The 2021 US National Seismic Hazard Model (NSHM) for the State of Hawaii updates the previous two-decade-old assessment by incorporating new data and modeling techniques to improve the underlying ground shaking forecasts of tectonic-fault, tectonic-flexure, volcanic, and caldera collapse earthquakes. Two earthquake ground shaking hazard forecasts (public policy and research) are produced that differ in how they account for declustered catalogs. The earthquake source model is based on (1) declustered earthquake catalogs smoothed with adaptive methods, (2) earthquake rate forecasts based on three temporally varying 60-year time periods, (3) maximum magnitude criteria that extend to larger earthquakes than previously considered, (4) a separate Kīlauea-specific seismogenic caldera collapse model that accounts for clustered event behavior observed during the 2018 eruption, and (5) fault ruptures that consider historical seismicity, GPS-based strain rates, and a new Quaternary fault database. Two new Hawaii-specific ground motion models (GMMs) and five additional global models consistent with Hawaii shaking data are used to forecast ground shaking at 23 spectral periods and peak parameters. Site effects are calculated using western US and Hawaii specific empirical equations and provide shaking forecasts for 8 site classes. For most sites the new analysis results in similar spectral accelerations as those in the 2001 NSHM, with a few exceptions caused mostly by GMM changes. Ground motions are the highest in the southern portion of the Island of Hawai’i due to high rates of forecasted earthquakes on décollement faults. Shaking decays to the northwest where lower earthquake rates result from flexure of the tectonic plate. Large epistemic uncertainties in source characterizations and GMMs lead to an overall high uncertainty (more than a factor of 3) in ground shaking at Honolulu and Hilo. The new shaking model indicates significant chances of slight or greater damaging ground motions across most of the island chain.

The U.S. Geological Survey (USGS) National Seismic Hazard Model (NSHM) is the scientific foundation of seismic design regulations in the United States and is regularly updated to consider the best available science and data. The 2018 update of the conterminous U.S. NSHM includes significant changes to the underlying ground motion models (GMMs), most of which are necessary to enable the new multi-period response spectra (MPRS) requirements of seismic design regulations that use hazard results for 22 spectral periods and eight site classes. This article focuses on the GMMs used in the western United States (WUS) and is a companion to a recent article on the GMMs used in the central and eastern United States (CEUS). In the WUS, for crustal and subduction earthquakes, two models used in previous versions of the NSHM are excluded to provide consistency over all considered periods and site classes. To more accurately estimate ground motions at long periods in the vicinity of Los Angeles, San Francisco, Salt Lake City, and Seattle, the 2018 NSHM incorporates deep sedimentary basin depth from local seismic velocity models. The subduction GMMs considered lack basin depth terms and are modified to include an additional scale factor to account for this. This article documents the WUS GMMs used in the 2018 NSHM update and provides detail on the changes to GMM medians, aleatory variability, epistemic uncertainty, and site-effect models. It compares each of these components with those considered in prior NSHMs and discusses their total effect on hazard.

The United States Geological Survey (USGS) National Seismic Hazard Model (NSHM) is the scientific foundation of seismic design regulations in the United States and is regularly updated to consider the best available science and data. The 2018 update of the conterminous US NSHM includes major changes to the underlying ground motion models (GMMs). Most of the changes are motivated by the new multi-period response spectra requirements of seismic design regulations that use hazard results for 22 spectral periods and 8 site classes. In the central and eastern United States (CEUS), the 2018 NSHM incorporates 31 new GMMs for hard-rock site conditions [Formula: see text], including the Next Generation Attenuation (NGA)-East GMMs. New aleatory variability and site-effect models, both specific to the CEUS, are applied to all median hard-rock GMMs. This article documents the changes to the USGS GMM selection criteria and provides details on the new CEUS GMMs used in the 2018 NSHM update. The median GMMs, their weights, epistemic uncertainty, and aleatory variability are compared with those considered in prior NSHMs. This article further provides implementation details on the CEUS site-effect model, which allows conversion of hard-rock ground motions to other site conditions in the CEUS for the first time in NSHMs. Compared with the 2014 NSHM hard-rock ground motions, the weighted average of median GMMs increases for large magnitude events at middle to large distance range, epistemic uncertainty increases in almost all situations, but aleatory variability is not significantly different. Finally, the total effect on hazard is demonstrated for an assumed earthquake source model in the CEUS, which shows an increased ring of ground motions in the vicinity of the New Madrid seismic zone and decreased ground motions near the East Tennessee seismic zone.

