Do states circumvent embargoes by supplying weapons across borders to sanctioned countries? We report evidence that arms imports systematically increase in the neighborhood of conflict states under an embargo. Using several alternative research-design specifications, we contend that this pattern is consistent with arms exporters shifting the arms trade to neighbors of conflict states under sanctions, where it is easier to move arms clandestinely across the border. Despite the lack of direct evidence of clandestine cross-border trafficking, this research contributes to the development of more sophisticated screening tools to identify potential non-compliers with arms embargoes for direct follow-up investigations. Do governments’ military build-ups foster the outbreak of intrastate violence? This article investigates the impact of governments’ arms imports on the onset of intrastate conflicts. There is scant empirical research on the role of the external acquisition of coercive technologies, and even fewer studies explore the respective causal mechanisms of their consequences. We argue that the existing literature has not adequately considered the potential simultaneity between conflict initiation and arms purchases. In contrast, our study explicitly takes into account that weapon inflows may not only causally induce conflicts but may themselves be caused by conflict anticipation. Following a review of applicable theoretical models to derive our empirical expectations, we offer two innovative approaches to surmount this serious endogeneity problem. First, we employ a simultaneous equations model that allows us to estimate the concurrent effects of both arms imports on conflict onsets and conflict onsets on imports. Second, we are the first to use an instrumental variable approach that uses the import of weapon types not suitable for intrastate conflict as instruments for weapon imports that are relevant for fighting in civil wars. Relying on arms transfer data provided by the Stockholm International Peace Research Institute for the period 1949-2013, we provide estimates for the effect of imports on civil war onset. Our empirical results clearly show that while arms imports are not a genuine cause of intrastate conflicts, they significantly increase the probability of an onset in countries where conditions are notoriously conducive to conflict. This article assesses the impact of a new form of defense cooperation – formal weapons cooperation agreements, or WCAs – on the global arms trade. WCAs are bilateral framework agreements that establish comprehensive guidelines on the development, production, and exchange of conventional arms. Substantively, WCAs regulate such core areas as procurement and contracting, defense-based research and development, and defense industrial cooperation. These agreements have proliferated dramatically since the mid-1990s. They now number nearly 700, with 30–40 new WCAs signed each year. Newly collected data are used to analyze the effect of WCAs on import and export of conventional weapons. To control for interdependencies in the formation of WCAs, and to account for the mutually endogenous relationship between WCAs and weapons flows, WCAs are modeled as an interdependent network that coevolves with the individual-level arms trade activity of states. The analysis shows that, over the 1995–2010 period, WCAs have significantly increased weapons flows. [ABSTRACT FROM AUTHOR]

The term 'military Keynesianism' refers to economic policies in which the government devotes large amounts of spending to the military in order to foster economic growth. In this article, a number of crucial distinctions are made between different forms of military Keynesian policy, providing a more sophisticated picture of the practices of US and EU governments. It is argued that a form of military Keynesianism can be said to be operating even where it is not the primary means for regulating the business cycle. And the particular effects of externalised military Keynesianism, in which the state encourages other countries to purchase arms from domestic manufacturers, are considered. As Keynes's ideas are revived in response to the financial crisis, this article concludes by asking what a genuinely ecological alternative to military Keynesianism would look like.
