary objects in extreme cases, and how this abject position can be maintained through inter-organizational dynamics comprising excessive rules and regulation, the suppression of care, and active policing. Finally, scholarship on boundary objects is extended by this paper’s interrogation of the ‘dark side’ of this inter-group phenomenon, an area that is rarely studied. [ABSTRACT FROM AUTHOR]

The intention of this paper is to examine the range of interdependent processes that influence the decisions of Irish footballers to migrate from teams based in the League of Ireland to English Premier League and Football League clubs. Using data derived from a series of qualitative interviews conducted with a group of Irish players that had relocated to English clubs at different points over a 20-year period, the analysis reveals that the players’ decisions to migrate are predicated upon the interdependency of a number of processes that push the migrants from Ireland and pull them to England. The paper shows how these processes are reflected in a series of migrations where the players are not simply passive social agents but, rather, dynamic interlocutors whose decisions must be framed within the local contexts between which their movements are situated. Aims: By applying the savings paradigm to determine the presence of residual Irish language knowledge, this study seeks to investigate the relearning advantage for the acquisition of words likely to have been acquired during the second language acquisition of Irish compared with newly acquired Irish words. Furthermore, self-efficacy will be assessed as a robust self-assessed predictor of performance. Methodology: Using a corpus of Irish language, low- and high-frequency nouns were used to create a list of 'old' and 'new' words. Thirty-six participants were tested over 2 months, across three phases. Each participant was provided with a relearning session before being tested on their individualised list of 40 words. Participants were asked to rate their self-efficacy confidence levels before each testing session. Data and analysis: An online survey platform was used at each phase to test residual knowledge and to gather self-efficacy and attitudinal data. Correlation analyses and independent t-tests were carried out to measure the effect sizes over the 2-month time period of testing. Findings: The data provide evidence that Irish nouns likely to have been previously encountered, but since forgotten, are recalled more efficiently than newly encountered Irish nouns. Furthermore, evidence of cognateness as a retrieval strategy reveals an active Irish language residual knowledge base. Originality: This paper is the first effort in applying the savings paradigm methodology, as demonstrated in de Bot et al., to the Irish language context, and is the first attempt at measuring perceived pre-test Irish language abilities using self-efficacy. Implications: With Irish language as a compulsory school subject in Ireland, and so few daily users of the language, the identification of residual Irish knowledge in a population that has not used the language in decades may encourage reactivation of a language presumed to be forgotten. Many countries plan to decarbonise their energy systems by increasing energy efficiency and expanding the use of renewable energy sources (RES). Such actions require significant investments in new energy infrastructures. While people are generally accepting of these infrastructures, opposition sometimes arises when these developments are sited at close proximity to people's residences. Therefore, it is important to understand what actually drives people's preferences for spatial proximity to different energy infrastructure technologies. This study examines the factors influencing people's proximity preferences to a range of different energy technologies using a cross-country econometric analysis of the stated preference data from an unprecedented survey conducted on nationally representative samples of the population in Ireland, the U.S. and Germany. The survey involved more than 4,500 participants in total. This paper presents the data and selected results from a generalised ordered logit model for each energy technology surveyed. These are; wind turbines, solar power technology, biomass power plant, coalfired power plant and natural gas power plant. The results show that, in general, German and Irish citizens are willing to accept energy infrastructures at smaller distances to their homes than their U.S. counterparts. Moreover, attitudinal factors are found to shape people's preferences more consistently than any of the socio-demographic characteristics. [ABSTRACT FROM AUTHOR]