The 2018 US Geological Survey National Seismic Hazard Model (NSHM) incorporates new data and updated science to improve the underlying earthquake and ground motion forecasts for the conterminous United States. The NSHM considers many new data and component input models: (1) new earthquakes between 2013 and 2017 and updated earthquake magnitudes for some earlier earthquakes; (2) two updated smoothed seismicity models to forecast earthquake rates; (3) two suites of new central and eastern US (CEUS) ground motion models (GMMs) to translate ground shaking for various earthquake sizes and source-to-site distances considered in the model; (4) two CEUS GMMs for aleatory variability; (5) two CEUS site-effect models that modify ground shaking based on alternative shallow site conditions; (6) more advanced western US (WUS) lithologic and structural information to assess basin site effects for selected urban regions; and (7) a more comprehensive range of outputs (22 periods and 8 site classes) than in previous versions of the NSHMs. Each of these new datasets and models produces changes in the probabilistic ground shaking levels that are spatially and statistically analyzed. Recent earthquakes or changes to some older earthquake magnitudes and locations mostly result in probabilistic ground shaking levels that are similar to previous models, but local changes can reach up to +80% and −60% compared to the 2014 model. Newly developed CEUS models for GMMs, aleatory variability, and site effects cause overall changes up to ±64%. The addition of the WUS basin amplifications causes changes of up to +60% at longer periods for sites overlying deep soft soils. Across the conterminous United States, the hazard changes in the model are mainly caused by new GMMs in the CEUS, by sedimentary basin effects for long periods (≥1 s) in the WUS, and by seismicity changes for short (0.2 s) and long (1 s) periods for both areas.

As part of the update of the 2018 National Seismic Hazard Model (NSHM) for the conterminous United States (CONUS), new ground motion and site effect models for the central and eastern United States were incorporated, as well as basin depths from local seismic velocity models in four western US (WUS) urban areas. These additions allow us, for the first time, to calculate probabilistic seismic hazard curves for an expanded set of spectral periods (0.01 to 10 s) and site classes (VS30 = 150 to 1500 m/s) for the CONUS, as well as account for amplification of long-period ground motions in deep sedimentary basins in the Los Angeles, San Francisco Bay, Seattle, and Salt Lake City areas. Two sets of 2018 NSHM hazard data (hazard curves and uniform-hazard ground motions) are available: (1) 0.05°-latitude-by-0.05°-longitude gridded data for the CONUS and (2) higher resolution 0.01°-latitude-by-0.01°-longitude gridded data for the four WUS basins. Both sets of data contain basin effects in the WUS deep sedimentary basins. Uniform-hazard ground motion data are interpolated for 2, 5, and 10% probability of exceedance in 50 years from the hazard curves. The gridded data for the hazard curves and uniform-hazard ground motions, for all periods and site classes, are available for download at the U.S. Geological Survey ScienceBase Catalog ( https://doi.org/10.5066/P9RQMREV ). The design ground motions derived from the hazard curves have been accepted by the Building Seismic Safety Council for adoption in the 2020 National Earthquake Hazard Reduction Program Recommended Seismic Provisions.

During 2017–2018, the National Seismic Hazard Model for the conterminous United States was updated as follows: (1) an updated seismicity catalog was incorporated, which includes new earthquakes that occurred from 2013 to 2017; (2) in the central and eastern United States (CEUS), new ground motion models were updated that incorporate updated median estimates, modified assessments of the associated epistemic uncertainties and aleatory variabilities, and new soil amplification factors; (3) in the western United States (WUS), amplified shaking estimates of long-period ground motions at sites overlying deep sedimentary basins in the Los Angeles, San Francisco, Seattle, and Salt Lake City areas were incorporated; and (4) in the conterminous United States, seismic hazard is calculated for 22 periods (from 0.01 to 10 s) and 8 uniform VS30maps (ranging from 1500 to 150 m/s). We also include a description of updated computer codes and modeling details. Results show increased ground shaking in many (but not all) locations across the CEUS (up to ~30%), as well as near the four urban areas overlying deep sedimentary basins in the WUS (up to ~50%). Due to population growth and these increased hazard estimates, more people live or work in areas of high or moderate seismic hazard than ever before, leading to higher risk of undesirable consequences from forecasted future ground shaking.

The National Seismic Hazard Maps (NSHMs) are an important component of seismic design regulations in the United States. This paper compares hazard using the new suite of ground motion models (GMMs) relative to hazard using the suite of GMMs applied in the previous version of the maps. The new source characterization models are used for both cases. A previous paper ( Rezaeian et al. 2014 ) discussed the five NGA-West2 GMMs used for shallow crustal earthquakes in the Western United States (WUS), which are also summarized here. Our focus in this paper is on GMMs for earthquakes in stable continental regions in the Central and Eastern United States (CEUS), as well as subduction interface and deep intraslab earthquakes. We consider building code hazard levels for peak ground acceleration (PGA), 0.2-s, and 1.0-s spectral accelerations (SAs) on uniform firm-rock site conditions. The GMM modifications in the updated version of the maps created changes in hazard within 5% to 20% in WUS; decreases within 5% to 20% in CEUS; changes within 5% to 15% for subduction interface earthquakes; and changes involving decreases of up to 50% and increases of up to 30% for deep intraslab earthquakes for most U.S. sites. These modifications were combined with changes resulting from modifications in the source characterization models to obtain the new hazard maps.

The 2014 national seismic-hazard model for the conterminous United States incorporates new scientific results and important model adjustments. The current model includes updates to the historical catalog, which is spatially smoothed using both fixed-length and adaptive-length smoothing kernels. Fault-source characterization improved by adding faults, revising rates of activity, and incorporating new results from combined inversions of geologic and geodetic data. The update also includes a new suite of published ground motion models. Changes in probabilistic ground motion are generally less than 10% in most of the Intermountain West compared to the prior assessment, and ground-motion hazard in four Intermountain West cities illustrates the range and magnitude of change in the region. Seismic hazard at reference sites in Boise and Reno increased as much as 10%, whereas hazard in Salt Lake City decreased 5–6%. The largest change was in Las Vegas, where hazard increased 32–35%.

A large portion of the population of the United States lives in areas vulnerable to earthquake hazards. This investigation aims to quantify population and infrastructure exposure in places within the conterminous United States that are subjected to varying levels of earthquake ground motions by systematically analyzing the last four cycles of the U.S. Geological Survey's (USGS) National Seismic Hazard Models (published in 1996, 2002, 2008 and 2014). Using the 2013 LandScan data, we estimate the number of people who are exposed to potentially damaging ground motions (peak ground accelerations at or above 0.1 g). At least 28 million (~9% of the total population) may experience 0.1 g level of shaking at relatively frequent intervals [annual rate of 1 in 72 years or 50% probability of exceedance (PE) in 50 years], 57 million (~18% of the total population) may experience this level of shaking at moderately frequent intervals (annual rate of 1 in 475 years or 10% PE in 50 years), and 143 million (~46% of the total population) may experience such shaking at relatively infrequent intervals (annual rate of 1 in 2,475 years or 2% PE in 50 years). We also show that there are a significant number of critical infrastructure facilities located in high-earthquake-hazard areas (modified Mercalli intensity ≥ VII with moderately frequent recurrence interval).

We present the updated seismic source characterization (SSC) for the 2014 update of the National Seismic Hazard Model (NSHM) for the conterminous United States. Construction of the seismic source models employs the methodology that was developed for the 1996 NSHM but includes new and updated data, data types, source models, and source parameters that reflect the current state of knowledge of earthquake occurrence and state of practice for seismic hazard analyses. We review the SSC parameterization and describe the methods used to estimate earthquake rates, magnitudes, locations, and geometries for all seismic source models, with an emphasis on new source model components. We highlight the effects that two new model components—incorporation of slip rates from combined geodetic-geologic inversions and the incorporation of adaptively smoothed seismicity models—have on probabilistic ground motions, because these sources span multiple regions of the conterminous United States and provide important additional epistemic uncertainty for the 2014 NSHM.

The U.S. Geological Survey seismic hazard maps for the central and eastern United States were updated in 2014. We analyze results and changes for the eastern part of the region. Ratio maps are presented, along with tables of ground motions and deaggregations for selected cities. The Charleston fault model was revised, and a new fault source for Charlevoix was added. Background seismicity sources utilized an updated catalog, revised completeness and recurrence models, and a new adaptive smoothing procedure. Maximum-magnitude models and ground motion models were also updated. Broad, regional hazard reductions of 5%–20% are mostly attributed to new ground motion models with stronger near-source attenuation. The revised Charleston fault geometry redistributes local hazard, and the new Charlevoix source increases hazard in northern New England. Strong increases in mid- to high-frequency hazard at some locations—for example, southern New Hampshire, central Virginia, and eastern Tennessee—are attributed to updated catalogs and/or smoothing.

The USGS National Seismic Hazard Maps were updated in 2014 and included several important changes for the central United States (CUS). Background seismicity sources were improved using a new moment-magnitude-based catalog; a new adaptive, nearest-neighbor smoothing kernel was implemented; and maximum magnitudes for background sources were updated. Areal source zones developed by the Central and Eastern United States Seismic Source Characterization for Nuclear Facilities project were simplified and adopted. The weighting scheme for ground motion models was updated, giving more weight to models with a faster attenuation with distance compared to the previous maps. Overall, hazard changes (2% probability of exceedance in 50 years, across a range of ground-motion frequencies) were smaller than 10% in most of the CUS relative to the 2008 USGS maps despite new ground motion models and their assigned logic tree weights that reduced the probabilistic ground motions by 5–20%.

Several aspects of the earthquake characterization were changed for the Pacific Northwest portion of the 2014 update of the national seismic hazard maps, reflecting recent scientific findings. New logic trees were developed for the recurrence parameters of M8-9 earthquakes on the Cascadia subduction zone (CSZ) and for the eastern edge of their rupture zones. These logic trees reflect recent findings of additional M8 CSZ earthquakes using offshore deposits of turbidity flows and onshore tsunami deposits and subsidence. These M8 earthquakes each rupture a portion of the CSZ and occur in the time periods between M9 earthquakes that have an average recurrence interval of about 500 years. The maximum magnitude was increased for deep intraslab earthquakes. An areal source zone to account for the possibility of deep earthquakes under western Oregon was expanded. The western portion of the Tacoma fault was added to the hazard maps.

The U.S. National Seismic Hazard Maps (NSHMs) have been an important component of seismic design regulations in the United States for the past several decades. These maps present earthquake ground shaking intensities at specified probabilities of being exceeded over a 50-year time period. The previous version of the NSHMs was developed in 2008; during 2012 and 2013, scientists at the U.S. Geological Survey have been updating the maps based on their assessment of the “best available science,” resulting in the 2014 NSHMs. The update includes modifications to the seismic source models and the ground motion models (GMMs) for sites across the conterminous United States. This paper focuses on updates in the Western United States (WUS) due to the use of new GMMs for shallow crustal earthquakes in active tectonic regions developed by the Next Generation Attenuation (NGA-West2) project. Individual GMMs, their weighted combination, and their impact on the hazard maps relative to 2008 are discussed. In general, the combined effects of lower medians and increased standard deviations in the new GMMs have caused only small changes, within 5–20%, in the probabilistic ground motions for most sites across the WUS compared to the 2008 NSHMs.

The probabilistic methodology developed by the U.S. Geological Survey is applied to a new seismic hazard assessment for Puerto Rico and the U.S. Virgin Islands. Modeled seismic sources include gridded historical seismicity, subduction-interface and strike-slip faults with known slip rates, and two broad zones of crustal extension with seismicity rates constrained by GPS geodesy. We use attenuation relations from western North American and worldwide data, as well as a Caribbean-specific relation. Results are presented as maps of peak ground acceleration and 0.2- and 1.0-second spectral response acceleration for 2% and 10% probabilities of exceedance in 50 years (return periods of about 2,500 and 500 years, respectively). This paper describes the hazard model and maps that were balloted by the Building Seismic Safety Council and recommended for the 2003 NEHRP Provisions and the 2006 International Building Code.

The distributions of insured losses to single-family housing following the 1994 Northridge, California, earthquake for 234 ZIP codes can be satisfactorily modeled with gamma distributions. Regressions of the parameters in the gamma distribution on estimates of ground motion, derived from ShakeMap estimates or from interpolated observations, provide a basis for developing curves of conditional probability of loss given a ground motion. Comparison of the resulting estimates of aggregate loss with the actual aggregate loss gives satisfactory agreement for several different ground-motion parameters. Estimates of loss based on a deterministic spatial model of the earthquake ground motion, using standard attenuation relationships and NEHRP soil factors, give satisfactory results for some groundmotion parameters if the input ground motions are increased about one and one-half standard deviations above the median, reflecting the fact that the ground motions for the Northridge earthquake tended to be higher than the median ground motion for other earthquakes with similar magnitude. The results give promise for making estimates of insured losses to a similar building stock under future earthquake loading. [DOI: 10.1193/1.1775238]

The fault sources in the Project 97 probabilistic seismic hazard maps for the state of California were used to construct maps for defining near-source seismic coefficients, Na and Nv, incorporated in the 1997 Uniform Building Code (ICBO 1997). The near-source factors are based on the distance from a known active fault that is classified as either Type A or Type B. To determine the near-source factor, four pieces of geologic information are required: (1) recognizing a fault and determining whether or not the fault has been active during the Holocene, (2) identifying the location of the fault at or beneath the ground surface, (3) estimating the slip rate of the fault, and (4) estimating the maximum earthquake magnitude for each fault segment. This paper describes the information used to produce the fault classifications and distances.
